well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> good morning. i'm tori campbell. it's wednesday, march 30th. we want to go straight to sal about a fire that you are calling pesky is keeping roads closed. >> that's right, tori. we do have some closures in the area. these are live pictures of firefighters on the roof. it looks like one of the trucks is up there from truck 28 on the roof of oscar's photo lob. fire was reported at 5:30. they got there and they contained it and they found some extension in the back and they had to rush in their with their ladders and hoses. they weren't able to go home as quickly as they wanted.

meanwhile, brandon and 7th, that's a live picture of brandon and 7th there. they are still there and they still have a closure. it's a good area to avoid. we'll have more on this and the rest of the traffic news coming up in a few minutes. let's go back to the desk. >> thank you, sal. a neighborhood in the south bay is dealing with a major problem after days of rain. kraig debro is live with more. >> reporter: good morning, tori. in talking with people in the south san jose neighborhood, they say that water has been a problem. but they are also concerned about the possibility of gas pipes bursting. you can see the asphalt tearing away from the road. if you look beyond that, you can see the exposed water pipe on either side. this has been a problem going on more than a week.

add, pg&e told us -- yesterday, pg&e told us that somebody called to complain about a mob gas leak. they found no gas leak but a water leak. a hole in the road, in the middle of the road has been reopened about -- at least five times as water crews fix that problem. now, one of the main problems here are these broken water pipes. >> our problem here, the water -- the pipes out and eroded about a foot. this is the fifth time we've opened the road open. every time the road slides down, it pulls the pipes apart and we get to fix it. >> reporter: other people complaining about possible gas leaks, we've only heard from other people, that there have been a couple of gas leaks.

we still need to check into that to see how true that is. if you look at the live picture, you can see how the birth driveway here, which is what you would expect, is cracking there. there's dirt underneath this asphalt. that's part of the problems. i don't know what the long-term solution is. we're gonna talk to people up here to see if we can get information. back to you. >> thank you, kraig. that's not the only storm problem in the bay area. a big mudslide has led to a formal state of emergency in one east bay city. that story is coming up at 7:30. this morning, oakland police are out there searching for three men who kidnapped and sexually assaulted a 14-year- old girl. this happened early monday morning near the eastmont shopping center. the girl told police they were in a blue lexus and then they drove her to another neighborhood where she was

sexually assaulted. police say she was somehow able to get away from the men. but she only has a vague description of the suspects. in overnight news in san francisco, crews battled a fire on 19th avenue in the sunset district, in that building. it started about 3:30. someone left a stove on. only a couple of people were treated for smoke inhalation. >> it's scary at first. i didn't know who else was in there 6789 there weren't a lot of -- there were not a lot of people in there. in hayward, an early- morning fire at a furniture store is under investigation. it started just before 2:00 a.m. on forsayer boulevard. the cause is still unmoney. no one was inside the building -- unknown. no one was inside the building.

we could learn more tee dales about a body found -- details about a body found. a woman was found dead on kingbury. police are calling the death suspicious. no arrests have been made. 7:05. well, barry bonds is due back in court in just about an hour for another big day in his perjury trial. tara moriarty is outside the courthouse to tell us who is gonna be on the witness stand this morning. tara? >> reporter: well, former giant marvin benard is expected to testify in a few hours. and barry bonds should arrive a little after 8:00, is what he's been doing the past couple of days. we're expecting to hear from randy gallardi from the as.

former giants' out fielder benard said he started taking steroids in mexico after an injury, drugs that were intended for animals. he said that anderson gave him the drug and the cream. he said they were described as drugs that cannot be detected. >> the government thinks that's gonna help them determine what the brothers knew or at least asked the question. the only indication came when stan conte appeared yesterday. conte says that he told bonds that he did not approve of steroids and thought anderson should not have been allowed in the courthouse. now, one of the ball players in the court lineup are expected to testify directly about bonds

says equipment problems are likely to blame for that b.a.r.t. derailment a few weeks ago. b.a.r.t. has called in some experts to conduct and independent investigation. there were no serious injuries as a result. but three people did complain of back pain and service was disrupted for hours. 7:08. we want to check in with sal and see what's happening 0 the roads and the rails. >> we're gonna take to you sacramento because there is a major problem. i know that a lot of bay area people use i-5 in sacramento. you drive up there to do business. right now there's a major closure. they are showing the intersection. it's a fatal accident on i-5 in sacramento right near the 50 interchange and you can see right here as we pull in that the crash is -- it's a fatal crash. they are still trying to piece together an investigation. it really has caused a major

good morning. mostly sunny. we some higher clouds. some postal fog. but overall, it will be a nice day and warmer. 60s by the coast. inland, a few low 80s. new this president, the president of uganda says libyan leader, moammar gadhafi, can come live in uganda if he decides to flee libya. however, in libya, forces close to moammar gadhafi appear to be retreating from two of the towns they had just recaptured over the weekend. the opposition leaders are asking the international community to give weapons to the rebels so they stand a better chance of the libyan government troops. but there are concerns this morning about who those rebelled troops are. the nato commander testified on capitol hill, latest intelligence reveals parts of al qaeda may be among those

