ocean beach becomes the scene of a frantic search for two boaters. school districts across the state may have to rely on more fundraisers like this, because of the looming threats to public education. just getting word of a fatality along a bay area freeway, that's causing a major traffic problem at this hour.

good morning, welcome to mornings on 2. it is sunday, april 10. let's start off with a quick look at your forecast, with meteorologist. >> we're waking up with high clouds and some low cloud coming in along the coast. oakland, reporting partly cloudy to mostly cloudy skies. low and mid-60s. some of us could be a tad cooler again, we'll explain way. off to a cold start, but not as cold as we saw yesterday. more on those temperatures coming up. southbound interstate 280 is closed right now after a deadly accident. it happened near east moore road. here is news that arrived minutes ago, showing that scene. okay, we don't actually have

that video. take a look at the map there. good morning, sergeant, what happened here? >> at approximately 5:45, we received a call of a man walking in lanes in that particular area. a few minutes later, this man was struck by a gray toyota corolla, and suffered fatal injuries. based on the nature of this crash, because there was a loss of life, our investigation is going to be a little more complex, and extensive, that's why we've had all lanes closed right now. >> with you said he was walking along the freeway, or did he run into the lanes of traffic? >> he was actually walking along the lanes of traffic. we received calls from people who said they observed this person. unfortunately, at some point, this person was struck by a can corolla, and suffered fatal injuries. >> any idea who this is, or how

he got there? >> no, at this time-- [ no audio ] >> it appears we lost the sergeant. but once again, there was a pedestrian along the lanes of i- 280 southbound. those lanes were closed after the pedestrian was struck and killed by a vehicle. the search has been called off for a man who vanished in the waters of ocean beach near san francisco. witnesses say they saw an inflatable life raft carrying two men, and it got flipped by a wave. a coast guard helicopter searched for them, and rescue workers were able to pull one of them from the water. the coast guard says the search was called off overnight, because a person could not survive this long in those cold waters. we're also learning more about two teenage boys who died while scuba diving near monterey boy. the boys were both 17 years

old, and diving with 17 other people. the group noticed the boys were missing, so rescue crews began a search for them. they were found about 45 minutes later. the boys were football players at carson city high school, and both were talking ocean owing phi classes. planning to march again today. that march for jesus chuy campos. police are still searching for the two gunman. >> we can't even go out day or night. you can't go out with your kids safe, a lot of violence in oakland. >> oakland police don't have a good description of the killers, but they're looking

for a gray buick regal. it's been described as very clean. investigators tell ktvu two people started shooting at each other. one of the bullets ended up hitting the bistander in the leg. that person is expected to be okay. police were able to arrest the two shooters. the governor is touring the state, trying to clear the budget worries. a run to raise money for schools is getting underway. >> reporter: venitai run for education is run almost entirely by volunteers. you can see a lot of them are out here. they've already set up registration tables and very importantly, the payment

tables, andre stewart is the benicia school board president. this isn't the only district they're concerned about funding. thanks for talking to us this morning. there's a very strong possibility of another $5 billion in cuts in k through 12 education. what's the situation like here? >> it's pretty scary, we already have to make cuts, and now with the potential that the tax referendum will not go through, there's even deeper cuts we have to make. massive program cuts. >> governor jerry brown is touring the state, trying to drum up public support, but negotiations have already failed. how optimistic are you on getting a chance to vote for the tax extensions? >> unfortunately, i'll not very

optimistic. i think as parents and community members we have to support the schools. we have to fund this ourselves. >> reporter: do you think in the future, schools like yours will have to rely on public fundraisers like this? >> i think you're right. we don't have a choice. we have to take care of our own kids. >> reporter: what does the uncertainty do in terms of creating your budget for next year? >> it's literally impossible. it's just pencil and paper right now, and a hope. we're hoping things happen. we're hoping that the cuts are not as deep. it's kind of sad that you're hoping the cuts are not as deep to education. there really is no budget right now. >> reporter: we're going to stay out here at this run for education. this private fundraiser, as you heard the school board president mention, he thinks the future for a lot of fundraising across the state is

