things have cooled down in mendocino county. from youtville. this line right into walnut creek heading towards 580 and the santa cruz mountains things are picking up. still, scattered showers on the san mateo coastline around half moon bay and towards the san mateo bridge. another busy morning for sal. looks like highway 24 is being hit by a shower. now farther away or a few miles away. 80 westbound looks okay if you're driving out to the

store. neighboring business owners had to shut their doors and put out the sandbags. >> heard a louder sound of the rain and the water coming down. came outside and saw lots of mud. hope my house will hold up and my neighbor's house will hold up. >> reporter: they also had to deal with a sewage spill yesterday. this is one of the manholes that popped up yesterday morning. sewage leaked from this one and two ajape gent -- adjacent ones. they estimate it to be one fifth the volume of an average swimming pool. about 9,000 gallons. reporting live, jade hernandez, ktvu, channel 2 news. you've got to see what happened in cap toe a.

the water rushing overwhelmed the drainage pipe. this is youtube video from tracy blofnlgt the water rashed -- rushed down the street damaged mobile homes and business. the mobile home arm was evacuated. clear lake is in danger of flooding for the first time in 13 years. the national weather service expects the flood to reach the flood stage of nine feet at 11:00 this morning. homeowner have been stocking up. the lake last flooded in 1988. people who live along the napa river are keeping a close eye on the water way this morning. yesterday the river reached 22 feet putting it at monitor

stage. flood stage is 25 feet. officials don't believe the napa river will get that high this time around. we've got power outages this morning, close to 2,000 pg&e customers have no power after several storm related outages. we just checked with pg&e. they said most of the outages are in the north bay. more than 500 customers have no electricity on the peninsula. 300 in the south bay no power and 80 customers don't have power in the east bay this morning. new this morning a 6.4 magnitude earthquake rocks japan. the country's prime minister said he is not optimistic about the progress to bring a leaking nuclear plant under control. that's after officials said they expected the preact core at one unit may have been breached. that could mean a more

significant radiation leak. work was stopped so radiation levels could be checked. workers waded in the water that turned out to be 10,000 times more than normal. they suffered skin burns. a japanese official said it did not proper measure the radiation level before the workers went in. a woman was arrested after a by czar chase in berkeley. they tried to talk to the woman in the vehicle but she drove off. her car scraped the side of the apartment building and hit a support beam. then police say she ran into two police cars. the woman kept going after that. she ended up in the backyard of a house several blocks away.

much in the afternoon to get a little heating. that will really spice things up. a line went through highway 17 through the santa cruz coastline and a strong cell has been hanging out from antioch over to concord, walnut creek, close to the livermore valley, wrapping on to highway 24. there are scattered showers and some starting to form near yountville. dublin almost an inch and a half. livermore and concord had about an inch and a 10th. in the santa cruz mountains up to three and a half of rain. oakland 1.65. san jose says 8/100ths but our

and the water poured into the garage of the building. >> all this happened in less than an hour. this is very much like deja vu. six years ago we had a higher amount come into the garage where we lost all the cars. >> no cars in the garage were severely damaged but it did take crews more than six hours to pump out the water. now residents say the storm drains aren't enough and the say the ti has to do more. forecasters predict more rain over the next few days. >> new this morning, the president of yemen said he's ready to step down but only if his country is left in safe hands. antigovernment protesttors have been demanding that he resign for weeks. many commanders and ruling part members joined the opposition after government security forces shot and killed more than 40 demonstrators last friday. in libya coalition warplanes

the country about 24 hours ago. we first brought you the story yesterday. the quake could be felt hundreds of miles away in several countries, including chats. it forced many people to evacuate their homes. the death toll from the quake is expected to rise. police in santa clara are hoping a big reward may help crack a 17-year-old cold case. 26-year-old matt flores was shot and killed in the parking lot of applied materials in march 1994. the company is offering a $100,000 reward for information lead together killer. flores had only been in the bay area for two weeks when he was killed. his widow now lives in massachusetts with their 17-year-old daughter. >> i've tried to be able to get some kind of closure to say we have to move forward with life. we may never get the answers.