rebel fighters. 7:17. as americans grow more concerned about high gas prices, president obama is announcing an ambitious new energy plan this morning. alison burns is live in our washington, d.c. newsroom with the specific goal the president has for the country. alison? >> reporter: president obama wants to cut oil imports by one- third over the next decade. volatility overseas and in oil markets has pushed prices up more than 50 cents a gallon this year. today, president obama will say reducing dependence on foreign oil is essential. he will intree dues -- introduce -- just this week, scientists warned a congressional committee that

the u.s. does not have adequate emergency plans around plants. >> we would be in dire straits if we were faced with that disaster. we have good things on paper. if we put them to practice, we would come up short. we'll have live coverage of the president's speech next hour. for now we're live in washington, d.c., alison burns, ktvu channel 2 news. >> thank you, alison. 7:19. the u.s. department of education issued the maximum possible fine, $55,000, against virginia tech in connection with the shooting rampage on campus four years ago. >> the agency says the university failed to provide timely warnings about the threat to the campus on the day of the shooting. a gunman killed 32 people before taking his own life. virginia tech has been criticized for waiting two

hours after the victims were discovered to issue a campus- wide alert. virginia tech says it will appeal the fines. we still don't know what governor brown will do next now that a june special election is off the table. the governor broke off negotiations with republican leaders saying he just couldn't agree to their 53 demands in exchange for holding that special election. the governor has already enacted $11 billion in spending cuts. the ross valley sanitation district is suing a contractor over sewage spills that occurred last december. those spills dumped more than 2 million gallons of fuel in kentfield, near kent middle school. the lawsuit claims that the construction company damaged a sewer line while installing a new line and allowed construction debris to get into the pipe which caused an over

flow. the district is already withholding payment and they are also seeking $665,000 in damages. today, governor jerry brown is expected to declare an end to california's three-year drought. more than 61 feet of snow has fallen in the sierra this season. another close call for a major airport. what led to a second air traffic controller being suspended in one week. a day of goating -- boating gone wrong. what happened after an eagle ray jumped out of the water. still some slow traffic this morning. in fact, 237 is slowing heading west out to -- towards zanker road. we'll tell you more about the morning commute straight ahead.

welcome back. right now, on capitol hill, the two chairman of the 9/11 commission are testifying at a special hearing. the senate homeland security committee is taking a look at the september 11 attacks. the two senators chaired the commission. 7:24. a second air traffic supervisor at reagan international airport has been suspended for inappropriate actions. on sunday, the faa says the supervisor directed a southwest airlines plane to fly too close to a private plane. the supervisor, though, had asked the southwest pilots to check on the other plane because it was not responding to calls. of course, this comes after an

air traffic controller at that same airport was suspended for falling asleep on the job. here is a unique story. justice served on a justice. the u.s. parks service gave justice antonin scalia a $70 ticket as he was headed to work yesterday morning. police say he was tailgating and rear ended a car stopped in traffic. two other vehicles slammed into the justice. he was in court when it started yesterday at 10:00. let's check in with sal. you are starting in san francisco. what's going on there? >> all right. we're looking at not only the freeways, tori, because we'll look at that as well. 7th and brennan a good area to avoid. had a small building -- it was a pesky fire. it started about two hours ago. the police and fire crews are

still on the soo. let's take a look at san francisco freeways, northbound 101, that traffic is looking good coming into the area. if you are taking the 7th street area that fire is not affecting you riley, traffic is doing okay there. this morning's commute in the livermore valley, slow traffic on the altamont pass. let's go to steve. some patchy coastal fog is keeping temperatures -- look at that. you can't have that. the higher clouds will clear the area. 52 san francisco, 52, concord. 50, napa. i don't have to worry about any rain. that's for sure.

well, good morning to you. welcome back. 7:30. crime is getting out of control at berkeley high school. what's being done to turn things around? paul stevenson is live with more. >> reporter: good morning, dave. school starts here in about an hour. parents and students have been showing up early. we had an opportunity to talk with they. there have been a few gun- related ins dents. today-- incidents. we just spoke with a parent who said the school needs to step.

>> it's really scary and i wish that they would have some type of security, like metal detectors or something so that the kids were more safe. >> reporter: now, all of this concern comes after police say two berkeley high school students were in a bathroom when a semi-automatic gun went off. police found not one but two guns on campus. people were in the court yard at that time. luckily, nobody was injured. seven subjects have been arrested for gun incidents. one student i spoke with this this morning says he hasn't soon any change in security. >> not anything noticably, no. i mean they still, you know, let people on the campus based on the extra security around.

