online. good morning. thank you for joining us on this wednesday april 20th. i'm pam cook. >> and good morning. i'm dave clark. let's check weather and traffic. let's go to mark in for steve. good morning, mark. good morning to you. cloudy skies this early wednesday morning. pop up few light showers out there if you can see live storm tracker 2. nothing too extreme but few cells close tore bodying bay. we could have a few wet roadways out there. showers on the increase later on today. the timing on that if a few minutes. sal now has an update on traffic. good morning. southbound 101 traffic on the golden gate bridge looks good heading to the toll plaza. fog not as much of an issue as it has been the last two days. also looking at san francisco northbound 101 and that traffic moves well. 6:01. back to dave and pam. all right. we're following overnight news

from marin county. early this morning prison inmates from san quentin rescued a man and woman stranded in the bay. ktvu's tara moriarty joining us live to tell us what led to that rescue. good morning, tara. >> reporter: well, good morning. there's an actual fire department here at san quentin state prison. it consistents of some inmates as well as one staff member. they were the first ones to respond to people that have been stranded by a boating accident here off of the shoreline. it happened just after 1:00 this morning right where the land juts out near the prison. >> as officer was in his post tonight, he heard faint sounds emanating from the water. and of course being observant he looked out and saw two individuals out in the water. and they were definitely in distress. >> reporter: now that guard phoned for help and then the inmates swung into action. they got into the water and pulled the man out. crews from the san raphael fire department arrived and then used a rope rescue to save the woman. apparently the pair had left harbor earlier that night and

they had engine trouble. and when the man tried to restart the engine he fell overboard and the boat flipped. he was not wearing a life jacket. and the woman was. the two drifted in the water for up to an hour and a half before the guards spotted them. now crews performed cpr on the man who had gone into cardiac arrest. he is at marin general. we have no condition on the female victim, but she was treated for hypothermia. now since the shoreline here is restricted, the accident was considered a breech of security. they did an immediate head count here at the prison to determine that no one was missing. they said they were well aware of what had transpired leading up to the rescue. we're live at san quentin, i'm tara moriarty, ktvu channel 2 news. time is now 6:03. well, the department of transportation is announcing some new rules today giving airline passengers more rights. we're going to bring you a live report from washington d.c. coming up at 6:15 we'll tell you how these new rules could mean more money in your pocket. seven hours from now president obama is scheduled to

arrive at sfo. ktvu's claudine wong is live at san francisco's ma sonic auditorium with more on how you may catch a glimpse of the president. claudine. >> reporter: they are anticipating crowds. that's why the barricades are up and no parking signs letting you know they're not going to let you park here when the president rolls into town. we're across the street from masonic auditorium here at taylor and california. this is not president obama's first stop but this will be the first stop that gives people the best chance for the so- called ordinary joe to see the president in person. we want to take you live now to palo alto though because you're looking at facebook headquarters. actually -- we were going to show you facebook headquarters. that is actually the president's first stop. but don't go there because you will be turned away. president obama's going to hold a town hall meeting, but in true facebook style it will be online. at last check more than 35,000 people attending that. about 5,000 people are maybes. it's free of course. and it's the first time a president has done something

like that. the masonic auditorium will be the next on his list of stops. they were shining things up yesterday in preparation for today. tickets there started at $25. but republicans say this visit is strictly about fund raising. >> i think this is really 100% fund raising visit quite frankly. i think the town halls are simply a guise to appear to be connecting with normal americans. >> reporter: there are two more stops on the president's tour, but those are going to be private fundraisers. one is at a private home in knob hill. another breakfast following it tomorrow. the price on those a whopping $35,00000 for people wanting to attend that. so as you can imagine that guest list will be much smaller. back live here in san francisco again preparations underway. we have seen a few sfpd guys roll by. we're hoping to talk to some people to see how they best would want to see the president in his bay area visit. and we'll check back in with you on the morning news. live here in san francisco, claudine wong, ktvu channel 2

