overcast is expected to stick around through the morning hours even some fog out there some of our local bridges visibility down to about half a mile. take it easy. we will be dry. it will be warmer for the afternoon. partly cloudy skies. but the clouds are rolling back in tonight as we await the next system. we'll talk more about today and what you can expect for the week ahead coming up. sal. right now, rosemary, traffic looks good on highway 4 if you're driving up to the willow pass grade it is getting a bit more crowded as you come up on the antioch area if you're coming in from brentwood. also this morning we're looking at highway 24 and that traffic is moving along well. now at 6:01 let's go back to the desk. well, it's been a long and busy night for oakland police. they are investigating two separate shootings. ktvu's tara moriarty joins us now from the newsroom and tells us one woman died in one of those shootings. tara. >> well, that's right. this morning police are investigating this incident because two people dropped a dying woman off at the hospital. and police aren't sure if those men actually knew the woman, if they were involved in the

shooting or if they were simply good samaritans. around 10:00 last night they brought the victim bleeding from gunshot wounds to the medical center. hospital staff performed cpr but were unable to save her. when police questioned the men who brought them to the hospital it led to an area several blocks away to poplar park just south of i-80. officers scoured the street with flashlights for any evidence. they heard more than a dozen shots just before 10:00. then early this morning just after 1:00 police responded to another shooting on 45th and international boulevard. officials say one male was shot but is expected to survive. police do have a suspect in custody. now we put in a call to oakland police to find out more about the victims and what led up to the separate shootings. live in the newsroom, tara moriarty, ktvu channel 2 news. time now 6:02. this morning police in vallejo are investigating a deadly shooting. a richmond man shot early

saturday morning outside of a 7 eleven store died yesterday. he's been identified as a 22- year-old. investigators hoping surveillance video from the 7 eleven will help lead them to the killer. police warning children be very careful on the way to school this morning. investigators say a suspicious man offered an 11-year-old girl a ride while she was walking down sir francis drake boulevard yesterday afternoon. the little girl refused to get into the car. now police only have a vague description of this man. he's described as white in his 30s or 40s a stocky build. the girl told police he was driving a black box style van. a mountain lion alert in woodside has been moved up a notch. that's after two sightings in the past three days. the latest was early yesterday morning on olive hill lane. another mountain lion was spotted on marva oaks drive on sunday. experts are reminding everyone never to approach a mountain

lion and to avoid hiking or riding at dawn, dusk and night when they are the most active. protesters camped out for another night at vallejo's glen cove. native americans consider it to be a sacred site where thousands are buried. they want to prevent a park from being built there. the group reached an agreement with the vallejo recreation district yesterday to allow them to continue to stay the night, but the protesters say they have no intention of leaving until the recreation district drops its plans to build public bathrooms and a paveed parking lot. the department of justice has now been called in to mediate that dispute. time now 6:04. pg&e is denying the poor recordkeeping played a role in last year's pipeline explosion and fire in san bruno. pg&e's also dismissing suggestions the disaster could have been prevented if the company better understood the type of pipeline that blew up. state regulators are considering penalizing pg&e for shotty recordkeeping in

general. and on that san bruno line in particular. the giants fan injured in a brutal beating at dodgers stadium is still under heavy sedation after being placed back in a medically induced coma. bryan stow suffered seizures over the weekend when doctors tried to wean him off the drugs. stow's sister posted an update on the family's website that says doctors did remove bryan's neck brace for the first time. families say doctors may know more about his condition on friday. no arrests have been made in the attack. dodgers team store is now being accused of showing poor judgment with one of its signs. that sign is at the woodland hills store. it reads no discounts to giants fans. some shoppers say they find it tasteless especially in the wake of the bryan stow attack. >> you should take it down. it's just incredibly insensitive and has no place right now. what we got were like blank stares like we were a couple of aliens from outer space. >> the store has since taken