going to mean more private fundraisers like this one. democrats and republicans were able to avoid a government shut down this week, but the work is far from over. that budget deal now needs to be approved by congress. the house could start debating the spending plan tomorrow, with a vote coming on wednesday. once the house approves the plan, it would move to the senate. all of this needs to happen, before a short term spending plan expires. the president paid a visit to the lincoln memorial. he greeted surprised tourists. the spending plan had not been reached, the lincoln memorial, and other sites run by the parks service, would have been forced to close. >> because congress was able to settle its differences, that's why this place is open today, and everyone is able to enjoy their visit, and that's the kind of future cooperation, i

hope we have going forward. because this is what america is all about. >> reporter: after making those quick remarks, president obama went back down the memorial, shaking hands along the way. house speaker john boehner went to connecticut. >> how can you raise the debt limit without dealing with the problem. there's no plan to deal with the debt we're facing. i can just tell you this, there will not be an increase in the debt limit without something really, really big attached to it. >> boehner made the comments last night in stanford. it's annual gathering of connecticut republicans. ♪ [ music ] good morning to you, giving you a live look from bay point this morning. what a gorgeous sunrise we have there. some of us waking up with mostly clear skies. some of us waking up with mostly cloudy skies.

not dealing with any rain, but we are dealing with high and low clouds this morning. areas around san francisco, oakland, and san jose. watching low clouds roll over the area. they will be out of here later in the morning. for now, we've got them, and the winds generally light. an onshore breeze. west to southwesterly breeze reported in the area. right now, 12 miles per hour in oakland. a little breezy there. but just a calm, gentle breeze in areas around san francisco, and around the east bay as well. these winds hipping to bring in some -- helping to bring in some of the coastal clouds. areas around santa rosa, and napa. a chill one this morning. most of us not as bad. areas around livermore this morning, 10 degrees warmer than yesterday in some areas. we are looking at a pretty mild start, relatively speaking in some spots. 38degrees in areas around napa. definitely cold in parts of the north bay. 49 for oakland.

47degrees, redwood city, and 43 in areas along san jose. for today, high pressure still in place, but it's going to begin to weaken. temperatures may cool just a tad. partly cloudy. winds not as strong as yesterday, so a light breeze is what we are expecting. if you're going to be heading along the coastline, we are expecting the winds back. by tomorrow, we've got that scattered showers chance. especially over the north bay, through the first half of the day. models continue to show, it really doesn't look like much. we've got the clouds there. they didn't to pull out by the afternoon -- begin to pull out. we are partly cloudy for the afternoon. they'll be back tomorrow morning. but this here around ukiah at 10:00 a.m., still plans on sags its way south. bringing a very slight chance for a few sprinkles. your afternoon highs today, in the 60s. 63 for santa rosa. 64 for concord. into areas around san jose, 64

expected. 62 in redwood city. we round out the weekend, not a bad one. scattered clouds. temperatures right about where we should be this time of year. we will be mostly cloudy tomorrow. partly cloudy by the second half of the day. low 60s in the forecast, monday, tuesday, wednesday. finally rebounding thursday. a better shot at getting a little rain on wednesday. we'll show you that future model coming up. the san francisco giants are hoping for another win against the cardinals. today is also the day buster posey receive his rookie of the year award. before last night's game, the team took part in the long awaited world series ring ceremony. look at that. most of the players who were on the roster november 1 were there to receive the gold ring. hall of famers were also there. pitcher matt cain calls it a very emotional experience. >> i don't know that i saw

welcome back, good morning to you. what a beautiful shot there of oakland. off to a cool start this morning. not quite as cold as yesterday. we are enjoying these nice dry conditions. people across the country are getting hit with some wild weather. people in a small iowa town are surveying damage this morning, after a tornado ripped through the area. it happened in mapleton last night. the tornado flipped through the town, destroying buildings, and even flattening a great elevator. no serious injuries have been reported. iowa's governor immediately made a disaster proclamation. , north dakota is getting hit with severe flooding this morning. volunteers gathered in fargo to

