has already been a pretty wild 24 hours. we have a crew at one of our hardest hit areas, but let's check in first with rosemary to see what is happening right now. >> good morning to you! a lull in what we're looking at for the weekend. we had wild weather yesterday, the thunderstorms we know we had a small tornado in one of our local areas. but we do continue with this weather. getting a little break but a high wind watch expected to move into places overnight. yesterday we saw the gusts reaching 40 miles per hour. they could reach 60 in the overnight hours and tomorrow. we're also tracking radar, little light rain falling in some areas and we'll show you the very latest on that and when we expect the heaviest rain with this next storm coming up in just a few moments. the last time a tornado caused damage in the bay area was -- we'll talk about the tornado here yesterday. first want to tell you about 150 pg&e customers in richmond that are still without power.

pg&e saying right now that there are about 12,000 customers who lost power overnight due to weather- related outages. pg&e expects that power to be back on by noon today for most customers, and by 6 p.m. for everyone. the power is also back on this morning for 5600 customers in kensington and berkeley. they lost power last night after storms knocked down power lines. take you outside and give you a live look at sierra nevada right now, chains are required on all vehicles without snow tires and four- wheel drive. there's some images yesterday of a crash on interstate 80, all lanes on 80 are now back open after a 45-car chain reaction crash in the area that did shut down traffic in both directions. the truck carrying hydrogen flipped over near donner pass. several cars were caught under the big rig while many more slid right into that pile-up, unable to stop on those snow-

chord roads, one person was killed and 20 were injured. >> we've called in every available officer today that can come in and work. >> the injured were transported to hospitals in sacramento and reno. highway patrol says traffic on interstate 80 was backed up for miles. many drivers were turned around and sent back down the mountain. let's turn now to tilden park. crews are still there trying to figure out what caused an early morning fire there. it happened at 4 a.m. at a large building in tilden regional park. look at that firefight a couple hours ago. that building was destroyed. it served as a maintenance facility for the park. the fire was under control about an hour and a half blue it's not clear if anyone was

inside or injured. the japanese government adds announced radiation from a damaged nuclear power plant is now being detected in its water and food supply. the government says it found the abnormal levels of radiation in spinach and milk taken from farms near the fukashima dai-ichi power plant. more tests are now being done on other foods. if further radiation is detected, japanese officials say shipments of food from the area will be stopped. radioactive iodine is detected in the drinking water, as emergency crews continue and try to cool the reactors at the fukashima plant. closer to home, california health officials say they will start screening milk produced in state for any signs of radiation. the freer is grass-eating cows could transmit radiation to their milk. health officials admit the tests are just a precaution. radiation from the damaged

plan in japan has now reached california. but experts continue to say there is no threat to the public. the environmental protection agency is keeping track of the radiation with a dozen different sites across the state, including one in san francisco. that is the machine on the roof of a building that monitors the air 24 hours a day, 7 days a week. officials say right now the radiation in the air is at a normal level. >> i think one of things to remember is that the fuel that is in the reactors has to make it into the atmosphere, then it has to travel 5,000 miles across the ocean before we would see any effects whatsoever. >> at uc berkeley engineers are doing their own measurements by testing rainwater and say tests yesterday don't give them any reason to worry, we are going to talk live with a radiation expert later this hour. a warplane crashes in libya and it's all caught on camera. take a look at these pictures

showing what appears to be a fighter jet plunging down from the sky. you can see flames surrounding the entire fuselage of the jet. this happened early this morning in the city of benghazi, under control by rebel forces. it's not clear who the jet belongs to or whether it was shot down. this morning's plane crash comes hours after moammar gaddafi declared a cease-fire in his country in response to possible military invention from the united nations. rebel forces against gaddafi says that cease-fire is a lie, claiming forces to the libyan leader fired on them yesterday. but a professor believes they might be willing to change sides. >> many of those people are looking for a way out themselves. they're trapped in their support for gaddafi. there are many people in the military who would be glad to abandon them if the opportunity are rises. the hope is that will happen and a great deal of military force will not be necessary.

>> during a news conference yesterday, president obama said the u.s. is committed to using military force against gaddafi to save the lives of the civilians in libya. back here at home we want that talk about the crazy weather. this morning residents in santa rosa are cleaning up after winter storms brought a tornado to the area. ktvu's ali rasmus is live with a look at the damage left behind. good morning, ali. >> reporter: the damage was caused by an f-1 tornado. the national weather service says wind speeds were about a hundred miles an hour. it was strong enough to tear a metal roof off the shed. and this is what is left of that metal roof. you can see the owners have already started to do some of the clean-up. they've kind of corraled all the wooden shards, metal side into a giant pile here. right now it's not raining in santa rosa but this is the calm before the storm. the bay area is expected to get hit with another round of strong storms later tonight and into tomorrow morning, and this

is after we had some severe weather already yesterday. thunderstorms, flashing the lightning, knocked out power to thousands of pg&e customers, in the north and east bay. there was hail in some areas, like the berkeley hills and other parts of the east bay. and earlier in the day yesterday the national weather service issued a very rare tornado warning for san mateo county, and that warning went out around the same time that f- 1 tornado touched counsel in santa rosa. the national service has already put out an alert about the next storm system. they're warning that there's a high wind advisory with this next round of storms we're specified to get tonight it tomorrow morning and winds could be about 40 miles an hour. ali rasmus, ktvu channel 2 news. good morning to you. a few moments away from sunrise and we're dealing with gray skies. a little peek of sunshine there and that will add to the instability we have in store for today. scattered showers and even the