that sign down. your time now 6:05. president obama is taking his budget and debt reduction plan to the people. but there's a new poll out that shows it might be too little too late. coming up for you at 6:15 we'll take you live to washington d.c. for what this new poll could possibly mean for the president's re-election bid. san francisco elected officials are scheduled to receive pay raises next year while they are asking other workers to accept pay cuts. starting next year city supervisors will receive nearly $2,000 more this year and the mayor will get a pay hike of more than $5,000. the raise is set by the city's civil commission and take into account cost of living increases and pay cuts by other workers. time now 6:06. paying for parking in san francisco will soon be as easy as picking up your cell phone. ktvu's allie rasmus is joining us in the city to tell us about the new option for drivers.

>> reporter: good morning. as it is you can already pay for your meter the old fashioned way using coins or credit card or debit card. but in a couple months from now there will be a third option, paying for this metered space using your smart phone. san francisco mta hopes to have the program up and running by this summer. it's the pay by phone program. here's what it will look like if you pull it up on your smart phone. the way it will work is you'll have to register your cell phone number and credit card to an online account in advance. then every metered parking space in the city will have a number associated with it. when you pull up to that space and type in your parking number in your phone, your account will then be charged for the parking. another feature if your meter's about to run out, you can reload it remotely so you don't have to run back to the meter. and the program will even send you a text to remind you the meter is about to run out. now the program's run by a private company called verus mobile technologies. when you use this pay by phone option, you will have to pay a

45-cent transaction fee. but the company this isn't the first city the company's introduced this kind of program. they also have pay by phone program in miami, fort lauderdale, whistler, canada, and some cities in europe as well. live in san francisco, allie rasmus, ktvu channel 2 news. time now 6:07. well, bay area commuters who use cal train you may not see cuts to service after all. the mercury news reports cal train's board members have a plan to avoid eliminating ten daily trains and keep three stations slated for closure open for at least another year. board members are expected to hold the meeting on thursday to give a final approval. the cuts were originally called to help close cal train's $3.5 million deficit. 6:08 is the time right now. back over to sal. what are you keeping an eye on, sal? well, we're doing most of the east bay right now is where the traffic is getting busier, pam and dave. good morning to you. right now let's go out to the south bay though where we're

beginning to see a little bit of slowing here and there. but for the most part you have a nice drive on interstate 280 right through downtown san jose. also the morning commute looks good on the san mateo bridge heading up to the high-rise and over to 101. no problems on the bay bridge. take you down the east shore freeway vallejo and across the bridge. see road sensors good on 80. the rain gone but a gloomy start to the day. widespread gray out there. low clouds. fog along the coastline. little bit of fog and some drizzle as we start our morning. sitting in the 50s at this time. and we have a nice northwesterly breeze. 6 in oakland. these clouds are eventually going to pull back, burn off. but it's going to take a while. look at satellite and radar here. up above those low clouds mostly clear skies. i'll point out this ridge high pressure on the coast. this is going to come in by tonight. but the low clouds we need to

deal with. forecast here notice it takes most of the day. noontime still dealing with partly cloudy skies. by the second half of the afternoon we get some better clearing in the north bay. santa rosa still looking a little gloomy. but by about sunset most of us are with mostly clear skies. and as we move through this evening the clouds will be back. afternoon we'll be warmer with the ridge of high pressure migrates east we are going to have warmer air mass in place. 71 expected santa rosa this afternoon. widespread low 70s mountain view into san jose and morgan hill. 60s for many of us as well hayward, oakland looking at 68 as well as san francisco. the extended forecast we continue with this on shore westerly flow. a few scattered showers here again. we have try conditions for today. scattered showers in the forecast by tomorrow night. lingering thursday. friday we're dry. partly cloudy to mostly cloudy for the weekend and just a slight chance of sprinkles saturday night into sunday at this point overnight lows sitting in the 40z.

