police are now looking at surveillance video from this fast food place in order to help try to solve a homicide. it's video you will only see on ktvu channel 2. there is something happening on the bay bridge project right now and it is a major milestone. why a boat on ocean beach drew dozens of onlookers and the police.

good afternoon. we begin with new information on a homicide this morning in oakland. a body was found on the side of busy international boulevard at 80th avenue right in front of several businesses. new at noon, ktvu learned that surveillance tape from one of those businesses may help police. ktvu's tara moriarty has exclusive copy of the tape and new details on the investigation. tara? >> reporter: police say this is where the body of 21-year-old dawan taylor was found. if you take a look over here, those are surveillance cameras right there on the corner of the fast food place and they may bring police one step closer to his killer. let's take an exclusive look at video that may help police.

you see a man walk through. taylor's family has seen this video and they identify him as dawan. and you see a car pull up next to the man. it appears there is some sort of conversation, argument programs and then the driver jumps back into the car. it appears that taylor suffered several gunshot wounds. they won't know for sure until the coroner reports. they say it was a possibility he was stabbed. no one reported hearing gunshots in the area early this morning. now, we talked to dawan's mother this morning. she and her daughters were obviously distraught. she had just identified her son at the coroner's office. police say they did not find a wallet on taylor. he does spend a lot of time in oakland but the family actually lives in fremont and had moved there to escape the violence of oakland. let's take a good look at vito

that you will only see on ktvu. police are searching for this car. it is a compact car, reddish or orange in color i appears to be an older model. perhaps you can help police crack this case. >> thank you, tara. los angeles police have released know sketches based on descriptions of the two men who beat giants fan bryan stow. the new wanted posters are now going out. the first aattack on america is described as a stocky, latino man, average height, shaved head and goatie possibly with neck tattoos. the second man is a latino or white male, 6'12" 612 -- 6'1" tall. meanwhile, doctors are now bringing stow out of his medically induced coma and there is hope he may wake up some time today. stow suffered a critical brain injury after he was attacked

outside dodgers stadium two weeks ago cal tran is installing another piece of the tower for the new eastern span at the bay bridge. there is a live look at the bay bridge where crews are lifting the piece. you can see from that cal tran animation that brings the tower to 490 feet tall with another 30-foot tall piece to be on stalled to reach its height. >> thinks going to distribute the feed of the piece that we'll install in another month, the saddle >> reporter: caltrans estimates that the eastern span will finish in about two years. an unusual story that developed at the san francisco beach. a boat was washed onshore. the man on board was promptly arrested and the owner of the boat learned about its location

on tv. behind me, crews have actually fenced off this vessel. quite a scene out here. a lot of people are still watching. salvage managers told me that a tractor will toe the boat near the wall and a crane will lift the boat on to a flatbed. the bizarre chain of events was triggered by a robbery and confused people. >> larry owns the boat named the dancing wolf. a friend of the vallejo man called him to say that someone he is trying to steal the boat. he wept down and hot wired. >> at 5:30, police spotted the boat at ocean beach. he was waiting for high tide to take him back out to sea. the owner of the boat had given up the search temporarily and

decided to watch tv. we went home and watched channel 2 and there is my boat. >> reporter: police arrested the man when they learned that he is a parolee with a no-bail warrant. he made himself right at home on his boat. his shoes and socks are still in the boat. >> reporter: no one knows why the man allegedly stole the boat but there is one theory. yesterday was the man's birthday. >> happy birthday. i guess he is at the hall of justice now, right? >> he paid roughly 300,000 for the boat. i asked the salvage manager if it was expensive to pay for his services. he simply , oh, yeah. kraig debro, ktvu. >> thank you, kraig. president obama is set to sign a budget for this year. republicans pass what had they call the paul ryan but jet that

lawmakers will have find a new way to get around. it was voted to take away their state-purchased vehicles. they will be given an allowance. san jose officials are looking into curb overtime pay for san jose workers. it is expected to be 40 million- dollar overbudget, about $12 million more than last year. the municipal agency is supposedly the biggest overtime. another reportedly wants to require city departments to get permission from the board before being over budget. b.a.r.t. has unveiled its proposed

updated security plan for it transit. it b.a.r.t. is promising to have regular police patrols as well as dozens of security cameras around the station and parking lot. the move comes in response to earlier security concerns from antioch residents. ' new security measures along with several security improvement. new police officers will now pa troalt station. -- patrol the spatial. the balboa station is one of the busiest. san jose animal control officials are investigating the third dog attack in that city in the past four months. ktvu's allie rasmus spoke to a

dog owner whose dog died after being attacked by two pitbulls. >> reporter: dawn marcia wilson was riding on this trail with her dog when she saw two other dogs race towards her. they went straight for her 100- pound husky mix named shadow. >> grabbing on, not letting loose and yanking and, you know, trying to kill. >> reporter: wilson tried to break up the dog fight and that's when the other dogs turned on her. she's now recovering from numerous puncture bites on wound on her face, arms and leg. shadow was so badly injured he had to be euthanized. wilson says she's concerned for her neighbor's safety with the dogs still on the loose. >> that would be my concern that they would go for a small child that is the size of a small dog. >> san jose officials are investigating to see if they can find the dogs responsible. >> this dog owner said she change the her usual walking

