needed reprieve, patti. >> reporter: these homes threatening to fall on homes because they are sitting on hills that are giving way. trees averaging 70 to 80 feet tall were cut town. packed mid-trunk. to keep them from toppling on the two houses already threatened by a landslide. leon walker owned one of the homes yellow tagged yesterday. >> they're going to have to shore up the entire hillside. >> reporter: this afternoon, flanked by other residents he insisted the city and county should have expected this crisis. given what happened here about 30 years ago. >> that was prefabbed because it slid down the bill. if i had that disclosed to me at the time i would have never bought this house. >> there was a pretty massive slide back then, we're

reviewing the records and getting familiar with those issues as well. >> reporter: researchers are digging up old records to analyze whether the past is influencing this crisis. they'll share reports with owners this week. this a threat from falling trees neutralized, san pablo officials are focusing on logistics, like how the city and citizens will pay for the damage. >> what we hear is that the insurance is not covering this. what the city has done as of today, declared a local emergency that will send off to contra costa county. we will contact them tomorrow and they will forward that on to the state. the city of san pablo declared that state of emergency at 2:00 this afternoon. but its board of supervisors still has to approve it on tuesday. patti lee, ktvu news. hundreds of residents will

have to continue to boil or buy their water until tomorrow. work crews bypassed the break yesterday. the water is not safe to drink say officials. the city hopes to complete repairs sometime tomorrow. pg & e tonight says it isn't clear what caused a transmitter to fail knocking out power to 45,000 customers. pg & e restored power at about 2:00 this afternoon. the power outage was widespread. the outage knocked out power to traffic lights causing major back ups in those affected areas. the sun came out today in scott valley helping the 33 homeowners cut off because of a massive rock slide there. but some challenges remain. ktvu's maureen naylor is live now in scott valley with our update. >> reporter: light rain is

falling right now and it's not helping our situation. people in this area need two things, a pair of rain boots and some patience. >> just had to do some grocery shopping. >> reporter: this father of two has his routine down. parking on one side and threading through the rock slides to get to the other side. geologists say this hillside is still moving. to give you an idea what it's taking with it, this tree was here last week but this debris failed to snap limbs is still being pushed father. >> if you look way up the top. there's still a few giant rocks that look like they're hanging out of the side of the cliff. >> reporter: a short distance away, crews have started a temporary road. but the tractor sat idle today,

too costly to be paid for on a sunday. >> cars are going to be able to drive on it, but it could be a problem. >> reporter: residents don't know if they see the light at the end of the tunnel. >> i don't mind the walk. but i can probably put up with it for a while. but i heard there's a possibility this could stay here for two months if they ever bring it down. >> reporter: when we met patty davis last week her home was running on generator. today her power is back on but garbage service has not resume. those residents will need the mud boots likely until wednesday. that's when the work is expected to be finished. the work will resume tomorrow. maureen naylor, ktvu. people along the big sur coast are able to travel to and from their homes tonight. this afternoon caltrans cleared

a landslide at lion hill creek. the highway patrol began escorting people through the landslide area this morning. a large section of highway 1 fell into the ocean 11 days ago. caltrans says it'll take a month to make $25 million in repairs to the highway. federal help may be on the way for flood damaged cap to the best -- to flood damaged capitola. >> reporter: the owners of capitola sweep are cleaning up today after watching two feet of water flood the beach front rentals early friday night. only later did they get the idea of the price tag. >> we had a contractor come in last night who gave us a rough estimate of 50 to 60,000. >> the chief of police knows firsthand the trouble facing capitola residents.

today the capitola city council held a brief meeting. where smith went through what she's gone through in the last 24 hours. >> we're in the process to gut everything and go into the sheet rock and things like that. the third thing i wanted to is is to ask for your help. >> reporter: the city council says the city's resources were overwhelmed by the water. when they were trying to repair a culvert saturday. water ran from the damaged culvert to the city, now they are in the process of declaring the city a disaster area. >> at that point we're asking for assistance from fema and federal money. >> reporter: for some it's already too late. scott sine says his busy -- his business will not be able to reopen here. >> we're out of business. we're moving our things out today. i can tell you with 100% certainty we will not be returning to the city of

capitola. >> reporter: some homes have a warning, others are already red tagged. christien kafton, ktvu channel 2 news. you can find weather updates any time along with live storm tracker 2 images by going to our website ktvu.com and clicking on the storm tracker tab. yosemite park will be reopened tomorrow. crews have been working for five days to clear snow and fallen trees from the reds leading to the park. power was finally restored yesterday after a rock slide brought down a transmission pole. tonight, all campgrounds will reopen tomorrow morning. a san jose snow boarder separated from his friends yesterday was found dead today in a tree well. phillip walker had been snow boarding with his brother and friends near the sierra tahoe resort when he disappeared. crews searched that area until dark yesterday and resumed their search early this morning. walker may have crashed into a

