good morning. thank you for waking up with us on this friday, march 25th. i am pam cook. let's check in with steve for what it looks like this morning. >> hi, pam. with the front that went through yesterday, left behind the signature of rain, wind. and some of the rain is now giving way to showers. so it will not be as bad today, but some of the showers can be brief and heavy. and throughout the day, temperatures will start to get into the mid- and upper 50s. and a possibly of thunderstorm and maybe reports of hail. but at least we won't have the widespread heavy rain, just pockets. right now, traffic is moving well on interstate 880 in both directions here. but there's been some rain moving through oakland. a lot of standing water after days of rain. some of the drains have not been working as well. and this is a look at northbound 101 san francisco,

rain moving through there. traffic still looks good. back to pam. >> thank you. overnigh, heavy rains and wind -- overnight, heavy rains and wind pounded the county overnight. we are in one of the areas that took a beating. i know you're going to talk about the problems that happened in this storm. first anything new overnight and how does it look right now? >> reporter: well, the wind and rain have stopped now. translation, authorities don't have to worry about downed trees or power lines. but this morning, manhole covers which actually popped during yesterday's storm. sewage leaked from this manhole and two here. we just learned from the sanitary district, crews estimate the size of the spill to be about one-fifth the volume of an average residential swimming pool. it began around 11:30 yesterday morning. too much rain in too short a

time created problems. the overflow wasn't the only problem. the land slides and flooding caused problems. we traveled from place to place checking on neighbors. this is the second active storm of the week. inside working and heard the louder sound of the rain and water coming down than normal. and came outside and saw a lot of mud. >> reporter: this morning, we checked the fire department website. online, residents can monitor the creek level. you can see from the graph, the creek peaked around noon yesterday at 10 feet. anything over 13 feet would have led to flooding downtown. right now, the creek level is just above 4 feet which is where it was before yesterday's storm. and we will keep monitoring the situation out here. back to you in the studio. well, there are also downed trees to be cleaned up this morning including this one.

strong winds and heavy rain knocked a 60 to 70-foot tree into a home. the limbs punched holes through the roof and the ceiling of the house, just barely missing one person inside. people living in a condo complex are now calling for the city to do something after they were flooded for the second time in eight years. it started at about noon yesterday in the garage of a three-story complex near oak grove avenue. the fire marshall tells us that run-off from the rain saturated hills came rushing down during yesterday's storms. now that overwhelmed storm drains and the water flowed into the garage of the building. >> i'm just devastated there. is like the second time this has happened. and you know, i come home from work and find this. i lost my car in 2002. >> it took crews more than six hours to pump out the water.

while the cars in the garage were not severely damaged, residents are not happy. they say the storm drains aren't enough and something needs to be done to help the run-off. people commuting by strain will have to find a different route today. there will be no commuter express trains running because of a mud slide. now it's on the union pacific tracks in the canyon area east of fremont. mud, water and debris are blocking the tracks. it's not known when the mess will be cleared, but trains are expected to be running again on monday. 4:35 is the time. again, i know in parts of the county, definitely rainy and windy overnight. there could with problems. there could be problems. yesterday actually one of my friends calledded me and a tree came down on his block and crush -- called me and a tree

came down and crushed a family mini van. this was yesterday. today, still going to be damage. and we are out there now patrolling the area. we will hear more in a while. let's take a look at westbound 80. looks good out to the maze. but driving across the bridge today, i noticed some of the water isn't draining as it normally does. after days of rain, the roads are even not taking it that well. let's move along to the bay bridge westbound traffic is moving okay, getting into san francisco. it is just been raining here in this area a few minutes ago. and also this morning, looking at interstate 280 in san jose, that moves well. let's go to steve. >> thank you, sir. well, yesterday was rain. today will be showers. be driving along, or whatever, might look up and see a break in the clouds and get a good downpour. possibility of thunder showers and maybe hail today. cool temperatures, thankfully the front came through, but not

before it left its mark with a tremendous amount of rain. and wind gusts over 60 miles per hour, 3-plus inches for many places. unstable air mass behind this. and line of showers, some nothing. other areas getting the rain showers. that's going to be the pattern today. a hit and miss pattern. just wait five minutes. 40s and right at 50. yesterday exactly the same. our power house system goes through. the next one, i know it doesn't look like much, but the one before that didn't look like much. it will drop in and start to develop. this will be on saturday, it's going to give us rain. showers, cloud, cool, possibility of thunder showers, some sun, but still breezy. temperatures 54 to 95. and really -- to 59. and really just mid- to upper 50s across the board. maybe a few showers on sunday. but a break on monday and tuesday. >> thank you. well, if you are planning to get away for the weekend,

