barricades in order to shore up some homes here on carson street. take a look behind me at this home. this is one of the four red tagged homes. look at the water coming off the hillside. it's even coming out from under the garage there. that's how badly the hill is saturated. this is a flow of water. this is not a trickle. this is almost actually a stream. rather right now four homes are red tagged meaning no one can enter ask three are yellow tagged meaning people are being advised not to sleep there. according to a police officer we spoke to this morning, none are. the reason behind the red tagging of course that water right there. the hillside is sliding into homes. in fact, the earth is already damaging homes here. foundations are effected and windows are breaking. the city has red tagged the homes. they did that back on march 22nd. crews disconnected utilities that day as a safety precaution and also assures no one can live in the homes. this isn't the first time homes here have been threatened. the last time was back in the

1990s. we're going to be talking to some neighbor who is are still here. not only yellow and red tagged homes here but down the hill a little bit there's homes some people are still being allowed to sleep in. we'll speak with them late they are morning. kraig debro, ktvu channel 2 news. we are following some new stories from overnight. a freeway offramp in oakland is back opened this morning but that's after being closed after a fire. it was closed just after 1:00 this morning. take a look at that. you can see the sparks and flames on that power pole. the highway patrol, oakland police and firefighters all responded to the scene. as a precaution, the nearby southbound 880 offramp to 23rd avenue was shut down for a short time. also this morning oakland police are searching for suspects in a drive by shooting. take a look at this. new video of the victim arriving at the hospital. he was shot three times on ninth street around 12:45 this

morning. police have not yet released any details about the vehicle that was seen leaving from the scene. oakland police chief has scheduled a news conference for 11:00 today. the chief is expected to publicly respond to the growing number of complaints of low morale in his department. some veteran officers say it's now hit rock bottom. the police union blames several factors including layoffs, retirements and defections. >> how many would you say are even thinking about leaving? >> i would not be surprised if we had 50 to 100 police officers thinking about leaving. lateral to other police agencies. >> the union says oakland police are overworked and understaffed and get little support from city hall. the mayor's office tells us here at ktvu that the city is currently in labor negotiations with the police union. so commenting on staffing issues would be inappropriate. san jose police are looking

for the person involved in a hit-and-run crash that injured a motorcycle officer. investigators say officer devlin craigon suffered head and arm injuries when he was thrown from his motorcycle yesterday afternoon. police say craigton turned on his lights to pull over a car near south first street when another car turned in front of him and then stopped. craigon's motorcycle ran into that car. the driver left the scene. that car is described as a light blue honda accord made between 2004 and 2006. anyone with information is asked to call san jose police. well, today leaders of western and arab countries are meeting in london to discuss a possible deal for gadafi to step down as leader of libya. want to take you live to london this morning as people are arriving for that meeting right now. secretary of state hillary clinton is joining foreign ministers from 40 countries for

those discussions on an exit strategy for the libyan leader. now before the start of the international meeting, secretary clinton met with an envoy of the libyan opposition. president obama defended the u.s. military involvement in libya in an address to the nation last night. the president said the u.s. intervened to prevent a slaughter of civilians. but he ruled out expanding the mission to include removing gadafi from power. >> of course there is no question that libya and the world would be better off with gadafi out of power. i along with many other world leaders have embraced that goal. and will actively pursue it through nonmilitary means. but broadening our military mission to include regime change would be a mistake. >> the president says the u.s. can't afford to repeat the experience in iraq where he said regime change took eight

years, cost thousands of american and iraqi lives and nearly a trillion dollars. well, the santa cruz county board of supervisors will meet tonight in an emergency session. this comes in response to a week of devastating rain, flooding and mud slides across the county. the board will vote on declaring a local state of emergency and asking for financial help from the state and federal government. the long list of storm problems include disastrous flooding and a big mud slide in scotts valley. a landslide in san pablo still causing concern this morning. that slide is on a hill between wyman street and hill crest road. right now three homes are yellow tagged, three others are threatened. as a result, the san pablo board of supervisors will also meet today to vote on a state of emergency proclamation. approving that would make it easier for homeowners to get help. we are getting a better idea of which bay area

