good morning. i'm jade hernandez. a second storm is expected to hit the bay area. high winds and flooding are expected. we'll have more for you straight ahead. good morning. northbound 101, southbound 101 and some of the other major freeways are going to be bad driving because of today's effective storm. we'll be here with expanded traffic and weather. the leading edge of our next system and this one looks to be a power house is already moving in. rain is developed but it's also going to be a windy day as well. all the details and advisories. plus a witness who testified that barry bonds' steroid use was "out of hand" as that perjury trial intensifies. it's all ahead on the ktvu morning news. good morning to you. welcome to a brand new day, thursday march 24th. i'm dave clark.

good morning. i'm pam cook. we have weather and traffic topping our news this morning. and we have live team coverage. we have jade hernandez out checking for flooding and trouble spots this morning. sal is watching the commute. but first let's check in with meteorologist steve paulson with the very latest on the storm. steve. all right, pam, dave, thank you very much. already the rain's begun in parts of the north bay also down to about sfo. this is going to be a rather potent system here as it begins to slam in. it has a lot going for it. cold air and not only that but also really strong jet stream which will continue to enhance. wide shot shows really the heavier rain is off the coast. but the steadier light rain is beginning to move in. santa rosa's reporting some into marin county starting to pick up as well. especially over towards right around san raphael and that area starting to light up as well from the san raphael richmond bridge and back over. so if you leave now and you're in the south bay and parts of the peninsula and east bay you might miss some of the rain but the heavier rain is definitely moving into the north bay.

here's sal. steve, right now traffic is moving well. we emphasize you should probably try and get on the road earlier. earlier is better because as steve has been saying you just heard him the storm is moving in. and the driving is just going to get worse. it's already getting windy here shaking our camera on interstate 880 which is on a tall building near the coliseum. also the morning commute is going to be okay, but the bridges may also be kind of dicey driving today because of the upcoming storm. the storm could also cause problems in the south bay. ktvu reporter jade hernandez is live in the santa cruz mountains with more. jade. >> reporter: good morning. we've been watching the radar and so far there's little precipitation here. we're live along highway 17. the cars that have been moving through here moving pretty smoothly. there is a bit of fog, but we do expect this storm to hit soon. a few hours ago pg&e crews worked hard to repair a power outage off the embarcadero in oakland. crews are able to restore power to all but four customers in that area.

i want you to take a look at video we shot earlier this morning. this crew had been busy overnight. a foreman told us he had already worked on power outages in cheffield village, oakland hills and feed month. he also told me for the third day in a row pg&e had underground crews working in berkeley. the first storm this week has left outages and mud slides in its wake. the biggest concern for the santa cruz mountains and scotts valley when this next storm hits is full ground saturation. the rain could cause the slide in scotts valley along nelson road to crumble even more of the hillside on to the road. about 50 residents have been effected so far. scotts valley officials expect to dump crushed rock on the footpath to make a temporary road so vehicles can get through. access has been the biggest obstacle for authorities over the past couple of days. >> if the slide increases and we have one house pretty close to it, we've talked to residents working on a plan for them and then the creek out

here creek fills up or dams up could have potential flooding in some of these homes. we're keeping an eye on that as well. >> reporter: issues aren't expected to subside this afternoon either. the national weather service is already issued a small stream advisory for the entire bay area. and anyone near streams or tall trees or hillsides with a history of sliding should keep sandbags and a quick escape plan handy. wind advisory also in effect until this afternoon and after 9:00 this morning a flood warning is expected to be issued we'll keep an eye on the situation for the santa cruz mountains, check back in with us. reporting live, jade hernandez, ktvu channel 2 news. time now 6:04. in just a couple hours testimony will resume in the barry bonds perjury trial in san francisco. now this morning the defense will continue their cross- examination of bonds' former business partner. yesterday he testified he secretly taped bonds' trainer,

greg anderson, in the giants locker room in 2003. anderson talks about cysts that would form if steroids are injected in the same part of the body. now listen very carefully. this tape is very hard to hear. [ indiscernible ] >> now his testimony is expected to wrap up this morning. after that the giants' long time equipment manager, mike murphy, is set to take the stand. we will have a live update from outside the courthouse in our next half hour. and of course you can get updates on the trial at any time at our channel 2 website at ktvu.com. just click on the bonds trial tab. this morning san jose police are looking into a fatal shooting at a strip mall. it happened at about 9:00 last night . we're taking a live look at the scene right now this morning. san jose police you can see are still there. they responded to reports that

