san francisco businesses and residents are cleaning up this morning after strong wind and rain, left a dangerous mess behind. a night out at a san francisco club ends in violence. good morning, and welcome to mornings on 2. it is sunday, march 20. >> a powerful winter storm moved through the bay area overnight and left a lot of

damage in its wake. we have live team coverage this morning, we want to start with meteorologist, rosemary orosco. >> scatters showers still in the forecast this morning. some of us dealing with moderate, even heavy rain, half moon bay over la honda, you can see the possibility of thunderstorms. light to moderate rain falling over areas around oakland and around san jose, getting a break. up to the north, we saw winds in excess of 60 miles an hour at some points. we'll take a look at how much rain we've seen in the last 24 hours. we also have a flash flood watch to talk about for some of our south bay areas coming up. live now in san francisco, with some of the damage left behind by the storm. >> reporter: good morning.

we're going to show you what those strong winds can do. right now on mason. this used to be a sign that was attached to the side of this five story building, we're standing next to. if you look up, you can see faintly one of the cables that had been holding this sign up. this building is the old victoria hotel. this all happened around 10:30 last night. we're standing about a block away from union square. there were a lot of people walking around in this area. the managers here say they're just glad no one walking around was hurt when this sign came crashing down last night. elsewhere, the wind brought down trees. a tree crashed on top of a parked car, leaving a lot of debris, and a broken windshield behind. no one was hurt in that incident. this morning, around 5:00 a.m., we found more signs of debris,

and downed trees around golden gate park. this is at 5:00 this morning, around golden gate park. the national weather service says we had wind gusts of 60 mile-per-hour in the bay area. a wind advisory expired about an hour ago. for now, live in san francisco, alley rasmus, ktvu channel 2 news. that powerful storm did bring down lots of rain, and that has been causing problems on the roads this morning. >> reporter: we're here near the 101, and 380 connector. we're actually standing near the airport. the roadway was simply so wet and dangerous, we didn't want to set up alongside of the

roadway. there is some spots flooding here on the side streets. here's a look at some video that we shot on the freeway, where 101 splits off into 380. you can see just how high the water is. cars are splashing through about 2 to 3 feet of water. two lanes were flooded. but now chp is reporting all lanes have stnding water. several -- standing water. several drivers have called into the highway patrol, we saw one patrol car pull up as we were leaving. if we take a look at the chp website, we have a lot of stuff going on right now because of the weather conditions. we had an injury accident, and overturned car, happened just recently in roadwood city. if you look at these entries here, you can see mudslides, rockslides, all sorts of things happening in the san jose area. as well as a lot of trees and

power lines that are down in the santa rosa area. as of now, we do know that about 3/4 to 1 inch of rain has fallen in san francisco in the past 24 hours. it seems to have let up for the moment, but that could change, of course. now let's talk about power. because this morning, more than 30,000 pg and e customers are without power. due to the overnight storm. most of the outages are concentrated in the north bay, and east bay. 14,000 customers have no electricity right now in the north bay. a slightly smaller number are in the dark in the east bay. in the south bay and peninsula, less than 3,000 customers are without power. only 125 customers are in the dark in san francisco. right now, a flash flood warning sh and a high wind advisory is in effect in the santa cruz mountains. the water district has been

releasing water to prevent it from stilling over, and one man man who has lived in ben lowman for two years says he has never seen the water levels on the banks of the san lorenzo river this high. >> usually, you can walk along the area, but the river seems to be approximate getting pretty -- to be getting pretty high right now. >> it's going to stay in effect for about an hour. the flash flood warning will be in effect until this afternoon. good morning to you, a live look at downtown oakland. a light rain continuing to fall at this hour. the powerful part of this storm pushing off now to the east. giving you a look at the radar, once again, peppered with the scatters showers, and some of our areas seeing more moderate rain. seeing light rain at this time. we slide to the east, just a little bit from oakland down into san leandro, even off to

the east, we continue to watch this pattern, danville, getting ready to come into rain in the next 15 minutes or so. heavier rain between the fremont, pleasanton areas, and areas south. take a look at morgan hills. gilroy, even the possibility of thunderstorms in some areas. take a look at the shade of red. the santa cruz mountains with the vidsry still -- advisory in place through the morning hours. we expect the rain to continue, even heavy. this going on through noon time today. the flash flood watch, and the possibility of flooding, minor flooding, and the possibility of slights. the center of circulation right there, it's going to continue to push up to the north and east. and we will continue with scattered showers, and take a look at this. may get a bit of a break. if we start to see a little bit of sunshine, that's going to add to the instability, and the possibility of thunderstorms in through the afternoon. sunday noon time, the rain is back. it's just on and off throughout

the entire day. here we are, monday morning. we've got it for the morning drive, and it will continue, finally drying out. monday night, looks like the second half of monday and tuesday will be our break. temperatures right now in the 40s and 50s. scattered showers, maybe a little sunshine. but thunderstorms possible with that sunshine. upper 50s for mountain view into san jose. your extended forecast here. so we're going to remain below average for this time of year. we're going it continue with the rain showers. they're not going to let up. the first week of spring is going to be a soggy one. monday night through tuesday, we get the big break. temperatures in the mid- to upper 40s for the entire week. the strong winds overnight, added another twist for firefighters, battling a fire near twin peaks in san francisco. flames and smoke were spotted

