one in santa rosa. because of what happened in san bruno a state county commission approved automatic remote control shut off valves. the pipeline that ignited in san bruno was only equipped with manual shut off valves. leland yee proposed the bill to have shut all valves every two miles. another scare today on board a southwest airline flight. the denver bound flight turned around shortly after taking off from oakland international airport this morning. an online spokesman said the pilot decided to return to oakland after a wing light came on. the plane landed safely, no one was hurt. the jet is a different model

than that being inspected for fuselage problems. the airline grounded 79 of its 737 airliners after the fuselage ripped open on friday. the federal government today ordered emergency inspections of 179 similar airliners for fuselage cracks. one of the passengers posted cell phone video of the incident on you tube. supervisor scott weiner tells us he was on that l train this weekend. as you see what happened there. it sped through a tunnel with the door wide open. >> when we first started moving, i suggested they might want to squeeze in away from the door but they didn't seem interested in that. >> reporter: today numi officials say the incident was likely caused by operator

error. what many see as an unusual move, california parol board approved the release of three people accused in a school bus kidnapping of 26 children and their bus driver. the parol board today voted to reinstate a parol first granted in 2008 but then rescinded. the release set is now set for november of 2021. two richmond police officers are on paid leave tonight accused of recruiting teenagers from the department youth program and then giving them guns to work for the officers own private security company. eric rasmassen spoke to those teenagers. >> reporter: no one here is talking on camera, but the chief did confirm the da and

fbi are looking into what happened here. sergio rios and orlando torrez were just 18 years old when they say a richmond police officer recruited them to work their armed security service. they say the officer came from danny harris while they were members of the exploratory plan. they say harris gave them $500 to buy a gun. the job included patrolling some high crime areas including the crescent park apartments. after a falling out with their bosses, rios says officer harris tried to set him up to get a dui. >> did you ever get a chance to ask why would you do that to me? >> no. >> no one answered at this pinol office where they say

out her garage this afternoon found the grenade and called 911. the bomb squad took it away and blew it up at a near by park. a grand theft suspect who's been on the run for two weeks is behind bars tonight. carl talton surprised just about everyone when he showed up in an oakland court yesterday for sentencing in a 2009 theft case. he was promptly arrested. talton was wanted on suspicion that he stole $40,000 from elderly victims. ab26 would have required police to check the citizenship of anyone suspected of being in the country illegally and would hacrime for unauthorized aliens to work at all. ab1018 would have required public agencies to check the citizenship status of anyone asking for state funded benefits. robert handa has reaction to governor brown's latest

budget move to shift the inmate population. the group's opposed the proposal because they say st. luke's is one of the only two hospitals that served the city's low income community. cpmc is building a new facility at van nuys avenue which is expected to be complete in 2015. san francisco board of supervisors today gave preliminary approval for twitter and other business. twitter would stay in the city and hire thousands of new workers. san francisco taxes large companies 1.5% based on employee pay. a final vote is expected next tuesday. it appears a staple store will be built in the city of

sonoma despite protests from small business there. the city's planning director says staple hopes to open its new store this summer. target has been added to a company victimized in a breach. epsilon announced last week that hackers had breached it's system. we have an update tonight on the condition of a fan after being attacked in the parking lot of dodger stadium last week. doctors say that bryan stowe suffered severe scar fracture and that he has damage to both frontal lobes of his crane. his family is speaking out. maureen naylor is in the community where the neighborhood is raising money

soldier from pleasenton returned to his hometown. he died while treating a wounded soldier. funeral services are planned for april 30th. bonds may take the stand tomorrow and testify in his own case. the defense says it only needs one day for its witnesses. defense attorney ruby said a decision will be made tonight whether or not to call bonds to the witness stand. the judge refused to allow prosecutors to enter an audio tape into evidence that was made seven years ago. and today broussard spent a

fourth day on the stand under cross-examination denying that yusuf bey iv ordered him to kill roberson. governor brown says he's taking his budget show on the road and will appeal directly to voters for their backing of the plans to finance the state. republicans say they are being ignored while the governor said the state has already trimmed $14 million off of the budget and needs to do more. >> our tax extensions, our cuts are a combination of both. they are not smoke in mirrors or gimmicks. >> if we don't go along with his way, it's the highway. because we've offered up a number of solutions to our governor and he refuses to take any of them. so that's just not right. >> reporter: if the governor fails to get approval for tax extension. much of the money that is going to cut is expected to come from california schools and colleges.

