last seen around 11:45. it has now become the command center for this very intensive police search. philip, he's 3 years old, puerto rico, now the story about what happened wases that he was out here playing in the driveway and his 14-year-old brother was supposed to be baby-sitting for him. the brother went into the apartment to use the bathroom. when he came out, the boy was gone. one other piece is that his mother is also not been found, his mother is supposedly going shopping at the same time. whether she took the son with her we do not know. police are treating this very seriously. there are a number of police here. there is santa clara county search and rescue here. you can hear a helicopter up above. they are searching the neighborhood. we'll be here throughout the

last week a drainage pipe burt flooding the village. there is clean up still happening on the street and repairs are being done. crews began laying down new pipe but there is still work that needs to be done. the flooring in many stores was badly damaged. >> bay area floors is offeringed flood victims new flooring for at cost pricing. >> this is the least we could do, if it happened to us we hope the community would step up for us. >> tomorrow the chamber of commerce will be putting up balloons throughout the village. coming up at 6:00 we'll tell you what else businesses are doing to try to draw people in. reporting live from capitola. >> and we were also at the scene of that massive mud slide in scotts valley today, she tells

us a temporary road around that slide won't be finished until tomorrow. work crews had hoped to complete it today. it will connect nelson road along 8 homes. the people there have been forced to walk in and out of there since the slide happened last week. also next monday, a geologist is scheduled to fly over the area in a helicopter to try to figure out the best way to clear the slide. a judge in the chauncey bailey trial scolded a witness who had missed a court appearance. yusef bey is charged with killing chauncey bailey and two other men. saleem bey failed to appear in court wednesday and was arrested. bey said he thought court had been postponed. the judge warned if i missed another appearance he would go back to jail. a lawyer for scott peterson today asked the state supreme court to appeal, this is the second time peterson's lawyer

had asked for an extension. he was sentenced to death six years ago for killing his pregnant wife, he is on death row. san francisco police say a burglar has targeted business. three businesses were robbed in one night. christian is live tonight with what police are warning businesses this that area to do now. >> well frank, let me show you one of the way police say they broke in. you can see this door here. police say that the burglars actually pull those insulates of glass in then sneak into the business there. police say there is a low tech and cheap way for business owners to protect themselves. >> reporter: by day, it is busy, by night burglars prowl the street. lawrence works at db wireless, says word has traveled fast. >> yeah, i've heard about it. lot of people were talking about burglaries up and down this

block, especially late at night when businesses are closed. >> reporter: police captain has been tracking the burglaries. >> two months ago we had a spike in commercial burglaries, then within the last 30 days, weed had a return of one burglar or two. >> reporter: in fact, they have gotten so bold they pulled off three burglaries on one night in february. now police are going door to door distributing pamphlets warning businesses to keep their cash in safes. >> we also want you to leave a light on. >> reporter: please are telling shops to that low. way for residents and businesses learn to learn how to protect themselves. we're live in san francisco. it's no april fool, starting today it's getting more expensive to go shopping. sales tax hikes are now in effect. santa rosa climbed, sanleandro hit 10 and the sales tax in union city is now 10 and a quarter percent. for the last week i've been looking to get a big screen tv, now that you are telling me it's gone up, it's going to cost me a little more money, i'm kind of disappointed. cities are counting on the increased revenue to help balance their budgets. in what could be a light at the end of the tunnel for the

economy, the nation's unemployment race has fallen to it's lowest rate in nearly two years. >> our economy is showing signs of real strength. the unemployment rate dropped slightly to 8.8% in march, that is down a 10th of a%. labor department also says the economy added 216,000 jobs. the president said even with the crisis in the middle east and the tragedy in japan, the us economy is foremost on his mind. >> you should know that keeping the economy going and making sure jobs are are available is the first thing i think about when i wake up in the morning and last thing i think about when i go to bed each night. despite the drop in unemployment, problems persist. last month the average unemployed person had been without a job for 39 weeks, the longest time on record. and pay isn't keeping up with the cost of living.

dropping by two cents an hour last month. finally although new jobs are being added, we have a ways to go to make up for the 7 and a half million jobs that were lost during the recession. later in this newscast we talk to some of the people doing the hiring now about what they're seeing. >> oil prices have hit a three month under of just under $108 a barrel. the world's two top oil consumers, u.s. and china, issued positive economic reports. also investors are worried that a long conflict in libya could drive up oil prices. stocks surged today in response to the positive news on the job front. >> the dow jones reached its highest level since 2008.