possibility of maybe a thunderstorm or two. but as ali mentioned the bigger storm rolling in tonight. scattered showers this morning around petaluma, north of santa rosa on highway 101 richmond, oakland dry at the moment and san francisco. but here between the pacifica and half moon bay we continue with with light scattered showers. campbell seeing scattered showers this morning. this will continue to the east. we're chillier than we were yesterday morning by up to 10 degrees so it's going to feel damp and cool this morning. 40s across the area. 45 in san francisco. 43 in and around palo alto. as we work our way through today we could see maybe a little sunshine but it's not going to last for very long. take a look at the satellite and radar. we continue with this low in the left side of the corner. that descends the energy over and over again. we're looking at active weather tomorrow, even no monday. is shall we run you through the

forecast? scattered showers for us today. but there it is, that heavier line of rain moving in by saturday evening. the north bare gets it first. santa rosa by 9:00, and the overnight hours it really begins to pick up. 1:00, still hanging over the north bay. and then sliding in east by 2 or 3:00. it's probably going to be heavy enough to wake you up and with the front strongest winds between 40 and 50 miles per hour and could gust to near 60. i'm going to roll you through monday morning because it looks like our monday morning drive could be soggy as well. so we are not going to get much of a break and with that high wind watch we could definitely expect the possibility of power outages a as well as toppled trees and these winds are expected to last through at least the first half of sunday. highs today, not very high. take a look at this. we're well below average, widespread lows in the 50s across the region. 56 in fremont. 56 in morgan hill. extended forecast, perhaps we could consider this a little bit of a break although we keep

good morning for you, a live look at walnut creek there. we've got ominous view for you there. we are expecting a rain-snow mix over mount diablo as snow levels fall down to 2500 and 3,000 feet. this morning the fbi is investigating a possible bomb left inside a federal building. the suspicious device turned up yesterday inside the mcnamara federal building in detroit. security officers found a metal coin box inside a nylon bag. the box was x-rayed and determined to be suspicious. the bomb squad was called in and detonated the box. no one was hurt during the incident, and detroit police say they do not know what exactly was in that metal box. this morning part of interstate 95 and new york city will be closed for a ceremony to honor 15 people killed in a bus crash. the accident happened last week after the bus headed to manhattan from a casino in connecticut flipped on to its side in the bronx. a pole sliced through the bus.

the bus driver's license has been suspended and police say speed may have been a factor in the crash. former secretary of state warren christopher has died. he died in los angeles last night after complications from bladder and kidney cancer. he served former vice president al gore. he got his start in politics working for former governor pat brown. he was 85 years old. president obama and the rest of the first family are in latin america. today's stop in brazil is the first in what will be a five- day tour of latin america to discuss economic and security issues with key leaders in several countries. during his weekly online video address, the president talked about the importance of going on this trip. >> we've always had a special

bond with our neighbors to the south. it's a bond born of shared history and values and strengthened by the millions of americans who proudly trace their roots to latin america. >> other countries the president plans on visiting include el salvador and chile. officials in brazil and rio de janeiro have spent the last week putting a finishing touches on their city's streets as they prepare to welcome president obama. security is expected to be very tight, and residents in both sights are boeing asked to avoid the roadways during his visit. president obama is also planning on coming back to the bay area next month. during his most recent visit in february, he met with high-tech leaders in woodside. details of the upcoming trip are kept secret for security reasons. but the white house says the president is going to talk about job growth and the economy. it will be his nine the visit to california since taking office. the scandalous winter that led former hewlett-packard ceo marks herd to resign could be

made public. on thursday a delaware judge order the letter detailing allegations begins him to be unsealed. jodie fisher sent the letter to herd last year accusing him of sexual harassment and other wrongdoing. that letter led hp's board to investigate her, which ended with his resignation. herd's lawyer says he plans to appeal the ruling. the tax break plan designed to keep twittered headquartered in san francisco is facing new opposition. the bay citizen is reporting the largest public employee union has now come out against the plan calling it a taxpayer handout to a billion dollar company. the local 1021 says it wants major changes to the plan, including forcing twitter to pay the city if it moves jobs out of san francisco. the union says if the changes aren't made, it will try to launch a referendum campaign on that tax break plan. netflix is launching its own television series. the company confirmed overnight that it has sealed a deal to

exclusively own and debut house of cards, a political doctor. a starring kevin spacey. netflix will begin stream that series next year. the two-season deal is worth more than $100 million. the america's cup is coming to san francisco in 2013. and that could lead it a major expansion for a historic streetcar line. a new proposal by the national park service would extend muni's f line streetcars all the way to fort mason. the park service is pushing for the project, saying it's needed for the big crowds expected in the city during the competition. the plan would extend the f line by a mile from jones and beach streets through the old state belt railroad tunnel, and out to marina boulevard and ending at fort mason. an environmental impact statement on the plan is now being made available for public comment. also in san francisco, muni says repairs will be made to recently discovered cracks in two tunnels. the cracks were discovered in the twin peaks and sunset tunnels. officials also say they have discovered steel and concrete and say the problems will be

