>> reporter: concord police discover a home inside of a body they are not looking for any suspects this morning. the details coming up. authorities believe they may have caught a serial killer. and one of the cases has a local tie. and this morning san francisco police are looking for a fifth teenager accused of playing a part in a 16-year- old's death. it's all ahead on the ktvu morning news.

good morning. i'm in today for pam cook. it is tuesday april 12th. to find out what kind of a day to expect weather-wise let's turn right to rose mary. >> good morning to you. we're going to be drier. we're going to be slightly warmer. little breezy in the afternoon. but all in all it's going to be a pleasant day. we're looking at mostly sunny skies for the afternoon. ridge of high pressure building in over the course of the next day or so. winds 15 miles per hour for the inland areas closer to 20 closer to the coast. and this morning with all that clearing out there waking one chillier temperatures. we'll take a look at what to expect outside your door at this hour coming up. all right. right now traffic is moving along pretty well on interstate 880 north and southbound here if you are driving on the nemitz freeway. 4:31 back to the desk. we begin with overnight news from concord where police have launched a homicide investigation after finding a body inside a home.

ktvu's jade hernandez is live along bedford road with how officers made the discovery. good morning, jade. >> reporter: good morning. the crime tape has been pulled. it's blocking off the street. several police vehicles are on scene right now. but police are keeping tight lipped about this investigation. we do know at this hour last night police dispatch received a call at the home in the 2300 block of bedford road here in concord. someone was calling for help. when police arrived they found a body inside. concord police at this point won't say how the person died, whether the victim was a man or woman or if they have anyone in custody. but they are telling us this is a homicide investigation. and they are not looking for anyone right now. and more information is expected to be released this afternoon. we spoke to neighbors this morning who did not feel comfortable going on camera but did tell us off camera an extended family lived inside the home where the homicide took place. now this is the second homicide within two days here in concord. officers have made arrests in that homicide which took place

at the concord shopping center on sunday. the department says the homicides are unrelated. reporting live in concord, jade hernandez, ktvu channel 2 news. and this comes as jade said it's concord's second homicide in two days. a 20-year-old man was fatally stabbed in a concord parking lot outside a fast food restaurant on sunday. police say the 19-year-old stabbed richard in the heart during an argument at the shopping center sunday afternoon. he's being held in the contra costa county jail. time now 4:32. four teenagers are under arrest this morning and one facing murder charges in connection with the death of a 16-year-old boy in san francisco. the boy was found about 4:30 sunday morning near rankin street. police identified him as 16- year-old andy. they haven't said how he died or commented on a motive. three other teens facing charges of attempted arson. police say a fifth teenage boy

still hasn't been caught. we expect to learn more today about a nevada man who is suspected of four killings around northern california including in marin. 77-year-old in the marin county jail where he's booked on four suspicions of murder. he had been held on unrelated charges in another jail. investigators aren't releasing many details but say the homicides took place in 1977, 1978, 1993 and 1994. at least one of the killings was in marin and involved a female victim. authorities have scheduled a press conference for 11:00 this morning. time is 4:34. we're following a tense situation in san francisco. right now police are getting ready to move in on a group of homeless rights protesters. the demonstrators have taken over a vacant building to drive attention to san francisco's housing crisis. police plan to make arrests within the next few hours.

one squatter told us he's ready to go to jail. >> we will take on district attorney if he decides to prosecute people for just trying to seek shelter. >> police entered the building last night but they determined it wasn't safe to make arrests at that time. the latest plan calls for police to move in a few hours from now about 9:00 this morning. and we will continue to follow this story all morning long. giants continue to bear a three game series tonight against the dodgers at at&t park. the first pitch at 7:05. security is once again expected to be tight. last night san francisco police increased patrols at the first game in the series. a response because of the attack on giants fan bryan stowe outside dodgers stadium last month. the giants dedicated last night's game to stowe and both giants and dodger fans contributed to a relief fund set up for the injured paramedic and his family. >> as a dodger fan it's really embarrassing to the rest of us that this actually happened. primarily it's just a group of