lay sandbags in hopes of saving homes and schools. the flood waters rose nearly 6 inches in some areas. time now 7:16. this weekend in japan. members of the u.s. military are working with japanese troops to help find the bodies of victims. 22,000 japanese troops, and about 110 u.s. troops are searching by land, air, and sea for bodies. it's not clear how many they will find. japanese say many of the victims have been washed out to sea, and will never be found. tomorrow marks one month since the earthquake and tsunami. they're holding a prayer vigil to remember the victims and survivers. it's going to be held in the peace plaza in japan town from 5:30 to 6:30. at ktvu.com, just click on the u.s. and world news tab, and you will find a link to a

special section. the cherry blossoms are in bloom. that means it's festival time in san francisco's japan town. ♪ [ music ] thousands of people turned out yesterday in and around peace plaza to enjoy music, dancing and other examples of japanese culture. this year, there's a black cloud around that festival, because of the issues in japan. >> we know the issues about the nuclear radiation threat. but there are hundreds of thousands still in emergency shelters and hundreds of thousands of children. thousands of people are in washington, d.c. this weekend for the annual cherry blossom festival there. ♪ [ music ] tourists flock to that city every year, for the two week long event which ends today.

it is considered the unofficial start to spring. they were a gift to the united states from japan in 1912. a 7-year-old arizona boy is dead after being hit in a possible gang related shooting. it happened friday night in tucson. police say the boy was at home with his babysitter, when two people started shooting people outside. the babysitter opened the front door, leading the child to run outside. the two men shooting at each other ended up hitting the little boy, killing him. >> it's going to be sad, because i'm not going to ever see him again. >> police later arrested the two men suspected of shooting the boy. at least one of them has known gang ties. recovery efforts are over in hawaii after a deadly fireworks explosion. it happened at the former military bunker which housed fireworks. yesterday, crews found two other victims, bringing the death toll to five. the cause of the explosion is

still under investigation. and the victim's identities will not be released until tomorrow. police say 22-year-old christopher childers brought a suspicious wooden box into a store, and yelled something about explosives. he was arrested a short time later. not far from the business. police say the box had a clock attached to it, but it did not have any explosives inside. if you notice commotion in the san marin area of nevada today, it is just a drill. that disaster response exercise will end at 5:15. police do not plan to close any street. time now is 7:20. a name change is close to being done for a major bay area airport. lightning at a north carolina dog show causes several injuries and one death. looking forward to another pleasant day for your sunday.

there were some frightening moments for some on an alaska airlines flight. it turned around after striking a bird. none of the passengers or crew members were hurt. the passengers were put on another plane and made it safe to hawaii. terminal two will be ready for business in just a couple of days. it took three years to remodel that terminal. there are now workstations with power outlets for travelers laptops and electronics. it's also energy efficient, and is being called one of the greenest terminals in the nation. >> it's sexy. about as sexy as an airport terminal can get anyway. >> it's perfect for san francisco. you've got the whole napa

valley food thing. >> the latest remodel cost $383 million. sfo expects to upgrade its other terminals in the next five years. chuck reed wants to add silicon valley to the san jose airport to make it more attractive. a community set up by the mayor will look at marketing research. several people in north carolina are recovering from injuries this morning after they were hit by lightningment it happened yesterday during a dog show. all together, 9 people were struck. 7 of them had to go to the hospital. a dog was also killed. >> i was standing is there about 50 feet away. i felt the heat hit me. >> that's the darkest i've seen it in quite awhile. >> all of the injuries are being described as nonlife- threatening. take a look at the damage a lightning bolt caused inside a franklin, indiana home.

