mornings on 2, it is sunday, april 3. >> let's start with a look at your weather forecast, with meteorologist, rosemary. >> light winds expected. most of us escaped the winds yesterday. yesterday, mostly cloudy. that will be the big difference for today. temperatures back into the 60s, perhaps some low 70s out there, and with those clear skies this morning, we're waking up a lot chill area, by 5, even 10 degrees. we'll take a look at your current continues and the week ahead coming up. more problems on airplanes, two days after a hole in flight. the company grounded 79 of its planes. that led to 300 canceled flights nationwide yesterday.

many were here in the bay area. these are live pictures from the san jose airport. three flights have been canceled today. oakland international is feeling the biggest impact with 40 flights canceled. that's where ktvu's ally rasmus is. >> reporter: inside, we saw a lot of frustrated faces. >> taking us to utah, then to reno, then to phoenix. it will be a lot of up and downs. >> reporter: that woman was one of several passengers trying to rearrange plans. the only option she could funneled routed her to four different citier -- find routed her to four different cities. even passengers who's flights

were not canceled had longer waits, because they were behind other passengers trying to reschedule. >> i didn't realize the impact of cancelations this early. i guess i should have. but i didn't. >> reporter: southwest airlines is inspecting 79 of its boeing 737s, after a hole ruptured in one of those planes on friday, that happened during a flight from phoenix to sacramento. that is why all the 737s are grounded and flights are canceled. one of the maintenance workers says four of those were here at oakland airport. but yesterday, they were flown without passengers to a maintenance facility in seattle. it's not too busy right now, but earlier, there were a lot of people, and a lot of cars parked out here on the curb.

southwest airlines spokesperson says, they don't know when exactly all of this maintenance work and inspections will be complete. they say only that the process will take several days. we are learning more information this morning about the plane that caused this mess. faa records show inspectors found eight cracks in the fuselage last year, but those had been repaired. it is not uncommon to find cracks in the fuselage of planes that age. investigators will also be looking at the plane's black box. oakland police are investigating two separate shootings that sent three people to the hospital. the first happened on baldwin street. the second happened near 35th. that happened during an attempted robbery as a gas

station. the first shooting happened after a party on haigenberg. a man and a woman were walking to their cars when they were shot. san francisco police are look for two people who opened fire, and injured a man and a woman in the knob hill neighborhood. investigators say the victims were shot near bob's donut shop. the woman suffered a nonlife- threatening injury. the man's condition is not known this morning. no word on what led to the shooting. a san francisco giant's fan is sill in a medically induced coma after being beaten up outside dodger stadium. a new facebook page is up for bryan stow to raise money for medical help. investigators say the men heckled stow and his friends

before hitting him in the back of the head and then kicking him. officers say the two men fled the scene in a car driven by a woman. san francisco is getting ready for a new program that could have some drivers paying up to $18 an hour to park. that program is called sf park. prices could range from 25- cents to $18 an hour. officials say the program is going to make is it it easier to find parking by discouraging drivers who don't want to pay more. a new website is allowing drivers in san francisco who receive a parking ticket to vent their frustrations against the city's parking and traffic department. drivers can can log on and post all the details from their ticket. the site's creator says it allows drivers to keep an eye out for a possible parking

ticket trend. ♪ [ music ] good morning to you. giving you a beautiful view here of the sunrise from bay point this morning. we are dealing with plenty of blue sky. you can see it for yourself in this shot. we're going to have plenty of sunshine in store for today. sun setting around 7:30. so 12 and a half hours of sunshine expected for our sunday. the winds outside our door this morning. just a light breeze in many cases. calm conditions around san jose. a westerly breeze, 7 miles per hour in san francisco. 6 in oakland. that's really about it. these winds will continue to be light throughout today. we're looking at pretty nice weather for your afternoon. a light, gentle breeze in napa, northwesterly in fairfield, 7 miles per hour. the big story at this hour is just how chilly it is out there. in many cases, 41 in napa. 45 in oakland. santa rosa, checking in right at about 41. sinking to about 39 degrees. some of our north bay

