wayne. >> and i'm heather holmes. an explosive device injured a man rate in front of his home and forced evacuations in his entire neighborhood. debra what's the latest? >> reporter: the victim picked up his morning paper only to have it explode in his hand. that was seven hours ago, and as you can see, this is still an active crime scene. the house in question is beyond that red tape. news chopper 2 was overhead. neighbors thought the boom they heard was a gunshot, and then it turned out to be what they

thought was an acid bond. >> we are uncertain at this time. >> reporter: other nearby yards were searched, and an automated phone warning went out. >> we're talking about explosive twices in a neighborhood. we can only be cautious. we have to have an abundance of coghlan. >> reporter: correcters concluded this was an isolated incident. >> i cannot answer any questions why this individual is a person who found a bomb in his drive way. >> reporter: some families aren't returning hope tonight, too nervous. >> they're freak out, because my son don't want to ever play outside again, because we walk down to the corner and seen it

land there, a kid wouldn't have survived that observation please, no way. >> reporter: while he victim's injuries are serious, they are not life-threatening. so far police say they have no leads. they'll be here investigating for several more hours. tree trimmers were called in to help some san pablo homeowners whose houses sit on a sliding hill side. patty is there to explain why there is concern now about those trees. >> reporter: well, that last tree was toppled in the past hour. you can see from this vantage point that six trees, about 70 to 80 feet high had to be cut down because they were leaning so far over this morning that they were concerned they would fall on to the two homes below on him crest. however, the three homes yellow tagged yesterday are still in

danger of sliding down these hills, because the soil is still moving, and that's why local officials declared a state of emergency this afternoon, which is designed to help homeowners get access to state funds. but homeowners says what would have helped is knowing that this neighborhood has been through before. >> it's prefab because it slid down the hill. if i had had that disclosed to me, i would have never bought this house. >> the insurance company -- insurance company is not forwarding this, but the city is applying for emergency funds. >> reporter: city soil experts are determining the cause of this landslide and will be meeting with the community later this week to give them an

update. caltrans hopes to completely reopen. part of highway 1 on the big sur coast within the next few minutes. a rock slide has covered highway 1 since thursday. the highway patrol began ex- courting people through the slide area this morning. highway 1, though, remains closed 15 niles north of big sur where a big portion of highway 1 fell into the ocean a week ago. it will take a month to make repairs to the highway. officials in flood damaged capitola held an emergency meeting this afternoon as washed out businesses and residents there tried to recovery. federal help may soon be on the

way. christian? >> reporter: yeah, it's very much needed. take a look. still a lot of work to do here. take a look at this parking lot. still about six inches of mud in that parking lot. you look over here, you can see that parts of capitola avenue are still blocked off at this hour. just this afternoon, city leaders voted to declare the city a disaster area, hoping to help this seaside city recover. >> reporter: the owners of capitola suites or cleaning up today after watching two feet flood the rentals on friday night. >> we had a contractor come in last night who gave us just a rough estimate of $50,000 to $60,000. >> reporter: today the capitola city council held an emergency meeting where kelly clay born went through a list of what these been through the last 48 hours. >> we are in the process of trying to go into the sheetrock and everything like that. and the third thing i want to

ask is to ask for your help. >> reporter: the city council admits the city's resources were overwhelmed by the water, and were there in the process of trying to repair a culvert when the a second round of storms came in friday. now they are in the process of declaring the city a disaster area. >> we're asking for assistance from fema and federal money. >> reporter: but for some is, it's already too late. scott stines says his business will not be able to reopen here. >> we are essentially out of business. we're moving our stuff out today. i can tell you with almost 100% certainty we will not return to the city of capitola. >> reporter: just about 20 minutes ago, i spoke with the chief of police who said most over the pacific cove mobile home community is still under a yellow tag warning.