just after 2:00 a.m. this morning near olympia way. this video shows smoke still pouring from the house, even after firefighters managed to knock down the flames. the house is believed to be a total loss. the building next door was also damaged. the family living inside, managed to make it out to safety. no word this morning on what caused the fire. san francisco police are looking for a man who smashed into several vehicles near delore he is park earlier this morning. police say some time after midnight, the man hit six vehicles. a viewer sent us these pictures from the scene. police say they don't know what was hind this rampage, and they're still looking for the man responsible this morning. also overnight, two people were shot outside a san francisco nightclub. it happened just after 2:00 a.m. this morning outside the el toro nightclub. two were taken to san francisco general hospital with life- threatening injuries. no word this morning if police

have anyone in company. this morning, operation odyssey dawn continues. this video shows one of the first tomahawk cruise missiled launched from a u.s. war ship yesterday. french fighter jets struck first. the u.s. military says more than 20 targets have been hit, clearing the way for air patrols to ground libya's air force. speaking from brazil yesterday, president obama said the operation is needed to help protect libyan civilians from supporters of the regime. >> i want the american people to know, the use of force is not our first choice, but we cannot stand idly by when a tyrant tells is his people there will be no mercy. >> in a statement this morning,

46degrees, slightly warmer than yesterday. unsettled weather remains in the forecast. the storm kept chp officers busy overnight. rains are going to continue to fall. with us right now is sam morgan to talk about what the situation is. good morning. >> good morning. how are you? >> i'm good, how are you? how was the night last night? i'm sure it was nonstop busy for you guys. >> officers were busy. most we had were spinouts, and what we call property damage only collision. that mostly results from motorists driving too fast, and following too closely. >> yeah. >> go ahead. >> sorry. when you guys are out there, is the main problem speed? everyone knew the storm was coming, the roads are still wet right now. the problems could continue. >> that's correct. the primary message that we always have when driving through inclement weather is that the motorists have to

reduce their speed. so many motorists see the speed limit, and say i can drive that speed, regardless of conditions. however, visibility is reduced if the road is blocked, clearly, the mosterrists have to reduce their speed and follow at a safe distance. >> some of those onramps, they a bit of standing water on the roadway that can't be cleared out. it doesn't take much to have people lose control. >> that's correct. a lot of motorists hit the brakes in a panic, and loose control of the vehicle, because of simply panic, and they're literally just hanging on hour the ride, noer -- on for the ride, no matter the condition. we did have adequate personnel on duty to anticipate what may have occurred oftentimes during these winter storms, we have an

exponential increase of cost of service. >> i imagine, nothing worse in one place than the other, it's kind of all bad everywhere? >> yeah, we've had some minor landslides in certain areas. a lot of spinouts. a lot of individuals simply driving too fast, and another thing that we're seeing is that motorists are not looking far enough down the road. a lot of our collisions could be avoided if the motorists would look, 10, 20 seconds down the road, to pick up what the traffic conditions are, and then adjust their speed accordingly. >> good advice as always. >> your welcome. an 80-year-old woman, and a teenage boy missing for nine days have been found alive. search and rescue crews located the 16-year-old boy on the roof

of his house. the teenager led rescuers inside the home, where they found the 80-year-old woman. both are weak, but alert. the death toll in japan continues to rise. this morning japan's police agency said more than 8,000 people are now confirmed dead. many of the bodies collected have not been identified. 12,000 people are still missing. japanese authorities fear the death toll will climb to more than 20,000 people. new this morning, radiation from the damaged fukushima dai- ichi nuclear plant has been detected in food that has already been shipped out of japan. taiwan officials say they have found trace amounts of radiation in beans imported from japan. yesterday,a pan also announce -- japan also announced radiation had been detected in spinach and milk produced near

the complex. they began spraying sea water around reactor number 3. but radioactive gas remains at a high level, and that could force plant officials to vent some of that gas in the atmosphere to help level off the pressure. however, officials announced just minutes ago, that two of the six reactors inside the complex are now under control. governor brown has declared today a day of remembrance for victims in japan. acknowledging the special relationship between california and japan, and the courage of the japanese people. brown is also asking californians to keep the victims in our thoughts and prayers. this morning, meeting in sacramento to wrap up their three day state convention. several events are on the agenda, including a prayer breakfast. last night, the party faithful heard from barber, a possible presidential candidate in 2012. he urged the california gop to stick to messages about the

economy to help their chances of winning next year. hip-hop star icon wyclef jean was shot last night. there is no information on the suspect or the events leading up to the shooting. john himself had aspirations to run for the earthquake ravaged country, but they ruled he was ineligible because he did not meet requirements. u.s. officials delivered voting equipment to polls around the country. it is believed a last minute endorsement to one candidate today could provide a big boost. in new york 14 buses have been ordered off the road after a tour bus sting operation. the governor of new york ordered the operation after a bus crash last weekend left 15

