pile of rubble. it was claimed by the homeless. then claimed by an excavator. demolition of the defunct dealership turned into homes for the homeless was turned into rubble. this morning they allowed them to go inside to get their things. the inside is cluttered with debris. it's dark, no power. no water. in one glance she would see discarded cigarette butt, in another a pool table in a common living area. right now we're in what appears to be the former auto office. you can see there is a bed on the floor here. here the air is thick with flies and on the floor food dishes for someone's pet. someone using a torch to cut up metals for recycling likely

sparked the fire. leaving the steel support beams twisted. >> this building is very dangerous. >> reporter: the city of vallejo has long known about the homeless living here. the city wanted to tear the building down for months. the fire accelerated that process. but left 50 people again without a home. >> it's been hard. really has for all of us. and we just want the city to help us. >> reporter: this was more than just a gathering place for the homeless. it was a community for two years. it was business believe it or not taking place on this property. at 6:00 we will take you in for another look inside. in vallejo, ken pritchett. ktvu news. the ntsb today released 500 pages of new documents in its investigation into september's deadly pipeline explosion in san bruno. we've been pouring through the papers all day. here will some that we

discovered. these photos and detailed interviews with 13pg & e employees about what led up to the fire and san brunod isaster. and what they noticed at this breaker. another employee who overseas station engineering also mentioned pg & e had been having electrical problems. and workers told him they were wiggling powers to repair them. and a possible hand welded repair. but he thought something else may have happened. a factory flaw built into the pipelines in the 50s. he speculated something triggered the failure, saying i think there might have been some kind of geological event perhaps that occurred. the information is not conclusive orpoints to a clear reason of what went wrong.

now to the chauncy bailey murder trial. today a police officer went under fire into how he investigated bailey's murder took the stand. and rob roth tells us what he told the jury. >> reporter: testimony just wrapped up in the alameda county courthouse. the oakland police detective who led a highly criticized murder investigation talked publicly tonight. sergeant longmire testified today that for years he would often visit your black muslim bakery as an effort to build relationships in the community. people say he had too close of a relationship with yusuf bey iv. the former leader of the now

direction. democrats did manage to save funding for planned parenthood. national public radio and health reform. now congress turns it's attention to a gop proposal to cut almost $2 trillion over 10 years. backers of proposition eight against gay marriage announced today they want the judge to return a video tape of the trial. judge ron walker broke a promise he maid to keep the video tape private when he used it during a speech on cspan. so far there's no word from judge walker who is now retired. dougard is retiring after 18 years on the job. she had been under fire after the shooting of unarmed

passenger oscar grant. bart directors hired sherwood baker to fill in. he will be pay $160 an hour. dougher is said to leave the postoctober 22nd. a judge has ordered two men to pay $15,000 each to the owner of jc jewelry store which was luted after the mehserle verdict came down. the rally in downtown oakland started peacefully but then turned violent with stores being vandalized and looted. when the two were arrested they were wearing jewelry from the store. home prices continue to fall. the real estate tracking firm says the median price in the bay area dropped more than 5% last month when compared to a year earlier. in march 28, the median price was $380,000. that's now declined to 360,000. fore closures accounted for

nearly 32% of last month's sales. while prices have been going down. mortgage rates have been moving up. freddie mac says the average rate on a 30 year fixed loan was 1.5% last week. up from 4.87 the week before. it's the fourth straight reek that rates have risen. investors nervous about earnings from the country's biggest banks. bank of america's numbers are due out tomorrow. the dow was up 14 points, the nasdaq was down one point. a worker in eastern contra costa county today was injured when two portable school buildings shifted off their foundations and trapped him in between. it happened shortly after 11:00 this morning at gehringer elementary school. a worker was setting up equipment to put wheels on the temporary structures to take them off of campus.