news. sounds good. thank you, claudine. we're going to be tracking president obama's visit on our website as well at ktvu.com. also here on channel 2 we're going to bring you live coverage of his arrival this afternoon scheduled for 1:00. stay with us. time now 6:05. in oakland a woman is under arrest accused of shooting a man at a gas station. it happened on west grand avenue yesterday evening. police say the motive behind that shooting may be a domestic dispute. the woman reportedly was heard saying that man had been hitting her. she turned herself in shortly after the shooting at a nearby church. that man was taken to the hospital. we're told he is expected to survive. an important warning for people living in oakland's lake merit area. police say there were six separate street robberies during a two hour period yesterday afternoon. investigators believe the same person is responsible. he's described as an african- american man 25 to 30 years old, 5'9" between 180 and 200

pounds and he was spotted driving a light blue ford taurus. two richmond police officers are being investigated. and one has already been fired. officers danny harris and ray thomas are accused of hiring young volunteers from the department for their private security firm and then buying them guns. the officers are also linked to a dui scam. investigators say it was set up to get two young men they had hired arrested after the recruits reported them to internal affairs. allegedly officers thomas and harris hired chris butler, who is a private investigator, to set up a drunk driving arrest. he reportedly hired women to get the two young recruits drunk and then have them drive past another officer who would make a pre-arranged traffic stop. but one of those recruits was apparently tipped off. contra costa county prosecutors say butler is a former antioch police officer who works with law enforcement to set people up for arrest.

time now 6:07. testimony continues this morning in the chauncey bailey murder trial. the oakland tribune reports yesterday the judge ruled the jurors can see large portions of a secretly recorded police video. it reportedly shows yusuf bey the 4th laughing about bailey's murder. also yesterday an irs agent testified that your black muslim bakery was not paying payroll taxes and owed the irs more than a quarter million dollars. prosecutors claim bey ordered bailey's killing to keep bailey from writing about the bakery's financial problems. the judge who presided over the proposition 8 trial is now at the center of a new legal controversy. supporters of california's gay marriage ban say judge vaughan walker is showing a tape of the trial on the lecture circuit. now they say that violates the judge's own earlier court ruling banning cameras in the courtroom. proposition 8 supporters want the judge to return the tape so it can be put under lock and

key. time now 6:08. several california counties may not get disaster relief money from the federal government. on monday president obama approved a federal disaster declaration for santa cruz and dell nort counties. that was a response to last month's tsunami that hit the harbors in santa cruz and crescent city. about that same time the bay area and other regions had damage from a series of late spring storms. but that damage may not be enough to qualify for federal disaster help. well, time now 6:09. new disaster relief could come soon for homeowners in san francisco. city supervisors have given initial approval to a plan to help people who lose their home in a big earthquake or other natural disasters. those homeowners will be allowed to rent apartments at below market rates. the board is expected to give final approval to that plan next week. all right. it is 6:09. sal's been talking about some

traffic problems. one crash. what's going on, sal? that's right. the crash on northbound 101 is blocking at least one lane northbound 101 at rain stork avenue. if you're on the peninsula i think you should just be aware it's there northbound 101 going to be a little slow. and southbound may be slow as well. people will be looking at this crash. this is 101 in mountain view. expect slow traffic. move along and take a look at westbound 8o. that traffic is getting busier coming out from vallejo and into richmond eventually to berkeley. a lot of people use the bay bridge after that. so far at the toll plaza there is not a big crowd. they usually turn the metering lights on about 6:20 or so. 6:10 now. let's go to mark. hi there, sal. good morning to you. we're taking a live look here at live storm tracker 2. you can see a few showers across parts of the bay area. mostly on the light side and most of it not reaching the ground. reports of a few sprinkles out there. come in a bit tighter and show

you activity closer to the bay closer to againville and also some more coverage here in parts of the east bay closer to clayton also right around antioch as well. not a big deal, but this could wet the roadways at least into the short-term. as far as the overall weather picture for today we have this with mostly cloudy skies. the main next organized system that movers in later on tonight into tomorrow. but we do bring in a chance for this afternoon. tomorrow some morning showers, mixture of sun and clouds and the weekend we could be talking about a few more rain drops. mostly cloudy skies right now. and most of the bay area in the 50s. fairfield 52. san jose 55 degrees. and here's our forecast model. and you'll notice take this into the 11:00 and 12:00 hour not a lot to show you but then the rain chances on the increase for this evening especially between 7:00 and 9:00. and we're going to hold onto that chance first thing tomorrow morning. here's the plan for today. 8:00 53 to 58 degrees. this morning scattered clouds at 12:00 55 to right around 62. we bring in that chance this

