. complete bay area news coverage starts right now. this is ktvu, channel 2 news at 10:00. >> from floodwaters to homes teetering on the edge, people are picking up the pieces tonight after mother nature delivers another blow to the bay area. good evening i'm ken wayne. heather holmes is off tonight. the storm that blew through the bay area this morning has left extensive damage tonight in the coastal community of capitola where a torrent of water roared through the heart of town. as you can see in this slide picture, most of the water is gone but a mess remains. and the cleanup is going to take sometime. as ktvu's jim vargas reports,

the flooding was caused by a broken drainage pipe that first collapsed on thursday. >> reporter: this video was shot by a local resident this morning. they thought they could beat the storm and repair the culvert. the forces of nature handed them defeat and ended in destruction since thursday. >> this was worse than thursday. this was close to three feet coming out that did this damage. >> reporter: pretty bad? >> really bad. if you had a raft you may as well go rafting. it was very, very high water just rushing so strongly with big waves going right down capitola. >> reporter: yes. >> just going to the village. horrible, horrible. >> reporter: at this point no one even knows how many of the 43 mobile homes in this capitola park can be repaired or when it is all over how much damage is done to the rest of the town. this is the worst storm damage that the town has suffered in anyone's memory the residents

tell us. it took a path of least resistance a half mile down this street through homes and businesses. >> this is very, very unusual. people who have lived here for 50 years have never seen anything like this. >> reporter: any more rain could just add to the damage which is why work crews are up this drive again trying to repair the culvert pipe. in capitola, jim vargas, ktvu, channel 2 news. all of that flooding has left businesses owners scramble. ken is there where some people can't go home and some businesses may be closed for good. ken? >> reporter: well, right now you can see the police still have capitola avenue blocked off here. we have police cruisers leaving now so we may not be able to show you everything we want to. it looks virtually deserted except for the police cars. very little power on. we did show you some video of the cleanup as it continued in capitola village into the evening. flooded restaurants. those were tagged.

they can't open until inspection. this cleanup effort has been a day-long effort after the morning flood. front-end loaders and dump trucks is what was used to get the mud off the capitola avenue which is useless to this restaurant owner. you can see several inches of water just covering his floor. >> we do body care products. well, we used to. >> reporter: he says his store is a total loss twice in as many days. >> it came up to here in approximately seven or eight minutes. here is today's waterline. we have about another four is six inches more and came up just as fast. >> reporter: this video of the floodwaters shot by capitola resident julian. >> this is between 10 and 10:30 in the morning. >> reporter: it shows several feet of water, a river down capitola avenue. >> it was kind of like four feet deep of water flow for sure. >> reporter: ollie westland's

garage was filled with water and mud. >> i had a lot of expensive stuff down there that has been ruined. >> reporter: mud covered every corner of his garage. his backyard was trashed. he and his neighbor nicole thompson said the water came up fast. >> a few minutes maybe t went from dry to a river just flowing through the whole street. >> reporter: she says her home had a foot of water inside, a flood that did not pass quickly. >> i watched from over there on that corner the flood just come in for hours and hours and hours. >> reporter: several people we talked to said they had been told that the problem with that pipe had been fixed after the first flood. they are obviously concerned something like this could happen again. and they are grateful for any dry weather ahead. this is ktvu, channel 2 news. other problems to tell you about, driving in the santa cruz mountains was like navigating an obstacle course today with storm runoff flooding roads and triggering mudslides and also fallen trees and power lines. we shot this video on highway

