lloyd. >> reporter: as you can see it's raining and that's little comfort to the people who live about a half mile up nelson road. nothing has been done to the massive landslide that came down on the road yesterday. a public work's official told us tonight a hill slide is liable to slide more. and the onsloth of more water makes things worse. >> it's too unstable to start bringing the material off site. we would love to get that material out of here so you guys can have access. just right now we haven't got the green light. >> reporter: emergency officials held a community meeting for homeowners who cannot drive in and out of the homes. they worry about running outover propane. >> that's why we need a temporary road to go through. >> reporter: a footpath around the slide has been widened, it is now easier to navigate. tony roll returned home to see the slide for the first time.

>> i didn't want to get through last night. and i was hoping something could have been done by today but it looks like it's going to take longer. >> reporter: up on sky meadow lane we made our way to patty davis' running on generated power. four homes on this street have no electricity. the slide took out their power pole. but davis and most of her neighbors are going to tough it out knowing full well things could get worse. >> surely there's true concern about the next storm coming in. they're talking five inches, i mean that's a lot of water. >> reporter: we're learning tonight that it could be at least six of two weeks before they could even start thinking about cleaning this slide. but it's all dependent on what mother nature has in store for this neighborhood next. lloyd lacuesta, channel 2 news.

an inch and a half of rain. here we are a week later and here we are again. we're already starting to see weather accumulate on city streets. a soggy night in downtown san rafael after a very soggy weekend. >> we have power outages, you know no telephone lines. it was inconvenient. you know no heat, cold. >> reporter: this next wave of wet weather is not expected to pack the same punch that snapped trees and brought down power lines. but the additional rainfall is adding fears for the potential of landslide. >> the soil is about 90% of the way to approaching saturation. >> reporter: tonight we talked to a research geologist in minlow park who says monitoring devices placed in slopes placed in landslides gives way for concern. >> the amount of rain you have

take the stand. ktvu's rita williams has all the mayor developments as opening statements got underway. >> reporter: persecution or prosecution? two widely opposing views in opening statements today. prosecutors said not only did bonds lie to a federal grand jury in 2003 but he intended to despite being given immunity. quote all he had to do was tell the truth but he couldn't do it. prosecutors said giants trainers and exmistress and others will talk about changes in bonds' body consistent with steroids. and bonds' assistant steven kathy hoskins will testify about bonds' admissions and witnessing an injection. plus in 2003, major league baseball urine sample that contained balco steroids traces. bonds testified for two hours

that day. quote he did his best. barry answered every question he told the truth. ruby says bonds admits using but bonds believed what his personal trainer greg anderson told him, that it was flaxseed oil and arthritis cream. bonds' attorney says key prosecution witnesses have personal grudges. first witness and lead federal investigator jeff novinski described dumpster diving for illegal drugs tied to athletes. his cross-examination continues here tomorrow. rita williams, ktvu news. now to the crisis in japan. tonight the food and drug administration has halted the imports of food products grown and produced near the area of the fukushima plant. as for fish and other products, the fda says it will screen those for radiation and if they

are deemed safe they can be sold to the public. japanese food make less than 4% of all u.s. food imports. scientists at uc berkeley and the epa say they are seeing trace amounts of radio active isotopes from the japanese nuclear incident here and in the bay area. researchers at uc berkeley believe the isotopes will decline in the next few days. operators of the fukushima made progress today but also suffered set backs. tomorrow they hope to restart the cooling systems to the damaged reactors providing the pumps were not damaged by the tsunami. workers stopped working on the electrical system to pour water on the fuel rods. executives of the tokyo electric power company went to

shelters today and apologized to people for the nuclear plant leak. and farther away from the nuclear complex, radiation levels dropped significant today. but officials added more foods to the list of tainted items. they say the amount of radiation is low and no longer an effect. the work of burying the dead is under way in the north. a mass burial for 200 people, funeral homes and crematoriums have not been able to keep up. the city plans to hold burial ceremonies four times a day. officials have estimated that more than 18,000 people died in the earthquake and tsunami. >> reporter: evacuated from japan. the first of many chartered

ktvu newsroom about an incident at san francisco airport. we understand a philippines airline airplane is about to be checked because of a possible threat. the plane right now is on the tarmac away from other aircraft. passengers are off the plane, but there are some disabled people who have not been taken off. we have a crew on the way and we'll bring you the latest information as soon as we get it. and another victim storage theft victim has contacted us. there maybe dozens of others. >> reporter: investigators say they are now looking at surveillance tape and other evidence to see if there's a link to all the cases. they told us there's been an increase in storage locker break-ins during the past six months.