look at future model show you when to expect tomorrow's system to arrive coming up in a few moments. time now 6:10. still following developing news coming in this morning from san francisco. a man and woman are in the hospital right now. they were stabbed several times during a fight. this happened about 3:30 this morning at larkin and olive streets. right now police are out there searching for several people involved in that fight. by the way we have no word on the condition of those two victims. well, tomorrow marks the anniversary of the worst oil disaster in u.s. history. but some of the victims are still waiting for a payout. how much bp has actually paid for that massive oil spill in the gulf. and president obama is embarking on a big public tour. the message he's taking around the country.

welcome back to the morning news. tomorrow marks the anniversary of the explosion that led to the sinking of the deep water horizon oil rig which resulted in the largest oil spill in american history. despite the damage, not much money has actually been paid out. now b.p. provided $20 billion for the victim relief fund. but only $3.8 billion of that has actually been paid out. administrators say some people eligible for claims haven't made win. the spill left 200 million- gallons of oil in the water. a federal disaster has been declared in california to help people recover from financial

losses following last month's tsunami from japan. now the damage estimate is at $48 million. it's mostly in santa cruz and crescent city harbors. a federal disaster declaration allows state and local officials to ask for federal funds to help with the repairs. california emergency management also says it will save the state about $25 million. time now 6:14. well, the warning that came from standard ohm pores it might lower america's credit rating has intensified the pressure on president obama and congress on how to deal with the nation's debt. ktvu's allison burns live in our washington d.c. newsroom with how the president is responding. allison. >> reporter: dave, in about an hour president obama will host a town hall meeting at a community college in virginia. and this is what is motivating his event today. this is a live look at the nation's debt clock. you see it ticking up past $14.3 trillion. today the president will try to explain why the government

needs to cut some popular programs to deal with the debt. and even though a big fight is looming his spokesman says there is hope for democrats and republicans agreeing on a strategy. >> everyone agrees now on a target for deficit reduction. $4trillion over ten to twelve years. that's significant. >> reporter: the president will spend three days this week touting his plan at town hall meetings. ego to palo alto tomorrow and reno later this week. reporting live from washington d.c., allison burns, ktvu channel 2 news. time now 6:16. state school districts are now drafting policies aimed at reducing the number of minorities and special education. now the state says african- american and willty no students are overly represented in special ed classes in 85 school districts all across the state. tonight the mt. diablo school board will meet about this. they'll be talking about creating a group of teachers and administrators to provide academic and emotional support to diverse students.

an animal cruelty investigation is now underway in southern california after ten dogs were found poisoned to death. it happened at the el ray mobile home park in san diego. five dogs were found dead at the park on saturday. three more turned up sunday morning. and then two more yesterday. dog owners and the local humane society believes someone who lives inside the park is responsible. >> people from the humane society we asked them if it was maybe like a virus or something you know. i know someone is obviously doing it on purpose. >> it's definitely a cruel and inhumane way for an animal to die. i would definitely recommend obviously numerous felony charges against the individual. >> investigators say the person responsible might be annoyed with dog owners not following park rules. well, the reward for a missing tennessee woman has now risen to $75,000. 20-year-old holly bobo was last seen wednesday by her brother. he says he saw a large man wearing camouflage lead holly

into the woods outside of her house. right now there's no main suspect, but investigators say whoever's responsible is familiar with this area. >> because of the terrain and where she was abducted from you would have to know where you were going, the entrances, exits, in order to do this. so we feel like the person is right here in the community. >> now, officials say the only evidence so far is a small amount of blood found near holly's home and her lunchbox that was found out there in the woods. so far local, state and federal authorities have followed up on more than 250 leads. well, this is hiring day at mcdonald's. the restaurant chain is looking for 50,000 new workers. that includes at least 2,000 crew and management positions at restaurants here in northern california. more than 250 local mcdonald's stores are taking part in today's event. many of the restaurants are switching to a 24 hour day schedule so they need new full