someone had been shot. about 20 minutes later an unidentified man walked into a local hospital with gunshot wounds. he died later from his injuries. time now 6:05. state regulators today will consider hitting pg&e with a fine of up to $1 million a day. that's because pg&e failed to provide important safety documents requested by the public utilities commission after the san bruno pipeline explosion. the punishment wouldn't be decided until pg&e gets a chance to defend itself at a hearing on monday. if a fine is approved, pg&e would have to pay the fine until it comes up with the missing documents. also today the state's public utilities commission is scheduled to hear pg&e -- that pg&e would allow customers to opt out of the smart meters program. critics say that's a start, but they think customers should have to opt in first. they're worried about health issues ranging from headaches to the possible increased risk

of cancer from those smart meters which send information electronically to pg&e. time now is 6:06. go back over to sal. sal, how's the toll plaza looking at this point? >> well, it is calm now, pam and dave. and i think a lot of people will be trying to get there before the storm hits. as steve has been saying in case you're just joining us, it's going to be bad driving weather as we get later into the commute. right now it is not raining but that could change. and most likely will. and steve will be around in just a moment to explain further. but one thing you should do is plan for bad driving even if it's dry now where you are. that will change. move along and take a look at 101 san francisco. we're already getting some winds although there are no wind advisories reported by chp yet. that also could change as i look at the list we've had a couple collisions pop up since we were speaking here. the latest one just came in a minuting a northbound 880 at auto mall parkway off ramp. brand new accident reported

there. commute in antioch has slow traffic on highway 4. and highway 4 at 80 westbound traffic is moving along okay heading down the east bay. so far so good. westbound 92 though looks like we have an accident at the toll plaza of the san mateo bridge that's right there on the shoulder. traffic is slowing down though approaching that accident. 6:07. let's go to steve. all right, sal, thank you. chp might not report any wind advisories but we do have wind advisories and high wind warnings. i'll get to that in a second. rain and wind already into the north bay stretching back towards about sfo. matthew tweeted me. we're on our way. this system is really starting to move in here. the good news though it may be a fast mover. let's hope so. rain has developed san raphael, richmond bridge back towards san pablo bay heading over highway 37 back over to sears point and also up towards santa rosa. the lighter green isn't much. it really isn't. but some of that green is

turning to white. that's snow in lake county where they have winter storm warnings out for the higher elevations. also looks like snow up towards parts of northern mend county. lisa said it's going to be a mess today. well, it is. flood advisories out until 1:00. flood warning out yolo causeway, bypass, also clear lake or lake port at clear lake. that means rises are eminent or expect flooding to occur later this afternoon. once the system goes through and we get the front to go through then the rain will start rises will occur. wind advisories posted for the bay area but a high wind warning out for the strait and also the delta gusts 60 to maybe 70 miles an hour. higher elevations northern sacramento valley. i think we all know about the mud slides and potential for more especially with two to three and a half inches of rain possible up in the santa cruz mountains, flash flooding, this system will take a while to get there but it's on its way. 40s on the temps, right at 50. highs, lows, about five or

receive degrees. get a good look at our system really cold air coming in behind it. it's not just the upper levels, it's right at the surface and it continues to develop. so that's what the key with all these systems has been about the last seven to ten days. they intensify or enhance right off the coast. which gives us a lot of the wind and rain. winter storm warnings are out. mother load, northern mountains, lake county, focusing on tahoe here, 11:00 a.m. starts today and goes through tonight. two to four feet snow level around 2500 feet even lower north. rain and wind on the way. heavy rain in the morning. showers and possible thundershowers as more reports of hail by late this afternoon and evening and also into tomorrow morning. friday colder, much colder with showers. one more system saturday. more towards the north bay. lingering showers but decreasing on sunday. then monday, no, really, looks okay. it's been a wild morning at

