later in the week. here is sal. highway 4 looks good coming up to the willow pass grade no, ma'am major problems getting up to the grade. that traffic looks okay. this is a look at the east shore freeway. it's looking pretty good here heading west. let's go back to the desk. time now 6:00. it could be the most explosive testimony yet in the barry bonds' perjury trial. this morning his former mistress is due to take the witness stand. allie rasmus is joining us live. she is outside the courthouse. good morning, ally. >> reporter: she is expected to talk in detail about her relationship with home run king barry bonds. a relationship that lasted several years. bonds is on trial because he's accused of lying to a grand jury when he denied knowingly using steroids. kimberly bell his former mistress is set to take trial this afternoon. now in his defense, bonds' attorneys are expected to make

the case that bell has her own agenda in testifying against him. legal analyst told ktvu that the defense will focus on gifts and money bell received from bonds including $100,000 payment bell asked for and didn't receive. >> the defense is going to paint her as someone that has a motive and that is to get even with barry for not paying the last $100,000 to her. >> bonds has been in court every day since the trial began. he is expected to be back again in court this morning. things are supposed to get started around 8:30. live in san francisco allie rasmus. our time now 6:02. the confessed killer of chauncey bailey is scheduled to resume testimony today against two other men accused of taking part in the attack. broussard began testifying against yusuf bey iv.

bey the head of the former black muslim bakery in oakland is accused of ordering baileys murder. also this morning jurors in san mateo county will start a fourth day of deliberations in the hillsdale high bombing case. six men and women are deciding the fate of youshock. they say he was armed with ten pipe bombs, a chain saw, and a samurai sword. an unstable hillside in the east bay are threatening several homes this morning. jade hernandez has more on what is being done to keep the families safe. jade. >> reporter: that is right three homes on this block have been yellow tagged. that is including this house. one deck has even been red

tagged. we watched trees cut down. right now they are focusing on logistics. san pablo's assistant city manager is digging up old record to find out if this area has seen problems before. three decades ago this hillside has stability issues but as a buyer he was not informed. >> i had no idea when i bought a house that next door the house was a prefab house and it was prefab because it slid down the hill. if i had that disclosed to me at the time, i would have never bought this house. >> reporter: two contra costa fire stations are on alert in case of an emergency or if an evacuation order is put into

place. for now, authorities are monitoring six homes including three homes at the bottom of the hill at hill crest road right here in san president obama low and the city of san pablo declared a state of emergency more than 12 hours ago. reporting live jade hernandez. the city of pleasanton hopes to restore water service today to hundreds of people who have had to boil or treat their tap water since friday. that is when a mud slide effected water service to 150 homes in the kill care canyon area. crews restored some water service on saturday. but the water is still not safe to drink. the city of capitola is hoping federal funding is on the way. a broken drainage pipe failed after heavy rainfall on saturday. sending a stream of water into a mobile home park in the capitola village. it was the second failure in three days after the pipe

ruptured on thursday. now homeowners, business owners, and landlords are facing thousands of dollars in repair bills. >> we've essentially been wiped out. we had over knee deep water. sandbags will not work. they work for running water. they do not help when you have 2.5 feet of water on all sides of your property. the city council held an emergency meeting yesterday to declare a local state of emergency. that's the first step in seeking help from fema. vacaville police warning everybody watch out for suspicious package that is after a man was seriously injured after explosives packed inside of a sunday newspaper blew up on sunday. police say it's not clear if that victim was specifically targeted and now the whole neighborhood is on edge. >> they are freaked out. my son never wants to play

outside again. we walk down to the corner and see them laying there. >> federal agents are trying to figure out what type of device was used and how it went off. kraig debro has new information about this case. he will give us an update at 6:30. a lack of money could lead to fewer police officers patrolling san francisco police. that is according to san francisco examiner which says 100 police officers are due to retire in the next year. now police chief wants police academy funding to train new recruits. the chief says his budget doesn't have enough money to hire new officers. and the money he's asking for would train recruits from other cities. some jails in san mateo and san francisco counties are bracing for new inmates. nonviolent offenders would be send to county jails instead of state prisons.