people killed. the state transportation department found 14 violations. one child is dead after a train ride derailment at a south carolina amusement park. officials say more than 20 people were onboard the train when it overturned yesterday. withins say it was going around a curve, when it went off the tracks and more than a dozen children were then thrown off. officials say the train's track had been completely reworked a couple of years ago. the cause remains under investigation. time now is 7:20. we do have discouraging news about a star giant player as we approach opening day. take a look at this video. police say a man caught on tape, trying to kidnap a little girl at a train station. commuters saw it happen, and we'll tell you what they did to save her. heavy wind, and strong rains finally winding down this morning. we'll take a look at how much

an ammonia leak at a san jose water plant is no longer posing a threat. an order was lifted later in the day. firefighters were concerned the amondaya might get into -- ammonia might get into the air. >> it can cause having difficulty breathing. we have not received any 911 calls or any complaints of the smell. >> the leak was contained after about two hours. firefighters were also concerned about ammonia leaking into the water supply, but that was quickly ruled out. the water district is now trying to figure out what caused that 250-gallon leak. a registered sex offender in los angeles now faces attempted kid nail napping charges -- kidnapping charges after attempting to run off

with a little girl. a man grabbed her from behind. but ten commuters came to the girl's rescue, and tackled the man from the ground. the suspected kidnapper tried to escape, but police managed to arrest him. learning how to respond to missing person cases. a search and rescue training was held yesterday in stockton. recent tragedies in the community. 2 years ago, sandra cantu was kidnapped and killed by her neighbor. sandra's aunt came to yesterday's event. >> a search like this, when it has helped bus their demice was -- because their demise was already done. >> the groups goal is to

wind and rain overnight knocked down trees, signs, and power lines. and we're looking at another wet day. welcome back to morning's on 2. >> i'm claudine wong. the rain hit san francisco hard overnight. a look at the damage left behind, and how conditions are right now. hi, ally. >> reporter: the conditions right now are good. it's not raining at all, if you look up in the sky, you can see some blue skies peaking out. that was not the case last night, when we had very strong wind, that left a mess like this behind us. this is a 25-foot long hunk of

metal. it was a sign that had been attached to the side of this five story building, we're standing next to. this building is the old victoria hotel. if you look up, you can see the cables, where the cables that had been holding this sign snapped. there were strong winds in the area, it happened in a very high traffic foot area. the department of public works employee that was out here, about 15 minutes ago, says it is a good thing that no one was hurt when this sign came down. we caught up with him, he couldn't talk to us on camera, but he did plain they were out here -- explain they were out here to make sure this sign wasn't a hazard to pedestrians, and wasn't blocking traffic. they're not sure who will be cleaning up this mess. the property owner, the people that owned the old victoria hotel are the same people that own the handlery union square hotel. so i talked to one of their

managers this morning. they said they're still trying toy's is the damage, -- to assess the damage, and figure out how to clean it up. no one was hurt in all of this. strong 60 mile-per-hour winds also brought down trees, and caused other damage in san francisco. a tree crashed done on a parked car. as early as 5:00 this morning, there were other signs of downed trees. we drove around golden gate park and saw this 30-foot long branch knocked off from the side of a tree in golden gate park. there was a wind advisory in effect overnight. that has now expired. there is expected to be on and off thunder showers, and stormy weather later on today. for now, things are pretty calm here in san francisco. reporting live, ktvu channel 2 news. the storm hitting the bay area right now is causing dangerous conditions on roads. in santa rosa, a 200-foot long

tree crashed on a car last night. there was a man and a woman inside. the two were not seriously hurt, but it did cause a chain reaction, involving another car that crashed into a tree. fortunately, no one was hurt in that accident either. live in south san francisco, there's been flooding out there on the roadway. >> reporter: yeah, we've seen some spot flooding this morning, and it's creating some hazards for drivers out there on the freeways. we're near the airport. if you take a look in the distance, we're near the onramp to 380, as well as 101. if you take a look up. this is an overpass. obviously, a lot of water is collecting on there, and it's running down through this pipe. this is where crews have attached a hose, and the rain water is being siphoned, and carried into a creek. the chp is warning drivers to slow down on the southbound 101 at the 380 split. there are a few lanes blocked

there due to standing water about 1 to 3 feet. we've seen nearly an inch of rain over the last few hours in san francisco. officers want to remind you to drive the speed limit, or even lower, because of these rain slicked roads. we've seen at least two spinouts this morning. people most likely driving too fast, and we have seen mud and rockslides. you want to be careful, because the ground is very saturated. with these winds, they're knocking over the trees, and the power lines. definitely be aware of your surroundings this morning, if you need to be out and about. ktvu channel 2 news. a fatal crash last night, three people were inside the car when it rolled over, firefighters had to use the jaws of life to get them out. one person died on the scene, and the other two were taken to the hospital. we still don't have word on their condition. the cause of that crash is

still under investigation. in sonoma county, a land slight on river road blocked cars. even as crews cleared the landslide, it caused more soil and a rock to come down. the storm had many people stocking up on a number of items. >> i got gloves, ponchos, a first aid kit, also a radio. >> we had nice weather, everybody thought, that's the end of winter, but it wasn't the end of winter. >> goodville valley put out sandbags, not for customers, but to protect their own building. the steady, heavy rain. the most powerful winds off to the east. we continue with the gray skies. we even have a little bit of sunshine in some areas this morning. that's going to bring on that potential for thunderstorms throughout the afternoon. we're not going to do away with the showers altogether.