dodger fan who is really they get rowdy, go to the games, not there for the actual baseball. >> we've learned fans contributed $50,000 last night for stowe's medical fund. the dodgers held their own fundraiser in los angeles with the help of stowe's employer, american medical response. people donated money for stowe's children and his medical expenses. former dodgers' manager was there and donated $5,000. dodgers spokesman says the team raised $61,000. bryan storemans in a medically induced coma in los angeles and police are still searching for his two attackers. time 4:36. in oakland people gathered last night to remember a community leader gunned down. they gathered on international boulevard. police call last friday's shooting a robbery attempt. the suspects described as two

men driving a gray buick regal. one restaurant owner says people are very afraid. >> after dinner you know the sun go down. nobody here. >> a reward for information leading to an arrest and conviction has grown to more than $32,000. in just a few hours jurors in the barry bonds perjury trial will begin their third day of deliberations. a panel of eight women and four men will meet at 8:30 this morning. some legal experts predict their verdict could come down by the end of the day saying it's all a simple matter of counting the number of weeks in this closely watched perjury trial. the jury heard three weeks of testimony. >> normal rule of thumb you sometimes say trial lawyers say a day of deliberation for every week of trial. >> yesterday the jury listened back to the testimony of bonds' personal shopper and childhood friend. she testified she saw bonds receive an injection from his

former trainer, greg anderson. bonds' is accused of lying under oath when he told the grand jury he never knowingly used steroids. stay with ktvu and ktvu.com and more on the verdict. we have a special section on the website with court documents and special sections of the trial. just click on the tab. the jury in the chauncey bailey trial has now heard several recordings of jailhouse phone calls made by bailey's confessed killer. prosecutors say the phone calls help prove that he shot bailey on orders from yusuf bey the fourth. bey is the former leader of the now defunct your black muslim bakery and now accused of the death because of a story the journalist was writing about the bakery. the story continue this is morning. time now 4:38. japan's nuclear agency has raised the safety rating from a5 to a7.

tell ktvu that a man who was shot while sitting in a car died from his injuries overnight. police were called to golf links road around 7:30 last night by a man who told them his friend had been shot. the victim was rushed to highland hospital where he died. we don't know his name or exactly what happened. police aren't releasing details but our camera crew found evidence of dozens of shots around the car. in a separate incident an oakland man shot by two men who broke into his home. it happened about 9:30 last night on parker avenue. the victim was able to crawl to a neighbor's house. and the neighbor called police. the victim was shot in the chest. but we don't know his condition at this time. it's a quarter to 5:00. it's sentencing day for the palo alto huaca bar owner convicted of killing his girlfriend. he faces a possible life sentence when he goes before a judge this afternoon. two months ago a jury found him guilty of strangling his boyfriend then setting fire to their palo alto home in 2009.

prosecutors say the couple had a long history of domestic violence. uc berkeley police have released a sketch of the man they say sexually assaulted a woman on campus. a man's described as white in his 20s about 5'7" with short brown hair and a thin build. he was wearing denim overalls, a green sweatshirt and a dark tight fitting cap with a small brim. the attack happened early friday morning. police say they aren't sure the assault's linked to another incident that happened about an hour earlier near the life sciences building. this morning emergency workers in southern california will take part in an emergency drill at the nuclear power plant. a drill something that's done every two years but this year plant officials say there's more interest from the public because of the nuclear disaster in japan. sirens will sound as 300 emergency workers from los angeles to san diego simulate how they would respond during a radiation leak. >> we've worked hard at it.

we have a plan. we work the plan. i think we're ready to swing into action. >> the drill starts this morning and lasts through thursday. workers will test emergency shutdown procedures. the plant has never had a radiation leak in its 42 year history. time is 4:46. pg&e says it wants to do more studies about the safety of california's other nuclear power plant. it sits within three miles of two faults. pg&e asked to delay issues an operating license extension until the utility does comprehensive quake risk assessments. more than 400,000 people live within 50 miles of the diablo canyon plant. today marks governor jerry brown's 100th day in office. he'll be spending part of the day here in the bay area. brown will be signing legislation requiring california's power companies to get one-third of their energy from renewable sources. that's the latest move by the