>> the patient goes in and waits till they leave and break into another one. there goes our suspect. >> reporter: we first showed you the video of this woman who police suspect may be responsible for over a half a dozen storage break-ins in san francisco when we broke the story last wednesday. after seeing our report. this family called us to let us know their university was among nine that had been broken into in fremont. that prompted yet another call to ktvu. >> they physically drilled a little cut off spot right here and it filly popped the -- and it physically popped the lock out. >> reporter: and this woman who asked us not to use her identity says someone broke into her storage facility. >> it enraged me. i thought adds a tent tent

tenant there, they should have let us know. maybe i could have moved my stuff. >> reporter: the alameda county sheriff's department tells us it will be working with fremont and san francisco police to see if a crime ring is responsible. in castro valley, amber lee, ktvu channel 2 news. a highway patrol officer suffered a minor head injury today when a high speed chase came to a crashing end. the chase ended near cottage park drive and mahogany street this morning in hayward. the highway police car slam into the front porch of a home after colliding with the suspects car. the suspect ran but he was captured. police say a loaded handgun was found in his car. both he and the officer were taken to the hospital. the father of an 8-year-old

boy who died after being slammed by an officer boat says he was outraged by the outcome. ramos faces a maximum sentence of three months in the brig. in san francisco, 20-year- old taylor buckley was sentenced today to a year in jail for the death of another man outside at&t mark in may 2008. buckley sucker punched jorado. jorado fell, hit his head on the pavement and died the next day. buckley had agreed to plead guilty to involuntary manslaughter. today was the first day of testimony in the trial of two men accused of murder for the death of oakland journalist bailey. this man, a care giver said he heard two shot that is sounded like fire crackers. he said when he looked he saw a man fall to the ground. that man was bailey. the gunman in the case brusard pleaded guilty to voluntary manslaughter and will testify

against the two men now on trial. prosecutors say yusef bay the fourth ordered the killers and that mackey drove the get away car. >> as i look at them i can't believe they are sitting there so calmly like nothing happened. >> brusard is expected to be the key witness. he agreed to testify in exchange for a lighter sentence. after nightfall in libya, coalitions force has new air assaults. president obama says they're ready to transfer control of the air assaults to other countries. >> nato is meeting today as we speak to work out some of the

mechanisms for command and control. >> reporter: gadhafi was seen for the first time in a week saying he laughs at the rockets and libya will be victorious. secretary of state hillary clinton said one of gadhafi's son may have been hit but she did not say which one. u.s. officials say the f15 strike eagle jet had been hitting offenses when there were some kind of mechanical problem. the two pilots ejected safely and were rescued. hundreds of americans who fled japan are back in california tonight. two flights brought them mostly women and children from american bases in japan to travis air force base today to escape the anxiety of

aftershocks and nuclear radiation. ktvu's ken pritchett reports. >> reporter: on a commercial plane chartered by the u.s. government, 250 people mostly women and children stepped on u.s. soil this afternoon following a heroing 11 days in japan. >> i was more concerned about the radiation than the earthquake. >> reporter: that was the major concern for those on the plane. hickey and her son brandon live half about 10 miles from tokyo. she said the concerns about radiation was just as bad. >> there was a chance of it coming our over base. >> reporter: maureen is a teacher, she said most of her students have left japan. she said the radiation fear was tough on them. >> it was something that was on their mind all the time. they wanted to write about it. they wanted to talk about it.

tomorrow morning. 7:00a.m. the showers, the main rain moves to the east bay and the south bay. still in the heart of the morning commute. and then as we get into the 9:00 a.m. hours just widen these scattered showers. tomorrow morning's commute is going to be wet. in the afternoon, 6:00, 5:00 another cell moves through. a wet commute for your tomorrow. when i come back at 10:45, i'm going to have the long range computer model. and i'm going to track the next system which is stronger, will get here thursday. 125 visitors are remaining inside the park tonight despite a power outage. it was caused when a rock slide broke a major transmission pole. the park says it could be three to six days before the power is back on. some of the visitors are staying in campgrounds, others are at lodging including the world famous awani. all roads are closed, but one lane is open to let people leave. gunfire at an east bay high

a frightening scene at berkeley high school after gunfire erupts on campus. officials found not just one, but two guns on campus. sal castaneda shows us what happened when the guns were found. >> reporter: a number of faculty and staff were near by but one no was hit. an employee who saw the gun called authorities. two students were in the