fixed as well. the transit agency says the tunnels are safe despite the problems but seismic studies have never been done on the tunnels so it's not clear how they would hole up during a major earthquake. >> at this point there hasn't been a need to take a look at -- seismic retrofit study bus we're constantly looking at the tunnels, doing maintenance on them to make sure that nothing is a problem in the future. >> it's not clear much seismic studies would cost but they could run in the hundreds of millions of dollars. hope of finding loved ones alive in japan are fading. why the news of a miracle rescue was short-lived. >> starting the morning with a live look at san jose, where we've got water on the lens and perhaps all over your area as well. we'll continue with the wet weather and the winds will be picking up as well. talking about the next storm already approaching, coming up.

is being recalled by the japanese media this morning. rescuers of a man rescued yesterday survived eight days in the rubble from last week'sand tsunami. but as it turns outs, he had been in a evacuation center and had gone back to his home, and that's when he game trapped in the rubble. he was rushed to the hospital and was weak and unable to talk but he is recovering this morning. a virginia family is still waiting for word this morning on their missing daughter who was in japan when the quake and tsunami hit. 24-year-old taylor anderson lived and worked in the city of where she taught english. a 15-foot tall surge reached that city but her parents say her school and her apartment building re still standing. newspaper to the couple is hoping for the best as they wait for any word on their daughter. >> she just loved that country. she loves the people. she loves the culture. you wake up every day thinking this is the day we'll find her. >> we sent communications out

to all the people we know and asked hem them had help us find manager. >> there are 10 other americans missing right now. wisconsin governor scott walker responding to a temporary block on his controversial law that takes away collective bargaining rights from public employee unions. as we first reported yesterday, a wisconsin judge issued the temporary block. the decision came after democrats in the state filed a lawsuit accusing lawmakers of passing that law illegally. governor walker says he is confident the legislation will work its way through the legal process. >> it's clearly a number of legal challenges, but in the end the measure will become law. the question is, what additional steps have to make place from now, but i think there's no question that at one time it's going to ends up being delayed, and this measure will become law. >> another hearing on the law is scheduled for march 29th. it's election i did in egypt, the first days of democracy for the country since

former president hosni mubarak resigned last month. the country's military is now in charge, and now they're asking egyptians to vote on several key referendums, including one that will determine what an elected civilian government will take office. defense secretary robert gates is spend this is weekend in russian. it's expected to be his last trip to the country before he steps down as defense secretary. gates' trip comes days after russia decided it would not block a u.n. security council move to support military action ending no-fly zone in libya. that earned russia's praise from defense officials. today the eighth anniversary of the war in iraq invasion will will be marked by a rally in san francisco. the group act now to stop war and end racism is voicing its on somethings to the war. it will also be joined by labor and student organizations to protest what they call the war on working people here. the group says this is part of

a national day of action. the rally began around 11:30 in san francisco at 7th and market. organizers say it will be held rain or shine. we've had some crazy weather and the weather was booming overnight. heard thunderstorms going. we're getting a break now but rosemary says it's not going to last robert. >> you're right. it's not going to language very long. scattered showers will continue in the forecast today. with the next system rolling in by late tonight, early tomorrow morning, in addition to some pretty heavy rain. we're looking at very strong winds. if you're just joining us a high wind watch for the coast, peninsula and our hills starting late tonight. your forecast, will continue just a few scattered showers here and there but notice how we pick up rain in the overnight hours, shades of red over santa rosa and indicating from 2 to 3 inches of rain possible. now this stops sunday evening, so we're looking at more than 24 hours worth of rain here. but we are likely to see from one to two, maybe even three inches of rain at the low-lying areas. and more than that for our

hills and higher elevations. snow levels should remain right about 2500 feet and 3,000 feet. so we are looking at possibilities of a little rain- snow mix. your extended forecast, we're going to continue with this active pattern, sunday into monday. monday morning soggy. and then we will get a little break with the next chance of some rain moving in by wednesday. so the last weekend of winter going out with a bang and the rain will continue on. mid-50s for the afternoon. below average for this time of year. the latest storms are causing some problems for ranch workers in southern california. this is video near simi valley. yesterday workers were feeding horses when trees and rocks started sliding downhill the about 15 to 20 acres of ground moved during the slide. there were no reports of injuries, but residents in one home had to be evacuated. 63 horses were moved to nearby ramps.

