it is a sign of things to come for later on. just hit and miss like take a little paint brush and flicking it there. you can see a couple showers there on the caldecott tunnel. skyline and also toward m rain county. the rain and wind will pick up. look for a cloudy to mostly cloudy stayday. here is sal. right now traffic looks good on westbound 92 heading out to the high-rise. see the live picture of the san mateo bridge it looks pretty nice. and this mornings drive looks okay on highway 101. a complete traffic update is ahead. let's go back to the desk. overnight japan had its strongest after shocks in more than a week. it was a magnitude 6.6 quake that hit the east coast just after 3:00 p.m. local time japan. it was located 182 miles off the coast of sendai. two hours later a 6.4 quake hit further south. 30 minutes later another 6.6

quake hit north of sendai. the quakes have the potential to create small tsunamis in japan but reportedly pose no danger for the west coast of the united states. the operator of japan's damaged nuclear power plants say workers have recorrected the power lines to all six nuclear reactors. however, the utility company says it will take days, maybe weeks before the cooling systems can be powered up since damaged equipment needs to be replaced. and they say any bottled up gas inside there has to be vented to avoid an explosion. back here in the bay area military families evacuated from japan are now landing at travis air force base near fairfield this morning. ktvu channel 2 reporter kraig debro is there and has details about some of the families on board. >> reporter: the plane is a

little late. it's supposed to be arriving at 6:00. a very popular event. look behind me you can see the media trucks with the tv mass in the air and behind that the backs of some planes here. very busy airport actually travis air force base. of course the families returning because of the devastating earthquake and tsunami. the reason they are leafing because they don't want to compete with the japanese resources in japan. electricity, and water, and the food supply has been effected by some of the radiation falling out of that nuclear power plant that is in trouble. the other concerns might be some of the radiation from the power plants. so far the reason they are leaving is merelily gist call because they don't want to compete. there is two flights arriving one at 6:00 and another one later in the morning. the air force base will help people with lodging or perhaps

a continuing flight to hometowns so in addition to bringing them here, they will be helping them reach their final destinations. reporting live at travis air force base kraig debro. in just a couple hours opening statements begin in barry bonds' perjury trial. the defense and the prosecution are about to take an hour each laying out their case to the jury. they both spent five hours picking the jury. >> we have a fair and impartial jury who are selected after an open process and we look forward to presenting this case to them. >> also today a judge is expected to send bonds' personal former trainer greg anderson back to jail for refusing to testify. she plans to keep him in custody for the length of the trial that is expected to be about a month.

ktvu allie rasmus will bring us a live update right outside the san francisco courthouse coming up at 6:30. the jurors taking part in the barry bonds' perjury trial can thank former illinois governor rob blagojevich for their privacy. the names of the jurors will be kept secret until there is a verdict. now explaning that decision the judge noted the corruption trial against blagojevich. leading the judge in that case to keep jurors names secrets to prevent them from being bothered. more than 40 families are cut off from their homes by a large rock slide near santa cruz this morning. ktvu jade hernandez is there at the scene to tell us how are people dealing with this huge wall of mud. jade. all right unfortunately we

cannot hear jade. hopefully we will get the problem fixed. she is out there again. they are talking about they will probably leave the mud slide there alone for awhile and assess the damage. we will check back in with jade that is there in santa cruz. the chauncey bailey murder trial begins in oakland. prosecutor melissa vaughn says yusuf bey the iv ordered the murder of bailey. bey ordered him to kill bailey. he agreed to testify against bey and the alleged get away driver in exchange for a 25 year sentence. >> he lied before he's lying again. i think the jury will see he's a liar. >> our hearts are heavy as far as our family is concerned. it will not bring chauncey back. i believe justice will be

served. >> the case involves the killing of two other men is expected to last three months. the prosecutor also revealed some of the evidence that will be presented. take a look at this it includes this secretly taped jailhouse video which shows yusuf bey the fourth in right talking in detail about the killing of chauncey bailey. a shotgun shell fired from the murder weapon was found in bey's room. do you have everything on the toll plaza? >> yeah. this is when it usually does change. the roads start to become busier. if you look at the toll plaza now you are getting a little bit of a crowd. in a few minutes you will see more and more people showing up here. alsos morning commute is going to be okay if you are driving on 880 north and south. that traffic is nice driving past the coliseum.