9. officials closed parts of the road starting at 10:00 this morning. right now the stretch of highway 9 from paradise park to the coast remains closed. and so far, there is no estimate of when it will re- open. we counted two dozen road closures in santa cruz county this evening all because of the wet weather. >> we are just constantly turning around. now we are going to be turning around again. >> you are going to santa cruz? >> we are trying to. >> well, you can't get there from here. >> by tomorrow things will be better? >> by tomorrow things will be better if there is no more rain and we are expecting a bit of a dry spell. >> drivers encountered traffic jams at times as they tried to get around those troubled spots. even busy highway 17 was closed this morning south of scotts valley because of flooding and multiple accidents. from the mountains to the city urban san francisco also experienced a rockslide today. two large boulders broke off in the golden gates heights neighborhood. it damaged two cars on 12th

avenue this morning. fortunately nobody was hurt. the road is closed in this area tonight while the public works crews monitor the slope. conditions are getting worse at an east bay landslide that now has three houses why owe tagged and more residents moving out. ktvu's deborah villalon is live in san pablo where tonight residents say this is more than a natural disaster. deborah? >> reporter: well, they think man had a hand in it, too. sure these hills are saturated. and as you can see sinking. but some homeowners wonder if this is history coming back to haunt the city. leon walker left his house tonight at dusk. the yellow tag ordering his family out, capping an emotional day as friends helped the couple and their two kids move. their home isn't safe anymore, being sucked by a landslide moving in feet, not inches. >> if it was just rain then they would have happened out there. >> reporter: walker wonders why here? especially now that he has seen photos from years ago when the

house next door slid away due to an underground spring and the street below his collapsed and was rebuilt. >> supposedly they shot rods up and then into this hill. they shot concrete toward that way. >> reporter: the two homes on the edge in this picture are now the two on the bottom end of the landslide. both yellow tagged today as well. giving owners time to move before it gets worse. yards they could walk through yesterday are impassable now and teetering trees could crash down any time. the gibons remember years ago when the earth last moved. >> all of it is connected. no way it's not. no way it's not. >> i don't think it's isolated. i think it's throughout the entire area. >> reporter: even neighbors up higher, many houses away are seeing their foundations shift. they will wonder if they will be next to slide. >> if something happened to the house, i will call the bank and say, take it. >> reporter: today a soil engineer climbed around this slide taking pictures and

measurements. his analysis will help the city decide what to do next. now, i asked the assistant city manager tonight what role the past may play in what is happening now? he says they are looking into it. reporting live deborah villalon, ktvu, channel 2 news. [ music ] we are actually enjoying a bit of a break in the wet weather right now. as you can see on live stormtracker 2 not much in the way of rainfall to track. possibly a few sprinkles, but just some lingering clouds out there. that's after a very active day. concord is right around 0.29. kentfield and benloman picking up over two inches of rain. san jose 1.9 and morgan hill a quarter of an inch. most of the activity moved in earlier this morning. we have been focusing on capitola. this is how it looked on the radar at 4:00 this morning. over two and a half inches of

rainfall. but as we continue to put this into motion the rainfall is moving out. i am tracking one more weather system coming up that will approach the bay area tomorrow. coming up the highest chance at least one part that will pick up the most rainfall for that tomorrow. and the big change showing up in the five day forecast. >> there may be water, water everywhere but in one alameda county neighborhood there is not a drop to drink. residents of 160 homes on pleasantton ridge are under orders not to drink the tap water unless it has been sterilized. some homes have no water while others have weak pressure. a landslide yesterday damaged the water main that serves the area. crews installed a bypass today and hope to have a permanent fix by monday. officials don't want residents in the area to drink the tap water until all of the repairs are completed. hundreds of people living along a 40-mile stretch of the big sur coast are cut off tonight with a slide to the north and another slide to the south. caltrans tells us today's heavy rain forced crews to abandon efforts to clear the rock slide

near lime kiln state park on the southern end of big sur. that slide on thursday came a week after another stretch of highway 1 collapsed to the north of big sur. calltrans says it will make another attempt to try to clear that slide tomorrow. but for now, some people at big sur are sleeping in their cars waiting for the road to re- open. this morning's storm meant fresh new snow for the sierra nevada. want to show you live picture at the caltrans camera on i-80 in truckee. you can see the traffic is moving in both directions. it looks like the freeway surface is wet instead of covered with snow. ski resorts in the tahoe area are reporting another foot of snow in the last 24 hours. coming up at 10:30 we will have a live report from the sierra and see what travelers had to endure to try to get up to the mountains today. and for up to the minute weather including live radar and road closures be sure to visit with ebb web and click on the ktvu.com and click on the storm watch tab.