tree but a cause of death won't be determined until an autopsy is performed. about a half hour ago, san francisco police identified a man shot to death early this morning near a nightclub. he's been identified as 23-year- old joshua mcclain of richmond. officers found him inside a car just after 2:00 many morning at third and mariposa streets. friends told police mccain had been shot at a parking lot about two miles away. another man was also wounded in the shooting but is expected to survive. testimony is set to resume tomorrow in the perjury trial of former giant slugger barry bonds. the prosecution is expected to call bonds former mystery, kimberly bell. tonight on mornings on two,

legal analyst cardoza said the prosecution will focus on -- the confessed killer of oakland journalist bailey is expected to resume his testimony tomorrow in the case of two other men accused of taking part in that attack. broussard began testifying last week. the owner of the bakery is presumed to have hired broussard to kill the reporter for writing negative articles

about the bakery. the defense claim it is now 18-year-old was suffered from schizophrenia when he set off two pipe bombs at a school. prosecutors dismissed yousoff's mental claim. the convicted serial killer who buried her victims in her sacramento backyard has died. fuente died about 10:00 this morning of natural causes. fuente was convicted in 1993 of three murders. authorities say puente drugged her elderly ten tenants, buried them in their yard and then stole their money. investigators found seven bodies in her backyard. a neighborhood evacuated, the incident that put a neighborhood on edge. up they go, which bay area cities will start charging people more in sales tax and just how big the increases will

planted a bomb in the man's paper. debra villalon talked with worried neighbors who were forced to evacuate. >> reporter: news chopper 2 was overhead as investigators swarmed vacaville looking for more explosives like the one that injured a resident this morning. >> blew off some of his fingers and hit his leg. he looked conscious but he was hurt. >> reporter: neighbors thought the boom they heard was a gunshot. as they evacuated, rumors flew that it was a pipe bomb or an acid bomb inside a soda bottle. none of that confirmed by authorities. >> we are not sure what it was at this point. >> how was it disguised? >> it was wrapped in a newspaper. federal atf agents used x- ray, other front yards were searched. and an automated warning message went to other residents warning them about packages outside. >> we can only be cautious.

we have to have an abundance of caution. >> reporter: with nothing else found, neighbors were allowed home. investigators concluding this was an isolated incident. and because authorities cannot confirm who did it or why, some families did not come home tonight. >> a kid would not have survived that explosion, there's no way. >> reporter: beyond that red tape is the victim's house. still the center of this investigation. we're told he was flown to uc davis medical center and while his injuries are serious, they are not life threatening. in vacaville, debra villalone. a new report indicates companies are poised to hire new employees here in the bay area. the survey released by the bay area council says local executives are showing increased confidence in the region's economy. the data shows job growth is expected to increase in san francisco, santa clara and san

mateo counties. 41% of companies that employ more than 500 people say they expect to hire new employees in the next six months. the nation's largest sex discrimination lawsuit is headed to the supreme court this week. one of the two lead plaintiffs, an employee from concord alleges her supervisor told her to doll up and blow the cobwebs off her make up. the court will determine whether the suit will move on to a class suit. county clerks who would administer elections say they need at least 88 days to put the ballot together and as of tomorrow that would be june

23rd. a deal any time soon seems unlikely. the governor wants to ask voters to extend higher taxes for five years. sales taxes are going up soon in half a dozen bay area cities. it's as little as .25% in some cases but that could make for a big purchase. >> reporter: every dollar counts when you're buying big tickets items. so when you talk about a sales tax increase, some consumers may be persuaded to hurry and up buy. >> some consumers are going to rationalize things now. i think they'll be sneaking in purchases, and it wouldn't be a bad idea to be aware of that. >> reporter: thanks to voters who increased the increases last november, the tax will go into effect on april 4th in some bay area cities.

in san leandro that means tax rates with an increase of 2% or higher. >> you know that 10% mark is really, it's a threshold for consumers. once it tops 10% i think it will affect their spending and they will consider the role of tax and the cost of purchases more than than it has in the past. so i don't think it's good news for refailers. >> claudine tells us that san leandro goes up to 10.5%. concord goes up to $9.75. and nevato goes to 9.5%. a large aftershock shook north eastern japan tonight as evidence grows that the nuclear reactor failed to prepare for a major quake.