locations, all the way into the upper 30s at hour this. taking a look at the satellite and radar. mostly cloudy skies. a little gusty along the coast, that was really about it. perhaps just a sprinkle, but now behind it, a ridge of high pressure in place. it will build in through tomorrow. monday, expected to be the warmest day. but today, plenty of sunshine. temperatures sitting in the 60s to low 70s. feeling a lot like spring for the afternoon. 66 in areas right around valeto. berkely. 70 for concord. get to the coast, a litt cooler in pacifica. 60 expected for the afternoon. 71, nice and mild in santa rosa for the second half of your day. 68 expected in san jose. your extended forecast, nice today. even nicer for tomorrow. then we start to see some changes. tuesday, temperatures take a fall. mid- to upper 60s expected for

tuesday. wednesday into thursday is when we get our better shot at some rain. we'll talk more about this system, and show you the future cast models coming up in just a bit. time now, 7:08, checking in on traffic now. here's a live look at san francisco. that's 101, where things look to be moving smoothly. we have serious problems on highway 4 because of a sig alert at lone view way. not far away in san francisco at dally city, a freeway onramp has reopened after a crash. one person was killed. the highway patrol says it's unclear what caused that crash. officers shut down one lane of 280, and the offramp during that investigation. san francisco regulators will be able to weigh in. the california public utilities

commission will hold a public hearing in san bruno. governor jerry brown gets ready to make a new push for tax extensions. who he's targeting now that the negotiations are at a standstill. planning is already underway for next year's presidential debate. the two bay area universities hoping to play host. plus, what the a's are doing today to help the victims of the deadly earthquake and tsunami.

up, he's going to take his pitch to the voters. he will take a tour of the state focusing on gop districts. his message? voters should still get a chance to weigh in on tax extensions. the oakland mayor spent a part of her weekend, tackling the $46 million deficit. she hosted a meeting to hear from residents to hear what they think should be cut and spared. she has been criticized for not recommending what to cut. she says the decision making needs to be a joint effort with the city council. >> the mayor does the budget, but they have to finalize it. i wish that when i was the chair of the finance committee that i had detailed numbers about options this early in the game. >> yesterday on ktvu mornings on 2, the city leader told us making tough budget decisions

is part of a mayor's job. st. mary's college has applied to host a presidential, or vice presidential debate next year. now we've learned dominican university has also applied. the two schools are among 12. members of the commission will tour all 12 schools. we're learning arizona congresswoman gabrielle giffords is making more progress in recovering from the shooting to the head. daniel hernandez, who was honored for his heroism by president obama said giffords is doing extremely well, and recovering very quickly. in japan, the bodies of two have been found three weeks after the tsunami and earthquake hit the country. the 21-year-old, and 24-year-

old were found today in the basement of reactor number 4. both men were working in the power plant when the 9.0 quake had hit. the bay area continues to send support to the people in japan. on the emeryville water front, trader vick's has a special menu with all proceeds going to japan. >> i wasn't in japan. i was here. so basically, i couldn't do anything for japan. now i feel like i'm helping for them. >> there was also an all day concert in japan town. today is japanese heritage day at the oakland a's, and seattle mariner's day. the a's are giving one dollar from every ticket sold to

japanese efforts. this series features two of japanese's modern day players. facebook has done a survey on teams. the a's and toronto blue jays led the league in having fans who are young and single. the texas rangers have the most conservative fans. a major rescue is underway. a disaster happening right side now that placed 40% of the world's penguin position calls home. for your sunday, don't put away the umbrella. coming up in the extended forecast, when we may see that rain return.