miami international airport. an overnight jet fuel fire is causing dozens of flights to be either canceled or delayed. now a suspicious package has forced the evacuation of part of that airport. the bomb squad has been called in to check out the package which is inside one of the terminals. meanwhile fire crews have contained that overnight fuel fire, but take a look at that. it started in part of the airport where fuel is stored. more than 100 firefighters rushed to the scene. it took three hours to contain those flames. no one was injured, but, again, more flight delays and cancellations are expected. time now 6:11. the contra costa county sheriff's department searching for witnesses to three separate street robberies of teenagers in the normally quiet community of discovery bay. now on monday about 9:00 p.m. a 19-year-old pizza delivery driver was robbed on cullen drive robbed of cash, an ipod and several pizzas. on tuesday about 5:30 in the evening a 14-year-old boy was

attacked on lake shore circle. his headphones were stolen. an hour later on that same street two teenage boys were attacked. one of them had his ipod stolen. new troubles at japan's nuclear power plant. why two workers were rushed to the hospital after stepping into some water at the plant. also the faa investigatorring why the pilots of two planes had to land without clearance at a major national airport because they couldn't find an air traffic controller to talk to them.

after a really scary incident at reagan national airport at washington d.c. reporter ktvu's allison burns live in our d.c. newsroom with the very latest on this investigation. allison. >> reporter: dave, two planes with a total of 165 people on board landed without clearance because the pilots couldn't get a hold of anyone in the air traffic control tower. investigators are looking into the possibility that the lone air traffic controller in the tower at the time early yesterday morning was asleep. the planes landed safely after making contact with a regional air traffic control facility that helped guide them in. here's what happened when one of the pilots called that facility. >> tower is apparently

unmanned. called on the phone and nobody's answering. so that aircraft went in uncontrolled airport. >> reporter: nationwide errors by air traffic controllers increased by 51% last year. in most of those cases planes came too close to each other. i just reached out to the union that represents air traffic controllers to get a response from the group. i have not gotten a response back yet. ironically the group held its annual safety summit in las vegas this week. reporting live from washington d.c., allison burns, ktvu channel 2 news. a new poll shows support has dropped for governor brown's special election to extend temporary tax and fee increases. the survey find that although two out of three voters had said in january that a special election was a good idea, only a little more than half say that now. tonight controversial sheriff from arizona will appear at a bay area tea party event along with two other well-

known conservative joes. the event called the three joes features the sheriff known for his tough stand on illegal immigration, joe the plumber, and former alaska senate candidate joe miller. the fundraiser is billed as a launch party for the campaign to defeat barack obama. it's being held at a private home in san mateo county. time now 6:17. let's get you to where you need to go. sal, how are roads looking? the roads are okay so far. and we have nice little break before the storm comes in and right now traffic is doing pretty well on highway 4 here in bay point. you are going to see slowing already in antioch for most of the way on highway 4 west. also this morning we're looking at westbound 24. still looks okay driving up to oakland. 680 traffic nearby is looking good south and north. and if you're driving to the bay bridge toll plaza, this is around the time when they switch those metering lights on. the traffic is moving okay. westbound san mateo bridge approaches a crash at the toll

plaza causing a little bit of a slow down already. 6:18. let's go to steve. sal, thank you, sir. system moving inland. light rain so far but steady rain beginning to pick up. the focus will be about a.m. to noon. rain, wind and possibility of hail and thunderstorms by this afternoon. it's a rainy pattern. just really enhanced by just unbelievablely strong jet stream which is right over us. by tomorrow this system flies through. but then here comes the very cold unstable air. we're not done yet. there will be bands of showers much colder. you'll feel it tomorrow breezy, blustery at times and also thunder and possible severe weather out to the valley. today and tomorrow very active. there goes yesterday's similar. kicked out by our developing system right there. shows very light shield moving in some beginning to pick up san pablo bay around san raphael to napa nothing too heavy yet. the system has a ways to go. at least it's fast moving. that may save us but not before easily half an inch to three