>> reporter: published reports say security was added and more is to be discussed tonight at the council meeting. we'll continue to talk with more students and officials and bring that to you in our 8:30 hit. back to you. >> thank you, paul. city leaders in hercules have now declared a state of emergency. that unanimous declaration came last night. a big landslide is threatening several homes in the hills south of highway 4. and that's led to a drastic action. the city's ordering some people to stay out of their homes. others can go inside but cannot spend the night. landslides and mudslides are not offered -- are not covered in homeowners insurance policies. >> one thing, they 20 right in areas where there's been a history of land movement. >> the city of hercules is considering demolishing some

homes before the land slide crushes them. more problems in capitola. the cleanup from all of the recent rains causing a lot of problems. among them, a new sinkhole as a mobile home park that was heavily damaged by two flash floods. the most recent one was on saturday. the damage is estimated at about $17 million from the flooding, the county board of supervisors is expected to declare a local emergency. also in santa cruz county, there is a new effort to education about tsunamis and insurgents. during a public meeting yesterday, residents were taught about what to do in case there's another tsunami surge. one advice, register your cell phone with the county -- with

the county can so you can get regular notifications. six homes have been yellow tagged since last thursday's land slide in this area and the hills are still very saturated. now residents are wondering who is go gonna pay for the damage. the city is considering asking for funding. that meeting is tonight at 6:00 at city hall. 26-year-old earn -- ernestine and another individual got into an argument. the cause of the argument is under investigation. mountain view residents are advising rezs to lock all doors and -- residents to lock all doors and windows when they are not home.

the woman apparently left a window open for her cat and several other windows were unlocked and the thieves robbed her. the police scandal has reopened the case of an antioch man killed in a drug raid three years ago. this is the latest development involving the drug agent, norman wielsh. the judge ruled that he and others were found responsible. another agency's family is appealing. california safety agencies are leading the investigation into yesterday's large explosion at a newark oil refinery. the plant mannier says two

for anything other than the 60s in this area. we'll cool it down for the weekend. >> thank you, steve. animal control officers in sonoma county want your help as they investigate a sad case. we want to warn you the pictures we're about to show you could be upsetting. a female pit bull is recovering from a dog by the. the injured individual was found last thursday in santa rosa. animal control officers are trying to find the owner -- find the owner and witnesses to determine exactly what happened. aging pipelines are causing concern in another bay area city. according to a pg&e study, pipelines in fairfield and suisun city pose a serious threat. the study's director says this combination would cause an explosion much worse than the one in san bruno. city was collisioned after a resident voiced concern about how close the pipelines are to

oscar's photo lob in san francisco. the lab is located on brandon and 7th street. the fire broke out at about 5:30 this morning in the back of the building. the crews were able to contain the flames in 20 minutes. earlier this morning, san francisco crews battled another fire. this one on lawton street in the sunset district. it started around 3:30 when someone left the stove on. a few people were evacuated. >> it was scary. there weren't a lot of people out here and i was worried about who might be in there still. >> crews say the damage was mostly kept to the unit where the stove was left on at. an early-morning fire at a furniture store is being

welcome back. 8:22. nasa just released new photos of mercury. here they are. look at this. this was taken by the "messenger" spacecraft flying over the south pole. can you make out anything? it shows a couple of craters at the surface. that will take about 2,000 photos of mercury over a tree - -- over a three-year period. those residents living on the peninsula, you will soon be paying more for your water. last nights the city council agreed to raise the water rates by 50%. that increase is part of foster city's efforts to get rid of a $5 million budget deficit. 8:23. union pacific is bridging out the -- is bringing out the heavy equipment. take a look at this.

action. ktvu's paul chambers is in berkeley with what's being done. >> reporter: good morning, dave itch just spoke with the principal. school just started. there have been seven incidents, a the low of incidents dealing with -- a lot of extents dealing with safety and gun issues. there. we just spoke with the principal. he says two berkeley high students were in the bathroom last week when a semi-automatic gun went off. police arrested suspects and found two guns on campus. no one was injured. public reports state seven students total have been arrested since january. i talked to the principal and he says safety is his top concern. >> we have to be right every time on this. this is their 3300 kids who i'm

gubernatorial bid. he withdraw from the race last year and ran for lieutenant- governor instead. we're waiting to hear back from his camp for comment. this is considered a state of -- there is considered to be a state of emergency in hercules tied to the recent storms. a big landslide threatening several homes in the hills, south of highway 4. that's led to drastic action. the city is telling some of the residents to stay out of their homes. they can go inside but they cannot spend the night. landslides and mudslides are not covered in homeowner insurance policies. in fact, one of the things about it, they won't write in areas where there's been a history of land movement. >> the city ofler cue lees is considering tearing down some of the homes -- the city of hercules is considering tearing

down some of the homes. a sinkhole damaged -- did damage at a mobile home park on saturday. damage is estimated at $17 million from flooding, crumbled roads and mudslides. the county board of supervisors is expected to declare a local state of emergency. also there's a new push to educate people about tsunamis. they say most of the surge from last -- most of the misstatements were due to misinformation. one piece of advice, people should register their cell phones with the county to get emergency notifications. there will be a special meeting for those residents affected by a landslide in san pablo. six homes have been yellow
