it's not raining anymore. but what the weather is now doing to some land in san jose. san francisco firefighters are on the scene of a fire that is now blocking one of san francisco's busiest interchanges. also barry bonds' due back in court for another important day in his perjury trial. the morning news continues. good morning, thank you for joining us it's wednesday march 30th i'm pam cook. >> and i'm dave clark. let's check weather and traffic. here is steve. >> thank you very much. we do have partly cloudy skies over. higher clouds. and low and behold coastal fog has decided to show up as well. 60s by the coast. upper 60s to mid 70s around the

bay. it will be mostly sunny and warmer. still there is a westerly wind at sfo. i'm not going too high too fast. we will go for a few low 80s. here is sal. >> task is move -- traffic is moving well along the bay area. 237 at 880 it doesn't stay this way for long. also a look at 280 northbound in san jose. getting up to highway 17 finds it nice and clear. it's 6:01 let's go back to dave and pam. those days of heavy rain effecting a south bay neighborhood. ktvu kraig debro is in santa clara county right now. >> reporter: first of all for accuracy sake this does come up to san jose now. as i was telling you a half hour before what the weather did to the land take a look at this down here. it looks like an earthquake went through here. this is down the street from where we were.

you can see the crevices and the cracks. look all the way down there it goes several feet if not several yards down the way here. you can see where it's dropped off recently here and exposed pipes are down there as well. we see water pipes here that white pipe is a pvc pipe. i'm not seeing any gas pipes down here. that is one of the main concerns. pg&e did receive a call around 6:45. someone complained they smelled gas. they came up here to check on the report. when they came up here it was not gas and said it was a water pipe. however, still checking on reports that there may have been gas leaks before last night when that one was reported that turned out not to be a gas leak. we got a look into that as well. also we hope to talk to neighbors what if anything erosion is happening on their property across the street from here. reporting live kraig debro.

city leaders in hercules have declared a state of emergency. that unanimous declaration came last night in response to a serious situation there tied to the recent storms. a big landslide is threatening several homes in the hills just south of highway 4. that lead to drastic action. the city is ordering some cities to stay out of their home. the homeowners dealing with this mountain of mud are angry, nervous, and confused. >> our homeowners association owned the land and therefore it's our problem. there is something wrong with this. >> the homeowners say that has left them with two huge problems. they have soring repair costs and hillside homes that could soon be wortless. insurance agents tell us mud slides and landslides are not covered unless you pay extra. and if you're in an area prone

to slides you cannot get that coverage. since last thursday's landslide, six homes have been yellow tagged. the hills are still saturated. now homeowners are wondering who will pay for the damage and the city is considering asking for state funds. that meet will be held at -- that meet willing be held at 6:00. overnight news people are going back into their homes after being evacuated by an early morning fire in san francisco. this happened around 3:30 this morning on lawton street. fire officials say the fire started after someone left a stove on. everybody was evacuated in that building. a couple of people were treated for some injuries including smoke inhalation. fire crews were able to quickly control the fire. they say the damage is not extensive. an early morning fire this one here in hayward is being investigated. started just before 2:00 this

morning at the mizzico furniture store. the cause of the fire is still not known. no one was in the building at the time of the fire and no one was hurt. barry bonds is due back in court. ktvu tara moriarty is outside the courthouse in san francisco to tell us who will be on the witness stand today. tara. >> reporter: the admissions all seem casual as if to say everyone was doing it. three took the stand and said they had received steroids from bonds' personal trainer anderson. bernard will take the stand to under go cross-examination. the jury must decide whether bonds lied to a federal grand jury back in 2003. former giants outfielder said he took performance enhancing

drugs in mexico. drugs intended for animals. when he got to spring training bonds' trainer gave him injectors. he described them as steroids that could not be established. >> the players knew what they were taking or asked those type of questions. >> reporter: the giambi brothers were the first to testify yesterday. they took steroids in packages that anderson came from former giants head trainer conte. he didn't like the looks of anderson and wanted him banned. live in san francisco tara moriarty. the personal background of the man that confessed to killing journalist chauncey bailey will not be heard.