the magnitude earthquake prompted a short time tsunami warning. there were no reports of damage or injury. that same area was hit by the march 11 tsunami. >> the roof of the number three building was damaged and smoke can be seen from over top. >> radiation numbers remain alarming and confusing. the utility is evaluating its reports that levels of iodine in a reactor are 10 million times higher than normal. an associated press investigation found the company's worse case scenario virtually ignored the potential of a huge quake and tsunami. tetco used a mild quake as the

worse case. napa have iwonima japan have been sister cities for years. a silent auction started things off tonight at the napa opera house with many of the areas top wineries and restaurants participants followed by several performances. researchers in minlow park say a new study confirms that large quakes like the one in japan do not trigger major quakes far away. seismologists watched the quake and combined that with a study of quakes spanning a period of 30 years. they found that big quakes can trigger small and medium quakes within a 600-mile radious.

but did not trigger quakes farther than that. massachusetts health officials say a single sample of water in that state has tested positive for radio active iodine that is likely from japan. the state health commissioner said the drinking water supply is not affected and that no radiation has been found in the air. experts say similar levels of radiation have been found in rainwater here in california as well as washington and pennsylvania. >> you will find more coverage by going to ktvu.com and click on the japan tab section. we're following developing news out of southern california at least two people are dead. several more are injured after a sailboat capsizes and then sinks in san diego bay. and who is now in control

tonight in libya, nato has assumed control of all military operations in the air and on the ground. the joint leadership comes as coalition air strikes have neutralized gadhafi's forces. they keep retreating while while opposition forces keep making progress. >> reporter: this as rebel fighters advance rapidly west toward the capital tripoli.

california where two men drowned when a sailboat carrying three people capsized and sank in san diego bay. their 35-foot boat flipped over for unknown reasons around 5:00 p.m. sending all 10 people into the water. harbor police pulled everyone from the water and took them to a boat dock where dozens of firefighters and paramedics were waiting. the two men in their 50s and 60s died at the scene. the other eight people were taken to the hospital with minor to moderate injuries. the victims included three young children. britney spears hits the stage in san francisco for a free concert. so why did people shell out hundreds of dollars to get inside. hundreds of people hit the pavement for the oakland marathon. why the city hopes this will become a destination event. closed captioning brought to you by --

cars. tesla says their cars will be able to travel 300 miles before a charge. farther than any electric car. electric cars still face a fall back. unlike a stop at the gas station, it could take up to eight hours to recharge a car battery. the federal government prohibits giant water pumps in the delta. this year farms will get 55% of their requested water allocations the same as in most drought years. senator dianne feinstein is calling for the government to come up with a better water allocation plan. lake tahoe has declined in

every day this past week we've been talking about the next strong storm. finally our weather story will be getting the change. it's a complete reversal over the weather pattern that will be developing in the next few days. we still have a few lingering showers out there. not all this touching the ground but we do have reports of light rain and drizzle. mainly in the top third of the region. and we still have light rain closing in over parts of milpedas. and all of this will continue to move out over the next two dayless. we do have the clouds, a few showers out there. tomorrow it will be dry. the extended forecast, more sunshine and the warm weather

pattern we have been waiting for. it's just about the get here. overnight lows mainly in the 40s. santa rosa 42 degrees. oakland 47.  and san jose 46 degrees with partly cloudy skies. some patchy fog. in the pacific finally we're seeing a quiet weather pattern. most of the energy will be heading up to our north as the storm track heads up to the north as high pressure rebuilds. that will be warming us up. really look what happens into a thursday. we're talking about quite a few 70s by thursday. that will be the day, a few neighborhoods could briefly touch the 80-degree mark. especially up in the north bay right around santa rosa. a nice weather forecast developing by tuesday and into wednesday. we'll have to keep an eye on clouds. tonight we have the clouds, a few drops out there. by tuesday, a weak system moves in. could generate a few clouds and the best chance at least for the cloud cover will be for the

northern part of the bay area. for tomorrow, it's 7:00, 45 to 50 degrees, patchy clouds out there. by 3:00 mostly sunny skies and we also have the giants and the a's as they wrap up spring training back home at at&t park. by tomorrow evening, partly cloudy skies and breezy conditions. temperatures mainly in the 50s and 60s. and here is a look ahead. remember last week at this time we had a rain cloud in every panel of our five day forecast. a completely different story. in fact, by wednesday we're talking about the 70s. thursday a few neighborhoods could be topping out right around the 80 degrees mark. a few changes by the weekend. there is a chance of a few sprinkles by saturday. should not be a big deal. so heather and ken no major storms in the seven day period. temperatures warming up by midweek. >> we have to dust off the sunglasses. if i can find them. a bit of a beach day out there. sounds great.
