gotten. lopez says cockroaches in the fridge. >> i can't eat that food. >> reporter: are just beginning. >> look at that, and i keep getting bit. >> reporter: she's one of the tenants and three other properties in oakland who say they have been living with bugs, broken windows and sometimes no water and gas. >> you get sick living in here, no heat. >> reporter: the problem starts at the front door, you can see there's no lock on this gate i'm even able to walk right up the stairs here and go inside with no problem. the owner han gardener has ignored fines and ignored calls to clean up her act for years. she is not able to collect rent until she does. >> she has not kept one single promise.

>> reporter: ignacio de la fuente says that maybe the threat of jail time will get her to clean up her act. this also hits gardener with fines, it also requires her to pay relocation costs for any tenants that just want out. at this hour, a series of landslides threatening a number of bay area homes. the recent rainy weather proved too much for some neighborhoods in scott valley and san pablo. right now there's worries about lands slides in hercules. >> reporter: trucks filled with mud keep traveling back and forth here on croy road as crews work frantically to clear out the road before it gets

dark. crews have cleared out dozens of tons of debris and there's still more to clear. homeowners near by say they are overwhelmed by the mountain of mud. >> the ground is overly saturated and it still is. these dangers i think will be around for a while. >> reporter: santa clara county officials say they aren't sure how many people live on the other side of the mountain. they have made contact with a homeowner and a swedish resort there, so far no problems but concern. >> there's some elderly people on the other side. the county has generously offered to get supplies to them. >> there is a fire break road that's about a four mile detour from what i understand but it's very rough, it requires four wheel drive. so we've offered to bring in gasoline and bottled water. >> reporter: to give you an idea of what homeowners and

work crews have had to deal with, these are some of the trees that had to be sectioned and removed in order to clear the road. they've been around for a long time. you can see some of the trees are still charred from the croy fire. >> those are removed material, more -- once we remove material, more material comes sliding. that makes it dangerous to work at night other wise we would be out here 24/7. >> crews hope to have one lane or a walking path open by tomorrow. robert handa, ktvu news. a meeting under way right now could potentially bring in relief to residents in hercules. the government is considering declaring an emergency. the declaration will help secure state funding to stop the landslide which actually began about 10 years ago. >> no less than two weeks ago there was space behind my

neighbor's home. now the slightest move and all the way up against the back of the house. the city is also installing concrete barriers in case the homes slide down. in san paplo a special meeting has been announced tomorrow to consider declaring a state of emergency for six homes sitting along a deteriorating hill there. homes started sliding last thursday making three homes uninhabitable. a local energy has already been declared. governor brown says he is done negotiating with republicans. just two hours ago his office released a statement saying he will not agree to their demands. brown says he's going to focus now on speaking directly to californians. californian's three-year- old drought could be coming to an end. governor brown's office says it

will wait until the season's final snow survey before declaring the drought over. ktvu will be in the sierra for tomorrow's survey as of last friday, the sierra snow pack was 159% of normal. fish and game officials were called into a residential backyard to deal with an agitated mountain lion. >> reporter: the woman who lives here says she was supposed to be outside doing her morning exercises. but she says something didn't seem right. she found a mountain lion wedged between these two fences. >> please use caution, if you see a mountain lion do not approach it. call 911. >> reporter: hours later, a

reverse 911 call went out to residents including sherry who did not know the mountain lion was in their backyard. >> they shot it twice. as i said it ran back behind the fence. it was thrashing. >> reporter: because the cougar was caught between two fences, tranquilizing the animal wupt a safe action. >> we don't have an accurate shot. the mountain lion could get out angry. it was already hissing at the homeowners. and the people on the backyard. but it weighed over 100 pounds he thought. they picked it up, put it in a back bag. it was a big cat. >> reporter: many residents say they were saddened but supported the outcome. >> it's a safety issue. i think you have to do what you have to do. the mountain lion was carried on a blue tarp to the back of a fish and game truck.

reporting now in redwood city. maureen naylor. a proposal to toughen the leash law got tougher today. dog leashes will be no longer than 6 feet long on city paths. the ordnance came after a woman got entangled on a dog leash, fell, hit her head and died. residents sent a letter to the -- a peta vice president says calling it the tenderloin

a state assembly today blocked a bill to allow undocumented students to pay instate tuition. >> in this particular, you're giving a benefit to those who are in the country illegally. >> assemblyman tim donnely proposed the measure. proponents say that the students should not be punished for being brought to the

country illegally. the measure written by openly gay state senator mark leno is similar to one the governor arnold schwarzenegger vetoed back in 2006. david stevenson is live in san francisco with a group of demands the neighborhood says twitter needs to meet to even the playing field. >> reporter: the plans to move twitter into this new building does not do enough for the community. >> reporter: protesters outside twitter san francisco offices this morning said a tentative tax break deal for the tech company doesn't give the city enough back end return. the deal is aimed at convincing twitter to relocate to this building in the blithed mid- market business. they want twitter to donate

used equipment to donations. commit to community programs. >> i don't blame them for asking as much as they want to see what we can do. at the same time i need to also measure what twitter can do. >> reporter: the twitter deal prompted online game maker zinga to tell officials it might vacant its current san francisco office. san francisco supervisor ross this afternoon proposed a two yearlong city moratorium on stock option access. >> i think that would have been a much more effective procedure to start with. >> reporter: mayor ed lee told us he would meet with those protesters tomorrow about that twitter deal which he expects to be approved by the board of

big deal. sprinkles falling out north of point arena. tonight we're looking for patchy fog in places. mostly sunny. warmer tomorrow. it's going to dip down, temperatures are going to cool a little bit for next weekend. mid- and upper 60s with some clouds. not as nicer as it's going to be tomorrow. patchy fog, if you had some this morning you're going to have some tomorrow morning. it's not going to go away fast. but it's not going to be a real issue in your travel. there's cape mendecino there. you can see some of the sprinkles jetting outs. patchy fog in the valleys

tomorrow. you see clouds to the north wednesday morning. not a big deal. you see some clouds filtering now. look at this offshore, the rain. thursday morning at 9:00, that's just a weak system that drops down the coast. it passes us by. no rain in the forecast. but then on friday about 2:00, notice the increasing clouds, cooler weather. a little more wind. filtered sunshine and temperatures out of the 80s and back into the 60s. that's for your friday, saturday. that's why i'm calling for some cooling on the weekend. it's a solid deal but enough to cool down temperatures a good five to 6 degrees. 80 in napa, 82 in santa rosa. these temperatures certainly really nice compared to last week. in the five day forecast looks like this. it is, i guess that's why i have a job. but it is amazing how quickly we forget. >> i was just thinking the same thing. >> how wet and miserable it's been really the last 20 days. >> a long time. >> and then you get this weather you forget it all

a popular san francisco restaurant is going to be closing its doors. the owner of the ti couz confirmed today that the bakery will be closing down. no word yet on when it will officially close. rumor has it it's a lease issue that may be behind the closer. the owner did say that the restaurant is no longer viable at its current location. >> and on now to the giants-a's series. >> over to the east side of the bay today. the a's deserve some attention. many have them picked to win the american league western division. a little page of the of the giant's book. they have added a few bats. they already have a young pitching staff. joe fonzi is live at the