san mateo county expects to get 400 more inmates per year plus an extra 400 to 600 on probation. in san francisco county they are not sure how many more inmate they will get but they will be monitoring an additional 400 to 700 on probation. american contractors are giving high praise to the s- curve on the bay bridge. they have named it one of the best construction projects of 2010. the s-curve opened in september of 2009. critics blamed it for causing several serious accidents including a fatal crash in which a truck driver plunged right off the side. since that accident cal tran has installed extra warning signs, rumble strips, and clear lane marking. time now 6:08. let's see what sal is seeing on the roads. >> we are doing pretty well around the bay area. if you are coming into the

oakland corridor you see things are getting busy. there are no major problems but it's getting crowded. you will notice more cars but it's not a big deal. remember tonight there is a first game at at & t. they are playing the oakland a's. just put that in the back of your mind. southbound 101 as you drive down to 380 there is a crash involving the big rig and mine -- mini van. no one was hurt. let's go to steve. all right we have a little different pattern this week. i think it's time we dried things out. everything is saturated because of rain. we do have patchy low clouds. it will be mostly sunny. still a lot of moisture move into the north. there will be more sunshine and warmer weather. it does look like wednesday and thursday mid to upper 70s.

maybe near 80 for a few. the weekend looks cooler as systems as weak systems in. they will take the edge off some of the highs. sal is correct we have baseball tonight. if you're heading out to at & t park mostly breezy. mid 50s to start but upper 40s as you get close to the sixth and seventh inning. not a lot of clouds. that is for sure. 30s and 40s opinion some patchy fog being reported there. 49 san jose. 40s for many. san jose has been in the upper 40s. mostly cloudy partly cloudy in the morning and mostly sunny as we head toward noon. highs will be in the mid 60s for san jose. everything continues to move toward the north. there is a big slug of moisture. it will stay to the north. some will continue to drag across us. high pressure is trying to do

its best to deflect everything to the north. it will as far as rain goes. and temperatures will continue to inch upward especially as we head toward wednesday and thursday. that looks to be the warmest two days of the week. 36-50. mostly sunny by noon. 54 to 60. mostly sunny as we head toward late afternoon. 58 to 60 degrees. mid 60s inland. we will go 67 antioch. 66 los gatos. pleasanton 65. redwood city and san mateo all at 63. half-moon bay pushing upper 50s. expect for high clouds which will probably continue to filter in it will be sunny to mostly sunny and upper 70s to near 80s. we will start to ease back. we do get clouds and cooler weather in here by the weekend. in japan there was a tsunami warning after a 6.1

magnitude after shock. the after shock hit the same area of japan's northeast coast. but this time, the tsunami warning was canceled. also today japanese officials said radiation from that damaged nuclear plant is spreading to sea water and soil. the sea water closest to the plant has 1800 times the normal levels of radiation. workers there are raising to pump out the radio active water inside the plant. the water has to be removed before any work can continue to power up that plants cooling system. president obama makes his case tonight for u.s. military involvement in libya. how the president will try to appease his critics. also the local woman at the center of a walmart lawsuit about to be heard by the supreme court.

good morning, to you welcome back. tonight president obama speaks to the nation about the action in libya. scott mcfarland is live to tell us what is at stake for the president. >> reporter: the president makes his speech from the national defense university here in washington, d.c.. it comes ten days after the military action began in libya. there have been a flurry of developments in the past 48 hour there is.

nato formerly took control of this effort yesterday. rebels have made big gains pushing closer to moammar gadhafi's home city over the weekend. the secretary of state says diplomatic efforts have been gaining traction. >> we have very tough sanctions that are fairing out and freezing gadhafi family assets. we have a lot of diplomats in libya that are flipping, changing sides. >> reporter: a lot is at stake in his speech tonight. the white house hasn't consulted enough with congress before beginning the military action in libya. the president expected to address that criticism tonight. once more we are told the nation's secretary of defense and secretary of state will both be on capitol hill wednesday to have classified briefings on libya with congressional leaders. live this morning scott mcfarland. >> and you can watch president

obama's speech about libya live right here on ktvu channel 2. the speech is scheduled for 4:30:00 p.m.. you can find more coverage at 5:00 and online at ktvu.com. san diego harbor police are investigating a capsizing that killed two men. a 35-foot sailboat flipped over at 5:00 p.m. yesterday sending all ten people on board into the water. harbor police, the coast guard, and other boaters managed to pull everyone from the water. two men were pronounced dead at the scene. the other eight people on board were taken to local hospitals with minor injuries. the family of a british woman who disappeared while working on a disney cruise ship is waiting for any information about her disappearance. 24-year-old rebecca was last seen early tuesday morning making a phone call. she was reported missing after she did not show up for her job in the on board youth program of the ship wonder. he parents flew to los angeles to talk to police who are part

