good morning, overnight japan increased the severity of the nuclear accident. all of this as the death toll reaches staggering numbers. we are live in berkeley where radiation detectors are noticing small parts of radiation. old man winter doesn't want to let go. we are getting a little bit of a break in a rain. as steve mentioned we have the wet weather, we have the high surf, we have the winter

weather advisory on the way. we'll give you a live look at conditions. coming up. good morning, thank you for waking up with us it's friday march 18th i'm pam cook. >> it's friday i'm dave clark. let's check weather and traffic. here is steve. thank you very much. it's windy. there have been pockets of moderate to heavy rain. some of the cells coming over and waiting for this ban to come by. there has been pretty heavy rainiest specially down toward marin county. look at it right there. also wind and rain but for other areas we are seeing a break but there is pretty good rain on the peninsula. let's go down there on the line that stretches from half-moon bay and over toward hayward and

fremont. here is sal. that is right. we are looking at some of the wet roads throughout the bay area. it's not as welt as we mentioned in the south bay. it might get there. we are watching it all for you. this is a look at 680 and fremont. we will give you another traffic update in a few minutes. now let's go back to the desk. all right sal. time now 6:01. japan increased the alert from a level four to level five on a scale of seven. the level five puts the japanese nuclear incident at the same level for the 1979 five mile incident. fire trucks are out there spraying water on the overheated reactors still trying to prevent a meltdown and they are trying to install a new power line to the plant hoping to get the cooling systems working again. scientists at uc berkeley have detected very small

amounts of radio active materials. jade hernandez is live at the campus this morning why the experts say it's nothing to worry about. >> reporter: on the sixth floor of this building there are four radiation detectors on the rooftop and this morning those detectors are registering small particles of radiation. nuclear engineering professors say the radiation is so tiny it does not pose any health risks and the only reason they know there is a trace of radiation because of the chemical footprint left behind in the form of an isotope. it's the same radiation you would receive if you went a little higher in the atmosphere. >> if you took a trip from here up to the top of the hill above berkeley, that is about the differential in the background. >> reporter: we spoke to an epa regional manager and continued to touch base with agency that added more radiation detectors

on the coast. it did not expect radiation levels which descend on bay area residents to be harmful. they are expected to dilute in the pacific ocean. the same is being emphasized by the state health department and the bay area air quality management agency. what is agreed upon radio active materials are dangerous that are close to the reactor. what do bay area residents think? >> at this point, i mean i think it's really inconsiderate that all of us people are stocking up on the potassium iodine tablets when we should send them over to the japanese. >> reporter: as you heard there is confusion over what to do about any exposure and that is why the professors at the nuclear engineering department put detectors out in the first place. the iodine tablets can cause reactions and if they are

announced that four of its journalist reported missing while covering the libya conflict have been found. the times website says the four were captured by forces loyal to libyan leader moammar gadhafi and will be released on friday. again the breaking news the four journalist that were reported missing have been found. the u.s. department of education is investigating a complaint from an instructor at uc santa cruz. it claims the campus is a hostile environment for jewish students. he points to antiisrael protests. uc santa cruz administrators strongly deny his allegations. the chp is investigating a tragic roadway death in mill valley of a 72-year-old woman. she was hit and killed by a car last night while crossing the intersection of seminary and hodges. the driver is staying there at the scene is cooperating.

it's not clear why she was walking across that intersection since there is no clearly marked crosswalk. animal cruelty is facing a petaluma man seven months after his labrador retriever was found wandering the streets. bob neilson who was arrested yes could spend three years in prison. his dog which was renamed boomer is in a shelter. his front nails were worn down, his muzzle was scabbed. boomer is recovering from foster care. he will be put up for adoption when this criminal case is over. it is a stormy friday morning here in the bay area. you can expect rain and wind whether you are on the highway or out at the beach. that is where claudine wong is this morning on storm watch. how are the waves and the weather right now? >> well, it's all picking up. we're getting a little bit of a break from the rain right now.