broussard's history will show why he was easterly swayed to join the your black muslim bakery. broussard says bey ordered him to kill bailey and another man. a man arrested during a gang injunction hearing in oakland will be in court today. javier was arrested by patrol agents in the middle of a court hearing last week. he's accused of violating the do not associate provision of his role for traveling with known gang members. he is on the city's list of 40 accused gang members but he denies that association. he has been in court testifying against the gang injunction. we now know what may have caused a bart train to derail outside the concord station two weeks ago. a new report says equipment problems are likely to blame. switching track and train car

wheels contributed to the derailment. they called in experts to conduct an independent investigation. there are no serious injuries. three people complained of back pain and service was disrupted for hours. time now 6:07. you have everything up and running? >> we do. i just want to mention at 7th and brandon there is a fire that has been put out. it's in the camera shop that is next to mars there. the bar called mars at seventh and brandon. our crew is on the scene. we will get you live pictures in a second. we are looking at 101 approaching the 80 split. if you get off the freeway at seventh you shouldn't be effected by it. westbound bay bridge traffic looks okay. let's talk about the south bay. south bay drive so far so good. the road sensors are acting up now. i wouldn't say they are act up they are showing us what is

going on. let's go to steve. we do have patchy fog on the coast. it's been a long time since we've said that. it's decided to show up overnight. higher clouds inland. once those clear it will be mostly sunny. fog on the coast will keep temperatures probably in the 60s there. lots of 70s and 80s there. overall it will be a mostly sunny day. closer to the coast and in the city. it has been a on the cool side the last couple of days. we'll go 68 today which is six degrees warmer than yesterday. it looks good though. 12:45 at at & t park. the higher clouds are pushing off toward the east they will drift over us in the morning hours. in the afternoon they should be gone. still west, northwest calm. calm san jose. so that north, northeast wind

about the president's position on offshore oil drilling. allison. >> reporter: president obama will be talking about a very ambitious goal this morning. there will be a lot of roadblocks. he wants to reduce oil imports by one-third over the next decade. president obama will call for more production of electric cars, conversion of trucks to run on natural gas, and development of bio fuels. republicans are striking ahead of the speech. they want more offshore drilling in the u.s. and criticizing president obama for telling brazil's president this month that the u.s. would like to be a consumer of its offshore oil. >> they got about every excuse they can find to lock up our own energy resources at home. the interior department released a report to us saying

two-thirds of offshore leases in the gulf of mexico are unused but oil companies insist the permit process is too restrictive. more on what president obama is expected to say about the nuclear power during my next update in an hour. for now we are live in washington, d.c. alison burns. time now 6:15. for the second time in a week an air traffic supervisor has been suspended. on sunday the faa says the supervisor at reagan national airport directed assault west airlines jet to fly too close to a private plane. they asked -- that incident comes after an air traffic controller fell asleep on the job at the very same airport. the u.s. department of education issued a maximum possible fine of $55,000 against virginia tech university. this is in connection with that

shooting rampage four years ago. the agency says the university did not provide timely warnings about a threat to the campus on the day of the shootings. a gunman killed 32 people before killing himself. virginia tech has been criticized for waiting two hours after the first two victims were found to issue a campus wide alert. virginia tech says it will appeal that fine. back here at home a woman is dead, another one is in jail. 26-year-old harren was stabbed in the neck. witnesses say the two women were arguing when bergos grabbed the knife. the call to the argument is still being investigated. the controversial law? wisconsin for government workers is still in legal limbo this morning. republican lawmakers push

through passage of the law despite protests that drew thousands of people and a boycott by democratic state senators. yesterday a county judge ordered the state to put the law on hold while she considers a challenge to its legality. it will end up being decided by the u.s. supreme court. the u.s. supreme court -- several high court justices say they are troubled by the case. a ruling for walmart could make it harder to bring class action claims against other larger employers. time now 6:18. on capitol hill the house voted to end an obama administration program designed to prevent foreclosures but the program failed in a lot of cases.

democrats say although the program was less successful it did help 600,000 homeowners modify their payments. tomorrow the california high speed rail authority will hold a very special meeting. that will talk about how to spend a possible $2 billion windfall of federal funding. florida's governor turned down that funding he says high speed rail is a bad investment. they are hoping to get some of florida's money hoping it can be diverted to the project here for that bullet train idea from san francisco to san diego. all right we understand there is second san francisco fire this morning we have been covering fires. sal has more details. we have a live picture from the fire scene. this is on brandon street. breaking news here. as you can see this is right here. and my suspicion was correct.

right there at the corner is the bar they call mars and right next to it is a complete building. that is oscar's photo lab there. i think the fire was in the back of the building. if you are driving you have to know that brandon street is closed between sixth and at least seventh and we have a closure here on seventh here. you can see a police officer there. the arson squad is also on the scene 37 they have called for -- is also on the scene. they have called for that. seasonally an investigation is -- certainly an investigation is going on. let's look at westbound bay bridge traffic is looking okay. no problems getting into san francisco. and this mornings commute on 880 freeway north and southbound looks okay. today's baseball game between the a's and giants is over at at & t park. it's a day game at 12:45. let's go to steve. thank you, sir.