good morning to you. welcome back. time now 6:14. pretty tense moments aboard first lady michelle obama's plane. the f.a.a. says mrs. obama's plane came too close to a military cargo jet just before it landed at andrews air force base in maryland on monday. the plane was told mrs. obama's plane had to abort its landing and then circle the airport to give that military jet time to land first. by the way, vice president joe biden's wife, jill biden, was also on that plane. the f.a.a. says that she and the first lady were never in any real danger but the incident is under investigation. well, if you feel like it's anin dignity to be an airline passenger these days, uncle sam is trying to help. ktvu's allison burns is in our

washington d.c. newsroom with the new passenger protections being announced today. allison. >> reporter: pam, the new rules demand airlines treat you much better including full disclosure of fees. when you buy your ticket, you'll be told up front about every penny you're going to have to pay for bags, meals, pillows, whatever. airlines have to limit tarmac delays on international flights to four hours. domestic flights are already limited to three hours. and they have to significantly increase how much you're compensated if you're bumped to another flight. passenger rights groups called the new rules a miracle. we talked about the changes with transportation secretary. >> we just think this is sort of the fairness to the passengers. looking out after passengers. >> reporter: airlines have four months to comply, but there are some fears that they're going to pass the increased compensation cost onto passengers in other ways like in the form of higher fares and fees. reporting live from washington

d.c., allison burns, ktvu channel 2 news. time now 6:16. a violent day of hiring at a mcdonald's restaurant in cleveland, ohio. yesterday hundreds of people showed up to apply for a job at the mcdonald's. mcdonald's was hiring 50,000 people nationwide. but as they waited with their job applications, a fight started between two women and suddenly one of the women got into a car, backed up and ran over several people. the driver of the car was arrested. police say none of the injuries appear to be serious. an attack on a chinese exchange student in canada was captured on a web cam. and hours later police found her dead. police say the young lady was chatting with her boyfriend in china by web cam about 1:00 in the morning when a stranger, an unknown man, knocked on the door. her boyfriend reported seeing a struggle between the two before the man then turned off that

laptop computer. the young woman was found dead by authorities hours after that attack. >> while her death has not yet been classified as a homicide, we are approaching this investigation carefully, methodically and with the due diligence required in such a tragic case. >> we used to talk to each other. and she was such a nice and quiet girl. and i'm still in shock. >> when authorities found the young woman, her laptop computer was missing. so far an autopsy has failed to show the exact cause of her death. we now know what could be killing dolphins and sea lions along the california coast. animal care experts say they could be victims of a deadly neurotoxin produced by a seasonal algae bloom. mussels and small fish eat the algae, then in turn they're eaten by sea mammals. the same poison was found in samples of the fish that suffocated in a beach harbor last month. time now 6:18. the oakland zoo plans to

expand, but not everybody wants to see it grow. the chronicle reports the city owned zoo wants to use an additional 56 acres. most of the land would be preserved for native plants. however, buildings and exhibits featuring california's native wildlife will reportedly be built on at least a quarter of that land. some preservation groups say they want the planned expansion downsized. 6:18 is the time right now. let's check in with sal. how's traffic, sal? it's okay. it's getting a little bit busier in some areas right now. let's go outside and take a look at northbound 101. still have that crash on the peninsula blocking a couple lanes. so 101 san antonio area going to be a little bit slow. i would use 280 if you could for the next few minutes anyway as they clear up this injury crash. also this morning's commute getting a little busier at the bay bridge. they have turned those metering lights on. little bit of a delay now. and if you're driving into the south bay northbound 280 traffic looks good on 280, 101

