now. good afternoon. we begin with the state public utilities commission, a proposed multi-million dollar fine against pg&e. the fine would be a penalty for failing to -- to turn over critical safety records following the pipeline disaster in san bruno. kraig debro has more. >> reporter: right now pg&e and community groups are talking about this -- what this is a stipulation. it's basically a recommendation by pg&e about when it should -- when it should produce records indicating its tested gas pipelines and what it should pay if it doesn't have the record ready. the california public utilities commission hearing commissioners heard the pro and con arguments at mcalister and

van ness. in it, pg&e agrees to pay $3 million for giving the cpuc incomplete records for the testing system of its pipeline last month. they say pg&e will pay another $-- another $3 million if they miss another deadline. >> at the end of the day, this is about a safe system for us. >> reporter: the september 9th fire and explosion killed eight and injured 38 people. it's also become a cattallist behind -- cat littlist behind pipeline safety -- catalyst. the watchdog group wants pg&e to add a deadline for testing and replacement of 152 miles of pipeline. and two -- >> the penalty in the future,

hanging over pg&e's head, if they fail to meet the deadlines in the compliance plan should be increased, more in the range of $30 million. not just another $3 million. >> reporter: pg&e was supposed to pay $1 million a day for every day it missed the march deadline it did not produce testing records. reporting live from san francisco, kraig debro, ktvu channel 2 news. >> thank you, kraig. san bruno police are investigating a killing in the city last night that left one man dead. officers found the unidentified man around 10:30 a.m. lying on the ground in the 400 block of cypress avenue. police say he appeared to have suffered traumatic injuries. 4-year-old nicholas vargas of san bruno was arrested in connection with the killing. police have not yet released any information regarding a possible motive. there was a wild police pursuit this morning that ended

with a crash on the peninsula. the chase ended at broadway and el camino real and burlingame after the suspect fled from san mateo officers. it's 3409 clear what he slammed in to -- it's not clear what he slammed into. it appears the right rear wheel was damaged. the pursuit began around 8:30, when the police noticed he was driving erratically. we heard reports he was driving at high rates of speed and at one point he was driving in the wrong direction against traffic. authorities are looking into why he was driving this way. the driver said it was due to a medical issue. he was taken to a trauma issue with injuries that are not life- threatening. the giants and police are stepping up security at at&t park as the los angeles dodgers come to town. it's an effort to keep the peace following a fan attack in l.a. the game, in fact, will be dedicated to that fan, brian stow who was critically injured

during the opening day attack in los angeles and police will be on the lookout for rowdy, drunken behaveer. >> we hope people are there to have a good time and enjoy the game. there will be a physical presence of police on the inside and outside. so we don't expect any problems. >> police are also urging plans to alert security of problems. they can text security. a driver-through fund- raiser is being held right now for brian stow. the money collected will go to a trust fund established by stow's mother. stow remains in the hospital in critical condition. in the meantime, the los angeles county board of supervisors are offering a

anderson inject barry bonds in the stomach with injictions. they wanted to hear exactly what that witness had to say. we talked to one legal expert who said it's not clear if that's a good sign for the defense or the prosecution. >> if there are jurors who are disagreeing about testimony or what the significance of the is, then this readback may signal that. the defense only needs one juror. on the other hand, it might mean they are working their way through the evidence and the counts. >> reporter: now, the eight women and the four women -- and four men will decide if he committed perjury when he told a grand jury back in 2003 that he never knowingly took steroids. the jury could find him guilty

traffic was moving slower than usual this morning on highway 92 in san mateo county after a big rig carrying gravel overturned. it spilled its load about 8:15 just west of skyline boulevard. the highway patrol says the driver was injured in the crash. there's no word yet on his condition. the chp was directing one-way traffic through the area. however, we just checked with them and crews are still at the scene but the lanes in both directions are now open. northeast japan was hit with a 6.6 aftershock today exactly one month after the massive earthquake and tsunami that killed thousands. this is video from the fukushima prefecter during the -- prefecture during the aftershock. they issued a tsunami but cancelled it. the evacuation center did not sustain any more damage but power was lost.