. the first woman ever nominated vice-president of a major political party has died. geraldine feraro was the vp in 1994. at the time she was a congresswoman from new york. she was jubilant when accepting the nomination at the democrats convention in san francisco's musconi center. as mondeal noted she left an inspiring legacy. >> i think she will be remembered as a gutsy pioneer who stood up and fought for america that opened its doors to all americans, including women. and that she was one of the central figures in that fight. >> she died from complications related to blood cancer. she was 75-year-old. >> president obama reacted to her death on facebook.

he wrote this. also that she will forever be remembered as a trail blazer who broke down barriers for all americans. bay area congresswoman jackie spears issued a statement saying. and senator barbara boxer said. alaska airline' computer system is back up and running tonight after being on the blink for about ten hours today. alaska and its affiliate horizon airlines cancelled 95 flights across the country. here in the bay area san jose spokesman said alaska cancelled three flights to seattle this morning. but there were no reports of cancellations at oakland or san francisco airport. the company blames the computer glitch on a system upgrade. air traffic control procedures are being changed this weekend after the lone controller on duty at reagan

national airport in washington, d.c. they will asleep early wednesday morning forcing two planes to land on their own. the faa now requires a minimum of two controllers on duty at all times. it has also ordered air controllers to make verbal contact with an airport tower before clearing planes to land. state budget cuts had the oakland school district working overtime to make ends meet, even on a saturday. as ktvu's mike mibach reports, some students are also willing to take the extra step. >> reporter: some students ran, others decided to walk, lap after lap around their school they went for five hours. >> it helps raise money for our teachers and everything. >> reporter: 250 elementary school students and their parents walked for a purpose, hoping to raise an estimated $25,000 money they are not getting from the state. >> 100% goes towards the pta who funds the physical education program, it funds our

music programs, our library, the teacher's aids. >> reporter: and even in the rain these little feet continued to shuffle trying to prove a point, trying to raise money not only for the school but also hope that the sunshines financially on the district. that was exactly the topic today down at oakland city hall. [ applause ] >> reporter: today a town hall meeting to hammer out the issue of public school funding in oakland. >> how many children can you stuff into a room? whole schools have been gutted. >> the more diverse the state has become the less well funded education has been. >> reporter: oakland unified school district superintendent tony smith. >> it is one of the clear examples of structural racism in the united states. >> reporter: smith apologized for the teachers for the 500 plus pink slips educators received this month and things could get worse. >> currently we are being audited and findings when the state was in charge and that's up to $22 million. >> maybe we have to raise a little bit more money, you know.

it's always been that way for this school. >> reporter: this annual fundraiser will keep on running. mike mibach, ktvu, channel 2 news. civic gas and electric is making good on a promise to reward customers on the peninsula and in san francisco who cut back on natural gas use after the deadly sanbruno explosion. the utility is sending $25 gift cards to it peninsula and san francisco residents who reduced their natural gas use in december when the pipeline was undergoing repairs. a member of our channel 2 staff got her card in the mail and shared it with us. the utility says it sent the $25 cards to 150,000 customers. sausalito is hoping for millions in federal funds to create bike lanes on bridgeway. the main street is jammed with residents, tourists and bicyclists during the summer. the city council needs $30 million to create bike paths to try to ease the congestion. at the height of tourist season an estimated 1,000 people a day rent bikes to pedal across the

golden gate bridge before returning back to the city on ferries. san francisco is gearing up for the fans hoping to see brittney spears' free concert tomorrow. the marquis is up on the bill graham civic auditorium and vanness avenue, always busy, may see even heavier traffic before the concert at noon. the pop star will be taping several songs for later broadcasts. all of the tickets are gone. the concert was moved from the castro neighborhood because of concerns about wet weather that might trip up brittney's high heels. [ music ] more of our storm watch coverage now. start -- starting in sonoma where the roads were impassable today. in santa rosa some roads had to turn back while others plowed on through the water. more than two feet of water covered that roadway. >> on much busier highway 12 in sonoma also plenty of water on

