closed lanes in both directions in millbrae. eric rassmusen was one of those caught in traffic. >> reporter: it looked like a passing truck might have hit the wires that was attached to the utility pole. the overhead wires is something we look out for every time we set up to do a story. but you don't expect to hit them as you're moving. >> reporter: traffic is snarled for miles in both directions. >> reporter: chp got calls from drivers who said a passing semi truck hit and broke the wires snarling traffic. it's been two hours since those wires went down. as you can see we are still moving at a crawl miles from

where this all happened. the back up got even worse as we got closer to the scene. finally an at&t ran into the middle of the freeway. at times jumping to grab thelines and clear them from the middle of the road. once chp cleared all of the lines, investigators turned their focus to finding the truck and driver responsible. >> do you have any sense that this driver should have stopped. should have realized what happened? >> at this point we don't know if he even noticed that his truck might have hit the lines. >> reporter: at this point, they just don't know if the wires there were too low or that truck was too high. chp officers do tell me it is a gray and black flat truck with the letters e and m on the side. >> here's the truck's license plate number it is 4r23454. it is a flat bed.

according to the highway patrol it might say e & m trucks or something similar on the side. we are learning about an increase in car thefts and burglaries. it includes crimes through last saturday and it shows that 105 cars have been stolen city wide so far this year. that works out to about 10 a day. now the biggest increase is in the police central district. 90 cars have been stolen there. that's an increase of 125%. the engle side district led the way. there is a twist to tell you about tonight in the barry bonds perjury trial. in court today the prosecution called bonds surgeon as a

their kids are safe. >> reporter: people who live in this area call it the track. long known for pimping and prostitution. residents tell us they are now seeing prostitutes who are children, some as young as 12. it took only minutes of driving along international for us to spot a handful of prostitutes in a three block stretch. they all appeared young in their teens and 20s. when i approached one of them, she told me that she's been walking the streets for six years. >> you started when you were about 18. 19. all right. you stay safe, all right. >> okay, thank you. >> someone actually tried to recruit me before. i live down the street on 23rd avenue. >> reporter: ly says that she knows many girls who have been recruited by pimps. >> my husband has been threatened to be murdered for becoming involved, asking people to leave. >> reporter: at a rally today, hundreds of people turned out

in parts of the bay area, people are going to be paying more for pretty much everything starting tomorrow. the sales tax is set to increase in half a dozen city. voters approved the tax hike last november.

forward with leads. and 63-year-old charles redmond is accused of inappropriately touching an eighth grade boy. redmond skipped town heading for mexico after police started an investigation. antioch police learned that redmond had crossed back into california and detectives went into san diego and took him into custody today. plea deals could keep two former pizza parlor employees for vandalizing a rival store front. 33-year-old bryan tucker pleaded guilty to felony vandalism charges today. and 27 sean climber pled guilty to a misdemeanor vandalism charge. back in february they spray painted all over pizza orgasmica. the two worked for extreme pizza two blocks from the store. residents became alarmed when he asked for their social

private property. we talked to the district's legal council on the phone tonight. he says the district can only use county money for water quality or water protection. but the mobile home park's general manager says there is an issue of maintaining water quality for the public's good. >> any erosion from our property actually messes up the quality of their water. so it's in their best interest to help us out. >> reporter: talks are under way but this dispute goes back seven years and what was feared has now happened. live in mountain view, lloyd lacuesta, ktvu channel 2 news. pacific gas and electric admits it replaced meters with smart meters in defiance to the

ruling. the utility installed 17 smart meters, 15 for gas, two for electricity replacing meters that had been damaged by a recent flood. pg & e says it is standard procedure to replace broken or worn out meters with new smart meters. the city of capitola has not said what kind of action it will take. and the governor wants to prohibit retroactive wage increases, he wants no more spiking. governor brown released the plan. a fund spokesman said public school teachers contribute 8% of their salaries

to the retirement fund. the state contributes 2%. but the funds still hasn't recovered from a 25% loss during the recession. by law the state must now increase the amount it pays into the fund until there's enough money to meet the funds obligations. as many as 400,000 students including many from the bay area could be turned away from community colleges in california next fall. janine de la vega explains how this is a result of a special election on a tax exception not happening this june -- exemption not happening this june. >> i can't wait. e can't wait for college. >> reporter: tosquino just sent her application to community college. instead of 400 million in cut, the number has doubled to 800 million. the chancellor of evergreen

a federal judge in san francisco this week tossed out a class action lawsuit accusing yelp of extorting business. the company accused yelp of

developing news out of san francisco at this hour. city firefighters say they have contained a house fire in the 300 block of teddy avenue. the fire started within the hour about 10:15 tonight. firefighters tell us they've pulled one occupant out of the house suffering smoke inhalation. it appears he is the only occupant. the one alarm fire is now contained and firefighters are mopping up. at 90-mile an hour winds created quite a mess in florida.

the tornado went through an airport tosses planes and crippling others. nasa checked for damage. technicians are planning to do a more thorough check after the weather clears completely. endeavors final mission is scheduled for april 19th. mayor ed lee says the city needs to be ready to move an estimated 200,000 people on and off the waterfront each day of the races. the plan calls for big changes for nummi. >> we're going to have to add service. we're already planning for the e line. we're setting up a plan that really focuses on pedestrian and bicycle usage. >> additional plans call for satellite parking lots with bike rentals, bike valet parking along the water front and reopening a tunnel between aquatic park and fort mason to

64 in concord. mild outside. overnight lows are in the 60s. it's going to be a nice day tomorrow but the clouds are going to increase. and the wind shift. tonight it's five to 10 miles east. winds are going to start coming out of the west tomorrow midwest. and out of the southwest by late in the day. that just starts to cool things off. the air is coming off the land. maybe a sprinkle as we get into late friday night early saturday morning. we have a system out here, you can see it's starting to droop downright out here. and that's all just going to slide through as we head into your friday night into saturday. tomorrow is nice. as we go into the weekend we get something like this. very weak weather system. i don't even think you get measurable rain. i think you get light drizzle at best. it won't shut your plans down. what it will do on saturday and sunday is drop temperatures. today we had mid-80s. tomorrow, or on saturday we're going to look into mid-60s.

it'll be much cooler, still doable but just cooler. sunday will be your best day of the weekend. computer model picks up those chances very well. and here we have the showers and everything moving south then you see the clouds thicken up. watch this next set of frames, everything starts going that way. that's the onset component and that's what changes things. that brings the onset of showers 4:00 a.m. friday night into saturday morning. doesn't look like a big deal at all to me. right now i think that's how it's going to verify too. just hit and miss showers, no biggy. you wake up saturday morning, it's cool. i think wind are going to kick up. daytime highs are going to have a tough time recovering. i think most of us are going to be in the mid-60s. saturday will be a little bit warmer upper 60s. and our weekend not as amazing as the last few days. these are the forecast highs tomorrow.

students in oakland used the birthday of cesar chavez to rally support for their schools as they say cuts are hurting students and they called for teacher's jobs to be safe from lay offs. president obama declared the state cesar chavez day. saying chavez improved work conditions for farm laborers.