senate republicans are taking a new approach in their efforts to get oil drilling

started in the arctic national wildlife refuge. they have proposed a new bill that would open the refuge to drilling. that bill includes a proposal to use royalties from the oil found on renewable energy. republicans say drills is needed at home to help offset instability in the middle east. a massive penguin operation underway after a major oil spill. a ship ran aground three weeks ago, spilling 1500 tons of fuel in the water. the conservationists say 300 penguins are died since then. 150,000 penguins live there. that's 40% of the world's penguin population. we're learning this morning that executives of the transocean oil company received bonuses for their safety performance, despite that explosion in the gulf of mexico last year.

it sent 200 million gallons of oil into the gulf. the company's most senior managers received 2/3 of their safety bonus. the company said they had met their requirements. the navy is stepping up efforts to inform people at the port of san francisco. the environmental agency says the meeting was aimed at members of the chinese american community. the epa says it realized meetings were needed after a navy survey about its communications. >> we know the navy wasn't reaching a broad enough portion of the community before. trying to reach out to specific segments of the community. >> the navy operated a shipyard at hunter's point from 1971, to 1974, and turned it over to the city in the 1990s.

recreation salmon fishing is underway in california. it's the first in four years. choppy seas put a damper on opening day yesterday. in recent years, the season was cut short because of the of low salmon populations. now experts estimate more than a million adult salmon are off the california coast. time now is 720, rosemary has said that dreaded r word for the forecast this week, but promising us a nice day today. >> get out today. clear skies outside our door this morning. just a little haze in some areas. looking towards alameda this morning. a little chilly out there, starting in the 40s. some of us, 5, even 10 degrees cooler than yesterday. notice the clear skies, in fact, it's even tough to tell what's going on, unless your looking at the time stamp, but monday looks to be mostly

sunny. come tuesday morning, the tail end of a system, going to bring us clouds for tuesday. cool us down, roll our temperatures back just a bit, and that's going to be it for tuesday. wednesday into thursday, a second system to follow, scattered showers look to be a better possibility come thursday. so mostly clear, cooler this morning. temperatures right about the seasonal average. the week ahead, we could see the rain falling once again. your extended forecast here. upper 60s out there. some areas like santa rosa, expect today hit 70. 71 in the afternoon. 76 tomorrow. a nice big jump in the temperatures there. then we're rolling it back, increasing the clouds on tuesday. scattered clouds expected on wednesday. notice temperatures continue to fall, mid-60s on wednesday. upper 50s on thursday. that's well below average for this time of year. a chance of showers thursday. i'll give you a sneak peek ahead, lynn -- lingering into friday. at this point, the weekend

looks dry. a san rafael man is in the hospital this morning, after falling 50 feet off a cliff. he was found at the bottom of the cliff at the edge of san pablo bay. there's no word yet on his condition. police in portland, oregon are set to resume their search today for a 14-year-old girl. she disappeared on march 19. yesterday, search crews poured over a cliff for evidence that might lead them to the girl's body. police say they believe vaughn's 16-year-old boyfriend killed her. >> detectives feel this location has promise in finding some evidence related to the case. you know, the efforts are a massive here to look for evidence, which can be very minute in nature. >> despite no body being found, police have arrested vaughn's boyfriend for manslaughter. he has pleaded not guilty. a 70-year-old's birthday in massachusetts is one she will never forget after she crashed

the car into the family's pool. she hit the gas instead of the brakes and crashed through that fence and ended up in that pool. the woman's son-in-law raced outside and rescued her. >> the car was just on the other side of that fence. i jumped onto the roof of the car, and reached inside, and pulled her up through the driver's side. >> the woman was shaken up. she was on her way to a birthday party her family had planned for her. all right, here is a warning for drivers. an important part of cars that some local thieves are targeting. bay area travelers continue to feel the impact of those southwest airline plane inspections. and let's take you outside to highway 4. because we want to tell but a sig alert out in antioch, where an accident, you can see that early part down the road. a bypass at lone tree way is closed in both directions. it looks like it's going to be closed for hours because of a crash. so if you're headed that way,

