well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> good morning. i'm tori dam bell -- campbell. we begin with developing news on ocean beach. there is a boat there that ran aground. kraig debro is there with why someone was arrested. kraig? >> reporter: hey, tori. i don't know if you can see me. i spoke to a park police officer. this is the federal land. he says around 5:45 this morning as he watch the boat rock back and forth, he said a jogger reported a man there.

they started to question him. it turns out when they checked this guy out, he had a no bail warrant. he was a parolee and had a no- bail warrant for his arrest. after they took him in, they called the local station, the north bay. that station called vallejo police and they said, hey, we've been looking for this boat. it turns out the boat is stole be out of vallejo. they are trying to contact the owners right now. one worry is that the boat could go out to sea. the man who took this boat out, it's not clear if he had -- if he had any sailing experience. they believe he passed out and the boat drifted out. what might happen here is the boat might sit here and they say the tide is going out. that would be a good thing. maybe the boat whether stay in.

-- or maybe the boat will stay. kraig debro, ktvu channel 2 news. >> thank you, kraig. time now, 7:05. sheriff's deputies say a sonoma county jail inmate has died. 59-year-old william jackson was rushed to hospital yesterday morning. sheriff's deputies say he had a previous diagnosed condition he was being treated for but we have no whyed what caused his death -- no idea what caused his death. right now oakland police are investigating a homicide. tara moriarty was the first reporter on the scene. she's learned some new information and joins us live. good morning. >> reporter: good morning. we just found out that the victim is a 25-year-old man. you take a look -- you take a look over here, this is

international and 81st avenue. the scene has been cleared. the traffic is being let through. the body was removed about ten minutes ago. the call came through about 3:35. someone was driving by and noticed the body lying on the side of the road. police are looking into whether the victim was actually just left here. no one heard shots and there's no casings in the street. chances are he was not there long. you can see that there is an alameda county sheriff's patrol car in the background. so we're not sure if they are with this investigation with oakland police. we will keep you posted. traffic is being let go on international boulevard in time for rush hour. back to you. >> thank you, tara. 7:04. los angeles police released new sketches of the two men suspected of beating giants' fan brian stow. take a look.

the new wanted posters are going up all over in los angeles. the first man is described as a stocky latino man, average height, shaved head, mustache, goatee, possibly neck tattoos. the second suspect is latino or white, about 6'1" with short hair, hazel eyes, possibly tattoos on his shoulder. doctors in los angeles are now bringing brian stow out of his medically-indiced you coma -- induced coma and he could wake up today. it's 7:05. a san jose dog is dead after being attacked by pit bulls at a park. dawn wilson said she was walking her dog shadow yesterday morning at the park. she said shadow was off the learn and the pit buts came out to attack him. wilson tried to pull the dogs off but she got bit herself. she says the pit bulls ran

away. allie rasmus will have a live report at 7:0. a doctor who worked for -- 7:30. a doctor who worked for the county is facing charges, patrick clyne, on sexual abuse charges. clyne was a witness in several cases since 2001, including the case of a suspected child kaler -- killer. barry bonds is now a convicted killer and that's revived the debate on whether he should get into the hall of fame. bud selig is reportedly taking a close look at that question after barry bond was convicted of obstruction of justice. critics say the allegations

about its steroid use should keep him out -- about steroid use should keep him out of the hall of fame. a man who painted -- who painted giraffes all over the city has to pay the property owners. they say he's one of the most prolific graffiti artists. police tracked him down about a year ago using software that logs tacking patterns. late -- tagging patterns. later they found his work on his social networking site. in about an hour, there will be a spiritual group. they want too stop structures there, a parking lot to the glencoe park. but some local activists are opposed to the mark. 4 say that's the -- to the park. they say he that's the resting place of many native americans.

catalytic converter thefts. residents say thieves are seaing the converters off the -- stealing the converters off the cars and police say the metals can be taken to recycling centers and exchanged for cash. too much overtime. which san francisco county is accused of this. and president obama still responding to that burglary comment.

