widespread cancellations and delays tonight as southwest airlines is forced to ground an inspect part of the fleet. hundreds of people voice their concerns as oakland leaders look to cut tens of millions of dollars from the budget. and a setback in japan as crews discover radio active water pouring to the pacific from a damaged reactor.

good evening i'm ken wayne. >> and i'm heather holmes. there was quick action by southwest airlines after a flight from phoenix to sacramento made an emergency landing yesterday when a hole ripped hope in the ceiling. the flight attendants had just begun taking drink orders when there was a bang. the cabin depressurized and oxygen masks fell from above. john was asleep in his seat at the back of the plane and he spoke today ant his ordeal. >> i woke up to the loudest noise i have ever heard in my life. it was like opening a car door and magnify that by 30. everybody's ears were ringing, everybody was just petrified. >> no one was injuried and the plane made an emergency landing at a military base in yuma, arizona. southwest grounded similar planes and began to inspect

them. because of the reduced fleet, southwest canceled hundreds of flights. ken pritchett has been talking with stranded passengers who are scrambling to make new plans. >> reporter: we had little difficulty finding passengers who were affected by the cancellations. some of the passengers found connecting flights and others were just out of luck. lisa stern has had a long day on the phone. >> waiting time when i tried to get on the phone was an hour and 20 minutes. >> reporter: and a long day trying to catch a new flight to l.a >> i didn't know pause i was busy that southwest had had an incident. >> reporter: that involved a southwest flight from phoenix to sacramento when a three-foot section of the roof ripped away at 36,000 feet. the plane made an emergency landing in yuma. >> our mission is to determine not only what happened but figure out why it happened so that we can prevent things like

that from happening in the future. >> reporter: no passengers were injured but one was able to capture this image looking out of the plane from the inside. southwest grounded 79, 737s resulting in 300 canceled flights nationwide including 10 at oakland international airport. and sfo experienced more than a dozen canceled flights. >> they offered to reschedule the trip for tomorrow and it is not going to work out for us. >> reporter: this woman spent three hours at sfo only to head back home. but southwest did refund her nonrefundable ticket. >> i'm glad i was not on that plane. >> reporter: a southwest spokeswoman told route hears the an additional 300 flights could be canceled tomorrow, sunday. and of those grounded planes who were here at oakland international airport. a crew will fly those planes emtie to one of five other

airports for inspection. in oakland, ken pritchett, ktvu channel 2 news. meantime investigators are going over that southwest airlines plane right now looking for what caused that hole that appeared in the top of the fuselage. investigators arrived within hours at the marine corps in yuma. the plane was given an inspection on fuse and an exfencive inspection a year ago. at that time, records show there were eight cracks in the plane's fuselage, something not uncommon for planes of that age. and those were repaired. a santa cruz man is facing charges after luggage he allegedly left at a bank touched off a bomb squad response. a man came in the bank at 11:00 this morning. he put down two suitcases and walked out. police directed all traffic away from the bank and called in the bomb squad.

a half hour later he claimed the suitcases which were harmless. he faces a misdemeanor trespassing charge. a two-alarm fire in berkeley this morning did hundreds of thousands of dollars damage to a home there. it started at 10:15 this morning at the house on sequence road near grizzly peak. the fire was centered in the main floor, damaging the kitchen, living room and hallway and causing smoke damage in the bedrooms. the repairs will cost 7 to $800,000. menlo park police are trying to figure out what happened to a jewelry shipment this week. a man reported he ordered a 14,000 diamond pendant. but the package was empty. someone had tampered with that package between time it left the sellers and the time it arrived. in snowstorm ma county police are looking for people

behind a coach store burglary. it happened at 2:30 this morning when the burglars smashed in the windows. police say a large amount of merchandise was stolen from the retailer including purses and jackets. anyone with information is asked to give the police a call. san francisco police are asking for help solving a hit and run that happened two weeks ago. on march 19th, david henderson was found lyings dead near market and eighth streets. a witness saw a small black car hit henderson and run over him and another man was with henderson at the time. police are asking anyone with information to call them. a santa cruz man is in critical condition in los angeles after he was attacked on thursday by two men in the parking lot of the dodgers' stadium. police have released these sketches based on the description of two men who attacked bryan stow. the men are latino between 18 and 25 years old.