time workers and managers. seasonal and part time positions are also available. okay. time now 6:18. sal's available. we have a new crash in livermore. what happened? that's right. it's a new crash, dave and pam, on 580. it's a couple vehicles. just a lot of things this morning in the livermore valley. latest one is a crash westbound 5 0 at airway which is also the livermore airport exit. this is involving property damage only so no one's injured. but a couple of cars and a big rig got into it. one -- at least one lane is blocked. we're hearing maybe two lanes are blocked here on westbound 580. you can already tell traffic is getting slow as you drive through the area. if you're driving hayward, union city or fremont on interstate 880 so far traffic is okay. go out to live pictures now. traffic on 24 westbound is okay driving up to the tunnel it is getting more crowded though. and if you are arriving at the bay bridge toll plaza any time soon, it should still be able to get a nice commute into san

francisco. 6:19. let's go to rosemary. okay. give you a live look this morning what's happening out there. plenty of low cloud cover this morning. and we are looking at, well, ten minutes or so to sunrise. look at all those clouds. going to be a little while before we burn this off. partly to mostlily cloudy skies expected in the afternoon. we will be warmer today once we get in and it of those clouds. in fact we're warmer this morning with all the moisture hanging overhead dealing with a little drizzle this morning. the rain will be back by tomorrow. mostly cloudy skies in the forecast. take a look at this as we roll through today and into tomorrow dealing with plenty of cloud cover into the afternoon by 4:00 or 5:00 still partly cloudy skies. we will be clearing a little closer to sunset. but we're already at sunset. then by tomorrow we're dealing with more in the way of those storm clouds rolling back in by the afternoon a few scattered showers. and then come thursday morning they're still lingering finally breaking away by the afternoon. temperatures for today this morning starting in the 50s most of us will remain that way through the morning hours.

your lunchtime numbers upper 50s for the coast, low 60s inland. by the end of the day we'll be in the low 60s in some cases. talking north bay areas like santa rosa, napa, extended forecast there dry today. wet again by tomorrow night. thursday morning a few scattered showers. dry thursday afternoon. friday and then into the weekend the big easter weekend partly to mostly cloudy skies and slight chance for a few sprinkles saturday night into sunday at this point. well, nissan is preparing for a big drop in u.s. sales in may and june. japan's third largest automaker now expects to ship 15,000 cars and trucks this month and about half that number next month. but the company usually ships 30,000 vehicles a month to the u.s. nissan shut down all of its japanese plants after last month's earthquake is tsunami. the u.s. treasury plans to fill a large portion of the gm stock it still owns by this fall. but that could lead to the government losing more money on its bailout of the u.s. automaker.

stock in the new gm is down more than 9% since the initial public offering. the wall street journal reports that the obama administration wants to end its involvement with gm before next year's election. all right. our time now 6:21. police are investigating two separate groping incidents in one san francisco neighborhood. one solid lead that police are following. plus the royal wedding is just days away. the extra steps being taken to make sure the big day is secure. and how will wet roads effect your drive to work? right now we're getting some wet weather in the south bay. we'll let you know. hey, ellen, what are you doing? just brewing up some dunkin' donuts coffee -- want some? good morning. traffic at the bay bridge toll plaza is doing well. there's a bit of a back up here at the toll plaza. metering lights turned on. no problems on the bridge itself getting into san francisco. thank you, sal. this morning san francisco police are looking for suspects in two separate groping attacks. both crimes happened near golden gate park over the weekend. one was on lincoln way. the other on carl street. now both women fought off their attackers and called for help. investigators believe two different men are responsible, but they only have a detailed description of the man responsible for saturday's groping incident on carl

street. he's described as a white man in his 20s about 6 feet tall weighing 160 pounds with straight short brown hair. the lawsuit accusing taco bell of mislabeling the meat it uses is being dropped. taco bell calls that meat seasoned beef. but an alabama law firm claimed there were so many extenders and fillers that the meat didn't meet the standards for beef. taco bell rolled out an ad campaign defending its meat and says it did not pay off the law firm or change its beef product. but the law firm says taco bell is changing how it's marketing its food. time now 6:26. we are ten days away from the big royal wedding. but security teams are already keeping an eye out for any possible security threats. special teams are checking public areas along the parade route. now these checks will continue until after the big wedding. there are also crews in helicopters that will play a major role in security on the wedding day. >> clearly they don't want the

there it is. right on time. the opening bell in new york this morning. focus shares. they are celebrating additional funds. and speaking of the finance industry, goldman sacks first quarter income fell 72% but that's because of a huge dividend payment that they paid to warren buffet. so without that payment the earnings were just about -- or actually beat estimates.

