flood warning for this area was lifted about 10 minutes ago, it might take people here a little longer to get over it. we're here near the san leandro river. people who live on the banks were evacuated. this is why. the san lorenzo -- [audio difficulties ] >> this is about the highest we've seen it. i mean it doesn't get much higher. if it goes beyond this i think there's some, we would be concerned. i think the residents are used to a lot of rain up in the santa cruz mountains, they sort of know the deal and what to do. the rain was not the only concern in the mountains, the storm's destruction almost killed someone. at around 10:00 this morning, this 150-foot fir tree came crashing down on this scotts

valley home. demolishing the entire center center ridge of the house. a woman was trapped inside but managed to get out. they say she barely escaped from getting out. >> if we were ten feet inside the house, we have been extracating her from the house. >> it's been pretty gnarly. a lot of things happening. >> not too surprised they're not going to do anything today. >> not at all. it wouldn't. it's a river running down the road. >> reporter: and of course those small rivers and the big river here, the san lorenzo are ongoing concerns. the san loren zo rose 10 feet, not going over its banks but residents were surprised to see it go that high.

the people here point out the storms aren't over yet. robert handa, ktvu news. chief meteorologist bill martin has been tracking the storm all afternoon he has the latest on where things stand right now. >> live storm tracker two showing heavy rain out there. not as heavy as this morning but there are heavy showers in pockets, that darker green represent windshield wipers on full. over by fremont of course those are intermittent. it's coming down in spray. as you get down the san jose, mountain view area, there's a lot of rain. we're looking at a lot of it, check out some local cities. almost an inch in san jose. almost 2-inches or over 2- inches in san rafael. right now in effect we have a flash flood warning in pescadero creek. flash flood warning are a bill

deal. these flash flood warnings come just like they say, in a flash. copious amounts of rain in the mountains and coastal hills. lots of rain here. there's a little more on the way. i'll have the latest computer models back here in just a few minutes. the storm has created a messy situation for one apartment building in berlingame. amber lee is there where they are literally pumping out the rainwater. >> reporter: we're in the 700 block of el camino real. i want to show you what this building looks like. this is a 21 unit building. at its peak firefighters are telling me water was about two feet high. we could see several vehicles inside the garage. we're told the damage is not severe, one homeowner told us he came rushing home when he heard the news. >> the volume of water from hillsboro is so large that it

overwhelms the whole street. the street is no higher than the sidewalk so it has nowhere to go. >> reporter: no one was hurt fortunately. no one was home at the time. the pumping continues and the fire marshals tell us that they hope to be able to clear all the water out in about an hour or two. reporting live here in burlingame, amber lee, channel 2 news. and we are past the point where lakes are -- you may recall 700 people were left homeless when that lake flooded 13 years ago. another weather related nightmare or problem to tell you about tonight. this time for east bay commuters on northbound 880 in oakland. caltrans shut down the two

lanes on interstate 880 to make repairs. ktvu's traffic reporter sal castaneda tells us even after the road is open we can expect long back ups well into the evening. flooding is also a concern tonight in the north bay. ktvu's mike mibach is live where he's spoke to residents dealing with flooding there. >> reporter: the result here in ross valley, flooding, and even yes a sewer spill. the sewage system reached its capacity and there was a small spill just a half mile to my west here. to my right this is the cordamadero creek. this thing has been running fast all day. >> it's like a lake right around the corner. >> reporter: the sounds of a spring storm. >> what is that like 3 feet.

>> reporter: the running water -- >> just started coming in? >> uh-huh. >> the ground is obviously saturated. we haven't been able to stop any of the flooding. >> reporter: a sudden run off came in from the san anselmo boarder. neighboring business closed the door and put out the bags. >> i would say an inch an hour. >> reporter: so what have you been doing? >> just sandbagging. >> reporter: up into the hills of san anselmo more water so much it popped over a manhole cover, a half mile away -- >> just hope my house will hold up. >> reporter: charlie moss was dealing with his own issue. a landslide that came close to oozing into his house. >> i heard the loud water and rain coming down louder than normal. came out and found all this mud. >> reporter: as you can see it

weather pictures, just e-mail them to photos at ktvu.com. and we might share them on air. a man who says he killed a journalist on orders from an east bay religious leader took the witness stand today. rob roth is live in oakland now with more of the testimony from devondre brussard. >> reporter: here at the alameda county courthouse, the confessed killer of journalist chauncey bailey. devaughndre broussard testified about shooting bailey. testimony is expected to come next week. broussard's family was not in the courtroom. >> broussard's family did not want to be here and be

vulnerable. >> reporter: vulnerable from who? >> i don't know why they would be afraid of their safety, quiet frankly. >> reporter: the prosecutor is attempting to prove that youseff bay ordered to kill bailey. that they were upset about articles bailey was writing about the bakery. broussard had difficulty understanding most of the prosecutions questioning and broke out into laughter for no reason. >> he is a liar. that's my opinion. he's sold many many versions of what happened, distinctly difference versions. so those will come out. >> he's very legitimate. he's a very good guy and he was around some people that may not have been the best influence on him. >> reporter: court, bay did not look out