inches of rainfall especially russian river and higher coastal locations also in the santa cruz mountains. 30 to 60-mile an hour wind. already seeing 35 to about 40 up around 2,000 feet. so it wouldn't surprise me to see more on the way. this system will barrel in here. the one coming in on saturday will give us rain, but it does not look to be as strong. today here we go. rain and wind. heavy rain in the morning. then turning showery with thunderstorms possible later on. maybe some more reports of hail or funnel clouds later this afternoon. 50s on your temps. it's really not going to be a day where it's very warm. that's for sure. a lot of wind and rain, colder, possible thundershowers on friday. system on saturday looks like it starts to lift north. so north bay more in line than south. on saturday some lingering rain on maybe sunday. but the trend is to dry it out and carry it right into monday finally. pam and dave. thank you, steve. the commerce department's newest durable goods order is not encouraging. orders for durable goods, things that last three years or longer, fell almost 1% last

month. that is the fourth time in five months that the number has dropped. congress says weakness was seen in several sectors from computer manufacturing to heavy machinery. even with the decline orders remain close to 25% above the lowest point of the recession. southwest airlines purchase of air tran is a big step closer to closure. air tran shareholders approved the $1.4 billion deal by a wide margin. purchase will give southwest a foothold in atlanta which is the largest market it doesn't currently serve. but the two airlines will continue to operate separately until federal regulators approve the purchase. that's expected before the end of the summer. time now 6:21. well, the internet gaming company zynga reportedly is threatening to move out of san francisco. like twitter, it wants to work on a deal with the city. they want an exemption to the city's tax employee stock options. created popular games like farmville and mafia war is expected to go public in a couple of years and a tax on

stock options could be enormous. by the way, a deal to give twitter a break on payroll taxes was approved yesterday by a committee of the san francisco supervisors. well, rain is apparently dampening plans for this weekend's britney spears concert. the change of venue and why it's being met with some disappointment. well, all the rain in the reservoirs, look, they are filling up fast. one thing that east bay mud says could push water levels out of control.

good morning. right now traffic is moving along okay if you are on bay area bridges no major problems here as you drive up to the bay or the san mateo bridge. westbound 24 looks pretty good. all right. time now 6:25. we're finding out this morning that a funnel cloud that ripped through a northern california community was really a tornado. a storm hit the rural town of williams off highway 5 east of clear lake yesterday afternoon. the national weather service says winds reached 85 miles an hour. you can see some of the damage it caused. shingles knocked off these three rooftops. windows in that car down there were shattered. luckily no one was hurt.

any drought concerns are being washed away after the latest winter storms filled most bay area reservoirs to capacity. east bay mud is now releasing water from the party reservoir. but it is a delicate balancing act. water districts have to hold onto as much water as possible for customer demand while keeping an eye on incoming storms to prevent flooding. >> we have snow pack that's 150% of average. it's very wet. and that water will come down when it gets warm. and you have to have room for it. >> one big worry, warm rainstorms that could cause a fast snow melt and uncontrollable runoff. by the way all five of east bay mud's reservoirs have plenty of water. we understand they're between one and three feet from the top. time now 6:26. rainy weather's forced a change of venue for this weekend's britney spears concert in san francisco.

yesterday was announced this weekend's free britney concert will be moved from the castro neighborhood to the bill graham civic auditorium. moving the concert inside the theater was also considered for a while, but threat of big crowds quickly changed that plan as well. >> it just reminded me of halloween. past halloween parties in the castro. and i just -- there was an apprehension about having the streets jammed with that many people again. >> now many castro business owners were counting on the extra money and people that the concert would attract to the area. the contester's expected to bring in more than $40,000 people. residents castro should still prepare for possible chaos. we're hearing rumors britney will make an appearance in the neighborhood some time tomorrow. time now 6:27. the barry bonds trial continues. but has the prosecution already revealed what it feels is a smoking gun in the case?

time now 6:30. well, we are on storm watch this morning as the bay area prepares for another day of rain. ktvu channel 2 reporter kraig debro now in marin county where that storm is expected to hit first. it looks already wet, kraig. >> reporter: yeah, it's pouring already. i'm almost authoritily soaked right now. flood warnings all over the bay area as far inland as benicia. right now we're on lucky drive along highway 101 northbound. typically this area floods out, you can see cars traveling northbound water already starting to pond on the highway. warning to drivers out there go slow out there. the water's already caused a problem in the east bay. combination of heavy rain and debris caused highway 880 overnight to flood. chp says it got a call about flooding southbound just before the marina boulevard exit on 880 southbound around 1:40 in the morning. they even have report of a car spinning out or hydroplaning.