your satellite and radar view, so that front that brought us the heavy rain, and now to the south and east of us. see the spin, it continues to move north and east. behind it, we've got all of this unstable air that will continue in our area. we will see breaks in the rain. we will see maybe even sunshine again. that could bring us a little bit of a thunderstorm activity by 10:00 this morning. just very hit or miss, on and off showers, but it doesn't really go away. we are going to see this as it moves through the morning hours. monday morning looks like it's going to be a bit wet. monday afternoon, finally starts to see a dry spell that will last through tuesday. this morning, the winds picking up, 10 to 15 miles per hour. as i roll you through the day, notice the winds continue to die down. temperatures not warming up much more today. maybe a few degrees in some cases. low, mid, upper 50s across the region.

53 expected in oakland. today, the last day of winter, and spring arriving a little later this afternoon into the evening hours. as we make the transition, we continue with spring showers. and our extended forecast showing you that the temperatures remain below average. mid- to upper 50s for the afternoon highs. we've got rain totals for you for the last 24 hours. we're going to show those to you in a bit. in addition to all that rain, you may have felt shaking in sonoma county this morning. a 3.5 magnitude earthquake struck just after 1:15. it was about 24 miles north of santa rosa. that area continually produces earthquakes. a san francisco intersection is back open this morning, after it was shut down for a criminal investigation. officers found a body near the intersect of market and 8th street. police say it's possible the man may be the victim of a hit- and-run accident. investigators closed down the

intersection for about five hours while they searched for crews. if you have information, you're asked to call the san francisco police department. fremont police are searching for men who robbed a mcdonalds. barry bonds is getting ready to meet the jury. jury conductent, rich matthews will talk to us live next about the potential jurors, and what we can expect in court. let's take you outside right now, you're looking at 880 in oakland. we just got word there is a pedestrian on the 5th avenue onramp in oakland. watch for that. also a disabled car a little further south in haywood. keep it slow out there. the roads are still wet.

are star struck. they're looking for anybody with any strong feelings about anything that has to do with this trial. people who love barry bonds, or people who think, he had all the breaks and he's done this terrible thing. anybody with any really strong feelings, they're looking out for. >> something else, does anyone actually think this is a big deal? how big of a hurdle is that for prosecutors to convince the people who are deciding this, that this is important, you know, air far as being truthful to the grand jury. >> you put your finger right on it. probably, the single biggest issue in this case. you noted how long this has been in the making, is perjury a big deal? illustrating for the jury that yes, even though the subject of the lies might seem trivial to you, the fact of the lies is

anything but trivial, and here's why. that's the challenge of any perjury trial. >> how much is it hurt that they've had so many major leaguers who admitted, okay, i did lie about it, but you know, i did take steroids. does that hurt him that so many people have come forward and said this? we've got to make sure we remember this, it's not about whether he did, but rather if he knowingly did. >> i would certainly weave the fact that a lot of major leaguers have come forward, either found out, or admitted to all kinds of performance enhancing drug use, that that becomes part of the story of why, ladies and gentlemen of the jury, this isn't so trivial to have lied about it. >> we know they threw out those

voice mail messages that were supposed to show that he was angry, and that was evidence of steroid use. what do you think is going to be most compelling for jurors? >> of course, what is going to be most compelling for jurors is seeing this high power, high charisma person sitting just several feet away from them, and hearing a lot of really unpleasant details, many of which they've already heard. but many of which they haven't heard yet. >> last question, if you are giving barry bonds advice, what kind of demeanor? what do you want him to put forth? >> i think he should be respectful to the jurors, respectful to the court. if it's even slightly within his ability, maybe just a little bit humble. >> okay. jury consultant, rich matthews, thank you for your insight.

the chancy bailer trial, confessed to the killing, but told a grand jury that he was carrying out orders from youssif bay iv, the former leader of the now defect, your black muslim bakery. basard is expected to testify against the men as part of a plea deal. also expected to take the stand at some point is bay's brother- in-law. some marin county employees may face layoffs and cut backs. county supervisors are going to review the budget tomorrow morning. overnight, taiwan announced announced fava beans it imported from japan have tested positive for radiation.