communities are most in danger of landslides. a map showed five locations are considered at risk. they include san pablo, pacifica, fremont, millipedes and santa cruz. a bay area contractor says anyone building a home in these communities should be aware of the risk before they break ground. >> when someone comes in to build a house especially up here in the hills, they're going to have a soil engineer come in and evaluate the whole lot. if there's any problems, they'll do shoring for the foundations to make sure that it's stable. >> now geologists say unfortunately the home sites with the best views usually have the highest risk of landslides. this morning a name very well known to bay area baseball fans will take the witness stand in the barry bonds perjury trial. prosecutors will call former oakland a's super star jason jam bi. he's expected to testify that he received steroids from

bonds' former trainer. yesterday bonds' former girlfriend spent most of the day on the witness stands. she testified that bonds confessed to her that he was just one of many players using steroids to succeed in big league baseball. bell also provided graphic testimony on the drastic changes she observed on bonds' body and behavior that doctors say are consistent with steroid use. the attorney general's office is urging state regulators to toughen the $3 million settlement it reached with pg&e. the california public utilities commission held a hearing yesterday to determine if the utility should be held in contempt for failing to provide all of its documents about pipeline safety after that san bruno explosion. the attorney general's office says $3 million is not enough and the deal does not give the cpuc enough oversight. pg&e executives say they've collected thousands of documents describing its pipes and they are looking for more.

now eight people died in the san bruno explosion and dozens of homes were destroyed. coming up in just about 15 minutes we're going to tell you about the steps being taken today to help the people affected. right now though it's 4:39. we want to check in on the morning commute at this early hour. hi, sal. hello, pam. good morning to you. and to everybody else. let's go out and take a look at what we have now. traffic is moving along okay on the east shore freeway. we do have traffic that's moving well heading out to the macarthur maze. also this morning we're looking at the bay bridge toll plaza getting into san francisco. that traffic moves well. and in the south bay northbound 280 traffic is looking good now. it's just come to my attention that there is a problem in the east bay. and if the guys in the control room can bring up my maps, kind of a last minute here southbound 880 at the ramp to 238 there is a truck crash and this happened a while ago, but for some reason they're having trouble. they're cleaning up a diesel spill here.

they're having trouble getting that out of the way. so we will watch where that continues to happen. they've issued a s, negotiation alert for this area. southbound 880 to the 238 interchange. the fire department has left the scene but still only one lane open there. we'll keep watching that for you this morning. at 4:40, let's go to steve. sal, thank you, sir. did you like yesterday? temperatures in the low to mid- 60s. today we'll just get a few high clouds but it will still be mostly sunny. little bit of rain on the north coast there. eureka, crescent city. but for us the end result will just be higher clouds. it's after this system that goes through tomorrow is when we'll start to rock it up on the temps. today just slightly warmer. 47 seems rather popular. fairfield, concord, oakland, hayward, mountain view and san jose. don't see that all the time. cooler in napa and santa rosa. yesterday they were in the 30s. they both hit 37. higher clouds holding their temperature up this morning. redwood city 44. oakland starting off at 47 degrees and then 54 at noon.

saying for the loss all these years they thought they had justice but it wasn't. it was unserved justice. still unserved justice. >> prosecutors in the case were hoping for a retrial, but some of the original evidence has been destroyed by the courts. now they're considering an appeal. as for maurice, he says he's just anxious to finally move on with his life. the testimony continues this morning in the murder trial of bay. chauncey bailey's confessed killer will be on the witness stand once again. and yesterday's hearing they testified they ordered him to kill bailey and also says bay ordered him to kill another man out of revenge. on the stand yesterday he started laughing as hi described how that man try today run away when he leveled his assault rifle. san mateo county jury will resume deliberations today on two counts against a teenager accused of a pipe bomb attack at his high school. yesterday that jury found

alexander guilty on five felony accounts including attempted murder of his former chemistry teacher. in the august 2009 attack he detonated two pipe bombs. a second phase of the trial will determine his sanity. a professional poker player could spend the rest of his life in prison after a jury found him guilty of two counts of first-degree murder for killing his own parents. prosecutors argue that earnest murdered his parents at their pleasanton home three years ago because he was deeply in debt and wanted an inheritance. his ex-wife, sister and grandfather all testified against him. he'll be sentenced in may. in japan today, nuclear officials call the situation at that damaged nuclear plant very grave. that's after plutonium was detected in soil samples near the plant. the plant operators say the amount of plutonium in the soil