clean-up continues after a tornado touches down in the north bay. good morning, and welcome back to mornings on 2. >> let's get right to that crazy weather. the winds, rain, hail even that tornado and it's not over. ali rasmus is live now with a look at the damage caused by the tornado as we prepare for this extra storm now heading our way. hi, ali. >> reporter: hi, claudine. the clean-up has begun here in santa rosa, just a day after the f-1 tornado hit this landscaping company yesterday. the owners here put up this temporary metal fence so we can't get any closer to the debris to show you but which can walk around and show you just how big this pile of debris is. you can see shards of wood, some metal siding, and over here on your left this big sheet of white metal is what is left of a roof on the shed here that was actually torn off during that f-1 tornado. it's raining right now here in santa rosa. it's very light rain, but if we

valley water district started releasing millions of gallons of water in from three south bay reservoirs, at about 90% capacity. water officials say the district released about 58 million gallons of water into the bay. south bay residents say the more rain, the better off we all are. >> we need the water. we need the rain. it is good for the plants. it's good for the planet, and it's good. >> all the rain does make for those slippery roadways. yesterday highway patrol says it responded to multiple weather-related accidents from overturned vehicles and drivers spinning out on freeway on and offramps. officials are surprising people to slow down, with more rain on the way. one resident in the right place at the right time to film an unusual sight over ocean beach. yesterday rick guitterez said he noticed a strange dark cloud outside his black window. he noticed a funnel starting to form. now if you look at the video,

you can see the splash where the funnel makes contact with the ocean. >> i was really worried it was going to hit the beach and the houses, but just watching for it and i was getting ready to call 911. >> after a few minute the funnel cloud or that funnel disappeared back into the clouds. there were no reports of any damage or injuries, but there was a tornado warning for san mateo county. emergency management officials say that tornado warning was clear just before noon. officials say a very unusual situation for that area. the weather is hampering efforts to repair a section of highway 1 that gave way in man ray county. the highway was shut down near carmel and big sur. crews yesterday installed a pipeline to funnel rainfall away from the damaged area. but engineers say the road won't reopen for at least another month. businesses and campgrounds in the area will remain open while the repairs take place.

that system again now off to the east, bringing us from half inch to the bay area. just very widespread across the area. this low in the gulf of alaska off the gulf of alaska continuing to send waves into our area. this next storm could even bring stronger winds and more rain. if you can believe this. your rain is snow forecast, scattered showers today, the winds yesterday gusting to 40 miles per hour in some cases, this time around could be gusting to 60. by tonight, already over the north bay it looks like 10:00 here so between 7, 8:00 it. will begin down to about golden gate and it really doesn't let up in the overnight hours, noontime -- midnight, 1:00, there it is. a noticeable line rolling through the area and the overnight hours. likely to wake you up because the winds will be gusting, strongest when the front moves through. and then sunday soggy, and we don't really let up because monday morning looks to be pretty wet as well. we'll get a break monday afternoon and tuesday looks to be dry. next week looks active.

for family members to 13 areas across japan. that's up from three before. the evacuation order is voluntary, but no reason is being given for the expansion of the evacuation. the state department is also still advising americans to avoid travel to japan. this morning union city police are looking for a man accused of trying to kidnap a 16-year-old girl. she was walking home thursday night near the union square bart station and a man grabbed her around the neck and stomach and she escaped after hitting him in the chest and elbow. you're looking amount a as much now on the screen. he is described as a black man, 20, tall with a skinny build and a goatee. police say he was les seen running towards the union square bart station. anyone with information is asked to call the union city police department. on monday the santa clara city council will vote on whether to give the 49ers $4.5 million. it's all in an effort to keep the money away from and the state. the $4.5 million is set to be

used for the proposed stadium in santa clara. but the state could take the funds to help close the budget deficit. if the council votes to pass the money to the 49ers, the santa clara city council hopes the state will not be able to get its hands on the money. lawmakers in sacramento could vote on the elimination of redevelopment agencies next week. that and the issue of a special election to extend taxes are the only elements of governor brown's budget proposal that still needs to be decided. over the week lawmakers agreed to cut $14 billion from the budget. among the items cut, one billion dollars from the state colleges and money for state parks that could result in more closures. some republicans are trying to dissuade their fellparty members to reach an agreement on the budget convention at the convention in sacramento this weekend. they're schedule touchdown debate a resolution branding any republican a traitor, if they make a deal with governor brown on a tax extension vote.

and we've got showers continuing to stream over the area. could see it lighten up just a bit before the next storm rolls in tonight. efforts to try to cool the reactors at the damaged fukashima dai-ichi nuclear plant in japan continues this weekend. meanwhile, radiation has been detected in california for more on what is going on we're joined on the phone right now by thomas mccone, an environmental health professor at uc berkeley. good morning, professor. >> good morning. >> thank you for taking the time. i want to get out of here. traces of radiation from that japanese plant have been detected in california. what can you tell us about the amount seen here in the bay area? >> the levels i looked at, nuclear engineering site at berkeley, what they're measuring is within the limits of detection so really statistically zero, just little blames only significant is our own natural background of potassium 40. iodine and ccm and other things

they're looking at were essentially zero, which means they may have picked them up. they're not measuring any increase in radiation. they're actually locking for specific radio -- that would be a signal. also sacramento has picked this up. they haven't revealed the exact numbers as far as i'm aware. >> professor, does the weather have any impact on these numbers, the weather we're seeing now, the wind and rain? >> well, across -- i think the wind and rain works in our favor across the ocean, because these knew collides are susceptible. there's a enormous amount of washout over the ocean so by the time it gets here there's nothing left. >> because of these numbers, that map that u.n. put out showing radioactive plume crossing the pacific, do you see that map that they've been showing the last 24 hours in any way misleading? >> well, yes. it's a -- not a radiation map. they don't have the radiation

numbers. that's a delusion map it just dilution, on more than 10 to a hundred billion times, showing that the air mass is diluting the concentration by enormous amounts. >> and the particles that landing in the water, say the bay or out in the ocean, is that going to impact -- people who there are folks who swim in the bay or some of the fish out there that are being pulled into the boats. >> absolutely not. we're looking at numbers that are almost unmeasurable. i uc berkeley they're at the limit of what they can detect so they're not really seeing anything. >> that's more of a serious issue in japan right now showing up in the food sources and water. >> right. the food sources there and actually said people within 20 miles if they eat the food grown if that area, they're worried they might get doses that would be above level, six to 10 -- >> all right, professor.