analyst estimates there. could be a good indication for the rest of the financial sector this morning. that's what traders were waiting for. maybe some good signs from there. live look on the bottom part of the screen as we look at the new york stock exchange and traders there dow jones up 21 points. they're busy and we're smiling saying good morning to you. thank you for joining us here on the ktvu morning news tuesday april 19th. i'm dave clark. >> good morning. i'm pam cook. in the news this morning a grieving pet owner in san jose is waiting for some answers after her dog died over the weekend. this happened after they went to the butcher dog park in san jose. there were fears this morning poisoning may be to blame. ktvu's kraig debro is live out there now with more on this dog death mystery. good morning, kraig. >> reporter: yeah, good morning, dave. our only clue as to where this dog was has to do with how the dog park is separated. you see the signs here about the chief of police closing the park. but then the other side there's an inner gate. there's two gates. one for large dogs over 40

pounds. and one more small dogs under 40 pounds. when you see the dog you'll see it's under 40 pounds. so if it did pick up something in this park, it would have been on this side. they close the park because they believe someone may have left poison behind for dogs to eat. >> i think it's pathetic that people would poison a dog, you know? it's just families out here with their family members. >> reporter: jennifer and her dog, collin, came to butcher park on saturday at oakwood and camden avenue. minutes later the dog became violently ill and then collapsed. she put collin in the car and was driving him to the vet, but collin died en route. she says whatever collin ate it made him vomit and knocked him off his feet. >> i think he ate something and also the vet after the whole resuscitation she said that because of the vomiting that it's an indication that he might have eaten something

toxic. >> reporter: what happened to collin at butcher park may not be the only reason for the park's closing. that's because earlier this year someone left rat poison at a sunny vale dog park and wanted everybody to know it by scrawling the words all dogs must die at the scene. we know of nobody's been caught for that particular crime. take a look at the sign now. i want to point out it says poisoned bait. that just means that somebody put out something that looked like something else. it suggests that the dogs may have been tricked into eating whatever they ate if it in fact came from here. the animal autopsy is scheduled to be done today. live in san jose, kraig debro, ktvu channel 2 news. this morning, oakland police are investigating the fatal shooting of a young woman. ktvu's tara moriarty joins us now from our newsroom information that the killing was one of two overnight killings in oakland. >> that's right. police had a busy night. they're trying to piece together how a woman was shot

and killed near a playground south of interstate 580. around 10:00 last night two men dropped the victim off at summit medical center. she was bleeding from several gunshot wounds and later died. now hospital staff performed cpr but were of course unable to save her. when police questioned the people who brought her to the hospital, it actually led them to an area near poplar park. late last night officers scoured the streets with flashlights looking for clues near 30th and union. witnesses say they heard more than a dozen shots just before 10:00. now investigators are still unclear as to whether the victim knew the people who dropped her off at the emergency room. now early this morning just after 1:00 another shooting police responded to it 45th and international boulevard. one male was shot but is expected to survive. and police say they do have a suspect in custody in that case. we will continue to monitor these shootings to let you know about any new developments. live from the newsroom, i'm tara moriarty, ktvu channel 2 news. time now 6:34. a man is in the hospital after

