good morning. i'm jade hernandez. there's concern over radiation from japan. we'll explain why grass samples may hold a key information. also the f.a.a. is about to order new emergency inspections. will it lead to a fourth day of delays for southwest passengers? >> reporter: i'm tara moriarty live in san francisco for the barry bonds perjury trial where yet another secret tape has
6:01 am
surfaced. we'll tell you what's on it and why the defense may not want it admitted as evidence. riding with danger in san francisco. the new youtube video may show a big problem on muni. those stories and more as the morning news continues. good morning to you. welcome to tuesday. it's april 5th. i'm dave clark. good morning. i'm pam cook. let's start with steve paulson and a look at weather. good morning pam and dave. we have mostly clear skies. it's going to be cooler today. the wind noticeably out of the west. 630s and 70s. yesterday was northeast at 7. temperatures coming down from the upper 70s and 80s yesterday. more 60s and low 70s today and much colder later in the week. we'll have that in our five day in five minutes. now sal with an update on traffic. nice start on the san mateo bridge on the high-rise and highway 101 up and down the
6:02 am
peninsula. also the morning commute looks good if you are driving on 101 in san francisco. the traffic is light. 6:01 back to the desk. all right. thank you, sal. in japan today the government set its first radiation safety standards for fish after reports that radio active contamination in the sea water near the damaged nuclear power plant now measures several million times the legal limit. tokyo electric power says samples taken from sea water near one of the reactors contained 7.5 million times the legal limit on saturday. experts say radiation does dissipate quickly in the ocean. but it's still unclear what effects large amounts of contamination will have. government had already banned fishing in the area near the plant. closer to home some people say they're concerned that the u.s. government is not telling the full story about radiation levels. ktvu's jade hernandez is in alameda with that part of the story. jade.
6:03 am
>> reporter: good morning. we are live in alameda this morning near homes much like yours and mine. but later on this morning the focus will be on the grass in this neighborhood. this man will take samples from an alameda yard to his uc berkeley lab for radiation testing. later on today. you might remember the name, we spoke with the professor as the radiation from the nuclear plant made its way to the west coast. the professor and his students gathered water and air samples from the rooftop of his berkeley classroom and office three weeks ago. his independent tests were to gauge what students could find. they weren't the only ones monitoring the situation. the environmental protection agency tested last month's rainwater in certain parts of japan and found it exceeded federal standards for radio active iodine in drinking water by 46 times. the group, food and water watch, a national organization here in the bay area, also says the epa may be testing but they say it's not releasing enough data about radiation from the
6:04 am
japanese nuclear melt down. they want the epa to be more transparent. >> there has been radioactive material in rain. we know that. epa has admitted it. uc berkeley has found it in rainwater samples last week. what we don't know is how much of a problem it is yet and if it's going to continue to be a problem if it's going to get worse as radioactive material continues to be released. that's why we need open and honest information we'd have dialogue with the american people. the concern exists simply saying there's not a problem don't worry about it. that's not going to cut it. >> reporter: the concerns extend to rainwater even here in the bay area. the group that we mentioned food and water watch is asking president obama to act quickly to protect food and water from radioactive contamination. reporting live from alameda this morning, jade hernandez, ktvu channel 2 news. well in our nation's capitol this morning the clock is ticking as the federal government tries to avert a
6:05 am
shut down. coming up at 6:15 we're going to take a look at how you could be effected if the u.s. government shuts down on friday and what president obama is doing this morning to try to make sure that doesn't happen. we're going to have a live report from our washington d.c. newsroom. time now 6:04 this morning federal aviation officials are expected to issue an emergency order requiring immediate inspections for older model boeing aircraft. the order would apply to boeing 737s, the very same jet model as southwest airlines jet where a five foot long hole ruptured during a flight on friday. the emergency inspections will look for tiny cracks related to weak metal on the lodge. most of the planes that need inspections are registered to foreign carriers. southwest says the new f.a.a. order will not cause them anymore delays because they've already inspected their 737s for the past three days. southwest canceled hundreds of flights nationwide including several right here in the bay area so those inspections could
6:06 am