this morning's announcement is likely to further worry business owners in tokyo who run farmers markets. many of them were already anxious after hearing small amounts of radiation were found in spinach grown in japan. one customer says it's not something he's too concerned about. >> i think we need to monitor it, but i'm not going to stop eating vegetables today. >> radiation has also turned up in milk and drinking water in japan, but also in trace amounts that japanese officials say pose no health threat. it's likely to reach the $10, $10,000 mark today as it continues to raise money for earthquake survivers in japan. they immediately started raising the money last week. on the first day, the store collected more than $1,000. the owners of the store say they're going to match every dollar donated, up to $25,000.

connecting myself with president carter went dead several types. it was terribly frustrating. >> nuclear experts believe the damage at japan will be worse than the damage left behind at three mile island. this weekend marks the anniversary of the invasion of iraq. 800 anti-war protesters marched yesterday demanding troops be brought home. before the march, the large crowd took part in a rally at u.n. plaza. >> this is the anniversary of the iraq war, and it's ironic that this point, there's one more intervention added to other interventions that have happened, that has had catastrophic results for the people in the middle east. >> following the rally and march, the antiar war protesters protested a lack of

in north carolina. danville's captain, sully sullenberger who was piloting the plane made the emergency water landing that saved all 155 people onboard. the plane's fuselage and wings will be taken to north carolina within a few weeks. this morning, members of the los angeles fire department are back home from a nine day deployment in japan. the elite 74 member team was deployed the day after the earthquake struck to help with rescue and recovery efforts. >> this is probably the worst we've seen personal hey. >> the team was sent out less than 24 hours after returning from new zealand, where they searched for victims after that country's earthquake. the earthquake in japan has some city leaders looking at building safety. for years, trying to get property owners to upgrade their buildings. plans that would have made it a requirement for owners to retrofit their buildings have been rejected in the past, mostly because of the cost.

the cost could range from 60,000 to $130,000. homeowners met in oakland to rally support. they say 700,000 california homes are in some stage of foreclosure. with a third of all borrowers, owing a third of what their buildings are worth. >> it will really help out people who are going through foreclosures, and are in the process of going through them. >> one bill would require banks to consider loan modifications before proceeding to foreclosure. the banks would also have to provide specific reason on why it denies any loan modification and the banks would have to prove it owns the mortgage. new information on the production problems plaguing new california drivers' licenses. the sacramento bee reports the company making the lightning has had problems with printers,

engravers, and laminating machines. the new design is also worsening the delay, because of all the security features have never been combined into one card before. the backlog of californians waiting for a license reached 850,000 earlier this month. we want to check on traffic right no. not far from that point is a tree down at black road and skyline. it is apparently blocking all the lanes. chp is headed out there, but if you are going in that direction, you might want to avoid it and take an alternate route. you may come across traffic backups in san francisco today due to the street event. traffic between 11:00 a.m. and 4:00 p.m. the closures make way for pedestrians by floods of people who just want to go outside and enjoy the indoors. i'm not sure how many people they are going to get. i think they're considering maybe ending it a little early.

even a hotel sign that toppled from a building. continuing our live coverage from san francisco with the latest. >> reporter: it happened around mason, and o' fair oak streets. we're build a block away from union square. that's where this hotel sign came down. looking at it right here. it happened around 10:30 last night. it's a 25-foot long hunk of metal. that is still out here in the street. taking up the equivalent of about two parking spots out here. checking out some of the debris. it also left some debris. we're showing you right now where that sign came from. it had been attached to the top floor of the old victoria hotel building. if we look down here, you can see one of the cables that this sign had been attached to. this morning, the department of public works in san francisco,

and the property managers were trying to figure out the logistics of who is going to clean this . but they're just glad everyone was safe. no one was hurt when the sign came down, it happened around 10:30 last night. wind gusts topping about 60 miles an hour. caused problems all over the city overnight. last night, a tree crashed down on a parked car. we have some video of that to show you. it destroyed the windshield. fortunately, no one was in the car at the time. and no one was hurt. we also drove through golden gate park this morning at 5:00, you can see downed trees and debris there. back out here live, we want to show you the conditions. it's not raining right now, and in san francisco, you can see patches of blue skies. however, throughout the morning, there is an expectation that there could be some more showers throughout the day. reporting live in san francisco, ktvu channel 2 news. the storm system blowing through the bay area right now

is cawing dangerous conditions on -- causing dangerous conditions on the roadways. two were not seriously hurt. but it caused a chain reaction, involving another car and a tree. no one was hurt in that accident either. you may find it tough to get around on the roads this morning. it looks like you're near some downed power lines. >> reporter: that's right. we're between mitchell and utah. chp have cordoned off the area. this is where the power pole used to stand here. now it is above me. they have just loaded it on there truck here, and are taking it away. if you come back over here, you can see right there on the

street, where the power pole is laying on the roadway. we're told this accident was not weather related. they still have to do some investigating. what we understand, is there was some sort of a big rig tractor trailer that drove through here, and snagged power lines. they attached to that pole. if you take a look where this fire truck is, you can see where the power lines are laying there on the sidewalk. so again, not weather related. but officers do want to make sure that you drive slowly this morning. the roads are really wet, and we have seen spot flooding near the airport. the chp is warning drivers to slow down. 101 at the 380 split, a few lanes are blocked there, due to sanding water. about 1 to 3 feet. we have seen nearly an inch of rain over the past 24 hours in san francisco. it seems to have led up for the moment. but again, officers want to remind you to drive the speed