morning says the government plans on lending more than $100 million to japanese businesses to help get them become on their feet. low interest loans will also be made available to businesses so they can make quake related repairs. this morning we do have new video of the damage in the santa cruz harbor from the tsunami. this is underwater in the santa cruz harbor, shot by california fish and game. yesterday divers continued to search for sunken bets and damage beneath the water of the harbor. 10 poets sank and 100 others were damaged during the wave surge. eight of the 10 boats pulled out. and yesterday diver found one of the two remaining sunken boats that until now had been unaccounted for. >> it was a sailboat, past on its side. >> when kind of conditions was it in? >> it's down there on the bottom. it's not coming out without a great amount of effort. >> further clean-up efforts were stalled yesterday by the storm. crews are hoping to resume the accept today and tomorrow but right now the harbor remains closed. office are still working to

firefighters and oakland officials are clashing over the budget deficit. officials are trying to trim expenses from the 46 million- dollar deficit, but say firefighter contracts leave no wiggle room. the contracts have staffing guarantees and specified the minimum number of firefighters, firetrucks and engines until 2015. city councilmembers say the city? a fiscal crisis and say everyone needs to share in the pain. firefighters in san jose are feeling that pain after agree to go give up 10% of

their wages and benefits. one city council person has decide that's not enough. the city is facing a $105 million deficit and is asking all unions to take a reduction in wages and compensation. the firefighters union was the first to agree but now councilman mccartedo says both sides need to go back to the table, hoping the city will stick to their original agreement. >> bewildered by the bizarre actions taken by the councilmembers to implode the good deal we have going. >> the challenges that it's not enough, what we know now is that the budget situation is far worse. >> a spokesperson for mayor reed says the mayor agrees 10% is not enough but wants to wait for the other unions to weigh in before starting any other new negotiations. the council will meet again on tuesday to discuss the issue. despite the nuclear crisis in japan, one california county is giving its stamp of approval for a new nuclear plant. the proposed plan would be

built in madeira county, north of fresno. on tuesday the board of supervisors there voted to support the plan. if built the plan would be the first one constructed since the diablo canyon nuclear power plant in san luis obispo. activists will appeal a judge's ruling a loss expansion of the toxic waste dump. it was approved of the dump. the dump site is located in kettle man city. overly environmental organizations and a group of kettlemen citigroup sued saying it violated state laws. but in january a judge ruled in favor of the county. residents have blamed the dump site on a number of unexplained birth defects in recent years. a free clinic is offered today in san francisco for students in response to new

rasmus is live in santa rosa with a look at the damage left behind by a tornado yesterday. and also one preparing for the next round of bad weather. >> reporter: just it to give a an idea now unsettled the weather is, we have two examples of we are, sun peeking out on the clouds in the east. but in the other direction, over the west, you can see it dark clouds heading our way. there are more storms on the way today. and later tonight. and the owner of this business here is getting prepared for it. this company, landscaping company, was hit by an f-1 tornado yesterday. those wooden beams that you're looking at used to have a metal roof on top of them. but the tornado with this 100- mile-per-hour winds ripped the roof off and this is what is left of that metal shed. you can see a pile of wooden debris and some cream colored slab of metal used to be the roof that sat over those wooden beams. we talked to the owner this morning and we asked him if he

was preparing for the next round of storms. >> he said we're -- tarp over there, something to make sure any debris doesn't -- across the street. >> it has been a wild 24 hours for severe weather here in the bay area. last night thunderstorms and flashes of lightning knocked out power to thousands of customers. there's even reports of hail in the east bay and berkeley hills. and the national weather service has already sent out alert about the next weather system. they're warning this next round of storms expected to hit later tonight and early sunday morning could pack winds of about 40 miles an more hour. ali rasmus, ktvu channel 2 news. the last time a tornado caused damage in the bay area was almost six years ago to the damon march 20th, a twister hit south san francisco. officials say it lasted 10 minutes and caused quite a bit of damage.

there were no reports of any injuries. 550 pg&e customers in richmond are still without power this morning. pg&e says 12,000 customers lost power overnight due to weather- related outages. pg&e expects power to be back on by noon today for most customers. the power is also back on this morning for 5600 customers in kensington and berkeley. they lost their power last night after storms knocked down power lines. this morning interstate 80 is back open after a 45-car pile-up. it happened yesterday i don't know in placer coming up. it shut down traffic in both directions. let's show you the pictures. they're pretty incredible. highway patrol says the truck carrying oxygen flipped over and several cars were caught underneath it. and then more cars slid into the fileup as they couldn't stop on the snow-covered roads. one person was killed, and more than 20 people were injured. >> it's shut this place down. >> we've called in every available officer today that