and also 85 looks good. 6:19. let's go to mark. hi, sal. good morning to you. we have mostly cloudy skies over a good portion of the bay area right now. and even a few light showers. here's our camera looking out across the bay. you can see the overcast out there. maybe a few drops falling from those clouds as well. it is mild this morning with most of the region starting off this wednesday morning in the 50s. here's the latest right now on live storm tracker 2 radar. not all this reaching the ground but you can pick out some of the coverage here as we move the maps around closer to parts of the north bay and come in tighter a bit closer to the santa rosa area as well around 101 we could have a few light showers in this region. swing the maps to the east and show you still more coverage here. this has been shifting out to the east over the past hour or so. and this one cell in fact we've been tracking this it actually started out near ocean beach about an hour and a half ago. now moving across the bay and centered over pittsburgh and antioch. as when he had into the afternoon hours still partly to

mostly cloudy skies. we bring in a chance of shower along with the next wave developing over shore. lasting through thursday morning here's our five-day forecast. scattered clouds for your friday. chance of a shower for your weekend. of course the easter weekend for sunday we will have mostly cloudy skies. and there is a slight chance of a sprinkle primarily up in the north bay for sunday morning. but before then today we are tracking the clouds and even a few scattered showers especially as we do head into the evening hours. if you're wanting that warm up, we have a date at least later in the month we could be talking about a significant warm up across parts of the bay area. i'll have that in a few minutes. this morning the japanese government announced exports fell more than 2% in march. that's the first decline in 16 months. japanese auto exports dropped more than 27% as toyota, honda and nissan all had to shut down factories after the earthquake and tsunami. vehicle exports account for 10% of everything shipped from japan. a west coast home builder is celebrating earth day on

friday by unveiling homes designed to cut utility bills. mer damage homes will include nine rooftop solar panels as a standard feature on homes in some communities including some in southern california. they already offer some bay area homes that are ready for solar panels. time now 6:21. competing for pot club permits. san jose as new guidelines. the one rule that may prevent dispensaries from getting one of the few permits. another series of tornadoes as the south and midwest we have dramatic video. good morning. westbound 237 off to a nice start as you drive across the valley and get over to highway 101. we'll tell you more about the morning commute straight ahead.

good morning. traffic on the upper deck of the bay bridge getting busy. earlier stalled motorcycle up near treasure island. things are beginning to improve now. traffic on the lower deck looks good coming down to oakland. all right. time now 6:25. new storms caused lots of damage in the midwest for the second time in a week. look at this. three tornadoes hit bolling green, missouri, in less than an hour yesterday. the roof of one house was torn

off and hail as big as baseballs were falling. no serious injuries reported though. today is being called a city wide clean up day. texas firefighters are hoping higher humidity and the chance of rain will help them contain the flames that have already scorched more than a million acres in the past week. planes are out there dropping retardant on power lines and on homes between fort worth and san anglo, texas. hundreds of residents have been evacuated. safety officials say it's not likely the flames will make it into any heavily populated regions. a federal grand jury indicted nine suspected san francisco drug dealers. today's examiner reports the indictments follow a yearlong undercover police investigation. now that operation targeted the booming narcotics business in the city's troubled tenderloin neighborhood. san jose will drastically reduce the number of medical marijuana dispensaries. in a 6-5 vote last night, the city council voted to limit the

number of pot collectives to just ten. currently 110 are operating in the city. under the new regulations, the collectives will be limited to commercial and industrial areas. and they must grow their marijuana on site. >> that will only leave a very select hand few cooperatives that have on site. luckily we're 6400 square feet so we will be able to accommodate that. >> now the selection process for the ten collectives will be on a first come first serve basis. applicants must pass a criminal background check and pay fees. the ten clubs could be chosen by the end of the year. meantime, support for legalizing marijuana use appears to be gaining ground. but so far no poll has found majority of people in favor. according to a new cnn poll, 41% of american adults say that they favor legalizing marijuana. 56% are still against it. time now 6:27. overnight trouble near the bay area's toughest prison.