we do have high clouds above and coastal fog. just had a nice tweet from somebody in pacifica says it looks like a nice day. the higher clouds inland will thin out and upper 70s and a few low 80s. we do have baseball today at at & t park. some patchy fog but should be mostly sunny. temperatures inland though will start to warm up as we get rid of the higher clouds. we still pick up a west or southwest wind. until that turns northerly we are held in check a little bit. all signs point toward warmer weather. mostly sunny coastal fog is there. it will be warmer away from the fog. we will still go 60s there. 70s around the bay. upper 70s and a few low 80s inland. i think record highs are likely on thursday. about the same on friday.

but then cooler weather moves in on saturday. levi straws will pay more than $1 million in overtime. they were ordered to pay that amount after labor department investigation. it shows levi stauss violated federal laws by not paying overtime to store managers. some assistant managers were also required to report fewer hours than they actually worked. this week the fda will decide if there is a definite link between dyes found in my foods. a two-day meeting starts today that could lead to new labeling of thousands of products. the fda says there is no proven relationship between dyes and hyper activity. what we know about the

levels of radiation from japan found until the rain falling here in the u.s.. the reason some people in san francisco are showing resistance war the opening of a -- toward the opening of a new school. seventh and brandon good place to avoid because of a small fire that is under investigation. some of the streets in the south of market area there are closed.

right now there is an investigation to a fire in a small commercial building. which houses oscar's photo lab. it's right next to the corner of seventh and brandon there. bar right next to it and the building behind there is oscar's photo lab. some of the streets are blocked. you can see fire equipment is still on the scene. arson investigation team is on the scene. new tests on rain falling here in the united states shows it contains radio active material from japan at levels that excode federal safety limits. the tests were conducted in massachusetts. results for california are expected to be released in the next couple of days.

government officials say because radio active material degrades quickly there is no long-term public health concern. they are increasing monitoring of drinking water and dairy products. time now 6:26. there is concern in san francisco about a proposed school for troubled youth. now the alternative school would move into the old lagoona honda district. it would serve and also rehabilitate students that have had run ins with the law. some of the residents in the area say they understand the need for the school but they have concerns about safety. >> if it's for troubled youth you want to know they have proper supervision and getting proper instruction and care. and something to address why they are troubled. >> officials held this community meeting last night. their target move in date is november. neighbors say they hope there

will be more meetings about the school before they move in. the new damages discovered and the price tag of the destruction left behind. with heavy rains and movement of the earth is doing to one neighborhood in san jose. corporate deals raising optimism on wall street.

morning bell this morning as they ring the opening bell. looks like it could be a pretty good day. that is the indication this morning. a little talk of more mergers and accusations. also some jobs added in the private sector. new report coming in this morning. it looks like a higher opening. we'll check in on the numbers in a moment.

>> we will say good morning, to you. thank you for joining us wednesday, march 30th i'm dave clark. >> and i'm pam cook. time now is 6:30. we do have some developing news we following. take a look at the live picture there is. the fire started at back of the building at about 5:30 this morning. we understand it was contained about 20 minutes later. but police have closed off some of the streets in the area while the investigation continues. let's go over to sal with more information on that. >> well the fire crews on the scene did find some fire in the walls and behind the building now. just a few minutes ago we heard the fire crews rushing up on that latter and getting to the back of the building with their chain saws. thaw thought perhaps it was completely out. but then they found more fire in the walls back there.

they were scrambling and they are scrambling now to keep it from flairing back up. one of the things we know about this is if they are going to do this actively, they are still going to have the closures. brandon street is closed between sixth and seventh and there is a closure here on seventh street itself. that building in the background is the hall of justice. you can see it's poking up in the background there. that's where we are in san francisco. just off the freeway. you see the jail there and this is a block away from the hall of justice at seventh and brandon. it's a good area to avoid. we'll tell you more about this developing news coming up. i think we have news chopper two. i think the news chopper two is coming um on the scene-- is coming up on the scene. i see it it's not quite there yet. we will show you pictures of new chopper two. chopper is giving us a look at the closures in san francisco. there is sixth street. you can see sixth street