. police in san francisco say a man from richmond was hot and killed early today in the city's mission bay district. officers found the 23-year-old victim inside a car, just after 2:00 this morning. friends told police he had been shot about two miles away at a parking lot on jessie and 6th streets. he later died at san francisco general hospital. officials say another man was also wounded in this shooting, but is expected to survive. >> you'll soon be paying more at the cash register. we'll tell you what bears cities are raising their sales

be prepared to pay more when you go shopping if the bay area. sales taxes will go up on friday in several communities. the tax hike may trigger some short-term sales for bay area businesses. >> reporter: every dollar counters when you're buying big ticket items, and so when you talk about a sales tax increase, some consumers may be persuaded to hurry up and buy

before it goes into place. >> some will rationalize buying things now to save that 1% and so i think there will be some sneaking in purchases, and it wouldn't be a bad idea to be aware of that. p.m. >> reporter: the hike will go into effect on april 1st in several bay area cities. that means sales tax rates at 10% or higher. a consumer psychologist says that there will be a long-term effect on spending. >> you know, that 10% mark is really a threshold for consumers, and once it tops 10%, i think it will affect their spending, and they'll consider the role of tax in the cost of their purchasing more than in the past, so i don't think it's good understood for retailers. >> so let's break it down.

two locations will be 10.25%, while another goes up to 10.5%. concorde will go up to 9.75. santa rosa will go up to 9.5. state democrats say they're looking into what they call other options to hold a special election to extend some taxes, but they have not said what those options are. that comes after republicans gave the governor a list of 53 demands on friday that they want in exchange for their backing of that special election. the demands include changing the pension system for public employees, lowering the wages of substitute teachers, and moving the date for their presidential primary. so far there's been no public response from governor brown about that list. it has been more than two weeks since the devastating double disaster in japan, and residents in the hardest hit areas are beginning to take the first steps to recovery, this

just days after the u.s. spearheaded air strike against libya, nato has said it will assume control of all air operations. today the secretary of defense and secretary of state responded to criticism that the u.s. waited too long to get involved. >> we no-fly zone has been effective. we have suppressed his air defenses. i think we've also been successful on the humanitarian side. >> there is a great deal of

reclaim many of these towns that have been taken over by gadhafi troops, and that push has made a lot of progress over the last 24 hours. these opposition fighters have now they'ved into the town of brega. the fact that they have taken these oil refining towns means that the rebels say they can produce oil, up to 100,000, to 130,000 barrels of oil a day, possibly up to 300,000 barrels a day. they say they will start shipping that within a week, and that they already have a deal with qatar. again, the rebel fighters now reclaiming several towns that were. in gadhafi hands over the past cup of weeks.

they are now within 330 miles of tripoli and say they will continue their advance as quickly as they can. the pope prayed for peace in libya today, speaking to crowds at st. peter's square. he called for cease fire and expressed concern for the safety of civilians. he urged diplomats to open a dialogue meadly. >> yemen's president resists stepping down. he promised to resign by the end of the year. instead, he imposed a state of emergency, and today his party said he will stay until 20123. protesters there -- 2013. protesters there continue to demand his immediate ouster. the instability has allowed islamic militants to take control of towns there in southern yemen.

oakland running festival. marathoners and half marathoners ran against the sunny back ground of oakland. carolyn jones was thrilled to see them. >> i think it's just a wonderful opportunity for the world to take a look at oakland and get rid of some of the myths about oakland. >> reporter: the race routes led runners throughout the city. >> people go through west oakland, the victorrians, up to the redwoods. it's an absolute chance to show how beautiful in the city is, and how diverse it is. >> reporter: the marathon made this runner proud of his hometown. >> going to be a national event. it sold out this year, too. >> reporter: the people taking part in this event come from across the country, 35 different states, six different nations, and all of this participation adds up to a little extra money for the local economy. >> they estimate that we'll have $2 million spent today here in the city of oakland

good evening, everyone. some sports fans will tell you the road to the ncaa basketball championship is their favorite time of the year. virginia commonwealth made a good case for that argument today. top-seeded kansas stood between the 11th seeded rams and their first ever trip to the final four. jay hawks jump out quickly. marcus morris with the steal, jam for two of his 20. kansas with an early three- point lead, but the rams' can see with a 3, and the rams have their first lead. rams build an 18-point lead, and were up by 14 at halftime, but the jay hawks win on a 12-0 run early in the second.