the roadway slowing traffic throughout the area for much of the day. these are just a couple of the many roads in the north bay completely or partially closed by heavy run-off, mudslides or downed trees. we are learning more tonight about a sewage leak in the city of sonoma at least 1800-gallons of sewage has flowed into the creek since the county workers spotted the problem at 8:45 this morning. a water agency spokeswoman says the sewage is dill outed and diluted and unlikely to cause problems. the sewage was leaking from a manhole. some of marin county's tree- covered hills began moving today after reaching the saturation point. in mill valley, three homes were evacuated on ethel avenue after a mud slide gushed down a hillside this morning. one woman said she was in her home when she saw a small tree moving outside her window. >> like the whole side of my hill was mud coming down.

and i heard all of this water running. >> mill valley officials have ordered residents to stay out of their homes until a soil engineer evaluates whether it is safe to go back inside. the homeowners have been warned it may be necessary to build a retaining wall to save their homes. and police tell ktvu that a section of redwood road will remain closed indefinitely. thursday's storms washed away lands beneath the home. they will have to fix it because the road is privately owned. in contra costa the police are searching for a driver involving a strange accident involving an suv and a house. it happened off yellowstone drive. a chevy blazer plowed through a fence and then into a home. the driver then ran off. no one was in the home at the time of the accident. there is no word yet of an arrest in the case. authorities in santa cruz county are looking for a

missing man tonight who hasn't been seen since wednesday. the santa cruz county sheriff's department says 58-year-old tim think kates was reported missing by the staff of rose acres residential facility in felton. they saw him on highway 9 at graham hill road. he has mental disabilites and has been living at the care facility for ten years. [ music ] taking steps to stay safe, what longshoremen in oakland asked for and got today after working on a cargo ship that arrived here after spending time in japan. and the rally in san francisco today where there was a call for change overseas. i am tracking another weather system offshore. coming up, the one change in the updated forecast models for tomorrow and when temperatures could warm into the mid-700s.

got a second radiation screening at a container ship that had been in japan three days after the start of the problems at the fukushima nuclear reactor. the ship apl korea docked in long beach before coming to oakland. the coastguard gave the vessel and its containers a clean bill of health. they never got okay from the coastguard and wouldn't unloads the cargo without the oakland fire department scanning for radiation. the fire department says there is nothing to worry about. the ship left oakland for dutch harbor, alaska at 7:30 this evening. >> tonight the u.s. military is helping get water to northern japan for drinking and for cooling those troubled nuclear reacttores. the u.s. navy has shipped barges containing half a million gallons of fresh water and the air force has flown tons of bottled water to sendei. iodine in the sea water measurements now measure 1200 times higher than safety

limits. but officials claim it is so diluted it is not a threat to marine life or the human food supply. a las vegas monitoring station has detected very small amounts of radiation from japan's nuclear reactor. isotope 131 and zenon 133 were picked up near the atomic testing museum. they can tell the radiation is from japan because the isotopes are not usually detected in nevada. again, health officials say it poses no risk. president obama is planning a televised address to the nation monday evening to discuss u.s. military involvement in libya. as steve harr igan reports rebels took control of a key city with help from rebel forces. >> reporter: rebels claimed a key city today the first turn- around since nato involvement. they took back the gate way to

the rebel held east after u.s. coalition forces pounded moammar gadhafi's troops. it is significant for the opposition which began taking the fight west towards the capitol of tripoli. >> today was a great day in the history of libyan people. now we are prepared and getting ready to free the remaining precious libyan people. >> just hours later rebels said they recaptured the city 50 miles west. but moammar gadhafi regime accuses coalition forces of attacking civilians. >> the so-called coalition, and we call it the crusadeers, they are helping in the attack on the libyan armed forces and the forces. rebels are now heading to the western city. moammar gadhafi's forces reportedly eased attacks on that city as coalition air strikes targeted their troops. it is the only big rebel stronghold left in the western