and santa cruz mountains not effected by any of the landslide activity. the roads are open and normal getting into the south bay. as we go to the east bay hayward union city that traffic does look okay. 6:07 let's go to steve. >> thank you, sir. >> you are welcome. >> strong jet stream continues to barrel in here. some of the streams if you have been out or anything pretty high levels. it wouldn't take much. ground is saturated. we still have the strong jet stream taking aim at us. there is three or four more systems coming in. between tuesday night and wednesday more rain and wind. a half inch to 2.5 inches of rain. thursday another system rolls in here. we will get a break on friday. another system on saturday. and then sunday looks good. rainfall projections through sunday morning one of the areas that are watchful area russian river up in the lake county. and santa cruz mountains five

day rainfall total 4-5 inches. we will ease into this. you will see the rain rates pick up. bolder creek. there is not much going on. it's in advance of this system. a little curly cue wrapped upright there. as we move closer we will see see the wind increase. this is not a howling system. it's following the same howling path. you can see that system moving in. this week we start to see the rain move in by tonight. that will take us through thursday. moderate amounts. 1-3 inches across the board as possible. they are up in lake county and

rain. friday dry out a tiny bit. sunday and monday are looking better. >> thank you, steve. it's 6:10 right now. we want to go back over to jade hernandez who is in scotts valley where that huge rock slide has cut off many people from their homes this morning. jade, can you hear us? what are people doing this morning to deal with this? >> reporter: that is right i can hear you this morning. i will tell you people are managing. there is actually a small pathway that residents are using to get to their homes and cars to get to work. we moved a bit closer. we can show you the big wall of dirt. it's just a moundover dirt in the roadway. that is the obstruction this morning. we spoked to a woman earlier that used that pathway to get to her car. >> it's a little inconvenient to walk a half a mile to my car but i love it. i want the rain, we need it.

>> reporter: what you are looking at is video of the hillside sliding on to the roadway yesterday. the woman you heard from told me a neighbor called to tell her about what happened. she has lived in this unincorporated part since 1997. she is not too far from -- the blocked road means no access for at least 30 homes and nearly 40 neighbors. the fire department carved out a trail so residents can walk in and out of the area here in scotts valley. although there is a walking path through, residents are trapped until the path is clear. there is a voluntary evacuation order in place for neighbors in the area. just to give you an idea of where we are we are 35 miles east of san jose. i spoke with the santa cruz county sheriffs office who did not want to go on camera but he

did say they are patrolling along nelson to make sure there are no issues. we are hearing that may be out here at daylight because they have to decide on how to proceed in clearing this huge mound. this wall of dirt this morning. reporting live jade hernandez. all right jade. time now 6:12. a dangerous close call overnight. a u.s. war plane crashed. what we now know about the crew members on board. and the reason state budget negotiations between democrats and republicans may be turning into another sacramento stalemate.

time now 6:15. we just received video of the u.s. fighter jet that crashed overnight in libya. the cause was equipment failure. now let's take a look at this. we are seeing it as you see this. libyans can be seen climbing on that burned out shell of that air force f15 fighter jet. the u.s. is saying the jet was not shot down. the two crew members on board were able to eject safely. we are told they are now back safely in american hands. meantime there is growing concern about the u.s. role in the libyan conflict as coalition forces intensify the

air strikes on libyan targets. alison burns is in our washington, d.c. newsroom getting reaction from capitol hill. alison. >> reporter: dave, president obama is emphasizing that u.s. participation is limited and that control will be handed over to coalition partners but at this point no one knows when that is going to happen. as france, britain, and other countries step up their air strikes on libyan targets. it's unclear who will take over the reigns and leave the operation and when. nato members are divided over the goal and how far the coalition will go to aid libyan rebels. president obama also facing opposition from the left and right in congress. >> we are not coordinating with the rebels. will we leave some rounds and at the mercy of gadhafi. >> he needs to define what the united states vital mission is here. what is our vital mission.