when they got there they didn't find the car but found the problem, three clogged drains. i'm calling in the two drains. cal trans was and the water receded. crews had to bring in a snake, a plumbing tool, to get the junk out of the third drain. >> the third drain's got like debris, rock, asphalt in it. right now they have a crew closing down the roads and have a crew coming out that's going to try to snake the drain and open it up. >> reporter: that problem was cleared up before 6:00 this morning. third drain was cleared. one lane was shut down for about an hour previous to that a second lane had been shut down. when the water receded they just closed the one lane. we left there about 6:00. one lane was still closed. but we know that cal trans come and lifted the cones off that last lane. in addition to the rain and the wind, it is also very cold this morning. i doubt there's going to be any

freezing except on your hands if you don't have the proper gear to wear out in this windy rainy day. reporting live at marin county, kraig debro, ktvu channel 2 news. well, oakland police are having trouble gathering information about a shooting that injured four people. the shots rang out at about 6:30 yesterday afternoon -- yesterday evening that is outside a barbershop at 90th avenue and macarthur boulevard. all were taken to the hospital. initial reports indicate none were seriously injured. so far no suspects or what may have led up to the shooting and police tell us this morning the victims are not cooperating. two men are behind bars after a street racing incident in santa clara. 19-year-old vincent and 24-year- old they were both arrested yesterday charged with felonies. now police say they were racing northbound on keyly boulevard sunday night when one car slammed head on into a third

car. the driver of that car, the 23- year-old woman, was seriously hurt. she's still in the hospital. time now 6:33. it may be the most explosive testimony we've heard so far in the barry bonds perjury trial and it's coming from a secret audiotape. ktvu's tara moriarty joining us live outside the courthouse in san francisco. tara, what's on that tape? >> reporter: proof. that is according to to barry bonds' childhood friend and former business partner. he says that on this tape that bonds knows he is taking steroids and then lied about it. now he will resume the stand here at about 8:30 this morning. and then the defense will continue under all the circumstances cross- examination. now yesterday he told the jury that he actually saw bonds' personal trainer, greg anderson, leave the ballplayer's bedroom at spring training house with a syringe and needle presumably to inject steroids. he says it happened a handful of times between 2000 and 2003.

he says he was so worried about bonds' health that he actually taped a conversation with anderson in the giants' locker room. it's very difficult to hear, but if you listen closely, anderson is talking about performance enhancing drugs. [ indiscernible ] >> reporter: he says that he made the tape in march of 2003 and intended to play it for barry bonds' father. the defense says the tape was clearly made in april after the pair's business relationship turned sour. that is when bonds accused his friend of forging his signature on some sports memorabilia. the reason we're here, he told the grand jury in 2003 he did not knowingly take steroids. he thought it was flak seed oil and arthritis cream but the prosecution is trying to prove he is lying. later to the giants equipment manager mike murphy will take the stand and he's expected to

slow traffic coming into the toll plaza. no major problems on the bridge though. it's getting windy though as northbound 101 san francisco the rain is beginning to hit there. little windshield wiper clears the windshield of our camera every once in a while but still wet. this morning it's not going to be a good commute. you may want to consider public transportation. let's go to steve. sal, thank you. and where kraig was standing he said cold rain, i'll say so. it's in the 40s and rain rates are picking um along with the wind about 38 to 40 miles an hour some higher elevations up in the sierra get gusts well over 80 maybe some of the passes 80 plus. this is a real power house system getting the one from yesterday gets bumped out. here comes our next one. it's still developing. therein lies the key. these systems coming down and then the low just develops right off the coast. that's what's giving us our wind and rain. this one also a lot of cold air with it. so right towards where kraig

debro is standing and san raphael, up towards novato, highway 101 heading towards sonoma, napa, sears point as well. that seems to be the heaviest rain. this is all starting to increase. when you see the light green that's not much. but when you get yellow and dark green that's rain rating begins to pick up all courtesy of this system. mainly around 7:00 a.m. to noon will be the focus when this system goes through. half inch to three inches. our observer already had an inch and a quarter. he can get that with hardly anything. already he's had an inch and a quarter. 30 gusts to 60 maybe even stronger gusts flood advisory is out. that takes us until 1:00 for the bay area. but a flood warning is out for the yolo causeway or bypass. and also clear lake at lake port. the water there just heard from kirk on a tweet he said a friend of his in lake port he says the highest he's seen the water there in a long, long time. as soon as i get some updates i will pass them along to you. wind advisory out for the bay from 5:00 a.m. to 2:00 p.m. but a high wind warning is out.