limit because of these rain slicked roads. we've seen a couple of spin outs this morning, and we had some mudslides, and rockslides. back here live on the scene, we're told there was no one hurt in this accident. that was the fortunate news. this roadway is blocked off. they should be cleaning up this area within the next couple of minutes. traffic should be able to get through. we're live in south san francisco, ktvu channel 2 news. >> that's only going to add to problems to the more than 30,000pg and e customers around the bay area that are still without power this morning. pg and e says most of the power outages are concentrated in the north bay and east bay. in the south bay and peninsula, about 3,000 customers each without power, and about 125

customers in the dark in san francisco. a flash florida watch has been canceled in the santa cruz mountains because the rain has eased up a bit. the city rain this season has been enough to fill the lexington reservoir to capacity. they released water yet to present it from spilling over. one man who has lived in ben lowman for two years says he has never seen the water on the banks this high. >> usually, you can walk down and walk along the area, but the river seems to be getting pretty high right now. >> monterey county is still under a flash watch. that is expected to continue until the afternoon. a high wind advisory was lifted earlier this morning. good morning to you. a live look at san jose, where we continue with gray skies. light rain falling in san jose. sitting in the low 40s, upper 50s. that powerful storm rolled through overnight. we saw winds reaching 60 miles per hour in areas around the

north bay. san francisco airport reported winds to 53 miles per hour. we continue with light showers this morning. peppered through the area. maybe even patches of sunshine. that's going to bring on the risk of thunderstorms for the afternoon. for mountain few, heading in, you may see moderate rain over union city. danville seeing light rain. laugh yet, perhaps a little bit of light rain at this time. some of us getting a break. oakland mostly dry. areas around petaluma seeing light rain this morning. our temperatures were actually up by 5 and 10 degrees from yesterday. but it's soggy and cool. the winds have let up considerably as well. the satellite and radar view, most of the storm off to the south and east. there is a center of circulation that continues to push north and east, but we're not going to get rid of the rain altogether. that apparent low hanging off the gulf of alaska continues to spin energy our way.

launched from a u.s. warship yesterday. french fighter jets struck first. the u.s. military says more than 20 targets have been hit, clearing the way for ground forces. we are learning this morning, an 80-year-old woman and teenage boy have been rescued alive nine days after the earthquake and tsunami. rescue workers found the boy on the roof of a house. he led them inside, where they found an elderly woman, both were weak, but conscious. tokyo says there's no need to vent the pressure at a nuclear plant. they say the pressure inside is still high, but it has stabilized. officials announced an hour ago, two of the six reactors are also now under control. radiation from that damaged plant is now being detected in food that has already been shipped out of japan. taiwan officials now say they have found trace amounts of

radiation in fava beans imported from japan. this is the first case of radiation found in japanese imports since the crisis started last week. last week, japan also announced radiation had been detected in spinach, and milk produced near the fukushima complex. a kidnapping attempt is stopped at a los angeles train station. how bistanders helped a young girl get away. it made a miracle landing. where the jet is now headed. you're looking live now at the san mateo bridge. the chp is warning everyone, just take your time out there.

good morning to you, a live look at the bay. rain continuing throughout today, as we continue with an unsettled weather pattern. it has been a busy night and morning for law enforcement. we wanted to check in with sam morgan on the conditions now. has it slowed down for you guys at all? >> about the same as it was before we had our shift change, so our day guys are coming on. we work 12 hour shifts, so we still have adequate personnel on to manage whatever incidents we find ourselves involved in. >> we're getting word of a fatal accident in napa county this morning. a person was apparently, their car crushed by a falling tree.

lots of hazards on the roadways. flooding, or a lot of the wet side roads, and things like that. >> that's right, we want our motorists to exercise caution. if you're on some of the county roads, where we have a lot of saturation on the roadway, make sure you drive with a heads up attitude. tire pressure and tire tread depth is very important when you're driving the slick roadways. also, proper restraints inside the car. >> a heads up too, i imagine for your officers as well. it's so dangerous to pull people over on the side of the road as well. as far as drivers behavior, when they see officers pulled over, i'm sure you have some words of advice there too. >> there's california law that if you see a worker on the shoulder incident. if possible, pull or drive to

the next left lane. if you can't get over to the next left lane, obviously, you want to reduce your speed. many of our officers are injured or killed, simply by passing motorists being distracted. we want them to do that, and eliminate the distractions. >> i imagine there may be a wait time when you call 911. so many officers responding so so many calls. i've seen people a little better about this, standing behind a guardrail, or doing something else. when you are stuck, and you see something in the roadway, other motorists should not stop. >> it's best to continue driving. if you have to make an emergency phone call, it's best to do it while your stopped, or better yet, driving off the freeway to a safe location, and making that phone call. keep in mind, our car center receives volumes of calls,