i don't like to settle on that. >> investigators say they still can't figure out a motive. an employee of yoshi's in oakland is accused of vandalizing the place. he went in with a baseball bat and destroyed the area. the rampage is believed to have stemmed during a dispute during wednesday night's event. a tough new local hiring law takes effect. that means all city-funded projects must have a set percentage of workers who are san francisco residents. for the first year that's 20% but will grow by 2316. neighboring communities say that discriminates against qualified workers who don't live in the city. commercial property rnt will get back to the previous high levels by 2015.

tsunami. it will top $30 m the governor's office said businesses, homes, boats and hotels suffered all that damage on all of the islands. hawaii is expected to ask for a federal disaster declaration. there's a new poll conducted after the earthquake and tsunami in japan. 40% of americans believe natural disasters are a sign from god. the poll shows 38% agree that natural disasters are a sign from god. 51% disaagreementagree. this is the last weekend to go shopping in some bay area cities before they raise their sales taxes. it's going up as much as 6%.

city over to hayward and over to fremont. east bay seems to be taking pretty good rain over to clayton, pittsburg and antioch. from yountville and a line forming over to sabasta pool. moderate bands. of this -- they've had a lot of rain. for us scattered showers, a lot of 40s. once we get into the low and mid-50s, that will provide a little by yancy. the next system is getting farther to the south. looks like we'll all get light rain out of that tomorrow. today sun, cloud showers. severe weather is possible out to the valley. that would not surprise me. more rain saturday.

about 3700 passengers who take it from the central valley to the south bay. on a normal friday you would see the ace train pulling in about 8:10 but that will not happen. all service on the ace train has been canceled because of heavy showers in the niles canyon area between pleasanton and fremont. i talked to the spokesman. crews have been working to clear the debris on the tracks nonstop since it happened yesterday afternoon. he said part of the challenge is the location of the mudslide. it happened at the midway point between the pleasantton and ace niles drop. the goal is to have it all cleaned up over the weekend and ace train service is scheduled

level. with all the blowing snow, it's hard to get a measurement. just amazing amounts, three and four feet above 7,000 feet. there is a lot of snow up there in the mountains. that all has to melt eventually, so i'd say our water supply is fine. we'll see a different pattern next week as things calm down. today, though, occasionally showers. they pop up and produce brief heavy rain and then we'll get sun. it's a midwest kind of a pattern. things are starting to pick up towards santa cruz. santa clara. on the east bray it's been hitting there all morning. 40s on the temps. san jose up to santa rosa. now the next system, they don't look like much but they start to develop. also, a howling jet stream. look how far north this one s this will give the north bay

oakland police are looking for a man who is stealing money from elderly victims. he is 70-year-old carl talton, approaches people in public places, asks people to give to a cause and keeps the money. in marin county sheriff's deputies are looking for two semiautomatic rifles and the ammunition stolen out of police trucks. they were stolen between 5 in the evening on monday and 9:00 a.m. tuesday. they were in a locked garage

saying it did not property measure the level before the workers went in. hours ago a woman was arrested after a bizarre police chase in berkeley. it started about 2:00 this morning. police were called to an apartment building at stewart and sacramento streets for a security check. they tried to talk to a woman in a vehicle but she drove off. her car then scraped the side of this apartment building and hit a support beam that was holding up a staircase. she then ran into two police cars. they say the woman kept going, ended up in the backyard of a house several blocks away. then she ran from the car but police were able to catch up with her. luckily no one was hurt. >> it's been a wild week on the roads. >> we're getting a little bit of a break, which is nice, still a little bit wet but it is much bet are than it has been. i want to show you live

ace train service did not run yesterday afternoon and did not run today. >> reporter: on a normal friday we would normally see the altamont commuter express pulling. all ace train service has been canceled. it's all because of the wet weather. about 3700 people ride the ace train from the central valley to the bay area but between pleasanton and fremont there was a mudslide. it happened yesterday on the union pacific rail track, the same track that the ace train uses. >> we had about 25 yards of track segment covered in mud, and because the slide took place right in the middle of nice canyon, it took us a little longer to get our equipment out