there is an accident crash on cesar chavez near missouri. this -- it looks like a taxicab hit a parked car here. they are working on someone right outside you can see the fire department is there along with the police and one lane of cesar cesar chavez heading out to 12 0 is blocked -- 280 is blocked. again, paramedics and firefighters are on scene. let's go back to the desk. 28 people were injured in a bombing at an indonesian move. police believe a suicide bomber is responsible for the attack. they say the attacker's body was found inside the mosque low kayed on a police -- located on a police compound. most of the injured were police officers, including the local police. this is the first attack by a suicide bomber in indonesia in

nearly two years. back here at home, thatter is a -- there is a controversy over a sit/lie ordinance. the berkeley chamber commerce has talked about an ordinance. some say that type of ordinance would help bring in customers. however, homeless advocates and some city officials feel this would fairly untarget the homeless. a lawsuit has been filed against the city of san mateo. the suit was filed by a group of asian-americans and latinos. it claims the system is racial low polarized and keeps asian voters from having a voice. right now, the voting is done by ballots and not district. an attorney for the county says there's no evidence the current

system hurts the voting power of minority groups. president obama returns to washington, d.c. after raking in campaign money in chicago. alison burns is live in our washington, d.c. newsroom with the results of the president's fund-raising and also how he is taking on the berther -- birther controversy that just won't go away. >> reporter: three fund-raisers brought in $2 million. it's the start of prom's attempt to raise $1 billion for his reelection -- president obama's attempt to raise the $1 billion for his reelection campaign and he mocked the birthers who say he was not born in the united states. >> i was born in hawaii. [ cheers ] >> but -- but i became a man here in chicago. >> reporter: president obama also said in an interview that

he's not worried about what he calls those controversy theories. the president also tried to rally supporters by railing against budget proposals that he says will cut deeply into social security and education programs. the president heads to san francisco and l.a. next week to raise more money. reporting live from washington, d.c. alison burns, ktvu channel 2 news. >> thank you, allison. 7:16. and when president obama returns to dc today he will sign a bill to 0 keep government running at least through -- to keep the government running at least through september. this cuts a record $38 billion from domestic programs. now the spending debate moves to the 2012 budget. today the house will vote on a republican plan to cut $6 billion from the budget that president obama proposed in february. members of two bay area tea parties will hold rallies today ahead of monday's tax day.

they are gonna gather in pleasanton at 1:00 this morning. they will be protesting against state spending. a larger demonstration is also plan for tomorrow in the hayward hills. the state voted yesterday to take away the state- purchased vehicles. instead, they will get a $300 a month transportation aluns. the panel says that move -- allowance. the panel says that will move save. the tab from overtime is expected to reach almost $40 million above the budgeted amount this year that's 12 million more than last year. the municipal transportation agency is reportedly the biggest offender. one supervisor is proposing lowering the overtime cap for hour's work. another one wants to require

them to get permission from the board before going overbudget. georgia appears to be following in the steps of arizona. state legislatures have passed a measure that would allow the police to check the immigration statis of -- status of individuals. it's unclear whether the governor plans to sign this. arizona could become first state in the nation to require presidential candidates to prove their citizenship of the legislature passed a law that would require them to show their citizenship before their name could be put on the ballot. the author of arizona's bill says it was not about opposition of the president but about the integrity of elections. the bill still has to be signed

7:29. a man is under arrest after being found on a stolen boat on san francisco's ocean beach. a jogger reported the boat around 5:45 this morning after it ran aground and newschopper 2 brought you these pictures. officers boarded the boat and found one man inside. they think he had pass out on the boat. and it had drifted for several hours until running aground. vallejo police say, in fact, this boat was stolen out of that city and they are now trying to contact the owner. ktvu's kraig debro is on the scene and will bring you us more in the next hour. a pit bull attack in san jose has left one dog dead and its owner injured of the attack happened yesterday morning in

kataldi park. allie rasmus is live. you talked with the owner of the dog, right? >> reporter: we did. this is a residential neighborhood. it's a very popular park. you can see a lot of people walking around, using the joggings trails. that's -- jogging trails. i spoke with dawn wilson, the owner of the dog, and she described what happened. she describes what happened. she said it was just after midnight, thursday morning, when she was walking her husky- mixed dog named shadow and she said shadow was just ahead of her off the leash when two pit bulls, a black one and a tan one, came up and -- attacked her dog. she try to break up the fight,

