moving along pretty well on 80 westbound as you head out to the mccarthur maze with no major problems. also this morning we are lookings at the traffic on interstate 880 it is light. let's go back to the desk. an update to a breaking story we are following for you in oakland. police are on the scene at a homicide at 80 and international temperature tara moriarty is live on scene. >> reporter: the strange thing about this homicide no gunshots were reported. and police tell me the victim suffered several gunshot wounds. you can see where a group of people have gathered that is right along the body there. several patrol officers are here. investigators have just arrived. we are here off of international boulevard and traffic is blocked between 80th and 81st avenue. details are sketchy at this point. the call came in at 3:45 this

morning. someone driving by spotted a body lying in the gutter along the northbound side of the road. police immediately responded. right now they are trying to figure out who that victim is. we don't know how long his body has been there. this is a busy thorough fare. we have seen technicians taking photographs and investigators will be canvassing the neighborhood. authorities will be look into whether the victim was shot somewhere else and dumped here. and rush hour should be starting fairly soon so you might want to make an alternate route. we are live in oakland i'm tom p.m.. san jose animal control officers are looking for a couple of pit bulls that killed a dog and attacked its owner.

shadow was off leash and the pit bulls came off and attacked them. wilson tried to pull the dogs off but she got bit herself. allie rasmus is following the story. silent protest will take place at several schools around the bay area and the country. this is part of national day of silence. students will take a vow of silence to call attention to the bullying. some conservatives groups are encouraging parents to keep their kids home to protest this event. san francisco lgbt community plans a big rally tonight in support of a recent hate crime victim. the woman was attacked at 16th and mission. the victim asked us not to give her name just call her mia. two men verbally harassed her, stole her cell phone, and beat her.

>> i hate men dressed up as women or something like that. he said something to that effect. >> i'm from a small town and i came to san francisco. >> now police say that witness that followed the two suspects helped officers make a quick arrest. tonight's rally begins at 6:00 p.m. where mia was attacked. new details are emerging about the events leading up to the san bruno explosion that killed eight people. the national transportation safety board is in facing the cause -- is investigating the cause of the explosion. a crew jostled the wire causing alarms to go off. that lead to a power break down and a pressure surge on pipelines in the san bruno area. as the crew worked to fix the problem, pressure in the san bruno pipeline rose and ruptured. the federal agency look into that explosion did release 500 pages of documents related to that investigation. those documents are not on our

website. those include interview transcripts and photos just go to ktvu.com. a setment has been reached -- a settlement has been reached between pg&e and the transportation board. the settlement allows pg&e to raise gas rates. pg&e says residential customers will see their gas bills inincrease by 40 cents on average. that inn crease takes effect on may 1st. it also outlines a new safety form. twice a year pg&e will have to file a pipeline safety report. among other things they will to include what lines are being replaced. time now 6:05. president obama is really in campaign mode for the 2012 election. coming up art 6:15 we will bring you a live report from washington on some of the comments made by the president

attrist rally in chicago when he thought the microphone was off. it claims the counties election system is racially polarized and deprives latin and asian voters from having a voice. this lawsuit is claiming that allows the majority to vote as a block against minority candidates. an attorney for the county says there is no evidence the current system hurts the voting power of minority groups. bart has unvailed its updated security plan for proposed hill crest agency. they plan to run a diesel battered train. they will have police patrols and dozens of security cameras. that move comes in response to

earlier security concerns. this morning bart riders that use the balboa train will see more improvements. more police officer will patrol the station. they will see a better entrance area, wider walkway and better lighting. they serve some 12,000 passengers a day and one of the busiest in the bart system. the suspension tower of the new bay bridge will get taller today. ktvu kraig debro joins us live from treasure island with new details. >> reporter: claudine, they are starting to lift this piece a half hour ago we were not sure if that was it or not. did some research and found out this is the piece they are talking about. the piece you can now see lifted by a crane off in the distance actually will add 15 feet to the height of the tower. also weighs 500 tons. take a look at this video. we got this off the cal trans

website. you what you are seeing here is the piece that is going on top of the grillage. they practice putting the saddle on top of the grillage. unlike the other pieces this one has a name they call it the grillage because it looks like the top of a grill. they will take one day to lift and place the grillage. the saddle is the top piece. they are putting the saddle on top of the grillage. this piece again is being lifted up 500 tons it will take a day. once it has been set down crews will connect the grillage with bolts, welds, and splice plates. next month they will put that saddle on top of the piece called the grillage. it ways 916,000 pounds. there will be one mile cable that sits on top of it. reporting live kraig debro.