part of the country. this comes as the u.s. gets ready to turn over command of the mission to nato early next week. u.s. officials say the alliance is now finalizing the details of the transfer. in his weekly addressed to, president obama stressed the boundaries of u.s. involvement. >> as incompetent pledged at the outset, the role of american forces has been limited. we are not putting any ground forces into libya. >> reporter: rebels have advanced more than 80 miles in just the passed 24 hours. but as they move closer to tripoli, the fighting is likely to get more intense. this is fox news. a libyan woman who said she was raped by government troops tried to speak to the western press about it today. a chaotic scene the woman stormed into the foreign reporter's hotel in tripoli screaming she had been attacked by troops at a checkpoint. but as reporters tried to reach

her the libyan handlers got in the way and the men fought for some minutes. the woman had leg and face injuries. the government first said she was drunk but later admitted she has serious claims. in other news of the world, an avalanche in switzerland is being blamed for the deaths of at least four skiers. a fifth skier is missing. search efforts were halted at nightfall. the avalanche happened on a 12,000-foot mountain near the italian border. in england today nearly a million quarter protested the streets to protest government spending cuts. they arrested 200 people but the demonstration was mostly peaceful. 500,000 government workers are expected to lose their jobs next month. welfare payments will be slashed as the government makes more than $100 billion in cuts. in israel today after a week of mortar and rocket fire from gaza, two more missiles fell peppering an israeli home with shrapnel. no one was injured. the attack came as palestinian

. the high sierra has seen epic amounts of snow this week. tonight finally it is starting to taper off. but drivers still need chains. on highway 50 chains are required from twin bridges to myers. on i-80 chains are required from baxter to doner lake. the only exception are for four wheel drive vehicles with snow tires. live in colfax the latest on the snow condition is tom. tom? >> reporter: well, the weather has eased up and the traffic very light tonight. for the motorists who are managing to get their way slowly up the hill at 25-30 miles per hour, they are

finding kind of an amazing sight. i-80 was opened and plowed today for people like john olson. but his two and a half story vacation home is buried. he can't get to it. >> it is maybe eight, ten feet deep in front of the house. so i am not sure how i am going to get in there. >> reporter: a local snow blower was trying to get in. >> i don't normally how but i know how to. these folks were stuck out of their driveway so i helped them. >> reporter: at 6,000 to 8,000 feet cars drive on snow canyons. and snow is up to the power poles. one of the places they are keeping an access to for obvious reasons is the post office at soda springs. not an easy task with 10 feet of snow on the ground. >> they know where the snow is at. either they smell the hot dogs

. well, it seems like every day this passed week we have been talking about the next strong storm. always been the next one. but finally tonight our weather pattern or our weather story is beginning to change. on the maps right now on live stormtracker 2 some lingering rain showers and snow showers primarily out of the bay area. as we do come in tighter partly to mostly cloudy skies. even a few areas reporting mostly clear skies. the setup for tomorrow go with multicloudy conditions for tomorrow. for sunday there is a system. but this one will be a very weak one. it will bump up our shower chances especially for one part of the bay area. the extended forecast we are waiting for dry weather pattern. and temperatures are warming up significantly. here we go on the satellite. here is the weather system out

to our north and west. not too impressive on the satellite will but will impact your forecast as we head into sunday. for tomorrow mostly cloudy showers. a chance of a shower as it brushes the bay area. high pressure returns monday that will set up the dry warming pattern. warmest locations of the bay area are approaching the mid, possibly the upper 70s. so a significant bounce in the temperatures see that coming up in the five day. the cloud and rainfall forecast models tomorrow morning at 10:00 you will see clouds in place and a chance of a few sprinkles targeting the north bay. not a big deal. by mid-afternoon we increase the coverage somewhat. forecast expectations with the rainfall just trace amounts in the south bay. a 10th of an inch or maybe 2/10ths of an inch for the north bay coastal hills. that's about it. so far the 7:00 hour late tomorrow into the evening showers increase our chance of