of the international task force investigating the case. >> we don't know what happened to her. that's the worse. >> they know who she was talking to that morning and some of the conversation. so far they have not released that information to the family. time now 6:17. tomorrow the supreme court hears arguments on whether a gender discrimination lawsuit against walmart should be given class action status. female employees at walmart were paid less than men for the same jobs. a concord woman is one of the six plaintiffs in the case. walmart wants the high court to deny the suit. saying it would include too many women and too many different jobs. budget problems in contra costa county -- the pension is at more than twice their normal average so far this month. several employees say they are taking an early retirement because of the fear their pay

could be cut because of the budget problems. an employees pension is usual lie based on how much they earn in their final year of work. 6:18 is the time right now. let's check in with sal for a look at traffic. >> things are calm out there. this is the first time we have had a dry commute starting off. and i don't remember the last time we had a dry commute. it has been awhile. steve and i are cautiously optimistic. we will talk to steve in a moment to see what is going on. for the most part you can see traffic is moving along nicely getting up past # 80 here near the cool see -- getting up past 880 here near the coliseum. steve, will things stay this way? will we have a dry afternoon commute? let's bring in steve right now. >> yes, i'm very optimistic. >> thank you. well this week will be much quieter thankfully. it's time we got rid of the rain. we have had plenty.

if you are put puttering around your house sunshine mostly sunny. we do have patchy low clouds around. let's take a look at the rainfall now it's exiting stage right and things will calm down a little bit. i'm happy to say everyone is over 100%. we are waiting for san jose. finally in the last week they came from the clouds and now they are -- so to speak and now they are more than 100% normal. an entire season is just over 31. san francisco just over 22. everything from here on out is gravy. san jose though it's just one of the years two years ago san jose got all the rain and santa rosa did not this year it has been the opposite. baseball season is arriving and it will be in full force tonight. some low clouds start to filter

resume their full-time jobs after a one week layoff. company blamed a shortage of parts from japan following the earthquake and tsunami. gm says it will continue to make the gmc canyon and colorado small pickups as long as it has enough parts to do the job. i know you know everything about college basketball. a lot of college brackets are busted this morning. the team no one expected to make the tournament is still in it. who is joining virginia commonwealth in this years final bowl? a computer glitch leads to the cancellation of 150 alaska airline flights. the deadline now looming today for the passengers infected. good morning, traffic on the upper deck of the bay bridge off to a nice start. getting into san francisco we'll tell you why later today the bridge may not be looking so good.

good morning, right now traffic is moving along okay on the east shore freeway. although in the last few minutes you can certainly tell things have picked up quite a bit. it's more crowded heading out to the bay bridge toll plaza. time now 6:25. yosemite national park is

completely reopen to visitors today after being battered by the winter storms. crews doctor been clearing -- crews have been clearing trees and debris after the winter storm. passengers on alaska airline flights were canceled because of a computer glitch. you have until the end of today to reschedule without having to pay a change fee. 152 alaska airline flights were canceled because of the computer problems. 12,000 passengers were effected by this. that computer glitch was blamed on a system upgrade. two local runners came out on top for the weekends oakland marathon. anna of berkeley and 29-year- old teganu came in first in the mens and womens races. yesterday's events brought out 7,000 runners.

city officials say it shows a different side to the city while boosting the local economy. >> they estimate they will have $2 million sent today in the city of oakland. >> business owners say the bay area is a desirable place to visit. people from 35 different states and six different countries participated in the weekend event. race organizers are are hoping to make it a national event similar to the new york and boston marathon. 6:27 now there are only four teams left standing in the mens ncaa tournament. yeah they are happy. the fans of virginia commonwealth still celebrating this morning after their team beat the anothers and made -- beat the odds and made it in. they will face butler university on saturday. one of the las vegas gambling experts says the odds were

gas you have less money to spend on other things that would help the local economy, local businesses, retailers that sort of thing. we are looking at the new york stock exchange. we'll go ahead and good morning, to you. thank you for joining us here. monday march 28th i'm dave clark. >> good morning, i'm pam cook. time now is 6:30. topping our news this morning. one bay area man is making national news by picking up a sunday newspaper. ktvu kraig debro joins us now from vacaville. tell us what happened. >> reporter: i just spoke to the city of vacaville information officer. i learned new information about this case. the newspaper might not have belonged to the man that was injured. we are on the 900 block of ashville. investigators will circle things or place plaquers near pieces of evidence. over on the front yard there is