time now 6:08. let's see what sal is seeing out there on the road. how is our commute? >> it's still pretty good. it's light on this friday coming into san francisco. and driving all over the east bay. let's start off with east shore freeway interstate 880 driving west down to oakland. it will be a nice drive all the way down to the mccarthur maze. it's getting more crowded. chp is not giving us too much going up on roads there. we do have a look at the bay bridge toll plaza. that traffic is moving well. interstate 880 that traffic looks good if you are driving down to the coliseum. until major problems here. san jose and south bay area northbound 101 just south of blossom hill road. there is a new accident there with paramedics on the way. that one just came in northbound 101 near blossom hill road. 6:09 let's go to rosemary. good morning, to you. in san jose this morning we are

his recent budget negotiations with republicans. ktvu alison burns is live now in our washington, d.c. number with the details -- in the newsroom with the details. >> reporter: president obama held three fundraisers in chicago last night. kicking off his 2012 reelection campaign. he reportedly raised about $2 million but was making headlines this morning is his private conversation with donors. cbs radio reports president was caught on an open mic talking to them about the recent budget negotiations to avert a government shutdown. the president said you told republican leaders you want to repeal health care go at it we will have that debate. you think we are stupid? the president seems to be trying to show donors he took a hard line in the budget talks. he is also taking on critics who claim he was not born in the united states. i will have more on that for you during my next update in an hour.

for now we are live in washington, d.c. alison burns. time now 6:15. the fbi now examing a computer belonging to a new york area pimp. that pimp has been connected to a dead prostitute found along a beach highway on long island. investigators are look for clues that could lead them to a serial killer. the pimp is not considered a suspect in this case. most of the victim were prostitutes. in mexico 16 police officers have been arrested. they are accused of providing cover to drug cartels suspected of killing 120 people in an area very close to the american border. graves have been found near the town of san fernando. the officers have been arrested. in japan the government order the the operator of that damaged nuclear plant to start

paying compensation to people that had to evacuate the area. the government has orderedtepco $12,000 to each household that had to leave because of the radiation. the first go out now. more compensation is expected later. a pediatrician who worked for santa clara county is safing child molestation charges. that could more than a dozen adult criminal convictions in jeopardien president county fired pediatrician patrick kline saying he sexually molested foster children in his care. that includes a trial that resulted in the conviction of a suspected child killer. time now 6:17. when president obama gets back to d.c. he will sign a bill to keep the government funded through september. the house and senate passed the bill yesterday. the pressure have vented a -- prevented a government shut down last week and cut the a record $38 billion from

possibility of more scattered showers. toyota will resume production on its japanese assembly line next month. the world's largest auto maker from may 10th to june 3rd production will resume at 50% of normal capacity. that follows -- they resume production. it will shut down far previously planned annual spring holiday. toyota says it's coping with limited parts and supplies. gas prices could top all- time highs. the national average is $3.81 per gallon. experts say prices could surpass to the 2008 average of $4.08. prices typically peak around the fourth of the july. but analysts say escalating prices could mean a price

plateau by memorial day. state lawmakers will have to find a different way to get around. they voted yesterday to take away their state purchased vehicles. instead they will get a $300 a month transportation analysis. that will save more than $2 million in the first five years. 19 students at sacramento state university are waking up some of them outside this morning. this is part of a budget protest. they camped out for a second night inside of an administration building. yesterday they met with the university president. they want him to support legislation that would raise money for state colleges by taxing oil companies. he told them he can't take a public stand on that legislation. time now is 6:22. changes are being made after another air traffic controller sleeps on the job. while bay area airport officials say the same thing

good morning, right now traffic is looking good open interstate 280 northbound but 101 northbound blossom hill we have a crash there. ly tell you -- i will tell you more about the morning commute straight ahead. changes are coming to the air traffic control system. the number of controllers at night shift at more than two dozen air parts has been double -- airports has been doubled. the head of the air traffic control resigned. the one controller at the reno airport was asleep on wednesday when a medical flight tried to land. the pilot did land safely but with help from a controller in strength. passengers we talked to says it concerns them. >> falling asleep that is not

wong. an update to the breaking story in oakland we first told you about at 5:30. police are on the scene at a homicide at 80th and international. tara moriarty is live on the scene. she tells us what the officers are finding out. >> reporter: the alameda county coroner van pulled up ten minutes ago and we did see them taking pictures of the body and they loaded that body on a stretcher and into the van. there are no bullet casings in the street. police tell us the victim suffered several gunshot wounds. either the suspect has good aims or this body was dumped here. another detail authorities released no one reported any gunshots fired. we are here off of international boulevard where the call came in at 3:45 this morning. someone driving by shotted a body lying in the gutter on the north side of the roadway. right now they are trying to

figure out who he is. this is a very busy thorough fare so chances are he was not there for very belong. rush hour should be starting momentarily. you might want to avoid this area. it looks like they will be clearing the scene soon. we will keep you posted about that. later this morning a local native american group will hold a spiritual ceremony out at vallejo park. that group is trying to stop construction there. developers want to add a parking lot to the glen cove parking lot. they say the park is the resting place of many native americans and some grave there is date back 3500 years. time now 6:32. this morning doctors in los angeles watching bryan stow. they are bringing him out of his medically induced coma and there is hope he could wake up

sometime today. bryan stow suffered a critical brain injury when he was attacked outside of dodger state yum two weeks ago. we will bring you a live report coming up at 6:45. divorce settlement giants soup -- giants super star is doing his part to help stow. lincecum is donating $25,000 of his own money. lawyers from barry bonds' plan to file a motion in the next few weeks. defense lawyers argue there is no evidence to support the obstruction of justice conviction. federal prosecutors are trying to figure out if it's worth the time and expense. our time now 6:33. a special task force has launched nation-wide an investigation into a suspected serial killer. authorities want to know if 77- year-old joseph naso could be