an overnight accident in sonoma county. look at these pictures. this happened just before 10:00 p.m. on highway 116 near petaluma. a pickup truck swerved off the highway, crashed into a fully loaded water truck. the 45-year-old driver was pinned by the dash and the steering wheel. he was in that pickup for about 20 minutes trapped in there. he was taken to the hospital. he has cuts on his head and a broken right arm. luckily no one else was hurt in that crash. in santa cruz police are investigating how a fremont man fell to his death from the rocks along west cliff drive last night. it happened near the intersection of west cliff drive and stockton avenue about 5:45. now the man has only been described as a 22-year-old man. they pronounced him dead at the scene. right now police are questioning two of his friends about what may have led up to his fall. it's possible alcohol may have been involved. a decision is expected today on whether to allow the jury in the chauncey bailey murder trial to see a secretly

recorded police video. the judge and lawyers saw that tape yesterday. they say it shows one of the defendants describing the killing and then laughing about it. prosecutors and defense attorneys are arguing about how much of the tape should be shown. if the judge decides to allow it, the jury could see as much as 90 minutes of that tape tomorrow. time now 6:35. you may no longer have to dig for change to feed the parking meters in san francisco. there's a new option for people who need to pay to park. coming up for you in about ten minutes ktvu's allie rasmus will show us how it will work in a live report. today the operator of that crippled nuclear power plant in japan is taking a key step in stabilizing the building. highly radioactive water from the basement in one of the plant's buildings is now being pumped into a storage area. now that will help workers restore the cooling systems that were knocked out during the march 11th earthquake and tsunami. crews estimate though it will still take about nine months to

bring down core temperatures and reach a cold shut down of that plant. the high radiation levels in there in the plant are now freezing future plans for japan's nuclear program. japan's prime minister says no new facilities will be built until the accident has been examined. before the plant was damaged in last month's earthquake and tsunami, japan wanted to add at least 14 more nuclear power plants by the year 2030. now officials say a full investigation is needed to make sure any future power plants will be safe. time now 6:37. today president obama holds a major meeting on immigration reform. current and public officials from across the political spectrum have been invited to be there including former california governor arnold schwarzenegger. he'll be there. they'll be talking about ways to fix america's immigration system. now president obama is flying into s.f.o. tomorrow. he's coming here to the bay

area. he'll visit facebook to hold a live online town hall meeting. now the president issued an open invitation for people to join him to talk about the economy. that's at 1:45 tomorrow afternoon. now after that facebook event the president will attend two -- at least two fundraisers in san francisco. then he'll be leaving the bay area on thursday. time now 6:37. and, sal, right about now i'm guess you're checking the bay bridge toll plaza. yes, we are, because it's getting busy pam and dave. good morning to you. you can see traffic is going to be very busy here all of a sudden. and you're going to be waiting for about ten to fifteen minutes before you make it on to the bridge. which is not unusual, just a time when things start getting busy here. there are no major problems on the span. no major problems also on the span of the san mateo or the dumbarton bridge if you're trying to cross the bay that way. also the morning commute is going to be okay on the nimitz freeway south to fremont.

6:38. let's go to rosemary. this morning you may need windshield wipers. drizzle out there. low clouds. take a look at that, the bay area. shrouded there in fog. we've got creepy fog lurking over alcatraz. that's what i was told in my ear. thought it was kind of funny. we have visibility down about half a mile on some of our local bridges including the golden gate. worth noting this morning. take a look at just how widespread it is. that storm out of our way. but leaving plenty of moisture behind. temperatures right about yesterday slightly warmer in some cases low 50s right around oakland, san francisco. 57 reported san jose at this hour. so it feels muggy out there with the relative humidity up and areas right around napa and santa rosa holding onto low and mid-50s as well. we will be mostly gray for the first half of the day. we have a ridge of high pressure building in behind the system. you can see it here i'll point it out there it is right there. it's going to shift east over our area in time for the evening hours. so that will bring us warmer conditions. but that system that pushed off to the east there it is, again, leaving us with plenty of low clouds this morning. it takes most of the day before

