wednesday march 30th i'm pam cook. steve paulson is here with the forecast. how does it look? >> it's in the 50s for most right now. did you enjoy yesterday? just rack it up about 5-10 degrees on the highs. that is an 82 in santa rosa. 80 in antioch. and in morgan hill. 78 redwood city. here is sal. steve, right now traffic is okay on highway 24 getting up to the caldecott tunnel. the traffic will be okay also on interstate 880 east 580 though as you drive near 150th avenue there is a problem with lanes closed. they are picking them up. we'll have a complete update in a traffic report coming up in a few moments. let's go right back to pam. we begin with breaking news of a fire in san francisco. right now police and fire crews are at loten street near 19th

avenue. paul chambers just arrived on the scene. we understand there could be injuries. >> reporter: that is correct. one person was transported with smoke inhalation and they asked two other people to go on their own. it's on the second floor. it's the second floor unit. basically we are told it was a small kitchen fire. someone just left the stove on. you can see crews are out here right now. they were able to quickly knock it down. they were able to contain it to the one unit. they vacated all of the floors and they will let people in slowly but surely. there are people on the outside. they said it's about 30 units inside and there is about 15 people outside waiting to get back in. once they get in they will find doors have been knocked down and open. they will decide if they want to stay there or not.

fire crews will try to see if they need help on the outside. within the next 45 minutes to an hour they will have people go in to see if they can live or stay there. live in san francisco i'm paul chambers. city leaders in hercules have declared a state of emergency. that declaration came last night in response to a very intense situation tied to the recent storms. now a big landslide is threatening several homes in the hills just south of highway four. the city is ordering some people to stay out of their homes. others can go inside but can't spend the night. now the homeowners dealing with this mountain of mud are angry, nervous, and confused. >> the city said our homeowners association owned the land and therefore it's our problem. there is something wrong with

this. >> the homeowners say that has left them with two huge problems. they have soring repair costs they can't afford and hillside homes that can be worthless. insurance agents say mud slides are not covered unless you pay extra. if you're in an area proned to sides you can't get that extra coverage. glove compartment tonight there will be -- tonight there will be a meeting impacted by the san pablo landslide. now people are wondering who will pay for the damage. the meeting will be held at 6:00 p.m. at city hall. right now firefighters are cleaning up a fire at a furniture store in hayward. that started just before 2:00 this morning add mizico furniture. the cause is still being investigated. no one was inside the building at the time and no one was

hurt. today pg&e will release a study about the aging pipelines causing concerns in another part of the bay area city. they pose a serious threat because their proximity to jet fuel line. this combination could cause an explosion much worse than the one in san bruno. that study was commissioned after they voiced concern about how close it was to their home. this morning oakland police are searching for three men that kidnapped and sexually assaulted a 14-year-old girl. this happened near the easement shopping center. the girl told police that the men were inside a blue lexus when they grabbed her. they drove her to another neighborhood where she was sexually assaulted. police tell us she was somehow able to get away from their attackers but they only have a

vague description of the three men. a police scandal is reopening the case of an antioch man killed in a drug raid. it's the latest in a scandal for former agent welch. welch and others were justified in the shooting of drug suspect timothy mitchell back in 2008. but now mitchell's family is appealing in light of the scandal that put 40 other cases in jeopardy. a body found in a home in livermore is being called suspicious. a woman was found dead on kingsbury drive yesterday afternoon. barry bonds is due back in san francisco court in a few hours for another big day. this morning his former giant's teammate marvin bernard will return to the witness stand.