the wind is starting to pick up a little bit. take a look at the surf out here. it's crashing along fort point. tide is beginning to rise out here. we do expect a high tide in a few hours. and really the high surf advisory kicks in this afternoon. this is one of the days we are looking at the very beginning of what is to come. this morning we're out on the roads. saw wet roads. saw people running to get out of the rain and the intermittent spots we have seen. if you are heading up to the mountain there is is a winter weather advisory. just something to keep in mind if you are starting your day. the weather is coming. the weather will stay for awhile it appears. so we are going to keep an eye on conditions as they change and as the surf continues to crash in as the rain continues to come. as the wind continues to come. live here in san francisco claudine wong ktvu channel 2 news. >> all right take us right there to the ocean. sal is taking us into the

commute. how are we doing? it's rainy. dave and pam we are doing pretty well because of the friday commute. you know how we usually have people we have lighter volume on fridays. it has been going on for awhile. if you remember when this started. as i get older my brain gets fuzzy. a pattern of friday light has started. has been it been a few years or three years? send me a tweet if you remember when this pattern started. you look at the bay bridge, it's definitely lighter than usual. what messes up the pattern obviously there is a crash in your way. we don't have any just yet. it's raining so allow yourself extra time to get there and steve says this may be just the beginning of the rain. let's go to steve. that is correct, sal. it looks like we're in for not only this week but the seven to ten day outlook. we have reports of hail up in

lake county. woman areas toward -- some areas toward the marin county are picking up in intensity. we've had some over san rafael and up toward napa. and heading right over highway 37. san pablo bay and back over toward highway 80. starting to move along highway 24 as you saw on the photographic shop. traffic -- over on the traffic stop. peninsula a pretty good cell. between the bay bridge and the san mateo bridge. that is moving north. just went through right there the san mateo bridge and that will head right toward oakland and probably over the bay bridge. we do have areas where the rain is picking up. the system is still a ways away. we are getting out ahead of it. the front is on the north coast right now. we have a couple hours to go.

then it will pick up. let me give you the details. then i will send it back to pam and dave. noon to four looks the heaviest. santa cruz mountains and gusts up to 40 miles an hour and then the cold air comes in tomorrow pam and dave. >> oh boy. if you're heading to tahoe it could be rough. this morning the jury selection continues. that process began in a patrol court in san francisco yesterday. some 100 potential jurors filled out 19 pages of questions. they are all designed to root out strong opinions or biases involving one of baseballs controversial super stars. >> they are trying to conclude did you idolize him a little when he was doing great baseball feats or is he someone you are a little skeptical of?

>> the judge hopes to wrap up jury selection by the end of the day on monday. that's when she expects to have seated the 12 jurors and four alternates that will decide bonds' fate. he is accused of lying underneath when he testified he never knowingly used steroids. stay with channel 2 and our website ktvu.com as that bonds' case goes to trial. time now 6:11. it's not the usual response that your country is about to face military action. as you can see the a lot of people cheered but the way the u.n. may force a no fly zone in libya is surprising people. donald trump is urging president obama to change his travel plans.

welcome back we are still tracking breaking news coming from libya right now. the foreign minister says libya will end their attacks against rebels in a response to a united nations mandate. now as ktvu alison burns reports the news comes as the united states, britain and france are getting ready for possible strikes against libya. >> reporter: there is skepticism whether libya will follow through on this brand

new cease fire. president obama has been on the phone with his counterparts britain and france. this is the scene on the streets of benghazi as the united nations security council took a criticalset it calls for -- critical vote it calls for u.n. members to enforce a no fly zone. it is still unclear how the international operation might unfold. france says it's prepared to strike to cripple libya's military within hours. the pentagon says the u.s. involvement will likely include ships and planes already nearby. to help with air traffic control and other surveillance aircraft. there are already two u.s. assault ships in the region with 400 marines on board. reporting live from washington, d.c. alison burns ktvu channel