take place. but southwest says operations should be back to normal today. passengers on board a san francisco bound flight that made an emergency landing yesterday in new orleans say there were signs of trouble from the very beginning. the pilot reported smoke in the cockpit and equipment failure shortly after taking off. passengers told us here at ktvu the plane was making strange noises and that reading lights and the public address system just stopped working. the plane headed back to the new orleans airport but it veered off the runway after blowing a tire. >> by the time we got down, which was not a pretty landing, we were just all glad to be on the ground. and then we thought it was over and then they said no you have to get out of the plane, go down the slide and run. >> luckily no one was hurt and those passengers arrived safely at sfo about 5:00 last night. the federal aviation administration is investigating that incident as well. time now 6:06. barry bonds is due back in a
6:07 am
san francisco court in just about two hours. ktvu's tara moriarty tells us about a secret audiotape and some other new surprises in barry bonds' perjury trial. good morning, tara. >> reporter: good morning. well, the jury was sent home yesterday and that's because a juror called in sick because of gallstones. he is expected to come back today but in case he doesn't an alternate will step in. the big news was the revelation of yet another secret tape. now barry bonds arrived here yesterday at the courthouse. he was all smiles. but within half an hour along with everyone else he discovered that prosecutors had this unexpected piece of evidence. and if admitted it could be a blow to the defense. basically it's a secretly recorded conversation that bonds' former business manager had with bonds' orthopedic surgeon dr. ting. ting testified last week he never talked with him about bonds using steroids. this made hoskins look like he was lying. >> if the government is anxious
6:08 am
to play it, then the implication is that it will be good for the government, the prosecution, because it will support his story. >> reporter: the timing of the conversation is interesting because hoskins testified that he and ting had just talked days after the raid in september 2003. the tape had been missing for six to seven years but apparently he found it sunday. and he says that the conversation was actually on side b or a microcassette. the judge has said that much of the preliminary transcript of the 15 minute conversation leads her to believe it's mostly irrelevant or inadmissible as evidence. but the legal analyst that we spoke to believes that it will be allowed in court. we'll find out at 8:30. reporting live in san francisco, i'm tara moriarty, ktvu channel 2 news. baseball rivals are coming together in support of the south bay paramedic who remains in a medically induced coma. the giants and dodgers are now offering a joint reward for information leading to the arrest of the two men who beat

6:10 am
from behind as she was jogging in crockeramazon park friday afternoon. he pulled her into a grassy area and sexually assaulted her. he's being charged with kidnapping and sexual assault. time now 6:09. new video to show you this morning that allegedly shows a potentially dangerous situation on a muni light rail train. take a look at this. it shows a door open as the train is speeding along. alex shot this video and then posted it on youtube. he claims this happened during the evening rush hour commute april 1st on the l line between vainnesses and church. we're still waiting to hear muni's response to this video. 6:10 is the time right now. let's go back to sal to check in on the commute. all right. pam and dave, good morning to you. we're starting off well on this tuesday morning looking at some of these roads for you. highway 4 you can see it's definitely crowded and stop and go traffic on the way to

6:17 am
>> their strategy specifically is to see a government shut down so that they can benefit politically. we reject that strategy. we think the american people are saying we're done with political games. >> reporter: at the same time republicans are circulating yet another temporary budget bill that would fund the government for one more week and the military for the rest of the year. it calls for a $12 billion in cuts. reporting live from washington d.c., allison burns, ktvu channel 2 news. time now 6:17. a spokesman for libyan leader moammar gadafi says he will not step down but he's willing to talk about changes in the way libya is governed. the spokesman says the constitution could be changed or even elections, but insists gadafi changes. meantime rebels opposing one of gadafi's sons take over in libya. the u.s. is helping to mediate a deal for the president of

6:36 am
you mentioned the men were too young to buy a gun. they were too young to buy the gun that the officers allegedly bought for them. richmond police headquarters this morning i spoke with a richmond officer earlier this morning who told me he had no knowledge of the investigation. again, this is being reported in the san francisco chronicle. the paper claims the f.b.i. is investigating the actions of two richmond police officers who are now on paid leave. officers ray thomas and danny harris say they are being singled out because they're african-american. and the two police explorers tell the paper they are disappointed and disillusioned with their experience. according to the story, harris and thomas recruited two police explorers, those are the young men and women who work for police departments to gain experience, to work for them, the officers at the officer's private security company. the explorers thought the jobs would be a great opportunity for them to get some work similar to their lifeline goals of becoming police officers. the story says the two young men would soon learn differently. one gave one of the accused