yesterday bernard testified that bonds' former trainer greg anderson supplied him with steroids that was nearly impossible to detect. >> they think that help them establish the fact that the players knew what they were taking or ask those type of questions. >> also yesterday former a's yankee's star testified that he also received undetectable steroids. jason's younger brother jeremy told the same story on the witness stand. we want to check in with sal for a look at traffic. good morning, sal. >> good morning, pam. we do have things going on. i want to mention eastbound 580 they are clearing up an accident. a couple laned have been closed back since 150th avenue. so right now there is not a huge traffic jam. let's take a look at the east shore freeway thinks are still

light heading out westbound getting out to the mccarthur maze. this mornings commute on 80 westbound that traffic is moving well. and if you're driving on 280 northbound, northbound 280 traffic is looking good getting up to highway 17. 4:37 let's go to steve. thank you, sir. we have mostly clear skies. there is a band right there of high clouds clipping north and east of us. that will give us partly cloudy skies in the morning. it will be good to go for sunshine and warmer weather. behind that a north wind will kick in. not really kicking in yet but northwest at sfo. fairfield west at seven. temperatures 40s and 50s. fairfield is 50. oakland 52. low 50s redwood city. and some upper 40s toward santa rosa. each day the lows are coming up. you can see here comes the ridge of high pressure.

everything will be deflected to the north. it's a warm pattern. it started on monday. kicked in a little bit. we still have higher clouds. it's not severe clear. it will still be warm. tomorrow it looks like they will level out. mostly sunny. a few high clouds in the morning. temperatures 64-82. morgan hill to gilroy upper 70s. redwood city 70. concord 78. and san rafael 77. 72 in as far as. so fair warmer weather tomorrow a possibility of record highs as we get sunshine. we will take that into friday. >> sounds nice though. sunday golf -- today governor brown is expected to declare an end to the states three-year drought. according to the state department of water resources the last series of storms caused the sierra snow back to

good morning, we have lows in the upper 40s and 50s. we will have high clouds in the morning and then mostly sunny in the afternoon but it will not stop us from warming up even again. a few 60s and 70s and low 80s. pam. >> thank you. nato takes over all military operations in libya. this comes as there is increasing concerns that even with the international air strikes, rebel forces are no match for government troops. today the rebels were forced to retreat from two towns that they had recaptured over the weekend. opposition leaders are now asking the international community to supply weapons to the rebels. in japan radiation detected in sea water near that damaged nuclear plant is 3,000 times the normal level.

nuclear safety officials say it's a sign more contaminated water is making its way into the ocean and that is a concern but they also say it does not pose an immediate health risk. it is the 30s anniversary of the attempted assassination of president ronald reagan. to mark the day his former press secretary jim brady is renewing the push for tighter gun control laws. brady was shot during that assassination test. with high unemployment and fighting in the middle east gun control is low on the priority list. the condition of that 85- year-old vacaville man injured by a newspaper bomb appears to be improving. sunday morning's explosion nearly blue off one of his fingers and injured his arm and leg. we are learning his condition has been upgraded from critical

to serious. still no word of a suspect in that case. amtrak service should be back to normal this morning that is after train service came to a halt because of a bomb scare. a threat came in yesterday afternoon saying a bomb would go off on a bakersfield bound train between 6:00 and 7:00 p.m.. police stopped that train in oakland. they searched the train with bomb detecting dogs but found nothing. service was delayed for two hours. there is little chance that california voters will see a special election. governor brown posted a statement honks you tube saying -- posted a statement on you tube saying he could not approve it. the governor and legislature has already enacted $11 billion in spending cuts but it's still unclear what they will do now to close the budget deficit. there is concern in san

francisco this morning about a proposed school for troubled youth. the alternative school would move into the old la goo that honda building. it would serve and rehabilitate students that have had a run in with the law. they understand the need for the new school but they have concerns about safety. >> if it's for troubled youth you warrant to know they are proper supervision, they are getting instruction and care. and something to address why they are troubled. >> school officials held a community meeting last night to educate neighbors about the plan. their target move in date is november but neighbors say they hope there will be more meetings about the school before then. oakland police chief anthony bass is addressing reports of low moral among officers saying the problem already existed when he joined the force two years ago. >> when i walked in the door i did a survey of our employees and it was really clear the