you might want to stay away from lake tahoe. here's a live picture at interstate 80 eastbound right now. right now 80 is closed from colfax to the nevada state line. highway 50 is also shut down from twin bridges to myers because of whiteout conditions. no word right now on how long the closiers will be in effect. the snow created treacherous driving conditions yesterday. take a look at this. our cameras captured a stranded big rig along 80. and we saw drivers losing control, plowing into snow banks. chp tells us they have reports of snow sliding right onto the freeway and hitting a car. one person is in custody after running from police in berkeley. it started early this morning when police tried to arrest someone in a vehicle near an apartment building at stewart and sacramento. but the person drove off,

nearly hitting several police officers. and then running into an apartment building and knocking down part of a staircase. the person then kept going and ended up in the backyard of a home near california. police were able to catch up with the suspect and no shots were fired. oakland police need your help to find a man wanted for felony grand theft. police say he targets elderly victims. he approaches people at public places and convinces them to donate money to a social cause and then he keeps the money. police say he has scammed a total of 40,000 dollars from victims. today san francisco's tough new local hiring law takes effect. starting today, 20% of the work done on all city-funded projects must be done by san francisco residents. that will increase each year until it hits 50%. that has neighboring communities concerned saying it

discriminates against qualified workers who happen to live outside the city limits. we are continuing our storm watch coverage this morning. the area that's expected to flood today for the first time in almost 15 years. and a father senselessly gunned down almost 20 years ago. why there is renewed focus on the cold case this morning. good morning. westbound highway 4 traffic is busy. you can see rain moving through here. we'll tell you more about the tough drive to work once again today.

things are quieter today, but we are still not done yet. instead of rain, we will have scattered showers. some lining up back to oakland and the bay bridge and toward the south bay and down 101. look for sun, cloud, showers and the possibility of more hail today. well, we are keeping an eye on several flood prone areas this morning. clear lake may flood for the first time in more than 15 years. they expect to reach flood stage at 9:00 this morning. homeowners have been stocking up on sandbags after rain has caused the lake to reach the decks of homes along the shoreline. the lake last flooded in 1998 and lake county was declared part of a federal disaster

area. and this morning, people who live along the river in the mountains are on alert after heavy rain led to evacuations. the river ran over the banks around 3:00 yesterday afternoon. when the water reached just below flood stage at 17 feet, sirens went off to alert people to evacuate. but by dinner time, the water did start to recede. people living along the river say they are prepared with sandbags in case the water starts to rise again. and some owners have raised their homes. >> originally, these houses were down low. like this house believe it or not was one story. and then i guess they came in and said, since you live so close to the river, you have to jack them all up. just because of the water. >> and evacuation area is set up at the safeway parking lot, but few people showed up. more flooding concerns this morning, this time in the north bay where the napa river

reached 22 feet yesterday putting the river at monitor stage. people who live along the river say they know how dangerous the water can get. ten years ago, heavy rain and flooding forced them from their homes. >> i remember the streets flooding and houses under water. and everything. >> reporter: how bad could it get? >> could it get? four feet of water in your house. that's how bad it could get. >> more rain in either county could cause the russian river to reach flood stage. well, overseas, nato has agreed to take over enforcement of the no-fly zone over libya. but the united states, france and britain are still in charge of the more controversial attacks on miramar gaddafi's ground forces and other targets. the u.s. wanted nato to take over both operations. more trouble at that damaged nuclear power plant in

japan this morning. japanese nuclear safety officials suspect the reactor core at one unit may have been breached. now that raises the possibility of more severe radioactive contamination. suspicions of a possible breach came after two workers waded into water that turned out to be ten thousand more times radioactive than normal. they suffered skin burns. this weekend, the golden state warriors are helping to raise money for relief efforts in japan. the team will donate $5 for all remaining tickets sold to home games to want and on sunday. and they'll host a silent auction at both games with a portion of the proceeds going to japan. the barry bonds perjury trial will s taking a break -- will take a break. they may call bonds' former