airports two days after a hole blew open on a southwest airline mid-flight. >> reporter: let's show you what it looks like here at oakland international airport. there's not much of a big line. not a lot of cars, or much of a crowd outside the terminal here, but i can tell you, it's a different story inside the terminal. at the check in counter this morning, we saw a lot of long lines and some frustrated faces. i can tell you at last check, there were 40 flights inbound and outbound that were canceled. one canceled flight at sfo. the lines were long. and even passengers who's flights were not canceled had

long waits. travelers who did find alternate flights discovered their options weren't ideal. >> we could leave at noon today, but we wouldn't get there until midnight. they have to go to four other places first. >> reporter: now, all of this is going on because southwest airlines is inspecting 79 of its boeing 737s. those inspections are taking place after a hole on friday. the plane landed safely, no one was seriously injured, but this is what's prompted those flights to be grounded and flights canceled. southwest's spokesperson says they don't know when these inspections will be complete. they just say this process is going to take several days. the budget axe hit the city of half moon bay this weekend. >> i wish we didn't have to be here. makes me very sad, and i know it makes you guys sad too.

>> the half moon bay city council agreed to disband its 12 member police force and consolidate services with the san mateo police department. the 12 will be offered positions with the county. they also voted to have the city of san carlos run its recreational programs. >> it's something transitioning, and i think many other cities are going to have to look. >> it is expected to save a half million dollars a year. san carlos and belmont are developing their joint fire department in october. the san mateo daily journal says an unidentified private company has now submitted a bid. that bid is going to be discussed later this month. rebuilding trust between residents and police is the goal of a community meeting in

san jose tomorrow night. the group of people acting in the community together will host the event. organizers say it's a chance for people who feel like their being targeted by police to express their concerns. it will be held at the first unitarian church of san jose on 3rd street at 6:30 pome. people living in the berkely hills are asked to take precautions after a fire that yesterday. that is an area lined with eucalyptus trees which are especially combustible. asking residents to trim their trees. she also wants people to move their cars into garages, that way firefighters would have better access on those narrow roads. the mcdonalds on san jose are closed after a fire started in its kitchen. it happened just before noon yesterday. firefighters had it under control in 45 minutes.

no one was her, but it did -- hurt, but it did cause $100,000 in damage. petaluma police say seven pickups were hit for catalytic converters. it can fetch up to $50 when recycled. investigators tell us this problem is nothing new. >> we've had it before. it kind of depends on the current market for recyclables. right now, apparently, it's up high enough that it's worth stealing them, and it swings with the value of the metals. >> police say the thieves are probably targeting pickup trucks, because of their higher profile, which make it is easier to get underneath and get away. petaluma police are also searching for a smash and grab thief at a coach store. investigators say they broke store windows around 2:30 a.m., and made off with a large

amount of high end merchandise. a santa cruz man is facing charges after police say he triggered a bomb scare at a bank. grant anderson was spotted leaving bank of the rest in downtown santa cruz yesterday. police blocked off all nearby streets and called in the bomb squad. that man eventually came back for those bags which proved to be harmless. the chapter says the tsunamis in japan, combined with flooding last week has led to higher spending. normally, the chapter has a $10,000 monthly budget for disaster assistance, but march alone, the chapter spent $19,000. they're hoping the community steps up with donations. good morning, a live look

at san rafael. the blue skies bringing in cooler temperatures this morning. by the afternoon, the blue skies will translate into beautiful weather. mostly clear at this hour. a lot chillier than yesterday. 5, even 10 degrees. the sunshine will last until about 7:30, the sun setting this evening. we do have showers back in the forecast. we'll talk more about that in just a moment. let's get back to those morning temperatures. 41degrees in santa rosa. areas sinking to about 39 this morning. a little bit of a rebound there. 49 san francisco. 46 hayward. san jose checking in about 46. our winds generally light. northwesterly flow, and winds between 5 and 10 miles per hour. so if you are outside this morning, with the chilly temperatures, that breeze is just enough to make it a little cold. your satellite and radar, we can see what's going on. that system, a weak one now passing off to the south and east. a ridge of high pressure will be building in over the next