employees didn't feel valued at that time walking into the door. this is not something that just happened or taken place. >> he says he is doing more to improve spirits by advising a plan to work more efficiently. he also is denying accusations that his failed bid for san jose police chief is contributing to the low moral. oakland police officers are now wearing small video cameras to record their interactions while on patrol. the devices can be worn on the shirt or placed on the dash board of a patrol card. the department says the use can increase transparency and cut down on complaints. oakland city attorney john russo is the leading candidate for city manager of alameda. >> we are very excited about this process we have had in

interim for the last two years. now is an opportunity for us to basically fulfill a commitment we made to the community. >> recently he has been at odds with oakland mayor jean quan. they met in closed session to work out details of the employment offer. now to a story you will only see here on two. an oakland landlord could face jail time if she does not face problems the tenants say are making them fix. dozens of people say they have been living with bugs, broken windows, and sometimes no water or gas. the city of oakland says the owner has ignored requests to make repairs for years. now a judge says she can't collect anymore rent until repairs are made. >> what we have to do is hit her where it hurts.

stop her from collecting rent. >> gardener will now have to pay $75,000 in fines. the ruling also requires her to pay relocation costs for people that want want to move. a call for an unusual name change for a troubled san francisco neighborhood. the food related name they suggest the and the controversial group that is proposing it.

welcome back to the morning news. there are mixed emotions this morning about the killing of a mountain lion that came dangerously close to a redwood city home. fish and game were called yesterday morning after a woman spotted the animal in her backyard. they say they could not get a

clear shot with a tranquilizer dart so they were forced to shoot and kill the animal. peta is asking san francisco to change the name of the troubled tenderloin district. they are suggesting the new term tempa. peta says the name tenderloin conjures up horrors of slaughterhouses. several major construction projects in downtown san francisco have some drivers frustrated. work on the new transpay construction center is two of the projects tying up traffic right now. there are also crews installing new sewer lines along howard street. >> it's backed up out of the garage and it's pretty much backed up until i get out of the city. >> i prefer to take bart because i don't have to think

about it. >> the transbay terminal is expected to be complete in 2017. central subway is scheduled to open a year later. people get frustrated with traffic issues things backing their way. >> that work will be going on for quite some time. let's take a look at what we have now with the morning commute. this is a look at highway 4 westbound. that traffic is moving along okay. traffic continues to look okay up to the willow pass grade. this is a look at san francisco 101. you can see traffic is moving along pretty well. if you have driving in the north bay traffic is moving well. northbound 280 traffic also looks good as you drive into the valley. they are still clearing an accident at the castro valley y. if you are driving in that

area expect some delays. 4:53 now let's go to steve. >> thank you. well mostly sunny weather today and warmer. one little fly in the ointment coastal fog has come creeping back. that might stop anybody on the coast from getting too warm. we'll still go near 80 for santa cruz. some of that coastal fog means from bodega bay to point rays. stay in the 60s. coastal fog mostly sunny. afternoon highs 50s to 60s. a band of high ever clouds. the combination of patchy coastal fog. you can see some of the clouds coming in. i think we will see more high clouds in the morning and less in the afternoon. we really need a north wind right now. it's north westerly. that should develop by late this afternoon or evening. lows on the mild side.

only napa at 46. a lot of 50s. 51, 52, 53. it wouldn't take much to warm things up. the high is building in. mostly sunny though it will be warmer for most. some higher clouds and patchy coastal fog. temperatures continue to work their way. santa rosa was 73 yesterday. it wouldn't take much with a north wind to get to 82 today. 80 antioch. morgan hill down to gilroy, brent wood, and napa and mid 70 today's upper 70 -- mid 70s to upper 70s between. when the fog is there it makes it tough to get the northeast coast to warm up. we have a good opportunity to set record highs tomorrow. friday should about the same and then we will cool down for the weekend. a new study being released