a hole in the ground where the explosion happened yesterday. according to people that lived on the street the explosion might have killed a smaller person. this happened at 10:20 yesterday morning when a man went out to pick up a newspaper. now the newspaper he picked up was in the yard next door to where he lives. so it's not clear if he was picking up his newspaper. shortly after he picked it up there was an explosion according to witnesses at the scene. some of the mans fingers might have been blown off. the atn the bomb squad and travis air force base investigating. they evacuated a number of homes. once they found out there were no explosive devices in the area they let people back into their homes. after seeing what happened, they are now fearing for their own safety. >> my son does not want to play outside again. we walked down to the corner and he saw him laying there.

>> reporter: this morning police didn't add any new information. they are not releasing the mans age or name. we have learned he's an elderly man. some people have said he's in his 80s. we have not been able to confirm that. police are not saying what kind of device it is. yesterday saying rumors it was an acid bomb or pipe bomb. they were not characterizing the type of explosion it was. we will have to wait for that as well. in the meantime i will try to talk to the mans family or his neighbor to find out exactly who's newspaper he was trying to pick up. reporting live in vacaville kraig debro. oakland police are looking for the gunman responsible for an overnight shooting. that happened shortly after midnight at fairfax avenue. investigators say the victim drove himself to the hospital. he is listed in stable condition. san francisco police are

still looking for the gunman who fatally shot a man near south of market nightclubs. police identified that victim as 23-year-old joshua mcclain of richmond. officers found him inside of a car early yesterday morning. friends told police that mcclain had been shot about two miles away in a parking lot at sixth and jesse street. he tried to drive him to the hospital on his own. another man is hurt in the shooting but is expected to survive. the body of a san jose snow border has been found in the sierra. the sheriffs department says phillip walker was with his brother and friends near the citier tahoe resort when he disappeared. investigators say he may have well crashed into a tree. later this morning pg&e will try to defend their actions following the san bruno pipeline explosion. pg&e is scheduled to appear

before a judge and the california public utilities commission to explain why they did not turn over safety records following that explosion. cpuc will consider lowering the $1 million a day fine against pg&e. one neighborhood group in san francisco has come up with a new way to cash in on the city's tourist industry. it wants to charge tour buses to park at dedicated spots. the money would be used to help spruce up that neighborhood. supporters say the tour bus plan would be a great way top raise cash in these days of very big budget cut backs. starting today, you won't see any cable cars running on one of san francisco's three routes. the powell-mason line will be shut down until friday. the municipal transit district is doing work on the tracks and cables. the commuters won't have to find a different way to go to

work buss will be running on that same route. tourists can ride one of the two other cable car lines. >> that could mean for crowded cable cars. right sal? >> you have no idea pam. it gets crowded down there pretty much all year round. >> i've stood on the corner waiting and they pass you and they pass you and they are full. let's hope some good luck for the tourists if you're watching in a hotel room welcome to san francisco. let's go to highway 4 bay point traffic is getting busier. here in bay point it looks good. bay bridge coming into san francisco there is a 5-10 minute delay. it's not that bad. it's an unusual pattern. all the middle lanes are crowded there. nothing in the outside lanes just set. some lowing on southbound 280. i think a lot of people are coming out of daly city down to

380. so it will take a little while. 636 let's go to steve. thank you, sal. look at this we have a break. last week it was rain and wind. you know the drill. but things will be much quieter. we will have mostly sunny skies today. patchy low clouds out there. all signs the trend points toward drier weather. let's take a look at the seasonal rainfall for santa rosa, and san jose. san francisco is well above. they have blown past their yearly average. same for santa rosa. well above 131% and with a lot of snow up there in the mountains. this week much quieter. much quieter. warmer. a little bit today and tomorrow. patchy low clouds. either 30s to near 50s on the lows.

tuesday, wednesday, and thursday more sunshine. near 80s possible. the weekend does look cooler but doesn't look as bad as last weekend. we do have baseball back in town. 54 at game time and upper 40s as you get toward the sixth and seventh inning. we do have some low clouds just skirting down the coast. the trend is for high pressure to build in. not before we see 37 in napa. 43 concord. santa rosa at 39. san jose starting off at 49 or 50. see partly cloudy skies and mostly sunny. highs starting off lows starting off at 50 and ending up at 65. but the main core of the jet stream is no doubt about it focused to the north. we'll have to keep an eye on some of these clouds. the rain line has moved up into the pacific northwest where hefty totals are forecasted. but not for us.