welcome back to the morning news. there it is. the opening bell live in new york. and it looks like it's going to be a very good day at least for technology stocks in general. some good earnings definitely spreading overseas. european markets up significantly higher. and a lot of that has to do with optimism from intell. said to open about 7% this morning. apple also after the closing bell reported earnings trade up 2% on the opening. also talk even though it's not been officially announced by apple, there are several insiders saying they're coming

out with a new iphone in july that will be ready in september. it will look like the iphone 4 but of course more powerful and the next phone everyone has to have. apple doing well. we'll follow those numbers throughout the morning. we sure will. and we'll smile and say good morning to you. thank you for joining us here on the ktvu morning news wednesday the middle of the week april 20th. i'm dave clark. good morning. i'm pam cook. time now 6:30. we're following a very dramatic overnight rescue in marin county. it's the people involved in the rescue that's made this such an incredible story. ktvu's tara moriarty joins us now from san quentin with the details. tara. >> reporter: well, it's the people behind this rescue that are pretty surprising. they are actual san quentin inmates. and they're part of a fire department here on the grounds. they along with an alert guard who stands watch in one of the towers behind me here actually were able to save a couple stranded in the water just off of the coast here. around 1:15 this morning the guard heard faint cries of two

people calling for help. he spotted them in the water and that's when the inmates swung into action. they and a staff member jumped into the water to rescue the man who was not wearing a life jacket. crews from the san raphael fire department arrived and then used a rope rescue to save the woman. >> they began having engine trouble. as one of the individuals tried to restart the engine, he actually fell off the boat. the boat capsized somewhere out in the bay. and from what we've been told they actually were out in the water for about an hour to an hour and a half. and the currents actually led them over here to our shoreline. >> reporter: the couple apparently left a harbor some time last night and ran into mechanical problems. and as we mentioned tried to start the engine and the man fell overboard. officials say he actually went into cardiac arrest and medics had to perform cpr on him. he is now at marin general and the woman is also being treated for hypothermia. now since the shoreline here is restricted, the boating accident was considered a

breech of security. they did an immediate head count here at the prison. but they were well aware they say of what had transpired. we're live at san quentin, tara moriarty, ktvu channel 2 news. time now 6:32. oakland police issued an urgent crime alert for residents in the lake merit area. that's following an attempted assault on third avenue yesterday afternoon. investigators say a man followed a woman from a neighborhood store all the way into the gates of her house. then he ordered her to take off her clothes, but then ran away. police only have a vague description of the alleged attacker. still not clear if this incident is tied to a series of sexual assaults near lake merit earlier this year. the 16-year-old daughter of a woman who was shot and killed in oakland is now talking about her mother's sudden death. monday night she was shot several times while walking with a friend in west oakland. she was rushed to a local hospital but she died from her injuries. now her daughter has a message for young people about their

parents. >> i want to say to all of the young girls that ain't looking up to their mama or just thinking they too grown not to because you don't know when you're going to lose her. and it hurts so bad. >> she says she's grateful she took the time to talk to her mother before that shooting. oakland police say it appears she was the victim of a drive- by shooting. but they have very little information to go on. if you have any information, contact oakland police. well she is the city of oakland's 35th homicide so far this year. we did talk to oakland police detectives last night. they say at this time last year there were 28 homicides. that works out to a 25% increase. one year ago today an oil rig exploded in the gulf of mexico killing eleven workers and causing the worst offshore spill in history. today the water looks pretty clean and free of oil, but a closer look shows that oil is still there. in just about 15 minutes we're doing to take you live to

louisiana to see just how that area is recovering. time now 6:34. well, president obama is due to touch down at sfo at 1:00 this afternoon. the president's coming here to the bay area for a facebook town hall meeting and several fundraisers. ktvu's claudine wong joining us live. she's in san francisco now with where you're most likely to get a little glimpse of the president today. good morning, claudine. >> reporter: good morning, dave. yes, if you want to see him in person, you have an opportunity here at the masonic auditorium. you can see barricades ready. no parking signs are up. he'll be here actually tonight for his last stop of the day and really if you want to see him here in person this might be your best chance. his first stop however will be at facebook in the peninsula because he's hosting an online town hall forum at 1:45 this afternoon. let's come over here because i want to show you this computer here because this is where everyone is rscping. about 32,000 people attending