6:37 am
officers $500 for a gun, a gun he was too young to buy on his own at the time. once armed, the story says both as police explorers moonlighted at the private security company owned by the two richmond officers and they were forced to work at one of the most dangerous housing complexes in the city. now when the two young complained they say the officers tried to set them up. there's a lot more to the story. not only does it involve the two officers but involves a man named chris butler who is a private investigator. might remember his name because he was charged along with a contra costa county drug agent with stealing drugs from evidence locker trying to sell them other drug dealers. complicated story. i'm going to have more details for you later on mornings on 2 and try to talk to richmond police to get their side of the story. live in richmond, kraig debro, ktvu channel 2 news. time is now 6:37. well, new safety inspections start today for older model boeing aircraft. our reporter nicole collins
6:38 am
standing by live in washington d.c. with more on what's leading to this new emergency audit. good morning, nicole. >> reporter: good morning, dave. that's right. the f.a.a. demanding these more intense safety inspections on these older models of 737s and with good reason. we had the incident last week with the southwest jet that had a piece of its fuse ill lodge essentially the skin of the plane tear off about a five foot long one foot wide hole resulting in mid flight they had to make an emergency landing. i just got off the phone with someone at the f.a.a. and she told me that the reason that these inspections are being demanded is because of that incident but as they've looked closer they've realized that the older planes have taken off and landed about 30,000 times each. and what that does essentially is it pressurizes and depressurizes that plane and it leads to metal fatigue. they think that is what happened in the case of that southwest jet.
6:39 am
now southwest grounded 79 planes when this incident happened. we have just learned in the last hour or so that they have completed their inspections of those planes. and they've found an additional plane of three that we knew already earlier this morning to have cracks in the fuel sill lodge. four planes grounded indefinitely until boeing, the maker of these planes, comes up with a repair solution. live in washington, i'm nicole collins. time now 6:38. let's go back to sal to check in on the bay area commute. how does it look, sal? doesn't look too bad although we're getting more crowding now at a familiar spot. guess where, the bay bridge toll plaza. more traffic there. i'll show it to you in just a moment. 280 northbound looks good driving right through the middle of downtown san jose and the light is helping the commute is moving along very nicely. remember northbound and southbound 880 traffic when it was raining a few weeks ago, boy, it was terrible. today it is much better of course and there are no major problems. we mentioned the bay bridge,
6:40 am
the metering lights went on about 10 minutes ago and now we're getting a little bit of a crowd. but no major problems on to the bridge itself. so i would say we're off to a good tuesday start. 6:39. let's go to steve. all right, sal, thank you. a beautiful sunrise over the big city here although some higher clouds start to come in. now yesterday upper 70s to near 80 for santa rosa. 82 santa cruz. 79 hayward. i think oakland, san jose at 78. a lot of mid-70s, upper 70s even san francisco with 75. so we're just going to carry that right into tuesday right, steve? no. i'm not. it will be mostly sunny but not as warm. 70s for some but 60s closer to the coast. some of that patchy fog is beginning to show up on a westerly breeze. mostly sunny. little cooler today. tomorrow the wind picks up and cooling continues. and all eyes and everything points towards thursday when a very strong cold low comes in. not strong rain-wise but strong

highs will go into the 50s from that system that's moving there. now there's not much going on with this system but the snow level could make it down to 2500 feet. mostly sunny, cooler today. breezy with wind out of the west. and temperatures 60s and 70s. we'll go 72 st. helena. fairfield 73. 75 antioch. 66 alameda. 71 millepede us. 74 gill roy. 71 sunny vale. 62 daily city and pacifica. cooler and breezy on wednesday. cloudy on thursday and friday cold. the weekend will be all right but very chilly saturday morning. all right. time now 6:42. san francisco supervisors today will consider giving a tax break to businesses that move into certain neighborhoods. the idea came up when twitter said it was thinking of leaving san francisco because it needs more space. now twitter it will move to the mid-market area if it gets a reduction in the city's payroll tax. san francisco has the state's only tax on payrolls of a