bathroom, one of them showing a semi automatic pistol in the bathroom it went off. the students were just playing with the gun, and there was no fight going on. an anonymous tip came in saying another student had a gun. officers removed that student from class and found an unloaded semi automatic weapon. this is the fourth gun found on this campus this year and police say it's not that uncommon. >> this may be uncomfortable for some of the viewers to hear, but we're quite certain there are weapons in schools, every day that we're not aware of. >> reporter: school administrators emphasized students should feel safe at berkeley high and this student says he does. >> i feel safe at my school. i don't feel like i'm in danger of getting shot. but it's a little concerning that there's kids playing with

guns in the bathroom. >> reporter: and the students have all been taken to juvenile hall. all will be recommended for expulsion. sal castaneda. a 23-year-old alameda woman is now facing charges accused of having a sexual relationship with a 14-year-old boy. it was the boy's father who alerted police to his suspicions. bradburn is being held to $6 billion bail. inspectors said they became suspicious when they noticed a smell coming from cords in backpacks. the men were all taken into custody. there is fall out tonight in the contra costa district attorney's office. it involves the arrest of the

former head of the central contra costa narcotics team. prosecutors say they are reviewing as many as 40 cases after norman welshes arrest last month. he is charged of stealing drugs. the mission to find and recover boats that broke lose. we're learning why some of those boats may stay where they are for a while. good jobs in high demand, how that demand crashed b.a.r.t.'s computer system and what it means.

the boats were towed. one of them was brought across richardson bay today. the sheen around it is residual oil, not enough to pollute. but this craft worth about $25,000 new is now worthless wood. >> they just look horrible after they come up. >> reporter: this is the same wreck seen from the boat of diver dave who shows us others that survived the rocks much better. >> these first three you see, one, two, three. >> reporter: scratched but still afloat after breaking their morings. some hanging by a thread. >> usually if we have a second or third storm coming, we'll see more.

>> reporter: maria nunn who runs this salvage operation says that the economy has caused many owners to lose their boats. >> this vessel and many have been in this situation are not worth the amount of money that it takes to remove them. >> there's a couple more sinkers out there but we haven't found them yet. >> reporter: diver dave removed this boat and pumped it out. but it's likely going to the salvage yard. >> they'll just give it to the county and let them demolish it. >> reporter: and stories like that has boats headed inland as we face more storms. >> reporter: the santa cruz harbor is open again five hours ago. the coast guard lifted restrictions keeping boaters out of harbor.

the tsunami damaged more than 400 boats. harbor officials say there still isn't power or water service to some of the docks. the man in charge of california's high speed rail project says 1,100 people are coming forward saying they are interested in helping fund the high speed rail service. the rail authority must find at least $28 billion in the private-sector. encouraging news tonight for san francisco. according to the san francisco travel association, tourists spent more than $8.3 billion in the city last year. that's an increase of more than 6% compared to 2009. the travel association says all those visitors support more than 67, 67,000 local jobs. is twitter getting preferential treatment in san francisco. lawmakers are expected to vote

tomorrow in giving twitter tax breaks for moving into a troubled part of the city. >> it's one of the hardest places to run a business. >> reporter: owner says she pays tens of thousands of taxes each year including payroll taxes. she could get a break by moving her business to the the tenderloin. twitter was expected to move to the peninsula because it was cheaper but is now expected to stay. >> reporter: the building twitter is eyeing is a historic furniture mart. the area has suffered from decades of blithe, empty store fronts and damage.

>> certainly the city needs to create jobs, but there's a concern that people who have been paying their taxes every year are not going to get any breaks. >> given our product, and our demographic profile, we could never move to the tenderloin so we can never take advantage of something like that. >> reporter: the board of supervisors budget and finance committee will vote on the tax legislation tomorrow here at city hall. it's expected to pass. reporting from san francisco, janine de la vega, ktvu news. and a judge put a stop to google's plan to create the largest online library. the judge said it simply went to far as it would allow google to publish books without permission. and we have the numbers for

a new report today from a transportation advocacy group shows an alarming number of bay area bridges and overpasses are structurally deefficient. one of the worse is the over pass at fifth avenue and interstate 880 in oakland. repairs there are under way using federal stimulus money. transportation for america says nationally about 11% of bridges are deficient. but in the bay area there are more. in san francisco 34% of the bridges and overpasses are concerned deficient. for san mateo county it's 22%. >> as our bridges get older in the state, we're facing a bigger and bigger backlog of bridges that are considered unsafe. >> you can read the full report at ktvu.com. just look for the right now

section. the california state university system may cut enrollment by 5% next year. it's part of the larger plan to deal with anticipated state budget cuts. governor brown is proposing cutting $500 million from the csu budget. right now the system's 23 campuses enroll about 412,000 students. the legislature now needs to act by the end of the week if a special statewide election on tax extensions is to be held at the end of june. by law, counties must have at least 88 days to prepare for an election. however tonight the sacramento is announcing that governor brown will ask for an