after the attack, the men left the stadium parking lot in a light colored four-door sedan with a woman driving and a child passenger. law enforcement in california plan to crack down on distracted driving. more than 225 police departments and 103chp patrols will participate in the zero tolerance campaign which begins on monday and tuesday. they will be looking for drivers using hand held cell phones and texting behind the wheel. the minimum fine is $159 and the subs convention tickets cost $275. half-moon bay has decided to outsource its police department and other services. the city council voted to contract its police services out to the san mateo county sheriff's department. the 12-member police force will be disbanded and offered jobs with the sheriff. the change could take effect by

july 1st. the city hopes to save half a million to one million dollars with this move. >> it is a new concept for many cities in northern california. but we are one of the several leading the way to do that. so at the end we will be saving the community money. and keeping the services they need. >> the council also voted to outsource half-moon bay's recreation programs to the city of san carlos. more than 300 people packed the north oakland senior center this afternoon. it is where the residents had a chance to weigh in on the budget for the next fiscal year. cuts to city services will be severe. and as we explain, some of the discussions got heated. >> i want to try to take two more suggestions. >> reporter: the people in this circle of chairs made suggestions and raised concerns. the topic was schools and youth services. >> that is a personal concern but in a lot of ways i'm here

to hear what other people in my community care about. >> reporter: it was hosted by the mayor. the city has to finalize its budget by june 30th and the mayor told us what she needs to cut. >> $420,652,000,000. >> reporter: at this packed town-hall meeting, residents and involve steers talked about priorities for everything from the opportunities to public safety so -- to keeping senior centers open. some of the discussions got heated. >> we need senior sr. centers. >> reporter: the town-hall meeting took place at the north oakland sr. center. budget cuts threaten to reduce services here. >> i want to keep the centers open. but i may not be able to afford more than three days a week. >> reporter: one option is to ask non-profits and the county to fill the gap. lillian is hoping for a solution. >> this is my livelihood. i'm 90. when you get my age and you get

up in the morning and you don't have nowhere to go and nothing to do, what are you directing me? >> reporter: edwards says it is helpful to talk with others about the budget crisis impacting everyone in this room. >> i want to work with the city. >> reporter: ktvu channel 2 news. the government's clean up at hunter's point shipyard was the focus of a meeting in san francisco this morning. the environmental protection agency which oversees the cleanup says it was aimed at the members of the chinese- american community and was the result of a survey about communications. >> we know the navy was not reaching a broad enough portion of the community before. so now sit trying to reach out to specific segments of the community. >> reporter: the navy operated a shipyard at hunters' point and turned it over to the city

in the 1990s. a corporation has been contracted to develop the land for homes, parks and commercial space. hundreds of students, parents and community leaders completed eight hours of hard work at an east palo alto school. with rakes, chain saws and paint brushes, 800 people helped to upgrade the campus of the aspear east palo alto charter school. they rolled turf on the atlantic field and built an amphitheater. second mile paid for much of the materials. teen bullying was the subject of a conference in mill valley today. it was put on by a non-profit organization called beyond differences. the meeting featured a film about how social isolations affects teenagers. the solution requires everyone's involvement. >> it is communities, parents,

crews at the damaged japanese nuclear power plant discovered a nine-inch long crack in the reactor that is leaking highly radioactive water into the sea. workers will try to seal the crack with cement. plant officials say that the water will disapate and they do not believe it poses a health hazard. 15 members of a u.s. military team arrived in japan today to troubleshoot the disaster at that plant. a fundraiser is wrapping up about now in san francisco for the japanese earthquake and tsunami survivors. the city's hawaiian and asian- american communities put on the fundraiser today. it featured music and dancers and t-shirt sales and raffle. all of the money will help the victims in japan. for the latest on the crisis

including ways to help, visit www.ktvu.com and click on the japan quake tab. security has been beefed up at the united nations' compound in kabul after afghan protesters attacked it yesterday and killed seven staff members. the demonstrators were upset over reports that a florida pastor has overseen the burning of a queue ran. fighting intensifies to capture the town of brega. the wounded were civilians and troops loyal to moammar gadhafi. troops continued to attack the rebels with heavy artillery. in the ivory coast the battle continues to rage over the leadership of the country. troops are been trying to unseat the predecessor. a catholic charity reported that in one town a thousand people were shot or hacked to