>> reporter: ohio democratic congresswoman says president obama committed an impeachable offense but committing u.s. forces without congressional approval. but it looks like the american public is more understanding. a brand new cbs news poll out this morning shows 50% of americans approve of the way president obama is handling the situation in libya. 29% disapprove. reporting live from washington, d.c. alison burns ktvu channel 2 news. in afghanistan president karzai says afghan forces will soon take charge of security in several parts osteogen -- several parts of the country. it's the first step to have police and soldiers protect the entire country by the end of 2014. karzai named four cities that are slated for transition. a new poll shows about half

of californian voters like the job governor brown is doing. the poll comes after he continues negotiating with the legislature. now 48% of voters say they approve of the job governor brown is doing. 21% disapprove. 31% have no opinion. the governor does very well with democrats and particular among bay area visitors. governor brown and legislative leaders say they are starting a new week of budget negotiations with optimism. that's even though they admit they have made little patrol guess on the budget short fall. he recorded a message you tube asking californians to let their lawmakers know that they would like a chance to vote. time now 6:19. it could be a game changer in the fight to build a new home for the 49ers in santa clara. last night the city council held an emergency session.

they voted to begin spending $4 million in redevelop money. they want to spend that money before the money disappears. the budget plan calls for steering that stadium money to schools and other social programs. 6:19 is the time. we understand there is service changes for the vallejo fairy. >> that is right. the 7:00 fairy is not running. we don't know exactly why. what you need to know when you get to the terminal they will put you on the bus and use interstate 880. it looks pretty good. the 7:00 a.m. run or the 7:00 a.m. bus it will be shouldn't have too much trouble fighting through the traffic getting down to richmond and all the way down to the oakland area. let's go to the toll plaza now. traffic has not become that heavy coming into san

this there will be another one like that. rain develops by this evening and we will take that into tomorrow. and thursday a possibility of thunderstorms as we head toward wednesday night and thursday. cool to mild. rain moves in tonight. 50s are very, very low 60s on your temperatures. a little cooler to the north and warmer to the south. until about friday we don't get much of a break. we will get one on friday. sunday's rain looks okay. thank you, steve. anthem blue cross insurance says it will put off the rate hike that was supposed to go into effect next month. the company is cutting the size of the increase as well from 16% down to 9. the state commissioner says the change will save policyholders $40 million in total. the move comes a week after blue shield announced it was canceling a planned rate hike.

opening statements will start in barry bonds' perjury trial. allie rasmus is joining us live. she is there to tell us what is ahead. >> reporter: opening statements are scheduled to start around 8:30 this morning. barry bonds' is also expected to watch the proceedings and watching the start of his own perjury trial. we were here yesterday when bonds walked into the courtroom to watch jury selection. one of the things that was notably absent was the large crowd of people gathered outside waiting outside the courthouse trying to catch a glimpse of barry bonds. it has been four years since bonds played for the san francisco giants or played baseball at all. bonds was in court for the jury selection process. it took most of the morning and afternoon. finally around 3:00 eight women and four men were seated. those men and women on the jury

almost get to decide whether bonds lied under oath when he told the grand jury he never knowingly used steroids. now his trial is finally starting. we have a fair and impartial jury that were selected after an open process and we look forward to presenting this case to them. >> reporter: now opening statements this morning are expected to take a couple of hours. prosecutors will get to lay out their case to the jury first. then bonds defense team will make its opening statements. also expected to last an hour. once opening statements are over. then the first witnesses in the case will be called. one of the witnesses expected to be summoned is great anderson. he's bonds' childhood friend and personal trainer. he said he will not testify against bonds. if he does not cooperate, the judge could hold him in contempt of court and he could

be arrested on the spot at the courthouse. if all of that happens it's expected to happen around the noon hour while the jury is on break. time now 6:32. we know the name of the first american victim of the japan quake and tsunami. yesterday the body of taylor anderson was found. she survived the quake but they think she was riding her bike when the giant wave hit. she was from virginia but she had been teaching in japan for two years as part of an exchange program. she was due to come home in august. high school students in napa are hoping music will help with the relief efforts in japan. [ music ] these are vintage high school students they are getting ready for a benefit concert this weekend. the money that is raised will