this online event with 75,000 people thinking about it. they're not sure if they're going to actually attend. if you want to see the president though he won't be here for that. he's going to be at facebook in palo alto during this online town hall. the site is already warning people don't go down to facebook in palo alto because you will be turned away. you're taking a live look at facebook this morning. no one's being turned away from the online rsvp list. people we talked to this morning liked the idea of the free forum to watch and participate. one woman we talked to says she's not sure if she'll join in but still thinks it's a great idea. >> yeah. i think it's great. he's keeping up with technology. i suppose he's trying to get to as many people as he can. i think that's good. >> reporter: so that event is free but make no mistake the president is hoping to raise some money on this visit. he has two small private events. one is at a home a dinner tonight. the other is a breakfast at the st. regis. people going to those events have paid $35,00800 for the

chance to meet and greet with the president. compare that to tickets here at the masonic which are starting at $25 when they were available. but, again, a lot of this will be a whirlwind tour as the president makes his way to the bay area. he does arrive early this afternoon. live in san francisco, claudine wong, ktvu channel 2 news. all right. we'll be tracking president obama's visit here to the bay area on our channel 2 website at ktvu.com. and right here on channel 2 we're going to bring you live coverage of the president's arrival. it's scheduled for 1:00 this afternoon at sfo. pg&e says service will not be disrupted next month when it shuts down two gas lines in mountain view and antioch to run high pressure tests. the utility says the tests will use pressurized water to check whether the pipes are structurally sound. pg&e is starting with lines that it can't find pressure test records for or pipes installed before 1962 that are similar to the san bruno line that exploded. the utility plans to provide

customers with natural gas from other lines during the test. time is now 6:37. board members with the receive coy ya union high school district are due to vote on some very painful budget cuts next month. avians principal and counselor at each of the district's high schools could have their positions eliminated. the novato school board was forced to make a very tough decision last night. the district announced that eleven teachers will lose their jobs. it's part of a plan to cut $2.6 million from the school budget. a vote is scheduled today on ways to reduce costs for the north bay's proposed smart train. the rail line was originally supposed to run from clover dale to lark spur but because of a budget shortfall it will only run between santa rosa and san raphael. other cost cutting measures to be approved today include shortening a proposed bike and pedestrian pathway along the rail and putting off construction of stations in petaluma and novato. sal, you and i are both on

[ laughter ] >> okay. good work. i get a lot of good traffic information on twitter as well. so if you want to pass that along as well. public transportation doing well. the bay shore freeway 101 palo alto and mountain view recovering from an earlier accident. it's going to be slower than you'd like it at this time of the morning. i would say that 280 is your best bet. and remember there's going to be a lot of act it later today in this area because of the president's visit. so closures when the president's motorcade does drive through the area. if you happen to be in palo alto later in the they, you'll know what's happening. you'll see a lot of police officers all of a sudden pull

up. move along and look at westbound bay bridge. all of a sudden the crowd here it is backed up to about the 880 overcrossing. the metering lights are on once you get on to the bridge it moves well into san francisco. that's a 15 minute delay though. no problems here in oakland today is the second day where the a's play the red sox. and the last time the red sox will be coming to town this year. so it's going to be a well- attended game. i would recommend using public transportation. what's the weather going to be like? let's go to mark. hi, sal. we have the clouds in place and still possibility of a few pop up showers especially as we do head into the evening hours. right now looking out across the bay pretty shot here but you can pick out the mostly cloudy conditions at the bay bridge and san francisco in the distance. it is mild this morning with most areas starting out the day in the 50s. as far as the live storm tracker 2 we have been tracking a few showers out there right now this has been moving into sonoma county up towards santa rosa. we have some wet roadways at least in this portion of the north bay. and then out toward the east

good morning to you. welcome back. quick look at the stories we're following right now at 6:44. the department of transportation has some new rules today covering airline passengers. the airlines will have to pay passengers more if they're bumped off of a flight. also international airlines won't be able to keep passengers on the tarmac any longer than four hours. several california counties may come up short in getting disaster relief money from the federal government. monday president obama approved a federal disaster declaration for santa cruz and dell nort counties. but some other counties may not be eligible. there's a new legal controversy involving proposition 8. the judge in the case is showing a tape of the trial on the lecture circuit. they say that violates the