ahead. good morning, allie. >> reporter: i want to show you what is going on at this table behind me is the point of this event today. this is the payment table for the benicia run for education. this event helps raise money for the benicia school districts library and technology programs. the run raises about 40 to $50,000. benicia school district is facing a $3.5 million budget deficit. many of the parents here say they are concerned. they're obviously not the only school district in the state facing some financial troubles. many parents are worried about additional cuts. >> i'm worried because there's nothing left to cut. they've cut all the fat, there's nothing left except critical academics to cut. >> fortunately, i'm not very optimistic about it. i think there are a lot of

things happening in sacramento. i think the only choice we have as parents and community members is we have to support the schools. we have to fund this ourselves. >> reporter: governor jerry brown has been touring the state. yesterday, he was at riverside, california, trying to drum up tax extensions. if voters approved tax extensions, cuts to k through 12 education can be avoided. however, optimism for voters even getting a chance to approve those tax extensions are fading. the school board president says says he thinks school districts are going to have to have more fundraisers like this and rely on parents to continue. information on breaking news we are continuing to

follow this morning from daly city. southbound interstate 280 remains closed after a deadly accidented. it happened near east moore road. the highway patrol confirmed to us in the last 20 minutes this is a fatal hit and run accident. you're looking at new video in of the area that hub shut down. chp says a car hit the pedestrian and the driver ditched the car, and fled the scene. southbound 280 between east more and alameda boulevard closed. traffic moving at this point in the video. but there's some confuse about whether the lanes are all going to be closed. stay with ktvu for more on this breaking news. we'll bring you updates as we get them. a solano county more is in custody this morning after disappearing with two of her children for more than 21 hours.

she walked up to a guarded air force base and turned herself in with her 5-year-old and 10- year-old. on friday, she left with her children, after saying she was going to get some milk. turns out she spent all night friday night, driving around, occasionally stopping for fast food. >> i've had divorce paperwork for four weeks, but i just keep praying and hoping that something is going to happen. she's going to see that she needs to get some help. i don't want the family to be broken up. but i've told her for so long that's not what i want, but that's what she thinks. >> he added disturbing internet searches by his wifeincluding parents that kill children. deputies discovered the bodies of a man and woman yesterday afternoon inside west acres drive. the man and woman are said to

be in their 50s. no word yet on the relationship between the victims. new information on what may be a problematic gas pipeline running around the bay area. the pipeline that runs through south bay and up to san francisco has many of the same problems that plagued the pipeline that blew up in san bruno last september. one of those issues is at risk welds. pg and e has cut the pressure 20% in response to the san bruno disaster, but they may not be enough to ensure the pipeline's safety. city leaders are going to meet with the dutch tomorrow, and again on april 25, hoping to reach an agreement to exit bankruptcy. vallejo has laid off police and other city workers. the city is asking the court to reduce pension pay outs to retired city workers, and pay unsecured creditors far less than they're owed. tomorrow, dog advocates will head to city hall to

oppose new restrictions on where pets can be off their leashes. they say it's part of an effort to protect the environment. tomorrow's rally is scheduled for noon time. a free health clinic is providing services to peep without insurance once again this morning in oakland. thousands of people are at the oakland coliseum for a chance to sea a doctor, or dentist for free. it will continue until tuesday. some people camped out all night to be seen. the rain hit northern california this past winter and spring. it could make algae season extra painful this year. local doctors and pharmacists are busy right now with a rush of patients complaining about sneezing and other symptoms. one farmer says it's not the worst season he's seen, but it

looks to be worse than last year. good morning to you. a live look at san francisco this morning. close to the coast we have just a very light breeze at this hour. but we have an onshore breeze helping to bring in patchy low clouds this morning. off to a cool start, but not as chilly as yesterday. a few degrees in most cases. partly cloudy skies expected for the afternoon. another mild day when it comes to temperatures. we're not going to be as breezy as what we saw yesterday. for the week ahead, we're going to flirt with the possibility of scattered showers. ridge of high pressure still in place. if you look very closely, it's easy to see. we've got this weak front behind it. it's going to shove this ridge to the east over the next 12 to 24 hours. it's going to bring us a very slight chance for sprinkles. high clouds out there, in addition to low clouds we're seeing this morning.