right now 6:43. pg&e denies that poor recordkeeping played a role in last year's devastating pipeline explosion and fire in san bruno. state regulators are considering penalizing pg&e for alleged bad recordkeeping in general. and on that san bruno line in particular. native american protesters they remain at a sacred burial site in vallejo this morning. they're protesting plans to build a new park there. the department of justice has been called in to try to mediate this dispute. president obama is hitting the roadful he'll be selling his plan to tackle the nation's debt. however there's a new poll out that shows most americans are already frustrated with how he and the congress have been handling the economy. an air traffic controller is now suspended after watching a movie when he was supposed to be handling traffic. the f.a.a. says the problem was discovered when more than three minutes of a movie sound track was transmitted over his microphone. a military pilot contacted the

controller to tell him what was being heard on the frequency used to direct high altitude air traffic near cleveland. >> it's like any other microphone. you push the button i can't hear what you're saying if i push my button down. that's three minutes of air time that if a plane called they didn't get them. >> the controller's manager is also being suspended. time now 6:44. there will soon be a new option for drivers who need to pay for parking in san francisco. and all you need is your cell phone. ktvu's allie rasmus joining us live in san francisco to tell us what this is all about. good morning, allie. >> reporter: good morning, dave. as it is right now you can already use your debit card and credit card to pay for meter parking here in san francisco. you can do it the old fashioned way and pay with coins, pretty soon there will be a third option. that is paying for your meter parking using your cell phone or smart phone. san francisco mta says they hope to have the pay by phone program up and running by this summer. we have a picture of what the program will look like on smart phones, the way it will work.

you'll have to register your cell phone number and a credit card number to an online account in advance. then every metered parking space in san francisco will have a number associated with it. so when you pull up to that space and type the number in your phone, your account will be charged. one thing we've learned you don't necessarily need a smart phone to pay by phone. you don't need to connect to the internet necessarily on your phone to use this. if you register in advance and register your cell phone number, you can just call from a regular cell phone, enter a pin and your online account will be deducted that way. >> i think it will be a good idea working. i know a lot of people getting tickets because. [ indiscernible ] that should be a solution. >> reporter: now another feature if your meter is about to run out you can reload it remotely from your smart phone and the program will even isn't you a text message to remind you when the meter is about to run out. the program is run by a private

company. one thing we learned that if you use this pay by phone service you will be charged a 45-cent fee that will then be passed onto that company. so coming up a little later on this morning we're hoping to talk to someone from san francisco mta to find out if all the meters in the city will have this option, pay by phone option only, or if people will still be able to pay for their metered parking using the old fashioned methods of coins and debit cards and therefore avoid that 45-cent fee. for now reporting live in san francisco, allie rasmus, ktvu channel 2 news. well, people in the southeast part of the country are starting to clean up after the deadly outbreak of tornadoes raged through that area. from thursday through sunday twisters hit 12 states killing at least 45 people and crushing homes and buildings. the worst of the devastation came during a four hour period in north carolina on saturday. one couple ran for shelter in a nearby lowe's store which ended up being destroyed by a tornado. >> we'll be safe up there.

unfortunately the tornado followed us. >> the white house is on alert and has already pledged its support to the area. fema is also monitoring the situation and is ready to step in wherever assistance is needed. but the worst may not be over. a new weather system tonight is threatening to bring more tornadoes, high winds and even hail to parts of missouri, arkansas, illinois, indiana and kentucky. and in texas a wild fire burning out of control could be twice as big as previousliest mated. the fires in strawn, texas, may have grown to about 120,000 acres. now it was previously thought to be about 63,000 acres. firefighters say it's being fueled by low humidity, hot temperatures and high winds. that fire is only about 15% contained. federal resources are now being used to help fight the fire. that's near the dallas-fort worth area. >> yeah. it's a major mess there. and along the coast and the