go to napa's sister city in japan. the tsunami badly damage the most of that city and the sendai airport which lies within the city limits. all roads into yosemite national park remain closed as park officials deal with the after math of a pretty strong winter storm. highways 41, 120, and 140 were all shut down yesterday after that storm dumped snow in the park. crews worked through the night repairing down power lines, clearing fallen trees, and rock slides which are common in the park. the roads are so bad that park guests have to be escorted out by rangers. >> it was like a blizzard. the snow was falling all day. after it got later in the day the snow got heavier and deeper. it got to the point where we could barely see when we went to leave the park. we understand about 150 guests remain in yosemite after monday's voluntary visitor

departure. they will reassess the roads this morning and can reopen highway 140 later on today. some southern california homeowners are cleaning up after mud slides hit their homes. steady rain saturated the ground in woodland hills. some homeowners had to evacuate because of mud and debris. they have been able to go back home but they say their properties are all a mess. >> my neighborhoods came over and we're trying to shovel the mud. >> in addition to the mud slides, all of that rain crushed part of a roof at a big lot store. luckily no onerous hurt. in the sierra heavy snow is proving to be a delight for skiers and snow borders. operators say they now have three feet of fresh snow. sugar bowl reports seven feet of snow over the last week. and heavenly ski resort says

we'll continue to have cloudy mostly cloudy skies in the morning. very strong jet stream continues to take aim at california. there are signs though next week it will start to do this. it will lift up and we'll be on the southern edge of everything. three to five days look very bullish for rain and spots that don't need much rain. but tuesday night into wednesday night more rain and wind. again, it's not going to be as strong a system we had on saturday night and sunday. but about a half inch to 2.5 could fall. more rain moves in on thursday. one more system on saturday and then a break on sunday. but rainfall projections between today and sunday morning for the santa cruz mountains around 4-5 inches. so ground saturated and wouldn't take much so possible flooding, mud slides.

advisories. cloudy rain moves in by this evening. breezy and windy by tonight. slightly warmer toward the santa clara valley. there will be showers around. thursday next system rolls in. a break friday. monday there should be rain to the north. it has been six months since the bay area first toll lane has -- it was projected to bring in more than $2 million a year. so far it's only brought in $400,000. toll lane officials say the economic downturn is to blame for the reduced revenues. some drivers wonder if they save that much time. 7500 vehicles are said to use that lane each week. >> what you are doing you are

taking 300 or 400 cars out of the general purpose lane every rush hour hour. >> it cost $195 million to construct that toll lane. the hope is that when the economy recovers, the toll should bring in $4-$5 million a year. it could take a week to corral several boats in marin county. 17 boats broke free. nine boats have already been remove by their owners but eight more were still out there in the water. several boats break free every winter. >> it's amazing how much damage can happen so quickly and you have an appreciation for the power of the water. especially in light of what happened over in japan. >> the boat owners are responsible for removing the boats. the cost of doing that and the

about it later today. 17 korean tourists are hurt after an overnight crash. the bus was traveling from canada to new jersey when the driver lost control on the snowy highway. most of the people that had to be hospitalized will need to be released today. this is the third tourist bus accident in the u.s.. argentina's three major i parts are experiencing flight delays. a communication system in the airport control tower failed it making it unsafe to have planes take off or land. that some planes are not needed to where they -- are not where they needed to get to. president obama's five day tour of latin american nations continues today with a stop in

el salvador. last night they attended this dinner. earlier in the day the two leaders held a joint news conference where a mr. obama talked about libya. he said the u.s. will reduce its role. >> there is going to be a transition taking place where we have a range of coalition partners. the european members of the arab league that will be participating in establishing a no fly zone. >> president obama will come back to the u.s. after making a stop in el salvador. the trip is seen by some as a way for sarah palin to boost her foreign policy credentials. sarah palin insists this is a private trip. she has pretty much avoided the media and made no comment on the crisis in libya or unrest in the middle east.