can come in and work. >> the injured were transported to hospitals in sacramento and reno. highway patrol says traffic on i-80 was backed up for miles, many drivers were turned around and sent become down the mountain. good morning to you! giving you a look at the gray skies out there this morning. we're dealing with just a little bit of sunshine with very cold air aloft, and the possibility of a few thunderstorms in the forecast for the afternoon. the scattered showers will continue throughout today. look at what is going on out there. we are seeing just a steady rain over the coastline. if we get in just a little closer, seeing light rain out there this morning. in and out of redwood city we've watched scatter showers and we have more to come. you can see it it right off the coast. north bay it's been pretty steady. and we will continue with again that low, you can see it low,

spinning. it continues to just send the energy our way. so yesterday's storm in addition to bringing us dangerous weather brought us from half inch to an inch of rain. this next storm one to three inches for the lower lying areas. your forecast here, we will be scatter showers throughout today. could see a few breaks in the clouds and that will add to the instability and possibility of thunderstorms but it's about 9:00 this evening areas on the north bay, santa rosa seeing good rain over the area eventually sliding inland and by 1:00 in the morning most of us getting pretty heavy rain. when this front moves through, this noticeably -- line of heavy rain, we're expecting some very, very gusty conditions. by tomorrow morning, it is moving up off to the east. scattered showers in the forecast through sunday lickering through monday. it will be a slow back to work morning. this evening, the high wind watch now very widespread

early morning fire that happened around 4 a.m. at a large building in tilden park. the building was destroyed, it did serve as a maintenance facility for the park. it took firefighters about 90 minutes to knock down the flames and this morning it remains unclosure whether anyone was inside the building when the fire started. we now turn to the crisis in japan. the government now says radiation from a damaged nuclear power plant is being detected in its water and food supply. the government found the radiation in spinach and milk taken from farms near the fukashima dai-ichi power plant. if further radiation is detected, shipments of food from the area will be stopped. radioactive iodine is also detected in tokyo's drinking water and this all comes as emergency crews continue to try to cool the reactors at that fukashima plant. a man thought to be rescued eight days after the earthquake and tsunami had actually been

inside an having ways center before returning to his destroyed home. officials are not saying when he went back to his house and somehow became trapped inside the rubble. japanese rescuers say he found the man on the second floor of the house. she was wrapped in a blanket and said to be physically exhausted. the death toll in japan continues to rise. officials say 7,000 plus are now dead, nearly 11,000 people missing. they say some of the people missing may have been out of the region when the disaster struck. it's also believed the massive power of the tsunami sucked many people out to sea. radiation from the damaged plant in japan has now reached california. but experts continue to say there's no threat to the public. the environmental protection agency is keeping track of the railed agrees with a dozen sites across the state including one in san francisco at ellis near van ness. it's on the roof of a building and monitors the air 24 hours a day, seven days a week.

against libya leader moammar gaddafi, this after a warplane crashes in libya and it's all caught on camera. it appears to be a fighter jet plunging down from the sky. you can see flames surrounding the entire fuselage of the jet. this happened early this morning in the city of benghazi. one every cities under control by rebel forces. it's still not clear who the jet belongs to or whether it was shot down. news after gaddafi declared a cease-fire but rebel forces against gaddafi say it was a lie. they claim forces still loyal to the libyan leader fired on them yesterday. but the government is blaming rebels for breaking the cease- fire. a berkeley professor believers some of the pro-gaddafi forces might be willing to change sides. >> many of the those people of course are looking for a way out themselves. they're trapped in their support for gaddafi. there are many people in the military who would be glad to abandon them if the opportunity arises. i think the hope of the united states government among other

governments is that that will happen, and a great deal of military force will not be necessary. >> a doctor in libya says it 27 people have been killed today as gaddafi forces attacked a rebel stronghold. robert gates is spending this weekend in russia. it's expected to be his last trip to the country before he steps down as defense secretary. gates' trip comes days after russia decided it would not block a u.n. security council move to support military action in libya. that earned russia praise from defendants officials. it is election day in egypt and it's the first tastes of democracy for the country since former president hosni mubarak resigned last month. large protests in january and february around egypt led mubarak to step down. the country's military is now in charge and they are asking egyptians to vote on several key referendums, including one that would determine when an elected civilian government will take office. wisconsin governor scott walker responding to a temporary block on his controversial law that takes

expected later today. welcome back to mornings on 2. we do have live team coverage this morning on our stormwatch, beginning with ali rasmus, who is live in santa rosa. there are reports of flooding there on 101 and you're seeing rain and hail, right? >> reporter: that's right. just about 10 minutes ago, right now just sprinkling but 10 minutes ago we started seeing hail coming down. you can see it coming down, it was short lived, probably only about a few minutes. but it was small pebble sized hail, hitting the roof of our truck. you can definitely see and hear it. right now it's melted pretty quickly so there's none here. but it was pretty impressive womaning down, very short- lived. santa rosa getting a lot of stormy and severe weather. this landscaping company we're standing next to is here live, we want to show you this sequoia landscaping company was hit by an f-1 tornado here in santa rosa yesterday. the wooden beams used to have a