we are looking for more sunshine and warmer weather. but then more pronounced tuesday and definitely wednesday and thursday. 36 to 50 patchy clouds out there. and mostly sunny by noon. 58 to 68 and temperatures low 60s for some. mid 60s for others. although antioch, brentwood, pittsburgh. 68 to 67. san jose mid 60s. pleasanton in there. and half-moon bay 59 to santa cruz. tomorrow looks better. mid to upper 70s on wednesday to near 80 on thursday. still okay on friday. we will back off a slight bit. saturday and sunday does look cooler. >> it's good we are having nice weather because baseball is back in the bay area. the san francisco giants and a's play tonight. it's the first time the giants

here's a quick look at some of the top stories we are following for you right now. there is new video from libya state tv. look at this. this shows libyan leader moammar gadhafi riding inside that white car surrounded by thousands of his supporters. the crowds are waving flags, they are cheering, you see them jumping on the car as it moves through a military base south of tripoli. radiation is seeping from that damaged nuclear power plant into the sea water faster than they thought. radiation contamination has spread a mile farther north. in a couple hours here in

the bay area testimony resumes in the perjury trial of barry bonds. bonds' former mistress kimberly bell will take the stand later today. a moving hillside in the east bay has families out of their homes. ktvu channel 2 reporter just heard from a city official there. what are they saying? >> i just got off the phone with the san pablo city manager. he told me the building and public works crews will be here to monitor the houses here. this house here has been yellow tagged. the assistant city manager also told me there is a tentative meeting scheduled for wednesday to inform residents for what progress has been made in regard to assistance and history of area. cautionary measures have been

begun. six trees were cut down in order to protect surrounding homes. this morning san pablo assistant city manager told me they will be staying in contact with the residents in trouble by phone. there will be a debriefing for city stafferring. we will continue what we have done so far assisting the residents and we also will have more staff today working on with nonprofits and other agencies to provide some long term assistance to the six homes that have been impacted by the landslide. >> reporter: two contra costa fire districts are on alert. three homes in this area have been yellow tagged. one deck has been red tagged. they declared a state of emergency more than 12 hours ago. it's board of supervisors will vote on the issue tomorrow. that is tuesday and we are live in san pablo inside of a home that has been yellow tagged. we spoke to a resident

yesterday. he hopes the -- he thinks the city should have informed him. we'll have more on that coming up during mornings on 2. reporting live jade hernandez. seven people are still missing in canada after an apartment building explosion. you can see the char debris of what used to be a three-story building still on fire. people who live inside the building say the flames started after a loud explosion that made the ground shake. in addition to the seven people still missing. seven others are injured. time now 6:46 today. serious security forces fired tear gas on thousands of demonstrators. syria has been rocked by a week of demonstrations like this one. protestors demanding reforms. last friday security forces fired on demonstrators in several cities as many as 100 people were killed. today's protest reportedly

attracted 4,000 people. the government of syria is not allowing foreign journalists into that country. it's hard to know exactly what's happening. this video you are seeing is being posted on you tube. jimmy carter is going to cuba today. mr. carter and his wife have been invited by the cuban government. he will meet with high level cuban officials including president raul castro. they will talk about ways to improve relations between the u.s. and cuba. this trip is scheduled to be a private nongovernmental mission. your child's doctor might have new questions at the next checkup. according to a report published today doctors should ask about a child's use of social media. that's because social networks like facebook could be linked to teen depression.

researchers say online bullying could be more hurtful. good morning, right now traffic is getting a little bit busier on some of the roots here on the east shore freeway for example it's getting busy as you pass. by the way that smoke is steam coming from one of the plants there. don't worry about that. westbound 80 as you head out toward the mccarthur maze the traffic is busy. there is a stalled big rig in one of the right lanes. it's causing a little bit of a backup there. it looks like it's kind of normal for this time which is about 8-10 minute delay at the toll plaza. if you are driving in the north bay let's say you're on 80 or coming out of the napa valley and trying to get over to highway 80. highway 12 is okay. 80 itself looks okay. livermore valley traffic a little bit slow coming in from 205. it's actually very slow on the