the dow jones was up 57 points ending the week at 12376, the nasdaq was up. both the sides in the libyan conflict may be seeking and end to the hostilities. gunfire rank out again today and despite recent crushing blows, rebels continued their drive. the opposition says they will accept a cease-fire if moammar gadhafi pulls his forces out of all cities. >> the president's position is that gadhafi is no longer fit to lead, he has lost legitimacy in the eyes of his people and the world so no it is not his position that gadhafi should stay in power. at the same time, a former

in japan tonight, american forces have joined in the search for those still missing after last month's earthquake and tsunami. u.s. troops, and ships are launching a massive operation. an estimated 16,000 people remain unaccounted for. and in the middle of the tragedy, a small miracle today.

the japanese coast guard found a little dog in the wreckage of a home floating out to sea. rescuers think the dog has been there for three weeks. there were noid tags on the pup, but as you can see, the dog seemed grateful to have finally been rescued. international nuclear experts are traveling to get a look at the crippled nuclear power plant. they're goal is to learn more about the radiation crisis and help develop future plans to prevent another nuclear accident. people with the right skills and willing to take a risk are being recruited to work at that damaged nuclear plant. a staffing firm out of massachusetts is hiring experts. the first says those workers will be paid more than the typical u.s. nuclear employee. a handful have already signed up

and will fly to japan on sunday. back to opening day for the oak land a's, the weather couldn't be any better tonight. hopes are high for the a's. ktvu's fred is live. are we looking at a sell out tonight? >> very close. last year they were dead last in attendance, they'll take anything. you know last year these a's finished 81 and 81, exactly 500, second place, but they did something this year i have never heard any other team do. they have added a three, four and five hitter to the male of their line-up. -- to the meat of their line-up. >> are you more optimistic this year? >> every year, i am always. first game, we're going to go all the way. >> how many games do you come to a year? >> at least once a week during the summer.

it. you see all the clouds coming in off the pacific. the flow is more on shore than off shore, we're looking for temperatures, they did cool a couple of degrees today. temperatures going to come off another, heck, they'll come down 6, 7, 8 degrees, then further cooling into sunday. it's a mild weekend, system still be nice. we're not going to be in the mid and upper 80s like we were yesterday. some more couldn't temperatures, 79 in livermore, 55 -- an incorrect number. those are automatic numbers, sometimes you get a bad report. i imagine red wood city is more like 70, 75. 53 right now in napa. tonight in concord. these are mild overnight lows. maybe a little patchy fog. when i come bag i'll have the computer model loaded up and ready to go. it will show you where the best chance of showers will be in the bay area and where the clouds will be the thickest. so we'll go hour by hour.

the california highway patrol is trying to track down the driver of the car you see there that crashed right into a building in san rafael this morning. we were live over the scene shortly after the crash was reported this morning. the driver apparently left the scene on east francisco boulevard. given almost no chance of survival, today a peregrin falcon did something that threes in the face of all those who never thought she'd live, let alone fly again. >> reporter: they brought their binoculars to see the release of a peregrin falcon who was given little chance of survival. >> god gave mankind stewardship of the earth, and so when we are able to rehabilitate an injured animal and release it back, that's a wonderful thing. >> last february the female

falcon was burned and suffering, she lay on the ground for 12 hours until workers rescued here and took her to the wildlife center. these pictures show her injuries. all her flatfeeters on her left wing were completely burned off, workers at the wildlife center said she could likely die of her injuries but little by little she got better and that brings us too today. as crews prepared to tag her so they could track her, the bird showed her feisty side. and then freedom. workers at the center say they hope she meets up with him very some. president obama is threatening to veto a bill that plays out a blueprint for federal aviation programs over the next three years. unions object to a provision they say would make it harder for them to organize and the president agrees which is yes wants to veto the bill. the house and senate have passed different versions of the measure. those have to be reconciled. it is going to cost you more if you fly soon. united and continental are raising some airfares by $10. airlines blame higher costs for fuel for the price hike. this is the 6th widespread price index this year alone.

an analysis by usa today indicates ceo'ses are bouncing back big time from the recession. their average pay last year was $9.2 million up 25% or -- exactly $9 million, excuse me, up 27% from 7.1 million in 2009, but not quite up to the 2007 level of 9.2 million. that increase is more than ten times the average percentage increase workers saw.