the high clouds will stay with us most of the day. partly cloudy skies. by tomorrow, that chance for sprinkles, especially the north bay, sticking north of i-80. it's not going to be much if we do see any. a few hundredths to a tenth of an inch. it's going to be the north bay, and it looks like partly cloudy skies is what we're going to see. our temperatures are expected to be similar to what we're seeing today. widespread upper 30s around the bay. 48 for san francisco. 50 in hayward. 44 in fremont. some of that low cloud cover out there, and partly cloudy to mostly cloudy skies, we're warming than what we saw in addition to the warm up yesterday. the winds change up a little bit. but we stay pretty much within that 5 to 10 mile-per-hour range. closer to the cost, 15 mile-per- hour expected. that's going to be what we'll see for the second half of the afternoon. partly cloudy skies in store for most of the day. 61 for oakland. 63 around fremont.

friday. are you surprised they didn't come back with a decision? >> in the exactly. but it is significant, in a case with relatively simple facts, they've been out a day and a half. it tells me there's some, at least two groups that are pretty dug into their perspective decisions. >> they wanted to hear more read back from cathy who talked about her conversation with you know, anderson, and maybe seeing this kind of injection, and they wanted to know more about, you know, just some of this witness testimony. what does that tell you about? >> that's right. as you know, jury read backs can either mean, gee i'm trying to get more that tells to this other group. or it could be trying to tell the other group, you're wrong. this proves what i'm saying, or disproves what you're saying. the fact they are focused on cathy hoskins is interesting.

of all the main people testifying, she's probably the one with the least amount of baggage, and said she directly saw an injection going into barry bonds' belly button. >> maybe two sides who are dug in. where does that go? who does that bode well for? prosecution or defense? >> at this point, it's interesting. i would have one answer, if this were just a regular try for joe schmoe. but because this is a high profile media trial, the intense pressure on the jurors it reach a verdict, to not just throw up their hands and say, we can't reach a verdict. which would obviously favor the defendants. all of these folks have to go back to their community who all know they were serving on the barry bonds trial, and have to explain what happened. they don't want to go back--

israeli officials are slowing the air strikes will continue as long as the rocket attacks persist. seven people are dead, and 15 others are injured after a shooting at a crowded mall in the netherlands nearamsterdam. witnesses say the 24-year-old had a machine gun and appeared to be shooting randomly. his mother found a suicide note, but it did not give a motive. applebees is working to find out how a toddler was given alcohol at one of its restaurants. it happened in michigan. a woman says she ordered her 15- month-old son apple juice. >> he was saying hi and bye to the walls. we thought he was just sleeping. >> the woman opened cup, and realized her son was drinking alcohol with margarita mix. he was taken to the hospital, where they learned his alcohol level was .10 over the legal

current temperatures in just a few moments. we're continuing to follow developing news from daly city. investigators are cleaning up the scene on interstate 280 after a deadly crash. the crash happened just about 5:45 this morning near east moore road. this is a hit-and-run crash. officers say the car hit a pedestrian in the lanes of traffic before the driver ditched the car, and fled the scene. officers continue to search for that driver at this hour. overnight, we learned the search has been called off for a man who vanished in the waters near ocean beach in san francisco. the man disappeared after his sail boat capsized. witnesses saw an inflatable raft being carried away by a wave. rescue workers were able to pull one of them, a 52-year-old man from the water. he was suffering from hypothermia. a person could not survive this long in those cold waters. we're learning more about