an order by governor jerry brown to transfer state prison inmates to county jails is meeting some resistance here in the bay area tonight. robert handa visited two bay area jails today and he's live in san jose to explain why opponents say it's not just a matter of space, robert. >> reporter: that's right frank, we're here in santa clara county there are hundreds of empty beds here. we're outside the main jail in san jose where state prison inmates could be housed by many people inside and outside say the solution is not just having enough space. there were thousands of inmates serving time in santa clara county. there are also about 500 empty beds. some inmates who come and go under a public service program told us they don't think there's enough space to bring in low risk state prisoners. >> i think there's enough people here as it is. that's all i can say really. >> reporter: are inmates nervous about this kind of thing. >> i don't think they know at all. i don't think they know at all that they were going to bring anybody else here. >> what's your thought? >> keep them where they are at.

>> reporter: one mother of an inmate is also worried about the mix. >> the more you pack them in, there's more tension. there's more opportunity for them getting hurt. hurting someone else. >> reporter: the sheriff's department points out the jails 500 empty beds will fill in soon from recent convictions and says transferring inmates simply cannot be done without state money. >> once you get past the bed state issues and manpower issues it costs us $116 a day to house an inmate in a county jail. >> reporter: the situation is worse in san mateo county where the jail is at 135% of capacity as officials try to build a new jail. greg monk says the cost for each new inmate would be more than $50,000 a year. other wise there would be no mental health, substance abuse or job training programs for released inmates. >> if this is not done right it will jeopardize public safety. no doubt about it. >> reporter: the governor stalemate with the legislature have local agencies on hold

to move south and east. as it does it's helping to kick up winds as well. san francisco 63 gusting at 30 at times. concord reporting seven-miles- an-hour. santa rosa a little gusty today. take a look. you can see the front as it continues to sweep through. areas right around san jose, redwood city saw mostly cloudy skies. but now sunny. not going to bring us any rain but did drop our temperatures back. kicked up the winds a little bit. this on shore wind is going to continue because again we're looking at this next system dropping out of alaska that will bring us chillier weather by thursday. it's going to be very cool for april. snow levels could drop down to 2,500 feet which means the local mountains could catch a little bit of snow at the peaks. mostly clear tonight. so we're going to be cooler. going to be a little breezy at times. 40 expected for santa rosa.

in just about five minutes tonight, the richmond city council will decide whether to move along with a casino. the pomo indian tribe wants to build a casino at the molati. mark is here now with sports, a lot of eyes on the san francisco giants because they are starting this off a little slow. >> just got a little slower a few minutes ago. the giants lose again. this time a change of venue down in san diego. pretty much the same story. last couple of years they don't fair well but that guy is coming back pretty quick. wilson could be activated as soon as tomorrow. but he probably would fill this position a little better than jonathan baumgartner.

that's the way it ended up. the giants had plenty of chances to try to get back in it. here is an example. giants just never could get anything going at all after the early innings and they fail 3- 1. meantime the a's are up in toronto. things going slightly better for them. but their early start has been negated by a late toronto rally. early on it's conner the kid out of cal. that's going to play a couple of his teammates. and the a's get off to a quick lead. andy laroche who had a great spring training. that scores kevin kusminov. but the wheels started to come out. and that had a little to do with it. watch him get up and throw the ball into the surf. allowing roje davis to score.