when broussard walked by. >> he's outraged. if someone accused you of murder you would be angry too. >> reporter: reporting live in oakland, rob roth, ktvu channel 2 news. governor brown signed off today on $11 billion in budget cuts. it is the first step to close a $21 million budget gap. the governor called for an extension of current taxes. >> give the people the right to vote on what it is california should look like over the next several years. it could be a revenue enhance. or it could be drastic cuts. >> reporter: a majority of republican lawmakers have vowed not to pass the bill. the state unemployment fund owes millions of dollars to the development department which could mean more money out of

your paycheck. the california state auditor said today the state could owe $13.4 billion by the end of the year. if it defaults, employers would be forced to deduct an additional $6 billion a year to pay off the loans. and the development commission is meeting to talk about high rise living in the city. advocates say the city needs more high rise housing. the metropolitan transportation commission is give ago boost a boost to development. the first project slated to get under way is a 13 story 150 unit apartment building on eddy and taylor street in san

it has been called a raid to remember. a stash of social security cards, driver's license and passports. new at 6:00, david stevenson is live in san francisco, where teams of law enforcement officers including the secret service descended on the mission district. >> reporter: today we uncovered

what authorities found in this abandoned mission district theater and we learned how the raids are affecting the neighborhood. officers and u.s. secret service agents raided this building. the sight was under surveillance for 11 months. during which under cover officers went in to buy fake social security cards and driver's license. >> if you had the money, they didn't care what purpose you had for buying these identification documents. >> reporter: a special agent told ktv us, the operation was pretty sophisticated. >> we had one buyer who told the seller that he had come from india to canada then to the united states and that he

needed papers for here. >> reporter: investigators also seized camera equipment and money from dori studio. it specializes in glamour shots. but makes most of its money from taking pass port pictures. >> if anybody comes in here, who wants or needs a photograph taken, you know it's not our job to go what they're doing with their pictures. >> reporter: five of the ten people arrested are set for trial next week. in san francisco county court they face felony charges including forgery and a sale of false documents. reporting live in san francisco, david stevenson, ktvu channel 2 news. state regulators today ordered pg & e to show up at a

meeting. it is considering lowering the fine on pg & e. instead of fining pg & e a million dollars a day, it's planning on fining pg & e a million dollars now and a million dollars if they fail to turn over documents. and the start of the japan relief and recovery fund has been announced today. radiation levels in japan water fell to a level not considered dangerous. many japanese have been stocking up on bottled water even since traces of radio active iodine had risen to a level considered dangerous to the long term health of children. japanese engineers continue to release radio active steam

from the damaged nuclear power plants as they continue to spray saltwater on the reactors. two workers at the plant are being treated now for radiation burns after pulling a cable through contaminated water near one of the reactors. we have breaking news right now. ace train is canceling its train service tomorrow because of debris on the track. we don't know yet if a bus bridge will be set up again tomorrow. ace train service between stockton and fremont to san jose cancelled for tomorrow because of problems on the tracks. it has been one of those days today. boy bill you weren't kidding when you said this was going to be a big storm today. >> it was right in the heart of the morning commute. this afternoon commute has been nasty as well. as we go outside with live storm tracker 2 you can see the rainfalling mainly in the

central and north bay right now. but it's making drives difficult as people try to get home from work. we've had heavy heavy rain in the santa cruz mountains. the flash flood warning has been dropped for socal bridge. it remains in effect on p escadero creek. you get flash flood warning when you get big rain in these big mountains. what happens is these mountains catch all that rain. that moisture starts running down and it gets funnels into some of these rivers. it just rises quickly. flash flood warning, it just in a flash floods up. comes down quickly. very difficult than what we see on the russian river, even on the napa river for that matter. these little creeks really run off today because of the heavy rainfall. up to 3-inches in the mountains. in the sierra nevada, a winter storm warning in effect.

80 is closed right now with chains not an option. two to 3 feet of snow. snow levels are down to 2,500 feet. here's the deal with these guys, they're going to get more snow tonight. probably up three to 4-inches of snow in the last few days. and they're going to get more. i've been skiing up there a long time, i can't remember a winter where there was this much snow this late in the season. i'm old so it's a big deal. scattered showers as you head into your thursday. then again your friday morning, more scattered showers, but your morning commute nothing like today. this is the computer model. just really widely scattered. that good news. there will be a few sprinkles out there. but we've been through the worse of it. if there was something out there teed out, we won't go home because everything is in the brink of flooding but we're getting breaks. that's just what you need. scattered showers for your

friday. saturday right now looks like there's a little something going on. we're going to watch these closely, but that friday i'm telling you is just a perfect situation for us, because if we didn't have a break we would serially -- seriously be talking about flooding. we got a lot of rain in 12 hours. san francisco is poised to become a global financial hot spot. the city by the bay is in the top 25 list of financial hot spots. by the year 2025 san francisco's gross domestic product could reach 12 hadn't $5 billion. san francisco is poised to become one of the fastest growing economies for metro uponnal u.s. cities. the report that lay offs are slowing pushed stocks