2 news. later today president obama will embark on a five-day trip to latin america. the president is scheduled to visit brazil, chile, and el salvador. he's taking the trip to focus on drugs and security. first lady michelle obama and her mother and daughters will make the trip also. donald trump that is considering a run for president that says instead of going to latin america president obama should be going to japan. he says it would be brilliant. on capitol hill a bill that was approved in the house to cut off spending for national public radio is not expected to gain traction in the u.s. senate. the bill was passed yesterday mostly along party lines. this was the second time the public radio was targeted in the house of representatives. last month lawmakers voted to

strip money for public radio but it was rejected by the u.s. senate. the new york times website is going to get more expensive if you use it a lot. the newspaper will allow everyone to look at as many as 20 articles, videos, and slide shows every month for free. after that it will be asking visitors to choose a four week subscription plan costing up to $35. the print edition subscribers you will have unlimited free access. 6:18 is the time right now. back in to sal to check on the commute. >> so far so good. we've had some minor collisions out there. nothing major. i'm looking at highway 24 with a healthy dose of skepticism because the last few days we've had a bad commute here. right now traffic is moving well. we seem to have problems in the 6:30 to 7:00 area. maybe today it will be better. let's move along and take a

look at the bay bridge toll plaza. that traffic looks good. remember it's raining and steve has said it's going to be raining for most of the morning commute and you know actually i've got to find out from steve what it will be doing for the afternoon commute. as you look at hayward and union city traffic is moving along nicely here. in the south bay here is san jose. only some spots of slow traffic but nothing major just yet. 6:19 here is steve. thank you, sal. we do have cloudy skies. some rain. it has been brief and heavy. the front has a ways to go. it's call waves forming on the front. what does that do? it slows it down. it slows it down and intensifies it. i think the evening commute will be very, very difficult. some of the rain coming in right around sur point. things were active and now they are calming down. matt checked in and he said

right by bris bane there was rain. and now stretching back over toward san leandro and oakland and heading toward the bay bridge. as you can see that yourself right there. this came up by redwood city. now it's heading kind of drifting more east, northeast right over san leandro and heading over toward oakland as well. not so much. again that was where the system originated right there. south bay some rain is starting to finally move in. it's taken awhile i should say. it's on its way. what we are going to see is the system now watch how off the coast there is a little hook right there. that will slow it down. straight off from ukiah. it will also increase the rain later on. big old low coming down. that is a cold dynamic low. look for showers. some will be pretty heavy and windy. gusts over 40 miles an hour. this afternoon here comes the front pam and dave. this will give us moderate to

heavy rain. much colder air arrives late tonight. honda is recalling more than 50,000 compact cars and trucks. possible crashes in the fuel tank system of some of its 2011 model year civics could lead to fires and a problem with the windshield wipers on 2011 odyssey minivans. no injuries reported but owners will receive notices next month. coca-cola has the two most popular diet drinks. coke remains number one with 17% of global soft drink sales. nissan now scanning its vehicles made in japan for any signs radiation. it's products are within the

globally accepted safety standards. nissan says so far there is no sign of contamination or any risk to their customers. pole dancing teenagers. a bar in medesto is facing heavy signs after they claim under age girls are dancing there. also a troubling hate crime case. officials say white supremacist appear to be targeting one bay area neighborhood. 101 san francisco northbound traffic looks good. it's a little wet out there. we'll give you an update on the morning commute straight ahead.

to expand tax increases. am very messy sewage spill is blamed on a california company. we first told you about the spill in keptfield back in december. that's when 2.6 million gallons of sewage spilled from manhole covers. j & b construction is responsible for that mess. the san francisco district attorney says white supreme mist gang activity is on the rise. they are investigating three kiss tushing incidents. police say a group of five men attacked two men from mexico while yelling white power. one victim was left bleeding and unconscious. that case paveed the way for a whiter investigation. >> as a result to this case it