judge's own earlier court ruling banning cameras in the courtroom. one year after the worst offshore oil spill in u.s. history, oil is still seeping from the ground in the gulf of mexico. reporter jim spellman is live in louisiana with a look at how the gulf coast is recovering. how does it look there along the beaches, jim? >> reporter: hey, pam. the beaches look great here. no oil to be found here on grand isle, louisiana, on the beaches. but what they're battling here is as much as the perception amongst potential tourists that there might be oil on the beaches. might not be safe for their children to come and play. that's really stopping sort of their tourist industry from kicking back up. we would expect this marina here in grand isle to be full of boats. right now i count two boats here. it's just not coming back the way they need it to. they're also battling on the seafood front. they're also not having nearly the crop that they would like to have early in the season here. a lot of fishermen are

receiving money from bp and they're afraid if they go back to work they won't be able to get anymore payment. there's a lot of things that play. but mainly it's that perception that it's not safe to come here, the seafood's not good. they're really battling that heading into the season. now environmentally no oil on the beaches but in the water a lot of environmental groups are concerned it's the oil you can't see underground and in the sand and caught in the marshes that could have effects for years. before the government is done with their big study to determine the impact and have a restoration plan that could be years away. there's still a lot left to happen here both in the recovery and in understanding the impact of the damage. back to you. all right. so hopefully they can get the word out and people will return this summer. jim spellman there live in louisiana. thank you for that update. time now 6:47. today is another sad anniversary. 12 years ago today two columbine high school students went on a shooting rampage in colorado's columbine high

school. they killed 12 students and a teacher before killing themselves. a memorial to the victims not far from the school will be open to the public today. but classes will not be held. the san francisco police department is welcoming some new officers recruited from nearby cities. the 14 new hires are called laterals. they're officers that are moving from other law enforcement agencies. and because they already have experience, they don't need extensive training. the department says it only takes two months to train the experienced officers compared to seven months for new recruits. >> in the hard economic times we can't afford to do full academy. so if we can get them one, two, as many as we can at a time we'll take them. >> the new hires are coming from cities such as oakland and vallejo which have been facing police layoffs and cutbacks. the current class is expected to complete their training and graduate in june. all right. time now 6:48. hey, sal, everyone behaving at the toll plaza? dave, that's a very subjective term.

we have been dealing with that unsettled weather pattern. in fact multiple rain chances showing up in our forecast over the next few days. looking toward oakland we have mostly cloudy skies and a few light showers showing up in parts of the north bay especially in sonoma county right around santa rosa. and some action to the east as well. so we'll have to hold on to the possibility of a light shower or two for this morning. maybe even moderate downpour as well. into the evening hours is when things change. so for this morning mostly cloudy and mild out there. our next system is cueing up in the pacific and this moves in from the northwest for this evening. with that more clouds and showers likely. it's being picked up nicely with our forecast models as we put it into motion at 12:00 partly to mostly cloudy skies. we could have some breaks in the overcast this forecast model showing here and then by the evening hours we increase the rainfall potential especially up in the north bay. and then by 9:00 tonight still some rain showers and even into tomorrow morning this will be a factor for our commute first thing tomorrow morning. for later on today, mostly

welcome back. with this new study out this morning that is raising concern about toxic mercury in the area, particularly among fish and sea birds, uc berkeley researchers studied the feathers of sea birds which eat the fish. they found dramatically higher levels of mercury.

they say the big jumps in the mercury level correspond to industrial growth in the united states and asia. the higher levels of mercury in seafood obviously could pose a threat to humans especially pregnant mothers and nursing mothers as well as young children. japan may ban access to a 12-mile area around the damaged nuclear power plant. 78,000 people have homes in that area. the government wants to limit radiation exposure to evacuees who want to return to their homes. the families will still be able to enter the restricted area too retrieve their belongings but only with proper protection. well, the royal wedding fever may possibly mean trouble for productivity in britain. the british have two holidays to look forward to this month. easter this week, then there's the royal wedding. well, an accounting company says those two days off may lead to $50 billion in lost productivity. however, britain can make up for some of that loss in tourism dollars.