two teenage boys who died while scuba diving in monterey bay. the boys were diving with 17 other people. the group noticed the boys were missing, so rescue divers began searching for them. they were found about 45 minutes later. the boys were football players at carson city high school. autopsies are set for tomorrow. san francisco police are investigating a shooting in the mission district that send an innocent bystander to the hospital. it happened just before 2:00 this morning on 16th street and alabama. investigators tell ktvu, that's where two people started shooting at each other. one of the boys ended up hitting the bystander in the leg. that person is expected to be okay. police were able to arrest those two shooters. friends and family of the oakland man shot and killed outside his restaurant are planning to marne today. that march will start at 6:00 tonight. yesterday, hundreds of

people marched down international boulevard in honor of campos. police are still looking for the two gunmen. >> especially because we can't even go out day or night. you can't go out with with your kids safe. >> oakland police don't have a good description of the killers, but they're looking for a 2000 gray buick regal. the lawmaker and governors are touring the state. all the uncertainty is making things tough for public agencies and school districts. a run to raise money for schools is getting underway. >> reporter: i want to show you the video from where we're standing, there's a pretty large crowd out here. they've signed up about 1200 people to take part in the run for education. the 10k portion of this race is about to get started. we should start seeing a crowd of people lining up to start

the 10k. i can tell you, just about every parent i've talked to this morning say they are worried about cuts to public education funding. the state of california has to cut another $15 billion from its budget. $5billion that could come from k through 12 education. it is expected to raise between 40 to $50,000. organizers say that definitely helps, but this school district is facing a $3.5 million deficit. it is not the only district having this problem. many other school districts across the state are also facing financial troubles. >> we're proud of what we've worked hard to earn, but you know, when you're talking about $3 million to it cut, you just can't squeeze any more out of the parents. it's really getting bad. >> reporter: governor brown and

other leaders are talking about big cuts to education. governor jerry brown says those cuts can be avoided if voters approve tax extensions. many school district administrators and parents say they're not optimistic that ever ever happen. the school board president taking part in the 10k is somewhere in this crowd right now. he told me when i talked to him earlier, he said the future for funding for school districts is going to have to mean more public fundraisers like the ones taking place. new information this morning on what may be a problematic gas pipeline running around the bay area. that pipeline runs through the south bay and up to san francisco. and has many of the same problems that plagued the pipeline that exploded in san bruno. one of those issues is at risk wells. pg and e has cut the pipeline

pressure by 20%. a man is in jail after making a false bomb threat. police arrested 22-year-old christopher childers yesterday. police say he put down a wooden box and left, he then came back yelling something about explosives and left again. police determined the wooden box was harmless. they later spotted him nearby and arrested him. democrats and republicans were able to avoid a shut down this weekend, but the deal is far from over. the budget deal now needs to be approved by congress. the house could start debating tomorrow. once the house approves the plan, it would move to the senate. all of this needs to happen before a short term spending plan expires on friday. the president greeted surprised tourists. if the spending deal had not been reached, the lincoln

area. it happened in mapleton, last night. no serious injuries have been reported. iowa's governor immediately made a disaster proclamation. several people in north carolina are recovering from injuries this morning after they were hit by lightning. it happened yesterday morning at the burke county fairgrounds at a dog show. all in all, nine people were struck and seven of them had to go to the hospital. a dog was also killed. >> i felt the heat hit me. >> it's a pretty intense storm. that's the darkest i've seen it in quite a while coming across morgan town. >> all of the injuries are described as nonlife- threatening. take a look at this video from this house. the damage inside this house caused by a lightning bolt. this is in franklin, indiana. it brought down all the insulation, sending it everywhere. now the homeowners need to stay

stow's medical fund. as school districts across the state weigh in for sacramento, budget cuts are going to have to be made. allie rasmus is live. >> reporter: there are about 1200 people who signed up to take part in the benicia run for education. a large crowd of people that had been out hear on the grass just took off from the starting line across the street. the benicia run for education helps raise 40 to $50,000 for the school district. but the district is facing a $3.5 million deficit for this year. the school board president says the district isn't the only one facing financial troubles. this is something that troubling school districts across the state. he fears the problem is only going to get worse. the state of california has to cut another $15 billion from its budget this year.