we respect our opponents and their fans. we've also seen san jose police patrolling the area. so far it's getting loud but still peaceful. live in san jose, robert handa. ktvu channel 2 news. high school students in fremont tonight are mourning the death of a popular young switch coach who collapsed and died this week. 28-year-old joe martinez coached the water polo and swim team at mission san jose high school. he died suddenly on sunday after a fall in his home. students have hung memorial banners and set up a memorial facebook page. >> the kids loved the way he coached. the way he treated them and talked to them and encouraged them. he brought kids up from little guys all the way up through high school and into college. >> i probably seen him you know more throughout the years. you know more than my parents. it's so surreal you can't even believe it. mission san jose high school is hosting a memorial for coach martinez on saturday

which would have been his 29th birthday. hundreds of oakland school teachers are no doubt feeling relief right now. elementary school teachers who got preliminary lay off notices will keep their jobs. middle and high school teachers as well as guidance counselors are still waiting to learn if they'll have jobs for the next school year. the district is still analyzing its budget situation to see if financial cut backs will lead to lay offs. >> math test scores slipped last year for some students. the findings was announced today at cal east bay. it says the drop was seen in students from third grade through middle school. the researchers say math is critical to global competition. >> the reason that companies come here, the reason that our bay area has been so successful is having that qualified work force where companys have been able to expand. researchers say parents should emphasize the importance

traffic control unit henry kokowski steps down. his resignment comes after several embarrassing incidents where controllers fell asleep on the tower. a medical plane was forced to fly without assistance because the lone controller at the tower was asleep. regional control tried in vain vein to contact the reno tower. >> we've got a pretty sick patient. we may just have to land if we have clearance or not. controllers also have been found asleep on the job in washington, texas, tennessee and reagan national airport near the nation's capital. that is where two jets had to land without clearance last month because the controller had dozed off. >> this is not an acceptable

situation. we don't condone any of these incidents. we know there's good reasons for why they occur but there's no good excuse whatsoever. the faa has suspended three air traffic controllers. the agency is also adding a second controller overnight at 27 u.s. airports. faa officials also said today they have launched a review of the air traffic control system. and brand new terminal two tonight is open for business. the first departures from the new terminal left at 6:00 this morning. terminal two is the new home for virgin america. its features include ambient lightning and public art. >> i think it's beautiful. i'm really excited. i'm excited to be one of the first people flying out. i couldn't believe it. i heard it on the news this morning and saw it was opening today. i can't believe we're here. it's really exciting. it's a good thing for our city. >> reporter: it took a year to

amateur video of police video taping an arrest backfired on the photographer landing him behind bars. is it illegal to video tape an arrest? sal castaneda is live. >> reporter: the police told us that they didn't know about the video until we told them about it. we told the vallejo police department, they investigated and made an arrest. this video of the incident was captured by dushine using his cell phone. >> so i started recording the actions and an officer pulled up and came into my garage and

then he said he you know he wanted my phone for the evidence. >> reporter: you can see officers scott gates walking up and demanding the phone. duchine refused and handed his phone to his friend who took it inside. he was arrested for intervening with police. >> we have a constitutional right under the first amendment which protects our right to speak to take video tapes of the police officers in public as they do their official duties so we can create an objective record of that. >> reporter: duchine says that we have a right to record polices action and says he would do it again. >> reporter: although mr. duchell was arrested he was not

taken to jail. he was just cited on the scene. and vallejo police says it's not illegal to video tape an arrest as long as you don't interfere with the arrest. and after investigation, the arresting officer may face investigation. mark leno wrote -- it would leave it up to districts to determine the content of the lessons and what age it will be thought. the bill now goes to the assembly. a number of colleges throughout the bay area plan to take part in tomorrow's national day of silence. it's meant to draw attention to harassment and bullying of gay,