good morning to you, giving you a live look at alcatraz there. in the 40s. all right, welcome back. >> welcome back, yes, sorry about that. police say there are still too many distracted drivers on the road. people who text or talk on the phone without hands free devices. >> it all begins in less than 24 hours. more on what drivers can expect. good morning sergeant cross. >> good morning. >> so what's this going to be? no warnings? just zero tolerance? if we see you on the phone we're going to pull you over and give you a ticket? >> yeah, for law enforcement, we're going to step up

enforcement efforts and take a more aggressive approach with this issue. we're seeing way too many drivers who still are texting or holding up the phone to their ear while their driving. >> trent, what are you looking for? are you look more for people weaving and looking as though their car is out of control, or looking for people holding the phone up to their head, or looking down at their phone while texting? >> it's a combination. what tends to happen, for example, if someone is holding the phone up to their ear, they're creating a blind spot, or they're just distracted. you're going to notice that in their driving behavior. what makes it even more dangerous, when someone is trying to text, you're taking your hands off the steering wheel, and put yourself at risk as well as the people around you. this type of driving behavior has to change, because it's just extremely dangerous. >> one other thing about that.

you mentioned texting and looking down. is it indeed more dangerous to text and drive, than to drink and drink? >> each issue is extremely dangerous. what makes texting even more severe is that you're looking away from the roadway. so in order to safely operate a motor vehicle, it requires 100% of your attention at all times. even if you look away from the road for even one second, you could find yourself involved in a major injury or crash, or killing yourself, or killing someone else. that's why we really want to remind people that you have to focus on your driving. you shouldn'ting distracted with a cell phone, or changing a cd. you've got to eliminate all distractions and just drive. >> i know people that have gotten tickets and know they're doing something wrong. this is not necessarily education, as much as enforcement. you've got to tell people, if you're going to do it, you're

going to have to pay a fine. >> it's a combination of both. the educational aspect of it is more proactive in trying to remind people of the dangers, and letting them know about it. from an enforcement aspect, some people look at $20 for the first violation, and $50 for any subsequent violation as no big deal. but you're looking at 150, to $200. it doesn't matter how expensive that fine is. if you find yourself in a situation where you end up killing somebody, there's no amount of money that's going to bring that person back. so that's the issue that we're seeing, is that way too many people are being injured, and lives are being lost due to people simply being irresponsible. >> the message is out. we know you guys will be out in force as well as other law enforcement agencies. i know you have a big event starting very early in the morning. time now 7:43 as sergeant cross mentioned, if you violate

the laws, you will pay. a state lawmaker, if he has his way, those tickets are going to get more expensive. pushing a new bill that would raise fines. right now, it's $20 for a first offense. he wants to make that $50. subsequent tickets are $50. he wants to make that $100, and put a point on your driver's license. you might be surprised at what was call on camera. just go to our website, at ktvu.com. check out our right now section. at 7:44 now, we do have a live picture looking at san francisco. you can see smoke there in the distance. we're getting reports there is a fire in a building on mission street in the mission district of san francisco. there are some sketchy reports so far about some people possibly jumping out of windows to escape that fire. no word yet on exactly what is burning, or exactly if anybody has been injured, or how many

people have been involved in this fire. president obama is working this weekend to avoid a looming government shut down. the white house says the president spoke yesterday to house speaker john boehner, and harry reid. the budget plan isn't in place by friday, much of the government will shut down. president obama is reportedly about to announce his bid for a second term in office. reports that he planning to file papers this week. mr.obama is expected to send out an email, and text messages to launch his 2012 reelection campaign. in libya, rebel fighters are facing off to forces loyal to moammar gadhafi. the showdown comes as the rebels grow slightly stronger. better trained soldiers are now

joining that fight. including long time members of the libyan army. but gadhafi's forces continue to launch air strikes. late last month, a woman barged into a meeting of judicialists in tripoli and showed her bruised body. that's when forces dragged her away and put her into a car. his father says he has no idea where his daughter could be. protests happened friday in response to a florida church that burned a copy of the koran. 11 people were killed, and two victims were beheaded. president obama called the burning of the koran an act of extreme defiance, but says it does not justify the killing.