south it's horrible. time now 6:48. as we look at our commute sal says it's just plain slow. it is slow out there. go outside and show you traffic is going to be slowing down in some areas. now here in san jose during -- here at the downtown area it's not that bad. but just around the corner there's slow traffic waiting for you at highway 17. and in this picture at the bay bridge toll plaza we can actually see the slow traffic although it's getting a little better than it was. it was backed up almost to the 880 overcrossing. now it seems to have settled a little bit. of course if you're on the freeway the traffic is getting busier northbound approaching 238 and southbound also driving toward union city. but, again, as we look at the south bay 101's a little slow at 280. this may be a little bit of lighter use than usual. some schools have their spring break scheduled this week. 6:49. let's go to rosemary. good morning to you. lingering moisture outside our door in the wake of yesterday's storm. giving you a like look at the estuary where we have a boat

there already along the water. saw a crew team earlier this morning. a mild muggy start to the day. even a little bit of drizzle falling in some areas. your roadways may be a little wet as you get out the door this morning. 53 right now in san raphael. mid-50s oakland. upper 50s redwood city, san jose, hayward. warmer than yesterday in some areas. partly cloudy skies expected. the second half of the afternoon we will be with low clouds through some time in the morning. afternoon highs will be warmer than yesterday by five to ten degrees. a ridge of high pressure builds in for tuesday. wednesday another system. a disturbance pulling through very similar to what we had yesterday. our temperatures will cool, clouds will return. and the evening showers expected. your forecast for you here running it through today notice the clouds hanging over by about 5:00 in the afternoon. finally looking at some pretty good clearing and sunset is should be fairly nice. but the clouds will be back. and by the afternoon we've got scattered showers in the forecast lingering through thursday morning stopping here once again at 7:00 a.m. the morning drive could be a little soggy and drying out

thursday afternoon. for today upper 6 0z, low 70s. 71 santa rosa. 68 oakland as well as san francisco. 70 mountain view. 72 morgan hill. low 70s around san jose. the extended forecast not a lot of change now that we have this pattern set up we're going to be dry today. we'll be wet again tomorrow. it looks like the afternoon and evening hours. drying out thursday afternoon. scattered clouds, dry conditions on friday. and for the weekend a little questionable. just a slight chance for few sprinkles on and off saturday into sunday and temperatures widespread 60s perhaps some low 70s. well, there's some good news this morning from the housing industry. builders broke ground on the most new homes in six months. new home construction is up more than 7% in march to an annual rate of 549,000 homes. that's almost 30,000 more than analysts had forecast. and the trend could continue as the number overbuilding permits also rose. let's check in on how wall street is responding to that. that is part of the reason why the numbers are up. also the pretty good numbers

reported from gold man sacs we should get other earnings in just a bit. right now live look at the big board on the new york stock exchange. the dow jones up about 30 points. the nasdaq and s&p 500 also up about the same percentage-wise. delta airlines is leading the latest attempt to raise air fares. delta added $10 per round trip to most of its u.s. routes and is watching to see if other carriers follow its lead. this is the eleventh time this year the airline haves announced fare hikes. but the last four have failed. now airlines say they need higher fares to cover rising costs of jet fuel which has gone up 49% since last year at this time. wow. time now 6:52. an armed hold up right outside of a bank in danville. this is the photo we want to show you. police are hoping this will lead to an arrest. and the vallejo school district could soon cut 150 jobs. but it won't be teachers. who's being targeted this time around. good morning.

just talking about new construction, new home construction up. we'll keep watching numbers for you. all right. time now 6:55. tomorrow the vallejo school board is going to cut more than 150 jobs. these jobs at risk are all classified positions they include custodians, safety supervisors and bilingual tutors. they are trying to close a multimillion dollar deficit ranging anywhere between $3.5 million and $6.7 million. the exact amount depends on whether the governor can convince lawmakers and voters to approve temporary tax extensions. police in danville hope a surveillance photo would help them catch the men who robbed a bank atm customer. look at this picture. it happened saturday night at a wells fargo bank on san ramon valley boulevard. police say two men with knives stole this woman's cell phone and demanded her money. when she refused then ran to safety to a nearby store. those two thieves then ran off themselves. well, the san jose sharks are looking to take back the