girlfriend. now yesterday the jury heard from a doctor. he is one of the world's leading experts in detecting performance enhancing drugs and serves as the chief science officer. he talked about the side effects from using steroids. the man who confessed to the killing of the oakland journalist will return to the witness stand on monday. he is a key witness against the two men accused of plotting the killing. in court, he talked about committing other crimes for bayly. >> he is a liar. that's my opinion. he's an admitted liar. he's told many, many different versions. so those will come out. >> he's very legitimate. he's a very big guy. and he was around some people that may not have been the best influence on him. >> his credibility with the jury is key to the

prosecution's case. testimony about shooting bayly is expected to come next week. a six-figure reward is being offered this morning in hopes of cracking a cold case. it's been 17 years since the 26- year-old matt flores was shot and killed in a parking lot. police say the company is offering a $100,000 reward to anyone who gives information leading to the arrest of the killer. he had only been in the bay area for two weeks when he was killed. >> he was such a wonderful man and person and didn't have an enny in the world. it doesn't make sense. >> now his widow now lives in massachusetts with the couple's 17-year-old daughter. investigators say they still can't figure out a motive the case. starting april 1st, shoppers will pay a little bit more if they shop in some bay area cities. sales tax in union city will be

10.25%. concord's will go up to 9.75%. while santa rosa will see an increase to 9.5%. governor brown is taking the ax to more social services to close the state budget deficit. yesterday he signed into law some $11 billion in budget cuts. brown says cuts to services will be larger if republicans don't agree to a vote on tax extensions. the budget cuts mostly effect the elderly, the poor and the sick. welfare grants will be reduced by 8%. inhome assistance for the elderly and disabled will be reduced. and child care for 11 and 12- year-olds will be eliminated. well, opponents of the smart meter program got some good news. getting the meters turned off could soon be possible, but it will come at a high cost. and she may be gone, but her personalty still shines.

hundreds of people were evacuated and shops and businesses flooded with at least a foot of water in and mud. it came as quite a surprise with no time to set up sandbags. most of that water though has since receded. not far away in santa cruz county, a huge tree came crashing into a woman's home. a neighbor called 911. firefighters say she barely escaped being crushed and is lucky to be alive. pg ande customers who don't want a smart meter may soon be able to have it turned off, but they'll have to pay for it. the utility plans to charge

customers between 135 to $270 to have that device turned off. and it will charge them $20 or more to keep the signal off since someone could have to go out to read the meters. they must still approve the proposal. actresses elizabeth taylor proved to be an original, even beyond her life. she was buried in a small private affair yesterday. but the ceremony started 15 minutes later than scheduled because one of her final wishes was to be late to her own funeral. a public memorial has not yet been announced. if you want to sign up, there is still a chance. race organizers are adding 5,000 spots in addition to the original 50,000 that have already been filled. it comes one week after zazzle decided to sponsor the race.

san francisco's transit agency is reminding riders that they have just a few more days to use their fast passes. those passes are good only on uni buss and light rail through april 3rd. and then clipper cards can be used on all the major transit agencies. the senior and use riders have until june 1st to make the switch. coming up on 5:00, let's check in. how do the roads look? >> you know, raining hard in some areas. and some of our cameras are actually soaked and so are the roads. so i want to show you some of the things here. let's go outside, interstate 880, traffic is moving along well in both directions here. no major problems. and this morning's commute is looking good if you are driving on the westbound bay bridge approach. it has been a tough drive these last few days to say is least. highway 101 san francisco, northbound 101, driving in this morning. all of a sudden we got heavy

rain as you drove over toward the bay bridge. that's just what we have to deal with still here and there. all right. we are very active pattern continues after yesterday's just impressive howelling system. today-- impressive howling system. today, showers. numerous reports of that. a couple reports since midnight. possibility of thunder showers and a cool showery day. and some of these will continue to linger throughout most of the day. the next system rolls in saturday. i say north because the focus will be as the jet stream lifts, the north bay may get more rain than the south bay which took the brunt yesterday. some of the totals, over 3 inches. so there were really incredible rain fall. today a showery nature, but a really good cell. right there in the last few frames. when you start to see the yellow and turn to red. right there. right there. but a line is forming back

toward the city, hit and miss showers to the north and good rain lining up from san jose back towards the mountains, especially on 101. the reservoir, 2.76. and kentfield over 2 inches of rain. oakland 1.65. san francisco 1.30. and san jose, .75. but not far away, you can find more than that. i wonder about the rain gauge there. but everybody has 100 to 130% of normal for the year and more rain on the way. the next system right there for saturday. and then sunday, lingering showers. showers, clouds. mid-50s, upper 50s. one more system on saturday, lingering into early sunday. most will clear out and move north. and monday and tuesday, rather