is not a risk to humans, but they say the discovery is another indication that radioactive water is leaking from the plant. back here in the bay area there's new information about the newspaper bomb that seriously injured a man in vacaville. sunday's explosion left its mark outside a home on castle drive. the vallejo times herald identifies the injured man. police say he was hurt when he picked up a plastic bag containing a bomb wrapped in a newspaper. it was on the lawn of his next door neighbor. federal investigators say there is growing evidence that this was a random act. showing support for the san jose sharks could land you on the wrong side of a turf war. that's according to san jose police who say some gangs in the area are wearing teamjerseys and colors to represent their ties to the city. police say the two largest gangs in san jose usually

identify with the colors red and blue to distinguish between members. now gangs from both sides are using the sharks to claim san jose as their own. >> both from time to time wearing that paraphernalia to kind of distinguish what they're representing. >> police say there have been shootings and violence involving gang members wearing sharks gear. now some san jose schools are considering banning students from wearing sharks jerseys and hats. but police say it's usually the lifestyle and not what you're wearing that leads to violence among gang members. governor jerry brown is expected to lift california's drought emergency tomorrow. it was declared by former governor arnold schwarzenegger in 2009. it's not clear what effect, if any, the lift will have on water supplies for farms and cities, but the reason is obvious, heavy winter rains and prolific sierra snowstorms. schwarzenegger emergency order called for water conservation and provided assistance to those effected by the drought.

well, it's been more than six months since the san bruno pipeline explosion killed eight people and destroyed dozens of homes. how a new center opening today will help the victims as they continue to recover. one down, two to go. who came out on top in fact in the first of three games as the giants and a's head towards opening day.

welcome back to the morning news. today a resource and recovery center will open for victims of the san bruno pipeline explosion. the center is being opened by the american red cross and was funded mainly through donations. people affected by the explosion will be able to meet with case managers for legal and financial assistance. there will also be support groups and classes on how to prepare for and deal with disasters.

the recovery center is located at 458 san mateo avenue in san bruno. the ribbon cutting ceremony will be this afternoon at 5:30. it will include remarks from local officials including the mayor and a tour of the center. this afternoon some concord car dealerships will show their support for mt. diablo schools. last month the 14 dealerships promised to make donations based on the number of cars sold to the school's music and athletic programs. funding for those classes was eliminated two years ago and kept alive by separate foundations. today those groups will receive the money from the sales program. all right. coming up on 5:00. going to go back to sal to check in on the commute. any problems, sal? yeah, we have one, pam. there is a ramp closed on 880 southbound connector to 238 because of a big rig crash that happened a little whiling a now, about an hour or so. but they're still cleaning it up. there was some diesel spilled and also other debris. one lane is open getting to 238.

two are closed and that's causing a little bit of a back up. however, it's not really that big just yet. if it stays out there for any length of time it will cause problems. chp has issued a sig alert. they want everyone to know about this but so far it hasn't become a huge problem yet anyway. westbound 580 traffic busy on the way to the bay bridge. bay bridge toll plaza looks all right. if you're driving on 880 near the coliseum northbound traffic looks good getting up to downtown oakland. now let's go to steve. sal, thank you, sir. we have some higher clouds. lows a little warmer due to these higher clouds. overall another day where we bring these temps up just slightly. tomorrow another day where we crank things into warmer gear. tomorrow sunny and warmer. in fact mid-70s. maybe some upper 70s. but really thursday's the day. warmer, probably breezy with an offshore breeze and highs near 80. possible record highs on thursday. how about that? wouldn't surprise me after about three weeks of rain and

cold temperatures and wind. the system is barreling into the north of us. so there will be some areas of rain especially up around eureka north. but by tomorrow even the rain pattern goes well up into the pacific northwest and exits to the north and leaves california. today we'll have to hold onto some in the north and end result for us will be higher clouds. 40s on the temps. yesterday napa and santa rosa change to 30s. 43 santa rosa. mid-40s for almost everyone else. oakland starting at 47. by noon we'll go 54. then a high today of 64 under mostly sunny skies. you can see how everything stays to the north. a lot of cloud cover. but that next system is way to the north. so warm pattern's in place. yesterday was just a little warmer, today will be the same. tomorrow we crank it up. mid-70s near 80 with possible records as we get towards thursday. high clouds, mild temps, partly sunny, mostly sunny, slightly warmer. few more clouds towards the