there may be a wait. just be patient, and personnel will arrive as soon as possible. >> officer sam morgan, thanks for the advice. i see the rain starting to fall again on our traffic camera, so be safe out there. you may have felt some shaking. if you live in sonoma county, a 3.5 magnitude earthquake struck this morning north of santa rosa. that area often produces 3.5, 04.0 magnitude earthquakes. police are looking for a man who smashed into several weeks near delores park this morning. police say some time after midnight, the man hit vehicles. they don't know who was behind this rampage, and they are still looking for the man responsible. an ammonia leak at a san jose water treatment plant is no longer posing a threat. a shelter in place was posed

for neighbors near the plant, but that order was lifted later in the day. firefighters were concerned it might get up into the air. >> it cause medical problems. having difficulty breathing. we have not received any 911 calls of any complaints of the smell. >> the leak was contained after about two hours. firefighters were also concerned about ammonia leaking into the water supply. but that was quickly ruled out. the water district is now trying to figure out what caused the leak. flags are flying at half staff in honor of a police officer called in the line of duty. germane gibson died friday night when his car slammed into a tree during a police chase. a wanted parolee was driving a stolen car. gibson crashed into a tree and his car burst into flames.

>> in this case, we lost one of our own, and we're very upset and saddened by that. >> gibson leaves behind a wife, and baby. he is a marine veteran, and received a purple heart. a registered sex offender in los angeles now faces attempted kidnapping charges after trying to run off with a little girl. it happened thursday at a light rail station. a man in a white t-shirt walked slowly behind the little girl, before he grabbed her from behind, but ten commuters tackled the man from behind. the jet plane who made the miracle on hudson landing is soon to be in a museum in north carolina. danville's captain sully sullenberg who was piloting that plane made the emergency landing who saved all 155 people onboard. some marin county employees

here is a live look outside in san francisco. we're on storm watch this morning, after heavy rain, and strong winds hit the area overnight. the nuclear crisis in japan is bringing back memories of those who lived through the three mile island disaster in pennsylvania. the accident happened after a relief valve inside the three mile reactor failed to close, spilling radioactive coolant. that caused the reactor to partially meltdown. the man who served as pennsylvania's governor at the time, said one of the biggest difficulties during that crisis was the lack of communication. >> we had to rely on land

lines. even though hotlines, and i had connected myself with president carter went down a few times. it was terribly frustrating. this morning, members of the los angeles county fire department's urgent is search and res caw team are back home from japan. they were greeted by friends and family yesterday. the 74 member team was deployed the day after the tsunami and earthquake. the team was sent out less than 24 hours to new zealand after that earthquake. continues to raise money for the earthquake and tsunami victims in japan. the ace hardware on southhampton road immediately started raising money. on the first day, the store

collected more than $1,000. the store owners say that they plan on matching every dollar donated up to $25,000. altamont raceway is also doing their part to help the victims in japan. a fundraiser will be held today, collecting food, clothing, and blankets. the american red cross will also be on hand to collect cash donations. it's happening today on the raceway in tracy. of course, if you would like to give to the victims, we have a list on our website. it's on our special japan quake section. of course at ktvu.com. the weather was loud, and booming last night. and we're getting a lit bit of indeed. let's take a look at what's going on outside our doors this morning. plenty of gray sky continuing. the rain is falling. a little bit of blue sky in

some cases. as we know, that helps to develop thunderstorms for the afternoon. we are sprinkles, but just scattered showers at this time. the winds have lightened up considerably. south around morgan hill, the possibility of thunderstorms getting ready to roll through the next 15 minutes or so. fremont seeing decent rain. even the possibility of hail there. hayward, light rain. getting ready to move through pittsburgh, antioch. oakland, no rain falling at the moment, but seeing some around petaluma, and sonoma. the rain totals from 1 to 3 inches. san francisco, 1 inch reported in the last 24 hours as well as napa. scattered showers will continue to fall for today. spring arrives later this afternoon. we'll continue with the spring showers into tomorrow. we've got scattered showers in

store for the morning drive. finally tapering off, and leaving us dry for most of tuesday. by wednesday, the next storm already rolling in. temperatures sitting in the mid- to upper 50s, means we're below average for this time of year. back to you. time now is 8:26. did you see it? it was a rare phenomenon in the sky called the super full moon. the weather didn't make it easy to see. last night, the moon was bigger, and more vibrant than in nearly two decades. it was also the closest the full moon has come to the earth in 18 years. some people want to the planetarium in oakland to see it up close. the last super moon happened in 1993. it's not going to happen again until 2016. moammar gadhafi is promising a long fight. what he plans to do as the second day of bombing continues. san francisco is cleaning up after storms and windy

the rain has died down after the large storm moved through the bay area overnight, but we're not going to dry down yet. >> we're on storm watch this morning, let's get right to ally rasmus. >> reporter: right now, the conditions in downtown san francisco are good. you can see the sun on my face. it's not raining. there are no clouds, and quite a few people walking around. we want 0 to show you what some of those strong 60 to 70 mile- per-hour wind gusts can do. this 25-foot long hunk of metal that you're looking at, this