death with machete. the white house says that president obama today encouraged house and senate leaders to agree on a budget in time to avoid a government shutdown next weekend. they are talking about cutting $33 billion from the budget. but because the republicans control the house and the democrats control the senate they cannot agree on where the cuts will come. mr. obama said he felt a compromise was within reach. starting monday google will have a new ceo. larry paige will reclaim the title. it was announced in january that he would take over. eric smid it will be the executive chairman next month. transocean gave its top executives safety bonuses despite the explosion of the oil rig that killed 11 people. in addition to the deaths the

explosion at the deep water horizon resulted in 200 million gallons of oil spilling into the gulf of mexico. in a regulatory filing, transocean said that the managers received the two- thirds of the possible safety bonus. the company acknowledged that the tragic loss of life but said that they had an exemplary safety record. salmon fishing season kicked off today but the first day was tough going. fish and game officials said one boat did head out this morning and caught one fish. but the crew was driven back by the choppy seas out there. the fishermen are expecting a banner salmon season this year. more than a million adult salmon are off the coast right now, and that -- that is four times more than last year. an above average snow survey for california. 96 stations in the survey were

looked at and concluded that the statewide average is 163% for april 1st. governor brown declared california's three-year drought officially over. and that monster snow pack means that skiers and snowboarders can hit the slopes longer. several resorts announced plans to take advantage of one of the snowiest winters in decades. squaw valley will stay open through memorial day. and boreal will be open until april 24th. it is cooler out there today and maybe going to get that way more the temperaturesare dropping. >> that is right. you will notice a chill out there. and in the forecast, we have warmer temperatures and cooler temperatures. a bit of everything out there. on the maps i will show you on live storm tracker 2, clouds in the southern half of the bay

area in the monterey bay area. and the possibility of a few sprinkles falling from the clouds as well. the big weather story, the cooldown. the highs reported from the national weather service, and these were double digit cooldowns, oakland 15 degrees cooler. and san jose 18 degrees cooler. the weather story is this for this evening we have high clouds and a bit of a breeze out there. tomorrow, mostly sunny and more sunshine and nice out there. and the extended forecast warming up and a significant dropoff in temperatures. first thing tomorrow morning, most areas in the 40s. the coolest locations starting out sunday in the 30s for santa rosa and napa. and morgan hill at 42. this was the setup today with high clouds and temperatures cooling off with the low pressure to the south and west. that generated high cloud cover and cooler air from the north. on sunday and monday, we are going to increase the sunshine and warm up especially for monday as the high pressure

rebuilds and that generates the offshore winds and the warmest locations in the mid- to upper- 70s on sunday. in the short term we have this, a big shield of high clouds over a good portion of the region. on sunday we scale back on the overcast and mostly sunny skies for sunday and also into your monday. here's the forecast beginning 7:00. upper 30s and 40s with partly cloudy skies. 12:00 mostly sunny conditions. and we'll call it warm by 3:00. lower 60s to lower 70s. here's a look at the numbers. and really nod a big change from today except in a few spots in the south bay we top out at 68. morgan hill at 70 degrees. here's the five-day forecast. like i said, a bit of everything out there with plenty of sunshine. temperatures on monday just beautiful. most of the area in the 70s. tuesday, partly sunny skies and heather and ken, a temperature swing. you see wednesday and thursday. we bring in a chance of a

baseball teams across the country. bay area teams finished high. the a's and blue jays led the league in having fans who were young and single. the giants have the most liberal fans. the texas rangers had the most conservative. >> and i bet the liberal fans are happy right now. >> the giants fans now have something that happened in 2011 to get excited about. san francisco still looking for win number one this afternoon at dodgers stadium. the offensive got going in the 5th inning. just fair down the left field line. sanchez to second with the double. and tejeda scores the second run of the inning. and huff. sanchez comes home. that was it for ted lily. meat cane through six shutout innings. and rod barajas in the bottom of the 5th to end the threat. the giants made it a laugher

with a four-run 6th and sanchez with icing on the cake. he easily clears the left field wall. a 10-0 shutout. zito wraps up the four-game series tomorrow. the two teams nobody expected to be there have wrapped up half of tonight's play at the ncaa basketball final four. vcu facing eighth seeded butler. early on vcu the three going. the rams take the first lead. then next time down the floor it was bradford with the three. they combined for 21 of vcu's 28 first half points. matt howard with the offensive board for a putback. the bulldogs with the lead at halftime. but the rams didn't go away. scheme fouled inside. he made the free throw.