connected to several more unsolved cold cases. naso is in custody in marin county. he is already facing charges for the deaths of four california women. those crimes date back to the 1970s. the first and last names of the four victims started with the same initial. >> they found some stuff and not just these four matters but also other cases that where they think is viable evidence that connects them to other cases. other cold cases throughout the country. >> yesterday ktvu news spoke with naso's ex-wife on the phone but she did not want to comment on his case. the lead investigator in the chauncey bailey murder case is speaking pubically for the first time. he testified at the trial of yusuf bey iv. he is the former leader of the defunked your black muslim bakery. he's accused of ordering the

deaths of two men. long meyer tole jurors that he spent years trying to get close to the community. some say he got too close to yusuf but his lawyers say that is not true. >> there is nothing unusual about that relationship. longmeyer was put on a six month lead. he is suing the oakland police department for tarnishing his reputation. one person was killed and another hurt when a car hit a pickup truck. it happened on interstate 880. one person was pinned urn the truck and another one was trapped inside. the driver of the truck was pronounced dead at the scene. the driver of the other car was arrested on suspicion of driving under the influence. the suspension tower of the bay bridge will get taller today. in a few hours crews will

we have mostly clear skies san francisco and east bay. now these clouds are actually linked to a system that could bring us even a lee chance of light showers just to make it more interesting. we will take a look at that in a moment. 48 degrees many san jose. slide into areas around livermore. 44 and 49 in concord. upper 40s to 50 degrees san francisco oakland 46. over the north bay where we are dealing with mostly gray skies we are dealing with clear skies. so again backing it up showing you where that system is. northern california seeing a little bit of light rain. it will fight its way into our area. it's borderline for some of us. areas along the peninsula not likely to see much rain. areas around napa, santa rosa, and the north bay could see a few sprinkles. it will take most of the day before we see the possibility of a few sprinkles. it's going to bring us that unsettled weather. with the warmer temperatures

yesterday morning. the owner of the dog was attacked when she tried to pull the pit bulls away. also in the news this morning pg&e gas bills are going up next month. increase follow ration settlement reach between pg&e and the california public utilities commission. president obama appeared at three fundraisers last night in chicago. the president talked about the issues raised about some of his critics where he was born. he said he was born in hawaii. secretary of state hillary clinton is -- on how to proceed with the military effort in libya. this is video of the meeting in berlin. they are trying to agree on how to move forward. disagreement on whether to increase the air strikes on forces loyal to moammar gadhafi and whether to give weapons to the rebel fighters.

according to the new york times the -- and previously known. the paper says government funded organizations helped prodemocracy in egypt. time now 6:43. georgia appears to be following in the steps of arizona. they passed a measure to allow the police to check the immigration status of criminal suspects. immigrant right supporters are threatening to boycott georgia if the governor signs that bill into law. it's not clear if the governor will do that. a jury has convicted a man charged with kidnapping and raping a teenage girl while posing as a fire fight per. the victim testified that daniel flores climbed through her window and claimed to be a firefighter back in 2009. the victim was later found nude and bound on the side of the road.

flores was arrested a year later after being identified by a don a samp -- by a dna sample. half a dozen businesses on union and chestnut street has been targeted. they are taking cash and small items like electronics. shop owners are being urged to install alarms and motion sensor lights. new this morning new developments on the giants fan that was brutally beaten two weeks ago. bob is joining us from los angeles with the condition of bryan stow and the search for suspects. >> reporter: hey there dave. nice to see you. l.a. pd police said fans would see a sea of blue here at dodgers stadium. he did not disappoint.

hundreds of police officers here yesterday just as damagers fans to came to the stadium last night. all they saw was a sea of blue. lapd blue and dodgers blue as well. they were in the air, on the ground, on foot. they had officers on horse back. they were on motorcycles, on bicycles you name it. the reaction was interestingly mixed. a lot of people gave them a warm reception said they felt safer here and other folks saying it really changed the feel of what a dodgers game or america's past time should feel like. chief charlie beck saying this would be a permanent fixture here to increase presence but perhaps not as large of a presence as we saw last night. i know you want to hear about the latest on bryan stow. we are hearing he is still in a medically induce coma and his family hoping doctors will be taking him off of sedatives

sometime soon start weaning him off that so he with begin therapy with we do know his condition improving. his family still has limited contact with him as he would like his brain to get rest. also information on the suspects still open the loose. still $150,000 reward for information leading to the arrest of those suspects. we do know they have new posters out there right now. there are more identifying marks for the two men. as you may recall there was a woman they believed with them and a ten-year-old boy. but that there is still no arrests right now. the police is asking for the publics help. >> all right bob castro reporting live. time now 6:47 and we are following breaking news out of san francisco. we want to take you to ocean beach where news chopper two shows us a boat that has run aground there. we can pull out on the camera and show how close it is from