governor in the last 100 days. he's already signed 13 bills in hopes of reducing california's deficit. but experts say the governor still has a lot of work to do. >> only half of the equation is complete. that's the cuts that he and the democrats and some republicans have agreed to. there's a significant piece of that equation that's missing so far. that's revenue. >> brown is still working to get temporary taxes extended possibly through september special election. time is 4:48. mitt romney taken the first official steps towards a second presidential bid. the republican announced to supporters he's formed an exploratory committee. he ran in 2008 but lost the republican nomination to john mccain. a message on facebook and twitter romney said that with able leadership, america's best days are still ahead. he also added that president obama has to provide them. the california public

utilities commission has delayed vote. pg&e offer today pay a $3 million fine and another $3 million if it doesn't come up with the necessary records in the next five months. regulatory regulators originally threatened pg&e with a fine of $1 million a day for missing the deadline to provide critical information about the san bruno incident and safety data about other natural gas pipelines. there's no word on when a vote will be taken. today the san francisco board of supervisors will consider a resolution opposing leash restrictions in the golden gate national recreation area. the land use and economic development committee approved it yesterday. more than 100 people and their dogs rallied on the steps of city hall to protest the proposed rules. the ggnra plan would severely limit or ban altogether off leash areas in kristi field, fort funston and other popular dog walking spots.

welcome back. there's increased security this morning at subway stations in bell reduce after a bombing that killed more than 700 people. more than 200 placed as people coming off trains in the evening rush. bell will reduce president visited the sign of the attack with his young son to lay flowers. they're searching for one man they believe to be behind it but have not released any information about him. time 4:52. the man believed to be behind

the explosion outside a santa monica synagogue has been arrested. the f.b.i. says a man seen here was arrested near cleveland after someone who came in contact with him called police. authorities believe he boarded a new york bound greyhound bus thursday. the same day police say he planted a homemade explosive. no one was hurt. two planes are being examined this morning after the wing of one clipped the tail of another. it happened at new york's jfk airport yesterday. delta airlines says the tail of a plane that had just landed was struck by a large air france plane as it was taxiing to runway for takeoff. no one was hurt. time is 4:53. this is a good time to hit the roads i'm hoping if you're out there this morning. sal is that still the case? it's kind of nice when it's early. it is. if you get on the road early generally you're going to get a nice commute over the bay area. go outside and take a look what we have here on 280 northbound coming up to highway 17 the south bay. we have a nice looking drive all over the south bay so far

in case you're going to be out there pretty soon. also this morning's commute looks good if you're driving on westbound bay bridge. that traffic looks nice coming in to san francisco. and of course in san francisco along northbound 101 it is nice. no major problems. tonight another game at at&t park at about 7:15. and that means a lot of people will be in the area starting late this afternoon. 4:53. let's go to rosemary. okay. after the giants game a little later today bring along the jacket. we'll have the forecast for you. for today waking upmostly clear. few low clouds. i'm going to roll this through tuesday because no problems expected for today. spring-like weather in the forecast. but while we sleep in the overnight hours come tomorrow partly cloudy skies begin to develop. notice what's over my head. we've got some rain swinging through for your wednesday. probably about 11:00 over the north bay and, again, it doesn't look like much but this system looks to be a little more organized than yesterday's. so we could see a few sprinkles out of this. but by 2:00 in the afternoon we're beginning to dry out up

job seekers are using bart billboards for some extra exposure. 18 members of an east bayonetworking group shelled out $150 each for a billboard at four east bay bart stations. billboards feature their faces along with the website we all need jobs.com. the billboards have been set up for almost two months. members are hoping prospective employers will take notice. >> what we want to do is separate ourselves from every other person that is also looking for the same thing we are. >> some members were hesitant to put their faces under an unemployed sign, but they say the need for a job outweighed any potential embarrassment. the billboards will be removed in a week. members say they've generated a lot of interest and a few job interviews but so far no job offers. for anyone else looking to jump back into the job market, volunteer resource fair being held today beginning at 9:00 and will be held at the sunny vale community center on remmington drive. the fair is being put on by