it's not clear which side of the ivory coast is responsible for the killings. the marine corps launched a program in response to rising suicide numbers. now new recruits get trained on how to prevent suicides. it may be too early to know for sure, but after implementing the program, the marines saw a 30% decline in suicides from 2009 to 2010. >> we think we're seeing a societal problem and frankly, that the navy is the canary in the mine shaft. >> the national guard for the army reserve, the numbers actually doubled. offering solutions to teen bullying. harris was the keynote speaker at a conference.

[ inaudible ] how social isolation effects teenagers. >> communities, parents, young people, law enforcement, legislators can come together and should come together around the conversation and then around crafting solutions. >> she talked about how social isolation can lead kids to stay away from school. time now, 7:47. just two teams left standing this morning in the ncaa men's basketball tournament. butler and the university of connecticut are going to play for the championship toll night. butler fell to duke last year. the number 8 seed is the lowest seeded team to play for the national championship in 25 years. the connecticut huskies beat kentucky for their chance of the title. that championship game is tomorrow night. today, the stanford women try to get back to the championship again. notre dame and the university

week ahead, coming up. all right, and we do have some breaks news on what we brought you earlier. we have an update there. we did just talk with the san francisco fire department and have more information on this fire. it's at an apartment building near mission street and concord street. firefighters tell us that fire is now under control. and they've been able to open the street back up to traffic. we've been getting conflicting reports on whether or not there were any injuries in the fire. we do know that the red cross is on scene. they're getting there to respond to the residents that have been displaced by this fire. we'll keep you updated. we've learned this morning, that the southwest airlines plane that made a landing is no stranger to problems. faa inspectors found 8 cracks in the fuselage last year, but all of those had been repaired. the plane made an emergency landing in yuma, arizona.

79 jets are grounded as the 737s a inspected. in the bay area, oakland's airport is feeling the biggest impact this weekend. >> reporter: when we got here at 5:00 this morning, the number of canceled flights at this airport was just 11. now as you can see, that number is growing. you can see it is busier now than it was just a half hour ago, as people pull up to the curb, line up, and get ready to check into their flight. inside the check-in counter, there are a number of people trying to reschedule their now canceled flights. >> not a lot of options. >> reporter: that's an example of some of the frustration some passengers are feeling this morning. so far, as you mentioned, 51 southwest flights, inbound, and outbound have been canceled. three canceled flights at san jose airport. and at last check, one canceled flight out of sfo.

even passengers who's flights were not canceled ran into trouble because of long lines at the ticket counter. >> we kept checking online, and it hasn't been canceled. we were hoping, because we went a year ago, and there was no problem. so i wasn't thinking there would be this kind of a crowd. >> if they're doing it for the safety of the passengers, i think it's a great thing. >> reporter: now, not everyone had trouble rescheduling. that woman you just heard from said southwest was able to reschedule her on another flight to phoenix without any problem. the message is, the problems are hit and miss. get to the airport early and give yourself lots of time. federal inspectors are trying to figure out why the hole ruptured in a fuselage of a plane on a flight from phoenix to sacramento. that problem on that plane is a reason why 79 southwest planes are out of commission. the airline is inspecting its boeing 737s, to make sure other planes in its flight don't have

the same problem. southwest's spokesperson says they don't know when all of these inspections will be complete. they just say this is a process, and that it's going to take several days. in the meantime, passengers should be aware of it, and give themselves plenty of time to get to the airport. alley rasmus, ktvu news. a san francisco giants fan is still in a medically induced coma. a new facebook page is up for the 42-year-old to raise money for his medical bills. this picture from that page shows him working as a paramedic in santa clara county. los angeles police say two men attacked stow after thursday night's opening day game between the giants and the dodgers. officers say the two men were wearing dodgers gear and fled from the scene in a car driven by a woman. those men are described as being between 18 and 25 years old. we're following several news stories from overnight.