today japan's prime minister called on the japanese people to unit and rebuild the country from scratch. they increased the nuclear crisis from a level four to a level five. that is on a scale of seven. fire trucks poured water on the nuclear reactors today. they are also trying to install a new power line to get power back to the plant in hopes of getting that cooling system working again. scientists at uc berkeley say they have already detected very low levels of radiation from that plume released from japan's damaged nuclear camp. let's go to jade hernandez. she is on campus right now. >> reporter: good morning, we are just learning the japanese government is confirming that japanese fallout has reached california but they are saying it's such a tiny amount that it

should have no effect on bay area residents. we are live in berkeley this morning where several nuclear engineering professors will track the levels of their radiation detectors they have placed on the rooftop of the building. they will do that two more times today. the detectives are registering small particles of radiation. they say it's so tiny it does not pose any health risks. the woman reason they know there is a -- the only reason they know there is a trace because of the form of an isotope. it's the same radiation you would receive if you went on top of a hill or airplane. their network is reporting all measurements in the bay area within normal background levels. they are expect toddy lute in the -- are expected to dilute

in the pacific ocean. radio active parols are dangerous for -- particles for those close to the reactor. but it doesn't means conditions in japan couldn't worsen. >> our models are based on the best available information that we have if conditions would change we would certainly look at the changing conditions and revise those estimates. >> reporter: the professor we spoke to yesterday told us the reason why he was reaching out to the media was trying to get out information of what their detectors could find. if large amounts ingested hormone levels could be ingested and of course he wanted to make sure that everyone knew when that fallout actually reached california. there would be no fears about the radiation levels.

>> we will continue our coverage on the crisis in japan in all of our newscasts and on our channel 2 website. you can always do to ktvu.com to get updates on the crisis in japan and that includes all of the latest news stories and being able to see the latest video. back here in the bay area there is more fallout in a corruption case involving a former contra costa county drug agent. 40 criminal cases are now urn review and the district attorney says a third of those like will be dropped. welch and private investigator christopher butler are accused of stealing drugs from an evidence room. an east bay teenager is in the hospital this morning after being targeted in a gang attack. it happened yesterday afternoon on cherry street near dairy avenue. newark police say they found a 14-year-old boy suffering from multiple gunshot wounds. he's expected to be okay. police have no one in custody.

our time is now 6:34. bay area transit and housing agencies are predicting our future. they are looking at the bay area 25 years from now. they are predicting there will be 2 million people in the bay area and there will be 900 more apartments and condos and homes to accommodate them. today's stormy weather is certain to add to the highway problems along the coast of monterey county. remember the massive mud slide it has forced the slowture of a two mile stretch north of highway 1. today's reign could cause even more erosion out there making a bad situation even worse. experts will be out there trying to figure out what caused a chunk of a highway to slip off and fall into the ocean. they are warning that road linking caramel to big sur could be closed down for months. >> with a catastrophic failure like this some of the easy fixes are not going to happen.

>> now cal tran is still trying to figure out why the road collapsed in the first place. it's a mystery at this point there hasn't been a lot of rain in the big sur area in recent weeks. well, sal has seen the worst of it between noon and 4:00. that could effect the evening commute. >> you know people that is exactly right, pam and dave. people have the option now. we didn't have this option not even ten years ago. a lot of people can say i will work from home today because i don't want to be driving in this type of weather. san francisco northbound 101 approaching the 80 split that traffic is going to be effected by a little bit of wet weather moving through heres at 6:-- here at 6:35 in the morning. westbound bay bridge normally at this time westbound traffic is backed up. so we are getting a little bit lighter than usual commute. this is 880 in oakland traffic is moving well.

now let's go to steve. >> thank you very much sal. we do have rain moving through. take a look toward mendocino county and lake county. there have been reports of hail. the front is getting closer to mendocino county. we have pockets of rain that have calmed down a bit in marin county. really heavy rain in san rafael. that looks like it has moved off toward napa. nothing too heavy but it's there. and then the east bay now starting to fill in from highway 4 and 680 and then back over to toward to caldecott. san jose picking up rain. nothing too heavy but it's there. right over the bay bridge and on the foster city side redwood shore side on the san mateo bridge you can see highway 84 but right from oakland and back over to san francisco we do have rain. so there are areas where you are getting rain and other areas where you aren't.