onramp. that's where the closure is. that is brandon and that is closed until we have the situation completely under control and the fire crews leave. that will be awhile. back to you. the storm is gone but the weather related problems are not. ktvu kraig debro is in san jose this morning and in another area that is effected by the recent rains. craig. >> reporter: this is south san jose. we're on a hill. i spoke to a neighbor about what is going on here. there is wood over this giant hole and the cones around it. the neighbors told me they had a problem since it began raining heavily. a couple of weeks ago it slid so much it broke the walter pipes underneath the ground. this has been like this for a week. take a look at the video we shot. you will see at some part of the hill that the ground actually looks like there may

have beenen earthquake the way the asphalt is cracking apart in some places here. according to the man i spoke with that happened last week with all of the heavy rains. he says it has dropped three or four feet in the past week. the concern is it might continue to do that and that the road might be impassable. as far as gas leakages pg&e confirms there is a report of a gas leak up here yesterday where they came out and found a gas leak -- they came out and didn't find a gas leak but a water leak. of course everybody still remembers what happened late last year in san bruno. we haven't been able to confirm one report of a gas leak just now. i will talk to neighbors more neighbors and see if i can find out more. time now 6:34. more rain related problems in

capitola. among them a new sink hole. the most recent one on saturday. the county board of supervisors is declaring a local emergency. that emergency declaration is the first step toward requesting both safe and federal aid. also in santa cruz county there is a new effort to educate residents about tsunamis. they are trying to avoid the same chaos that happened. they say most of that was caused by both secondhand or false information. during a public meeting yesterday residents were taught what to do in case there is another tsunami surge. one advice is for people to register their cell phones with the county. evacuations are being --

people are being encouraged to leave their homes because of rising water levels. the recommended evacuation is for four trailer parks. the river level has risen because of the recent rain. time now 6:35. new pipeline concerns for yet another bay area city. according to a pg&e study aging pipelines in fairfield pose a very serious threat because they are close to jet fuel pipelines at travis air force base. this could cause an explosion a lot worse than the one happened in san bruno. one person raised concern about how close those pipelines are to his home. we have an update about a fire at a refinery. we covered this for you live yesterday during the morning news. we are finding out evergreen oil plant has been cited ten times by the city for odor

releases. and cal has fined the city for 19 health violations. the plant manager says yesterday a heat exchange failed and burst into flames. one employee suffered a broken arm. this morning oakland police are searching for three men that kidnapped and sexually assaulted a 14-year-old girl. it happened early monday morning. the girl told police that the men were inside a blue lexus when they grabbed her near bancroft avenue and church street. they drove her to another neighborhood where she was sexually assaulted. police tell us she was able to get away from her attackers but they only have a vague description of the three men. a body found in a home in livermore are being called suspicious. a woman was found dead yesterday afternoon. right now police are not releasing details on the case but an update is expected later today. no arrests have been made. time now 6:37.

sal are you still watching that san francisco fire scene? >> that's right. the fire itself is not that big. it was a pesky fire it was in the walls behind -- in the building behind mars bar. one of the firefighters investigating sent out a call saying they found more fires in the walls. these are the things that will delay the time it takes for them to fight this fire and some of the street closures will stay in effect a little bit longer now as a result. you can see still a couple engine companies and truck company there is on the scene. we also have a crew on the ground and we could show you a picture from the ground. i think we still have that. these are news chopper two pictures. but we also have one of the crews on the ground showing us pictures. that is the building that

houses oscar's photo lab which is a lab mostly for professionals there. next to it is a popular bar in san francisco. so this area you might know it stay away from it until we tell you it's clear. you just don't want to go down there and get caught in traffic. let's go to highway 24 now as you drive up to the tunnel. you see here in lafayette we are getting slow traffic it's pretty thick around the corner coming around st. stevens and heading out to orinda. so far we don't have a big commute at the bay bridge but we will update that for you as well. what is today's weather be like? let's go to steve. it will be mostly sunny. we have some coastal fog back though. that is not something we have mentioned in a long time. overall inland temperatures continue their march upward. some of the fog will keep temperatures in check.

we will start to see 60s by the coast. temperatures will start to warm up. we will see the high pressure build in. that means after the fog by the coast 60s by everywhere else mostly sunny after some of the higher clouds. however the temperatures continue especially in the north bay to start warming up and the possibility of record highs. mostly sunny. san francisco forecast i'm not really jumping on i mean i have seen low 70 projections. i'm going 68. i think there will be too much of an on shore wind. we will go 64 for game time today. it will be mostly sunny. it should be comfortable once you are inside the stadium. higher clouds just associated

with spilling down from the north. so that north wind hasn't kicked in yet. that's the key to really warm up. that has not established itself yet. fairfield 51. fremont starting off at 48. we will go 68 at noon and a high of 76 degrees. think by late this afternoon it will be sunny. we'll get rid of the higher clouds around the noon hour. most are pushing off toward the sacramento valley. every day we have been warming up a little bit. tomorrow will be a bigger jump as we have sunshine and a northerly or offshore breeze. mostly sunny coastal fog though. that means temperatures 60s for some. 70s to low 80s for others. santa rosa 82. 80 antioch and brentwood.