oakland police are investigating two separate shootings that sent three people to the hospital. the first shooting happened just after 2:00 this morning on baldwin street. the second happened two hours later near 35th and quickly. police say the shooting near 35th happened during an attempted robbery at a gas station. the first shooting happened after a party on haigenberger road. injuries are not life threatens. right now, police don't know a motive for that shooting. in san francisco, police are investigating two overnight shootings. the latest one happened just about two and a half hours ago near jennings in the bay view district. that's where one man shot another man in the leg during a robbery. a couple of hours earlier, a man and a woman were also shot in the nob hill neighborhood. investigators say the victims were shot near bob's donut and

pastery shop. the woman suffered nonlife- threatening injuries, the injuries to the man are not known. airlifted by a chp helicopter yesterday. he was found at the bottom of a cliff. there is no word-his condition. an accident happened last night at john daly boulevard on south sound interstate 280. one person was killed. the highway patrol says it's unclear what caused the crash. this week, san bruno residents will be able to weigh in on how regulators should change california's pipeline rules. the hearings are all part of an effort to prevent tragedies like the explosion that killed eight people and destroyed 38 homes. in japan, it could take several months to get the damaged fukushima dai-ichi

the victim is expected to survive, and mcfarland will be in court next week on attempted murder charge. a frightening crash for a grandmother who had just gotten into her car to head to her own 70th birthday party. police say the woman was in her daughter's driveway when she hit the gas instead of the brake. she crashed through that fence and went into that pool. the woman's son-in-law raced outside and rescued her. >> the car was just on the other side of the fence. i jumped onto the roof of the car, and pulled her up through the driver's side. >> the woman was obviously shaken up, fortunately, she wasn't hurt. again, she was on her way to her own birthday party. gabrielle giffords is making more progress in recovering from a gunshot wound to the head. giffords was wounded in january in a shooting in tucson. daniel hernandez, who was

honored for his heroism by president obama said giffords is recovering quickly. senate republicans are still pushing to get oil drilling started in the arctic national wildlife refuge, and they have a new twist on that effort. they have proposed a new bill that would open the refuge to drilling. that bill includes a proposal to use royalties from oil found on renewable energy. republicans say drilling is needed here at home to help offset instant in the middle east. a massive penguin rescue is underway after a major oil spill. a ship spilled 1500 tons of fuel into the water. conservationists say 300 penguins have died since then. their main mission is to try to get the birds away from that oil slick. it is halfway between africa and argentina. we are learning this

morning also that executives of the transocean oil company received bonuses for their safety performance, despite that massive oil spill in the gulf of mexico last year. transocean owned the deep water horizon rig that sent 200 million gallons of oil into the gulf. the company's senior managers received 2/3 of their safety bonus. transocean said the company had met its internal safety targets on the frequency and severity of accidents. time now, 8:18, san francisco is getting for a new program that could have some drivers paying up to $18 an hour just to park. it is set to launch on april 21. sf park will have meter prices based on events and demand. the prices could range from a quarter to $18. officials say the program will make it easier to find parking, because it discourages drivers who don't want to pay more. a new weak site is allowing

we've been telling you all morning about problems with southwest, and ongoing cancelations. you're taking a live look at a press conference that's about to start in yuma, arizona this morning. we're expecting the vice president of the transportation safety board to give a press conference on southwest's problems. we do know it's having a big impact on people trying to fly out of the bay area. certainly, at this point, people are wondering how long this is all going to last. we know southwest has grounded

its 737 boeing fleet so they can do inspections. what's still unclear is what's next, and if they figured out what caused that to happen. we're waiting on this press conference to begin. when the vice chair gets to the podium, we'll check in with that, and keep you updated. in libya, this is video that shows rebel forces moving toward the town today. the show down comes as the rebels grow slightly stronger. gadhafi's forces are continuing to use air strikes against the rebels. in the ivory coast, a charity group using machetes killed 1,000 people during the last three days. the united nations says that death toll is 330. it's not clear which side of the ivory coast civil war is