routine out of concern. >> decided to change a little bit. i'm vigilant. i'm looking around for loose dosmghts i try to steer away from them. >> reporter: the dogs involved are described as a tan color pitbull and a mixed breed pitbull. there is controversy in berkeley over the possibility of a sit-lie ordinance. there is no official proposal on the table but it is being talked about. according to the daily californian, some business owners say that that type of ordinance would help bring in customers. but some homeless advocates say that would unfairly target the city's homeless population. a suit was filed yesterday by a group of asian americans

and latinos claiming that the city's voting is racially charged. this allows the majority to vote as a block against minority candidate a lawyer for the county says there is no evidence that the current system hurts the voting power of minority groups. some students in the bay area are taking part in a national day of silence. a ktvu camera was at burton high school in san francisco this morning. some students are taking part in today's event by putting tape over their mouths. they are also signing their names on posters on the wall. the goal of the day of silence is to show support for the lesbian, gay, bisexual trans gender rights and to end bullying and harassment. >> my older sister is gay and she has had trouble in her life but she's overcoming. i think it's great for everyone to just step up for the ones they love.

>> school officials say it is not only will lgbt issues but all students. they say raising awareness to bullying happening in schools across the country may raise awareness. it may soon be against florida law to wear baggy pants. a florida lawmaker has introduced a bill that would ban bearing pants that go below the waist. organizations like the naacp call the bill discriminatory saying it largely targets minority students. the california supreme court will take up a case that focuses on whether a teen convicted of crimes other than homicide should be given a realistic chance at parole. in this case, 16-year-old rodrigo cabballero was given a 120 year sentence for the attempted killing of three rival gang members in los angeles county. his lawyer says that a 12 to 15-

year sentence may be enough before these teens are given a shot at rehabilitation and an opportunity to reenter society. a graffitti artist who spray painted giraffes has to pay the city of san jose $4000. police tracked him down more than a year ago using software that logs tagging pattern. they found pictures of his work on his social networking site. a powerful storm system is moving through the deep south today after a destructive tornado swept through oklahoma and arkansas. at least nine people, including three children, were killed by storms. a 24-year-old man and his 18 month old daughter died in this home. some residents say they saw two smaller tornadoes merge into one. the storms are expected to bring heavy rain with the potential for more tornadoes

and large hail in the south. our weather pattern by comparison, fairly quiet out there, just a few high clouds moving through parts of the region, especially up in the north bay. right now, santa rosa reporting mostly cloudy skies but still a mild start to the day. temperatures will be warming up nicely this afternoon. fur looking for the rain, it's up to the another, closer to iew ka and also crescent city. that rain line will drift to the south. for today, we do have that partly sunny skies. this weekend, sun-cloud mix. extended forecast. we bring in chance of a showers and temperatures cooling off as we head into next week. current numbers just updated, more 60s up there. santa rosa reporting mostly cloudy skies. mountain view reporting mostly sunny conditions and 64. you can see what's happening on satellite and radar. rain showers heading to our north. a few high clouds clipping the

bay area. that will be the case this afternoon and also into the weekend as high pressure remains in control of the weather. showers possible to the north. bay area forecast, it's almost a split. for the northern portions of the region, mostly cloudy skies. as you do head to the south bay, partly cloudy skies and into the weekend, we are talking about more low 70s especially as we head into your saturday. cloud and rainfall forecast model does bring in some higher clouds this afternoon but not a pig deal out -- not a big deal out there. still pretty nice. we could wake up to a mostly cloudy sky tomorrow morning, no rain drops out there. pretty much the same deal at 8:00. as we go into the afternoon, we introduce more cloudy conditions. notice the temperature range from 50 to 60 degrees. by 10:00, this evening, back down into the 50s, around 53 to 58. that's after a nice afternoon with those readings.

san francisco, 54. a few neighborhoods right around the 70-degree ma. san jose, los gatos. here is a look ahead. changes showing up here. we'll thicken up the clouds biespecially by sunday afternoon. they could produce showers by sunday evening lasting until monday morning and then the cooler air rises by tuesday. the rainy season is coming to an end but we might be able to squeeze out a few more drops, especially as we head into sunday night. habitat for humanity is starting a five-day blitz in oakland today. it's the earth day build-a-thon to frame eight new homes in phase 2 of the development avenue and e street. part of the connection is that all have homes built with the environment in mind. >> of the homes that habitat east bay built is green technology.

we believe that a happy hope is a healthy home. >> build-a-thon participants do not need to have any experience. they just need to be 16 years of aim with a desire to help the community. and in west oakland, government agencies joined with nonprofit groups to put on a fair. in addition to health care screening, workers also helped people make sure that they are getting all the government benefits to which they are entitled. they handed out clothes and sleeping bad and gave people a chance to take a shower and get a hair cut a local native american group held a spiritual ceremony out of vallejo park this morning. the group is trying to stop construction there. developers want to add a parking lot to the glen cove waterfront park but some local activists are opposed to the plan. they say that the park is the resting place of some nay siev

americans. some graves dated back to 3400 years. call is out for volunteers for an annual state park cleanup event tomorrow morning. organizers for the 14th earth day restoration and cleanup day are asking for help. earth day is coming up next friday. for tomorrow's event, volunteers will be picking up trash, cleaning trails and wildlife habitat and restoring native plants. >> invasive plants, especially this time of the year, are starting to encroach upon our native wild plants. we need to remove those in order to give our native wildlife the habitat that they need to thrive. >> tools and gloves will be provided along with snacks and encouragement. you can get a link on our website ktvu for information including location. it is april 15th but if you