lesbian and transgender students. the national day of silence observations began in 2009. an old scam in finding some new victims and it's happening all over the bay area. and most of the victims are elderly people who get ripped off just because they try to do a good deed. investigators say group of scammers are preying on people in parking lots all over the bay area and getting away with tens of thousands of dollars. they might approach hundreds of people before they find a nonsuspecting victim. >> every time this has happened in the area it's an elderly victim. they gain that person's confidence. show them what they think is a lot of money. and in reality they end up with nothing. here is how it works. you're approached by someone asking for directions. they gain your trust and say

they need your help donating a wad of cash to charity. if you're doubtful that's when an accomplice enters posing as a stranger willing to put their money in. once convinced they give you their money. >> then a switch is made and he ends up with nothing. they usually end up with paper or confetti or something that they think is fun but it's really not. >> reporter: sergeant nelson says one senior citizen recently was scammed out of $20,000. another lost 50,000. he says there are likely countless more victims too embarrassed to come forward. san jose police say they see the scam once a week. >> the money is untraceable. long gone and spent. >> reporter: debby emrie with the fbi says with many elderly scams, victims have to be convinced the scam is not real. >> you tell them everything. you get them to look online. you give them a copy of someone else who has been scammed.

they still don't believe you. >> the bottom line is, someone approaches you with a deal too good to be true, it probably is too good to be true and you should call the local police department because these guys are scam artists. >> reporter: a warning, so if someone approaches you to give, you're aware. officials say they need to replace revenue lost because people are conserving water. the money would also go toward may maintenance and repairs. people who use san francisco's water from the sierra may also see a price jump. the city's public utilities commission is proposing a 47% increase to replace revenue lost because people are conserving. but the hike will be split

among 26 bay area cities. the bill would go up 16.5%. a 12% hike is already scheduled to start in july for customers inside of san francisco's city limits. more popular pick up trucks are being recalled because of a possible problem with air bags -- popular pickup trucks. it covers trucks from 2004 to 2006 model years. an electric short can cause the air bags to deploy unexpectedly and there have been some injuries. the original recall called for 60,000 trucks to be fixed. zipcar stocks rose 56% today. the ip rose $47 million at $18 a share. today zipcar rose $10 to close at 28. zipcar rents cars by the hour

a family from pacifica joined bay area lawmakers today in speaking out for immigrant rights for gays. sherly ten and marcado have been fighting to keep their family together. the bill would allow gay and lesbian americans to sponsor their partners from other countries for legal u.s. residency. congress is considering new legislation that would give more legal rights to sexual assault victims of the u.s.

armed forces. the bill would guarantee victims a right to a military lawyer, a base transfer and confidentiality. >> what is field mary as the mother is her efforts to work on legislation like this and other legislation to protect victims. the bill's author said recent studies estimate as many as one in three women are sexually assaulted while serving in the military. a southern california woman is suing match.com because she says she was sexually assaulted by a man she met through that service. the woman is an entertainment executive identified in a suit as jane doe. the woman says that after a second date the man followed her home and attacked her. she is now demanding that match.com screen members for a history of being sexual predators. her attorneys have asked the judge to stop the site from

it took about 20 minutes to control the flames but in that time the fire destroyed the barn. damage estimates are about $40,000 and there's no word yet on just what started the fire. at the presidio tonight there's a big problem. the state flower is in full bloom, but the problem is, its color. david stevenson has the story. >> reporter: the bloom is on for hundreds of species of flowers and plants at the presidio in san francisco. >> a bright orange vibrant. there's lots of other flowers but the california poppies are absolutely beautiful. >> reporter: but some of these bright flowers mask a vibrant threat. >> solid orange poppies are found in native parts of the

central valley and other parts of california. the poppy that is truly native to san francisco and other parts of the coast of california has a lot of yellow. >> reporter: damian rapid says the nonnative orange poppy popped up in the park a year ago. he says it might have been introduced by a parkgoers who broke law. the fear is that the genetic strain will be destroyed by hybridization. that means this orange strain willing pulled to spot and remove invasive species. >> the long term goal would be to ensure that those poppies are replaced with that's botanically appropriate for the