responsible for the killings. president obama is offering his condolences after violent protests in afghanistan turned deadly. those protests happened friday after response to a florida church that burned a copy of the koran. mr.obama called the burning of the koran an act of extreme intolerance, but isn't responsible for the killings. the pastor of the church says the people in afghanistan are using that as an excuse. >> we definitely feel that the united states government needs to do something. we definitely feel that the people who did this act need to be called to accountability. >> pastor jones says he has no regrets and would burn the

koran again. the marine corps launched a program in response to rising suicide numbers. new recruits get training on how to prevent suicide. it may be too early to know for sure if this is working but after implementing the program, the marines saw a decrease in suicides from 2009 to 2010. >> we think we're seeing a societal problem, and frankly that the army is the canary in the mine shaft here. >> in army national guard and reserve, the numbers doubled. four people are dead after their small plane crashed in new mexico. it crashed and caught fire on the runway. the cause of that crash is being investigated. a 3-year-old boy has died after falling out of a roller coaster near chicago. the boy slipped under the safety bar and fell off. police say it appears the boy met all the other requirements for the ride, and are calling

this a tragic accident. that's a jumping castle that two kids were in in arizona, it suddenly left the ground when a strong gust of wind picked it up, and put it 15 feet in the air. the play house was blown across three lanes of traffic and landed in that median. >> it absolutely lifted it up. a wind that is suddenly strong enough to put me on the ground, means it's a very strong wind. >> the two children were taken to the hospital. fortunately, their injures are not life-threatening. this is the second time in a few months that a bounce house has left the ground with children inside in arizona. president obama is working to avoid a looming government shut down. the white house says the president spoke yesterday to john boehner and harry reid. mr.obama stressed to both men the need for a compromised budget plan. the funding for the government expires on midnight friday. if a budget isn't in place by then, much of the government

would shut down. reports said president obama plans to file papers with the federal election commission this week. that would allow his campaign to start raising funds. oakland mayor jean kwan spent part of her day hearing from residents on what things should be cut and spared. that meeting comes after the mayor released a long list of what could be on that chopping block. kwan has been criticized for not recommending what should be cut. she says the decision should be a joint effort with the city council. >> the mayor does the budget, but they have to finalize it. i wish when i was the chair, that i would have detailed numbers about options this early in the game as they

row were activated. all of them had been activated. the skin fracture. the skin fracture, the fracture area is 5 feet by 1 foot wide. where the skin comes together on the aircraft, it doesn't just come together like this. it overlaps. and that is called a lap joint. and at each lap joint, there are three rows of rivets that run down the aircraft longitudely. we have clear evidence that the skin separated at the lower rivet line. a preliminary onsight exam nation reveals preexisting fatigue along the fractured surface. this is a term known in the

industry as multisight damage. this piece will undergo expensive follow on inspection at the ntsb's materials lab in washington, d.c. and to facilitate that inspection in washington today, the structures group will begin laying out exactly where they want to cut this part out and we expect that they will begin cutting it today. and maybe even have it completed by today to give you an idea of what we're talking about, as of course we said that the fractured surface is about 5 x 1. so they're going to go larger than that. so we anticipate that the area to be cut out will be about 8 or 9 feet long, by about 2 feet wide. the way they'll do that is take a hand grinder. we'll use the mechanics from southwest airlines who will do

this under the supervision of the ntsb. they'll go out with a hand grinder and actually start sawing or cutting along this predetermined area, it will take about a day to do it. we expect 6 to 8 hours. after it's all said and done, this piece of skin that they're going to cut out, it's only going to weigh about three or four pounds. it will be shipped to washington overnight as soon as we retrieve it, so that they can begin a detailed examination in the material's lab. >> you're listening live right now to an ntsb press conference, as they talk about problems with southwest. it looks like the area where this five foot hole ruptured had some preexisting problems. stay with us, we'll have much more news straight ahead.