that she got injured by the dog. san jose animal control is investigating the incident and looking for the dogs responsible and trying to find out if these two dogs, these pit bulls have owners or if they are strays. neighbors we talked to say they attack the -- suspect the dogs have owners who probably live somewhere near the area. >> they must be close by. >> reporter: you think they probably have owners around? >> oh, yeah, i think so, uh- huh. >> reporter: now, this is the third bull attack in which a person was injured in san jose in the past four months. in december, a 41-year-old woman was attacked by a pit bull in san jose's evergreen neighborhood. a few minutes from now we're going to speak with the victim, dawn wilson and at 8:0, we'll have more on this store -- 8:30 we'll have more on the story. back to you. >> thank you. silent protests will take place today at schools here in

a special task force has launched a nationwide investigation into a serial killer. authorities want to know if joseph naso could be involved in several other cases. he's in custody in marin county . >> they found some stuff, not just these four matters but also other cases where they think there's some viable evidence that connects them to other cases, other cold cases throughout the country. mountain view police arrested an alleged flasher with the help of her camera.

the woman flashed a few photos. police say they don't recommend following criminals. but she did give police the license plate number and they were able to arrest him at his sunnyvale home. part of the angeles national forest are set to be restored after the largest fire in los angeles county. today government sponsors are expected to announce a five- year effort to plant $3 -- 3 million trees. they will also restore habitats on another 40,000 acres. officials are hoping to plant about 4200 trees, this year alone. about 160,000 acres were destroyed during the 2009 wildfire. in japan, the -- the reopening of tokyo disney land is offering a much-needed

the city of san jose investigating the third pit bull attack there in just four months. the latest attack happened at kataldi park. two pit bulls killed a bomb's -- a woman's dog and turned on her. allie rasmus just spoke with the dog opener. what did she say -- dog owner. what did she say? >> reporter: she described this attack happened on the south end of kataldi park in san jose. that's where we are. this park is in the middle of a residential neighborhood. there are a lot of walking and

jogging trails. you can see right now, there are a lot of people using those trails. dawn wilson was riding her bike on one of these trails wednesday night after midnight when she said she saw two pit bulls racing towards her and her dog out in the field. shadow, the husky mix, wilson's dog, was attacked by two pit bull-type breeds. wilson tried to break up the fight and save shadow and that's when the pit bulls turned on her. she stead us several puncture wounds. she had scratcheses on her legs and a big bite wound on her face. shadow was so badly injured in the attack she had to be put down. san jose animal control is investigating the incident and looking for the dogs responsible. trying to find out if these pit bulls have owners or if they are strays.

we want to take i back live to new jersey where -- that's a bear stuck in a tree right next to the new jersey turnpike. you can see some workers off on the right. they are getting close to approaching the bear. this happened just off exit if you are familiar with the -- exit 8 if you are familiar with the new jersey turnpike. when troopers showed up, the bear climbed up that tree and has remained there. no parts of the highway have been shut down. the new jersey turnpike pretty busy. these are workers trying to remove the bear, in a safe manner without harming anyone on the ground or the bear himself. these are live pictures from new jersey, bear stuck in the tree in new jersey. animal control officers in san jose are busy searching for two pit bulls that killed a

dogs and injured and week the dog's owner. the dog owner, dawn wilson, says shadow, the husky mix was attacked in kataldi park. ms. wilson tried to fight off the pit buts but the pit bulls bit her. when she went to the hospital, she need stitches her dog was so badly injured. it had to be euthanized. miss wilson says she's worried about her neighbor's safety. >> my concern is they might go over a small child. >> animal control is investigating all this -- all of this. she says the dog that attacked her and shadow did not have dog collars or dog tags. we need to quickly go to sal for one more check on the commute. >> biggest problem, northbound 280 near 380. a crash is blocking two lanes.