the cold low will sit here and just send in waves after wave. the cold air arrives tonight and saturday. another strong system arrives on sunday. it looks like there is a little wave forming on the front. all that is is a little low forming. it slows down the system but can also intensify it. we have a couple hours way to go before that begins to move in. as it does, then the rain will pick up. some of the details today it will be one of those days. just a raw day. rain and wind. it looks like the heaviest noon to 4:00. that will probably be about the window. half inch to over 2.5-inches of rain. gusts to 40 easy. that is a pretty good looking low dropping down. that will pick up the wind especial liang the -- especially along the coast and higher elevations. anybody traveling up there might not just be the snow but there could be brief heavy downpours.

we will get a break tonight but then the cold air comes in tonight. much colder conditions on saturday. another strong system sweeps in on sunday. that looks to be taking aim at the san mateo coast and santa cruz mountains south. there could be moderate to heavy rain. showers on monday. we can say hello to spring though. next week still looking wet. the ten-day outlook is still very full. at the press club in washington, d.c. nuclear experts are giving their take on the nuclear crisis in japan. they are analyzing some of the information that is coming out of japan. some critics have accused the japanese government of down playing the severity of the crisis. our time now 6:39. a church in richmond despite its protest lost its battle against foreclosure. you can see reverend sydney

keys they were arrested for trespassing and resisting arrest yesterday after refusing to love their church. the bank that holds the mortgage on the church foreclosed on the property on thursday. they try -- some demonstrators tried to stop sheriffs deputies when they lead the pastor away. now staff members of congressman george miller were also there at the church. they say this is the sixth church in his district to be foreclosed on but the church leaders asked for help too late in the process. supporters say the church fell victim to a predatory loan. there are warnings this morning that con artists are trying to profit on worries of radiation fallout from japan. beta breakers has a new sponsor. you might not believe the first

traffic there. let's go to steve. sal, thank you. happy friday everybody. we do have hit and miss rain this morning. but the front will come in later today and that will give wide spread rain. it will get much colder around here. there is reports of hail up in lake county and rain at ewe chi yeah-- at ukiah. it's back here. excuse me. once in awhile that comes out. we do have some pockets where the rain has picked up. especially in the northeast of napa and highway 128. san rafael and marin county had pretty good rain for awhile. things have calmed down. there is 121 and 128 if you're in that direction. east bay starting to work its way. highway 4 and highway 24. south bay had some rain. san jose there is a few breaks in the clouds. it looks like it has moved

through. 680-mil peetous and a little down toward the santa clara valley. there has been rain in oakland. and then just went through the san mateo bridge and right there that band is moving through. but really we are waiting for the front and right off of about i would say between bodega bay and yew cay yeah. upper 40s and low 50s on the temps. that is a big low. it's not going anywhere for about three or four days until eventually it slides to southern california. showers and windy and turning rain and that will be a cold rain coming in. also possibility of thundershowers already had some up in lake county. so nothing would surprise me with this cold air. winter storm warning starts at 1:00 and go through saturday morning. turning much colder if there is any breaks in the clouds you might see that super full moon. good luck on that.

>> police say there have been nine break ins. they are going to talk to san francisco police to see if the same people are responsible for the break ins in both cities. time now 6:56. san francisco school officials are trying to get more students to get breakfast before they go to the classrooms. only 5200 students in the school districts are served the free meals every day. but more than 30,000 students are eligible. now the district plans on offering a grab and go option for the students. it's one attempt to make this free breakfast more convenient. a federal grant by the way will help pay for that program. walmart is a business most gps users search for when they are driving. this is a second year in a row that walmart has topped the list which is put together by the gps company. walmart produced more than double the number of searches conducted for target which came in second place. starbucks number three. best buy was fourth. chase bank came in number five.