extension. and the ktvu field poll shows that 54% californians approve of the president. it could be worse, a year ago congress had a 79% disapproval rating. in news of the world tonight, in egypt the top floors of the interior ministry in downtown cairo burned today as police rallied for higher pay. protesters started the fire. but demonstrators denied that and accused security officials inside of burning files to get rid of evidence of police abuses under former president mubarak. in the gaza strip, palestinian officials say

militants missed their target today. instead of killing a wanted man, they hit a family. and in paris, a 200-year- old theater was badly damaged by fire today. the elysee was originally a dance hall. part of them were designed by eiffel. the cause appears to be accidental. we're continuing to follow that report of a threat at sfo. we have a crew that just arrived at the scene. they are gathering information and we'll have a live report. how a crash of job applicants crashed a web system. and we'll be back with the complete forecast in about five minutes.

in berkeley tonight, tens of thousands of people are happy to have their power back on. a major power outage today left 27,000 customers without electricity and forced a closure of the north berkeley and downtown b.a.r.t. stations. the outage began around 11:15 and power was restored to all but a handful of customers by 2:00. pg & e still says they don't know what caused the outage. and technicians are still trying to recover their website after job listings brought it down. >> i don't know what they expected. there's a million people that come here all the time, it's

the same people every day. they've been here six or seven months looking for work and nobody is getting any. >> reporter: train operations were not affected. there's a message now on bart's site telling people not to try to apply again until the end of the week. for the second day in a row, berkeley police were needed to control picketing workers outside the pacific steel facility. video shows a woman being pushed by an officer. police spokeswoman told us in an e-mail that the woman was taken to a local hospital as a precautionary measure because she is pregnant. the union is seeking better wages and health benefits. pacific steel is not commenting on the dispute. the california air resources board said it plans to appeal a judge's decision to halt the state's cap and trade program. a key component of california's landmark global warming law. the state did not properly

consider alternatives, the program would provide incentives california's largest polluters to reduce greenhouse emissions. the environment group challenged the program arguing it allowed pollutants to buy corrects and continue to pollute primarily in poor neighborhoods. a bit of moderate rainfalling throughout much of the bay area. all the bay area counties have some reports of rainfall. heaviest rainfall has been out in the coastal hills. the most rain i can find so far is a half inch. most of us hit a quarter of an inch. now the rain is moderate. this is a steady rain. this isn't a real dynamic system right now in terms of convectivity. and showers are picking up and

that will have an impact on tomorrow's commute. there goes this one, that's tomorrow. there's another system right bag over my shoulder that comes in here by thursday. one-two punch. both are pretty potent weather systems. tonight it's wet and breezy out there. showers pick up after midnight. wednesday and thursday a wet couple of days. right now the main impacts from both of these systems -- appear to be on the morning commute. tomorrow morning the heaviest rain, thursday morning the heaviest rain. in between that scattered showers. the winds will pick up, we could see thunder and lightning as we get into thursday. we'll watch that for you. there's a flood flash watch after midnight. i would expect that this time of year with ground saturation. any kind of water over an inch of rain is going to leave some standing water. and a winter storm warning goes into effect tonight. they're going to get two or three feet of snow as we head into the weekend. a break in the afternoon, and

in the afternoon commute, 4:00, 5:00, 6:00 and 7:00 more showers. thursday morning's commute got us real wet and it's real windy. that's actually the heart of this next system. this one on thursday looks like we have more punch than we've experience. two in a row. that will get you urban and flood stream advisories most likely. so what am i saying, wednesday morning tomorrow morning, thursday morning's commute all of them are going to be messed up. and they'll be slower than you would like. thursday night things clear out. friday we'll have a dry pattern. and automaker these systems, we're looking at an inch and a half of rain with each one maybe two. and wind gusts perhaps up to 40 miles per hour on thursday. both at the heart of the morning commute. on the weekend, saturday is looking a little better than it

was. sunday looks like it's going to dry up. >> thanks, bill. back now to developing news at sfo where police have surrounded a passenger jet after reports of a threat. amber lee just arrived on the scene. amber what can you tell us. >> reporter: julie we just got off the millray avenue to bring you live pictures of the runway. you can see flashing red lights presumably emergency vehicles, i just got off the phone with sergeant rodriguez overseeing this incident. he's telling us that this plane flight 104 philippines airline landed safely at 7:30 tonight. there were 337 passengers on board along with 20 crew members. i've been told they've all gotten off the plane safely. with the exception of 20 disabled passengers that are wheelchair bound. they are still on the plane we're told because they're wheelchair bound, they take