used to be a sign that had been attached to the top floor of the old victorian hotel on mason, and fair oaks street. it came down around 10:30 last night. knocked off the top of this tree. then parked itself, taking up two parking spots here now on this side of the street. this morning, san francisco public works were here, checking out the damage. they tell us, the owner of the building will have to clean up this mess. property owners say they're just glad no one was hurt when this sign came down. there were a lot of people washington you can around. the wind and stormy weather caused problems all over the city last night. a tree crashed down on a marked car, crunching the windshield. fortunately, no one was in the car, or hurt when that happened. when we drove through golden gate park around 5:00 this

morning, you can see downed trees, and debris there. like this 30-foot branch. this happened during last night's storms, the wind gusts were estimated to be 60 to 70 miles per hour. there is no rain right now, and sunshine out here, but stormy whether is the possibility for the remainder of the day. new this morning, highway patrol says one person was killed after a tree fell on a car. it happened near jamison canyon road. the tree pinned the driver inside the car. the identity of the victim has not been released. it may not be raining right now, but will is still a lot of water on the road. flooding is especially a problem on the peninsula. >> good morning. we are here off of 101. this is the southbound

direction. right at the 380 split. take a look at this water right here. it is extremely flooded here. cars, if you take a look over here in the roadway. here comes a car, sort of sticking to this outside shoulder in order to avoid the deeper waters. it seems to have led up for the moment. the water has dissipated here a bit since it stopped raining. again, officers want to remind you to drive the speed limit or lower because of these rain slicked roads. there's some nice spray for you. we've been watching the chp website pretty closely. there are a couple of spin outs this morning. people driving too fast. lots of mudslides, rockslides in san jose. you want to make sure you slow down before you approach any standing water. it's so easy to hydroplane in these weather conditions. live in san francisco.

ktvu channel 2 news. 8:33. more than 30, 30,000 pg and e customers are without power this morning. 14,000 customers have electricity right now in the north bay. 12,000 are in the dark in the east bay. south bay, 3,000 customers without dark there. in sonoma county, a road slide blocked cars. even as careers cleared the landslide, it caused more soil and land to come down. it also had people stocking up on a number of items. >> i got gloves. a first aid kit. also a radio. >> we had that nice weather for a while. everybody thought that's the end of winter, but it wasn't the end of winter.

a little soggy as we move through our morning hours. by the afternoon, we actually do begin to get a break. temperatures this morning, not as cool as yesterday, but still cool. upper 40s, to low 50s. for the afternoon, mid-50s. 51 for santa rosa today. 55. areas around hayward. extended forecast, showers today. showers tomorrow morning. a break monday afternoon, as well as tuesday. the next storm rolls in on wednesday. mid- to upper 50s for the afternoons. it's 8:37. new this morning, the strong winds overnight added another west for firefighters battling the house fire near twin peaks in san francisco. take a look at this video. shows smoke pouring from the house on olympia way just after 2:00 a.m. the house is believed to be a total loss. an adjacent building was also damaged. the family that was living inside that home managed to make it out safely.

no word this morning on what caused that fire. a san francisco intersection is back open after police found a man dead in the street. officers found the body just before 9:30 last night. police say it is possible the man may be a victim of a hit- and-run accident. investigators closed down that intersection for several hours, while they searched for clues. if you have any information about this case, you're asked to call the san francisco police department. a fatal crash in antioch. it happened around 11:30 last night. three people were inside the car when it rolled over. firefighters had to use the jaws of life to get them out. one person did die at the scene. the other two were injured and transported to the hospital. the cause of that crash is under investigation. this is video that shows one of the first tomahawk cruise missiled launched from a u.s. war ship yesterday.

than 20,000 people. governor jerry brown has declared today a day of remembrance in japan. acknowledging the special relationship between california and japan and the courage of the japanese people. brown also asked californians to keep the earthquake and tsunami victims in their thoughts and prayers. it is tsunami awareness, and preparedness week in california. tomorrow, a state senate committee is going to hold a hearing on last week's earthquake in japan, and its impacts and lessons for california. the hearing will focus on the safety of the state's nuclear power plants. representatives will testify along with nuclear safety experts. the response to the tsunami along california's coastline is also going to be discussed. this weekend marks the 8th anniversary of the war in iraq. that brought out hundreds of people to san francisco.

800 anti-war protesters marched yesterday, demanding troops be brought home. before the march, the large crowd took part in a rally at the u.n. plaza. the demonstration came the same day they launched that assault on moammar gadhafi. >> this is the anniversary of the iraq war, and it's ironic at this point, there's one more intervention added to other interventions that have had catastrophic results for the people in the middle east. >> following the rally and march, they protested a lack of progress in union negotiations. an anti-war protest in washington, d.c. resulted in the arrests of people. among the protesters arrested was daniel elsberg, the military analyst who leaked secret pentagon papers about