that's the stronger of the advisories for the strait, delta and also up to lake county again. focus today will not only be the russian river but also santa cruz mountains. heaviest rain is going to take -- it's on its way. two to three and a half inches of rain. with the ground just saturated if you walked outside if you've done any hiking or anything or running notice the creeks it doesn't take much now. so with the mud slides recently we have to focus our attention there and flash flooding is possible with brief heavy rain. the good news is this system is flying fast. it might get by fast enough. let's hope so. we don't want it to stall out or anything but that's a lot of cold air plunging in behind that. there are winter storm warnings out for northern lake county up to shasta, mother load and sierra. most of these started 11:00 a.m. but snow level will be really low around 2,000 to 2500 feet. rain and wind heavy rain and showers possible thundershowers and more reports of hail. we've already had some funnel

dry snow packed on to the roadway. it's not going anywhere any time soon. look off into the storm here and believe it or not this is just the beginning of this latest round of weather that is expected to bring high winds, hundred mile an hour gusts over the sierra crest with heavy snow through the day adding even more snow to this already on course to be a record setting snow pack. unbelievable what is going on in the sierra with some resorts reporting over 700 inches of snow already. if this keeps up, they could break records that have been on the books for decades. and it's no wonder up around serene lake and king vale area people are walking out of second story windows on to the snow pack. on the ground right now about 25 feet of snow and we're expected to add another five feet just out of this system. gives you an idea of what's going on in the sierra here. right now huge snow pack. if you are coming up here, again, you're going to be dealing with these conditions today. i hope you're comfortable with winter driving. back to you, pam. >> thank you, bryan.

spoke spanish. they're described as about 5'5" weighing 150 to 160 pounds. if you have any information on this case, please call vallejo police. time now 6:46. san francisco now being called a future global hot spot. the new study says san francisco's on track to become one of the richest cities in america. the study says the city will have a gross domestic product of $435 billion by the year 2025. the study also says each resident will bring in $92,000. san jose has also made the list. it's expected to become even wealthier than san francisco. a bart extension project in east contra costa county is about to get a $19 million boost. so-called e bart ten mile extension will run from the pittsburgh bay point station to hill crest avenue in antioch

through very cold unstable air will keep things going very active into friday with colder air and also showers it will be blustery and breezy. and maybe even some more thundershowers. what i want to show you on live storm tracker 2 when you see light green that's not much but a line starting to form from napa county right back over sears point into marin county where kraig debro is by the way and starting to pick up on the darker green as we head west. right off the coast here along parallel along the marin santa cruz coastline. the rain is starting to move in pretty quick and going to continue to do so. we have that system look at that. it has a ways to go. until about the early afternoon hours we are definitely in the window here for wind and rain. flood advisories are out for the bay. flood warnings are out for the yolo causeway also clear lake at lake port. warning means it's happening or it's imminent. advisory means rapid rises on streams are certainly possible. wind advisory for the bay area yet high wind warning if you're out by the strait and delta,

gusts 50 to 60 are possible. now there will be a lot of rain up towards the russian river also into marin county as well. we want to keep santa cruz mountains in line. here's two to three and a half inches of rain start to fall. but hasn't started raining yet. it's on its way. heaviest rain targets coastal hills. with the ground so saturated mud slides possible for about anybody especially in the santa cruz mountains. it is cold. we're in the 40s. we're going to stay here for a while. and highs low to mid-50s. get a good look at this system developing. it has wonderful wonderful jet stream support not only in the upper levels but also lower levels. that just keeps enhancing this system and that's what's focused right in on us. the key has been these lows don't look like much until they get right off the coast. then they wrap up. therein lies the source of our heavier rain and also the wind. there are winter storm warnings out all over the mountains. and i mean down to 2,000 feet, northern mountains of lake county up towards the basin, tahoe, yosemite, mammoth, name it. already 12 to 24 inches fallen and easily two to four more