martinez 75. and upper 70s to low 80s. zaire toga at 78. 60s for san bruno. still the trend is up on the temps. transition dateday to slightly cooler. cooler as we go into the weekend. the highest levels yesterday of radiation -- the highest levels yet of radiation detected in rainwater. several gun related incidents happen here at berkeley high school. a special meet willing address that situation. right now these are live pictures from news chopper 2 of firefighters on the roof at seventh and brandon. you will have street closures in the area. we'll run those down for you straight ahead.

welcome back. here is a quick look at some of the top stories we are following for you. california voters probably won't l not see a special election soon now that the governor broke off negotiations with republican leaders. he has approved $11 billion in budget deals. the u.s. supreme court appears ready to block a

massive sex discrimination lawsuit against walmart. a case where a woman in concord is one of the plaintiffs. they suggested they were troubled by this case. and some of the lower court rulings. good news for water customers. the three-year drought is over. crime is a regular part of campus life at berkeley high. those alarming words are prompting action. paul chambers is in berkeley with what is being done about it. paul. >> reporter: good morning, pam. after recent events here at berkeley high school a special meeting will be held tonight. the most recenticsincident happened last -- recent incident happened last week.

a number of students, faculty, and staff were in the courtyard at the time but no one was hit. published reports state seven students total have been arrested since january last year. now a few weeks ago it was reported that two additional security guards were added and a tip line was created to have that safety measure. now more safety measures are expected to be discussed tonight as well as legal issues that deal with adults that are associated with the school purr sueding witness -- persuading witnesses not to testify against suspects. now we can come back out here live there will be a special meeting held tonight at 7:30 to address those concerns and other ways to keep students safe. as school starts we plan to talk to parents and students. we will bring that to you as it happens. live in berkeley i'm paul chambers. time now 6:47.

in japan radiation and sea water near that damaged nuclear power plant is 3,000 times the normal level. more contaminated water is get into the ocean and that is a real concern but officials also say it's not an immediate health department risk. also we are hearing the president of that nuclear plant has been hospitalized because of high blood pressure and because of all the stress with dealing with this continuing crisis. new this morning the president of uganda says moe more gadhafi -- moammar gadhafi may live in uganda if he leaves libya. today the rebel forces were forced to retreat from two towns. today is the 30s anniversary of the attempted assassination of ronald reagan. to mark the day jim brady is renewing his push for tighter

gun control laws. brady was shot during that assassination attempt but members of congress say he will not get far. with high unemployment and fighting in the middle east gun control is low on the priority list. how are we doing sal? >> we are doing okay. i want to mention the fire in san francisco because we have still some closure sures at the south market area. this is in san francisco at the corner of seventh and brandon. you can see that the fire crews are still on the scene. they got there on this fire at 5:30 and then they put it out and found there is still fire. there was extension in the walls behind the building. they had to go back in there. i think we might get a view from news chopper two a firefighter still on the roof there. on the roof here. you can see that the traffic in the area may be effected by the

some flights and eliminate several management jobs. they are trying to overlook a way to help out their hit. let's check in on stocks. live big board new york stock exchange has the big board up 54 points to 12, 333. there is merger and accusation news. more talk about at & t and t mobile and a drug stock deal in canada that is listing optimism. we will keep watching the numbers. toyota is limiting what spare parts u.s. car dealers can order from japan. the world's largest auto maker is worried that dealers will stockpile parts in short supply. they will have their orders rejected unless they have customers waiting for that part for a repair. and today honda announced it will also cut production at its

welcome back now. oakland police officers will be wearing small video cameras recording how they interact while they are out on patrol. the cameras can be worn on the shirt or they can be placed on the dash board of a patrol car. the cameras will increase transparency and cut down on complaints. uc berkeley could continue the 119 year history of its baseball team. cal now has $9 billion in pledges to help support golden bear baseball. last september the school announced it would eliminate five sports including baseball unless supporters raised enough money to continue the programs. baseball's target number was $10 million which it did not reach by the dead line.