metal roof on top of them and that roof in the hundred-mile- an-hour tornado winds got blown off and what is left of the shed is now in this pile of debris here. you can see there are some stacks of what used to be concrete that had been stored in that metal shed. we talked to the owner here, he says the insurance a justers haven't come out here, they don't know -- have an estimate on the coast of the damage, but he says there are more storms on the way and he is getting prepared for the next round. >> odds of another tornado hitting here i imagine are pretty far-fetched. probably throw a tarp over there, make sure any loose debris doesn't fly across the street. >> we had severe weather in the bay area for the past 24 hours, and last night thunderstorms with lightning knocked out power to thousands of pg&e customers in the north and east bay. the reports and pictures of hail and berkeley hills and other parts of the east bay and it's plot it over yet. again, 10 minutes ago, there was hail coming down here in

santa rosa and the national weather service is already warning about the next round of storms expected to hit later tonight and into sunday morning. and the winds could hit about 40 miles an hour. there's a wind advisory scheduled for tomorrow. reporting live, ali rasmus, ktvu channel 2 news. there was a tornado warning issued for san mateo county yesterday but there were no reports of damage or injuries but it did spark an unusual site over san francisco's ocean beach. rick guitterez says he noticed a strange dark cloud so he grabbed his smart phone. it looked like a funnel starting to form. and in the video you can see the splash where the funnel makes contact with the ocean. >> i was really worried it was going to hit the beach and the houses. but i was just watching for it and getting ready to call 911. >> after a few minutes, the funnel disappeared. back up into the clouds. more rain is expected to hit us over the next 48 hours

and steps to re vent flooding are underway. the water district began releasing millions of gallons of water from from three reservoirs, which are all above 90% capacity. the district released about 58 million gallons of water into the bay. >> we need the water. we need the rain. it's good for the plants, it's good for the planet. and it's good. >> all the the rain does make for a slippery roadways. yesterday the highway patrol says it responded to multiple weather-related accidents from overturned vehicles and drivers spinning outs on freeways and on offramps, officers advising people to just slow down especially with more rain on the way. good morning to you. a live look from our roof cam at estuary. you can see plenty of gray. it looks pretty ominous out there. we are going to continue with scattered showers, we see some breaks in the clouds. thunderstorms a possibility.

we had eyalee reporting hail just moments ago. santa rosa dealing with just some light rain but look hat the peninsula and down into san jose. we're continuing to see the late rain. we started the morning with a bit of a low but now it's moving widespread, campbell into tune tino. moderate rain over half moon bay. redwood city, and we move a little north daly city, across the golden gate bridge. slippery one. mill valley. sliding east. oakland, san leandro and it goes on and on around livermore, pleasant valley. napa and into san omm'a. our temperatures this morning, cooler than yesterday. if you're getting out early you may notice, mid upper 40s around the region and this will be what we're going to see the first half of the day. only warming into the 50s by the second half and we will be below average for this time of year. a view from up above, that apparently low that continues to spin the energy our way. the system that rolled through yesterday brought us from half

inch to a inch of rain. this next storm moving in along the coastline by tonight could bring us from one to three inches for the lower lying areas, two to five inches expected in some of the higher elevations. and we are looking at snow levels between 2500 and 3,000 feet. the heaviest rain will roll in later tonight. looks like the north bay around 8 to 9:00 this evening. it hangs around but by one or 2:00 shifts east. most of us will get it and i now in the overnight hours and strongest winds will also roll through. we'll see it pass through and the showers will continue all the way through monday morning. so monday cargo a slippery and tough ride. in addition to heavy rain, we're looking at wind. so 1 to three inches possible for some of our coast and valley locations. and more than that for the higher elevations. i want that talk about the high wind watch for later tonight. winds to 40 and 50-mile pictures hour. gusts to 60 and 65, possible when the front rolls through. we already know our soil is

very saturated. we could see some pretty hazardous conditions in the overnight hours and early morning. widespread 50s, 50s in the forecast for the afternoon. typically in the low to mid- 60s. scattered showers today, the rain really going to hit us in the overnight tomorrow, and tapering off but lingering showers expected sunday into monday. we get a break on troos, but by wednesday we have the rain returning to our area. we do have a winter weather advisory for the sierra. if you're going to chance it, we'll bring that that in just a bit. thank you. top officials from the u.s., europe and arab world have launched immediate military action in libya. they made the decision just before the top of the hour. french warplanes are already flying over benghazi and could strike libyan tanks. no to the crisis in japan, the japanese government has announced radiation from a damaged plant. they say it's now detected in the water and food suppliers. the government says it found abnormal levels of radiation in

spinach and milk taken from farms in the power plant. more tests are being conducted on other foods. if further radiation is detected, the japanese officials will stop shipments of food from the area. radioactive iodine is also being detected in tokyo agrees drinking water and all of this comes as emergency crews continue to try and cool the reactors at the fukashima plant. california health officials say they will start screening milk in the state for any signs of radiation. the fear is grass eating cows could transmit radiation to their milk. health officials admit the tests are just a precaution, saying the power plant in japan does not pose any serious health threats to california. the u.s. state department is urging family members of u.s. personnel in japan to get out of country, expanding its evacuation order for family members in 13 areas areas across from japan. the evacuation order is voluntary but the reason is being given for the expansion of the evacuation. the state department is also still advising americans to avoid travel to japan.