and now the evacuation zone has been expanded to 20 miles. and today's anniversary was marked with somber ceremonies with a moment of silence today. the death toll stands at 13,127 but more than 14,000 people are still missing. tonight in san francisco, a prayer vigil will be held for the victims and the survivors in japan. hundreds are expected to participate at the peace plaza in japan town. it begins at 5:30. african negotiate es are trying to work out a cease-fire agreement in libya. but today rebel fighters said no. this is video from the eastern city which was recaptured by the opposition. the african union took cease fire proposal to benghazi today. but rebel leaders redirected it, saying it does not address whether moammar gadhafi will step down and is not binding.

the african negotiators say mr. gadhafi accepted the proposal after a late-night meeting but there are reports that the forces were blasting misrata today. a sexual assault at stanford university over the weekend has students on alert. it happened saturday night inside a low-rise apartment complex. officials say a man broke into a room and sexually assaulted a student but when the student screamed, the attacker ran off. so far, there are no suspects. at uc berkeley police are warning students to be extra careful after two campus attacks police say a woman was robbed and sexually assaulted near grove early friday morning. about an hour earlier, a man grabbed another student near the valley life sciences building. police are not saying if those two assaults are connected. a free health clinic is in

its third clinic to provide dental, vision and other medical services to those in need. some people camped out at the oakland coliseum and were lined up early. numbers were passed out to those lined up at 3:30 a.m. and volunteer providers began to see patients at 5:30. one woman drove from stockton last night to make sure she got a number. >> at 8:00 last night, i was here. >> my job, i get dental coverage but i don't get any health or vision. i need glasses. there's no ifs ands or buts about it. >> they expect to treat 1,000 people a day. and iowa town is trying to pick up the pieces after a tornado tore through. >> an estimate of 60% of the town destroyed, i think is an accurate estimate. it can't be overstated how bad this damage is. >> the tornado hit mapleton saturday night and tossed cars, uprooted trees and tore off

roofs. about 100 homes were destroyed. amazingly, only a few were hurt. the tornado was measured as an ef-3 which carries wind speeds up to 165 miles per hour. the forecasters say the tornado was on ground for three and a half miles. more than 400 national guard members are standing by this morning near fargo, north dakota to pep with potential evacuations. this after the red river crested saturday night to nearly 49 feet, the fourth highest in history. 69 miles are closed in the area. another 10 miles are closed over officials are urging those who live in fargo not to drive far out of the city. good afternoon, a live look outside of what's happening outside. mostly sunny skies, depending upon where you are. and this weak system bringing us very little in the way rain. stormtracker here showing us

the population would go way up. in a new interview with "the associated press," a u.s. agriculture department official says the agency's plan to clear scorched forests cleared by wildfire near lake tahoe will not hurt wildlife species. in february, environmentalists filed a lawsuit claiming -- claiming logging is hurting several species around the lake and that includes a rare type of woodpecker. word just came in that an injured warriors player is out for the season. and we just got an update on the efforts to fix water to service that affected dozens of east bay homes.

stocks turned lower today as an initial burst of enthusiasm over a corporate deal failed. right now taking a live look at the big board, the dow is down 10 at 12,369. nasdaq down is -- is down 15. s&p is down 5. and right now, crude oil prices, in fact, have dropped down to $1 -- $109 a barrel. but still re-- but they still remain at a high. oil prices have soared about 33% since mid-february and that, of course, is transrating

couple of hours before service is restored to 30 homes after a water main broke in berkeley. east bay m.u.d. says a 6-inch water pipe burst around 2:00 this morning on shaddock near angeles avenue. residents say they woke up after hearing the gushing sound of water outside their home. it took about an hour for crews to turn off the water. we now know the lineup for this year's outside lands music and arts festival in san francisco of the three-day event will be held between august 12th and 14th in golden gate park. it's the fourth year for the festival and this year's headliners include fish, arcade fire and dead mouse. other top acts are john foggerty, the black keys and -- john foe gertty, the black keys and tickets go on sale on thursday. you can go to ktvu.com for more on the outside lands concert and find a link to the concert