just a dreary start to the day. we've got light rain falling over the peninsula and widespread this morning, san francisco sitting at 47 degrees, scattered showers in the forecast, stronger storm arriving tonight. radiation from the damaged plant in japan has now reached california. but experts continue to say there is no threat to the public here. the environmental protection agency is keeping track of that radiation with dozens of different monitors sites across the state. including one that is in san francisco at ellis. right now the radiation in the air is at a normal level. uc berkeley is also testing

for radiation. for more we're joined live by professor ki vetter. good morning. >> good morning. >> let's get to it. what levels are you seeing out there? >> so as of yesterday evening, no instrument. we were not able to see anything much from our air monitoring. but radiation by other stations has supported some small amount of radiation in their systems. >> every time you say any level, people get nervous. even though experts have said don't worry about it, what kind of everyday things would provide any levels fog up? >> just to put in context, because at ends we do these measurements for two reasons, one for our scientific curiosity, to see what we can observe and how we can relate that and better understand radiation, but secondly also to inform ourselves and you about the measurement, the level of radiation we might measure and put it in context.

that's also a inform you about the context of these radiation. so what is being reported is about counts normally into the -- count is radiation, which again sensitive tools. you've got about counts per minute up to 10 counts per minute. just to put it in context, the radiation levels would be tens of thousands of counts per minute some the level of radiation via measuring is being measured now, far the natural level of radiation, for below than -- >> professor, we only have 30 seconds, we keep showing that map of the -- united nations put out. do you think that map is misleading on the radiation coming in. >> so not really. certainly radiation coming in, being released and we're going to measure it here. so this is not misleading. you just have to be careful about the amount of radiation which will be transported for

approval for a new plant built near fresno. if built, the plant would be the first one constructed since the diablo canyon nuclear plant in san luis obispo in 1996. activists in the bay area rallying against nuclear power. >> there was a rally on the steps of oakland city hall by those who want to see california's ban on the diablo canyon power plant shut down. it was all part of the second annual clear clean power healthy communities conference. groups ranging from greenpeace to bay localize want the federal government to deny the renewal of the nuclear plants licenses, they favor green energy. >> solar panels don't explode. windmills don't explode. they're so much safer. >> activists we spoke with expressed solidarity with the people of japan. they said what occurred there must never happen in california. we have new video this

morning of a damage done to santa cruz harbor in last week's tsunami. yesterday divers continue to search for boats and damage. officials say 10 boats sank and about 100 others were damaged during the wave surges. eight of the 10 boats have been pulled out. and yesterday diver patrick fully found one of the two remaining sunken boats that until now were unaccounted for. >> it was a sailboat, the mast was on its side. what kind of conditions this seem to be in to you? >> it's down there, on the bottom. it's not coming out without a great amount of effort. >> further clean-up efforts were stalled yesterday by the storm but crews are hoping to resume the search today and tomorrow. right now the harbor is still closed. officials are still working on assess the damage down and it's still unclear whether or not the state is going to qualify for federal disaster relief funds. a portion of highway 1 will remain closed for at least a month after a cliff wall gave way. about 100 feet of roadway

dropped on to the sea wednesday between carmel and big sur. yelled crews installed a pipeline to funnel rainfall away from the damaged area. but they stopped early because of the rain. businesses near the collapse are expected to remain open and the department of parks and recreation say campgrounds have not been closed. >> branch workers in southern california are facing tough working conditions thanks to the latest storms. early yesterday morning, workers were feeding horses when trees and rocks started sliding down that hill. about 15 to 20 acres of ground moved during the slide. fortunately there were no reports of any injuries but residents in one home did have to be evacuated and 63 horses were moved to nearby anxious. the ground in parts of washington state are still unstable after rain that that area. engineers in everett say many homes have already been damaged after they moved several inches overnight. residents are being evacuated from that area as the winter weather continues this weekend.

>> everything goes right down that creek and just keeps washing the bottom of the hill out. there's nothing to hold the top of the hill. just keeps getting worse. >> many of the homes are being yellow tagged, meaning homeowners can go in to retrieve personal items but they're not allowed to stay. officials say they're doing what they can to stabilize the homes but the ground continues to give way. forecasters are predicting more rain for the area tonight and early next week. environmental activists plan to appeal a judge's ruling allowing the expansion of the largest toxic waste dump. the board of supervisors approved the expansion of the dump. the dump site is located in kettle men city. several organizations and a group of residents sued, saying the expansion violated state laws. but in january, a judge ruled in favor of the county. residents have blamed the dump site on a number of unexplained birth defects in recent years. former secretary of state

students is now dropping out of school. alexander wallace says she is leaving ucla because of the harassment she's received following her video going viral. she criticizes asian students for talking too loudly on their cell phones in the library including those who called home following the japanese earthquake. she is leaving ucla even though officials decided she would not face any punishment. the america's cup is coming to san francisco in 2013. and that could lead it a major expansion for a historic streetcar line. a new proposal by the national park service would extend muni's f line streetcars all the way to fort mason. the park service is pushing for the project saying it's needed for the big crowds expected in the city during that competition. the plan would extend the f line about a mile from jones and beach streets through the old state belt railroad funnel out to the marina boulevard, ending at fort may stop. an environmental impact statement on the plan is now being made available for public comment. today the women's basketball team kicks off what
