"mornings on 2" begins right now. good morning. welcome to "mornings on 2." i'm dave clark. >> good morning. i'm tori campbell. it's wednesday, april 20th. happening right now in san francisco, police are looking for some gas station vandals. the incident unfolded just hours ago. ktvu's kraig debro joins us live to explain how it may be linked to the bp oil spill anniversary. goodgood morning, kraig. >> reporter: good morning, tori. we're at third and brand at a shell gas station. i spoke to the attendant here.

she spoke to a coworker and saw it all go down. there's evidence here of what happened. apparently the pumps were chain linked together. the chains were chained to the pumps here and i looked around and found in the garbage can, either this is a huge coincidence or the cops broke on of the bolt cutters, this all happened around 5:00 a.m. according to the gas station attendant, she talked to her coworker. she said the police came here, not only did they take the chains off the pumps but the people who did this, they left behind some fliers representing the bp oil spill from a year ago. here's what this woman said her coworker told her. >> three guys came and they

it's the people who made this rescue that is making this story. tara moriarty has more. >> reporter: well people are asking us -- well, people keep asking us did someone escape? no. the story involves inmates. it took place along coast. these men are behind a rescue here. they along with an alert guard in a watch tower were able to save a stranded couple out there in the water. around 1:15 p.m. this morning, the guard heard feint cries of two people fall calling for help. they were able to save them. and then the rescue guys arrived and were able to rescue them. >> from what we've been told they were out in the water for an hour, hour and a half and

the currents let they had -- led them here to the shoreline. >> reporter: the couple apparently left the harbor in core ta ma der ray last night and -- corte madera and ran into engine problems. . the man needed cpr. he's at the hospital. and the woman is at the hospital being treated for cpr. since the shoreline is restricted. this boating accident was considered a breach of security. they did an immediate head count and dermed no one was missing. they -- and determined no one was missing and determined no inmates were missing. back to you. >> thank you, tara. oakland police have issued a crime alert for people living in the lake merritt report. investigators say a man followed a woman from a neighborhood store all the way into the gates of her home. he then ordered her to take off her clothes but then ran away.

police only have a vague description of the attacker. it's still not clear if this incident is tied to a series of sexual assaults near lake lake merritt earlier this year. and police say there were six separate street robberies during a two-hour period yesterday afternoon. investigators believe the same person is responsible. he's described as an african- american man, 25 to 30 years old, 5'9", between 1 0 and00 pound. he -- between 190 and00 pound. he was spotted driving a ford taurus. in about six hours from now, president obama will touch down in sfo. he will be here through tomorrow morning. he will be here to raise money through the reelection campaigned a also to make history. that's right. president obama's first stop will be the headquarters of facebook in pail low -- in palo

volunteer from the police department for their private security company and buying guns for them. the officers are also linked to a dui scam, reportedly set up to have two of their recruits arrested for reporting those police officers to the -- to the internal division. it's reported that chris butler was hired to set up a drunk driving arrest. he reportedly hired women to get the recruits drunk and then have them drive past another police officer who would make a prearranged traffic stop. but one of the recruits was hipped off. contra costa county prosecutors claim cutler is a -- butler is a former police officer who works with law enforcement to set people up for arrests. he's being indicted for stealing drugs from evidence lockers. the city of vallejo is taking on the russian government. six russian sailors died in san

would were not expecting for your baggage meals, pill rows -- pillows, whatever. now the government is imposing new rules to protect passengers. among those rules are full disclosure of fees. when you buy your ticket, you will be told up front about every penny you should expect to pay. they have to limit tarmac delays on international flights to four hours. domestic flights are limited to three hours. airlines have to increase how much they pay you if you were bumped to another flight. value of your ticket and more if you are delayed for a long period of time. airlines also have to refund baggage -- baggage fees if they lose your bag. we talked about the transportation secretary, ray lahood, who says it's all about fairness. >> we're trying to say to passengers, if the airline is charging you so much for a sect -- for a ticket, you out to know what you are paying for. and if the bag does not arrive

collectives by 10:00. >> we'll make it work. we still have questions about the legality and clearly it's against federal law. under those new regulation, the collectives will be limited to commercial and industrial areas and they have to grow their marijuana onsite. applicants have a to -- have to pass a criminal background check and they have to pay fees. in the meantime, support for legalizing marijuana use appears to be growing. but so far, no poll has found the majority of people are in favor. according to a new cnn poll, 41% of american adults say they fave favor legalizing -- favor legalizing marijuana. two people have been arrested accused of trying to flee the scene after a car accident involving a pregnant woman. it happened yesterday at 1:00 p.m. near davis in oakland. police say a speeding mercedes slammed into a sedan.

it's not your typical rescue at sea -- sea. earl yell this morning, prison inmates from san quentin rushed to help two voters stranded in the bay. tara moriarty tells us about accident and the dramatic rescue that followed. we were told by people at the scene when this happened that the male victim, not in good shape. we're work on that for you. here's the interesting part of the story. the people who assisted in the rescue efforts were inmates here at san quentin. they are part of a fire department here and they along with an alert guard in a watch tower were able to save a stranded couple out on the water. >> the officer heard feint sounds. he look the out and saw two individuals in distress. >> reporter: a guard called for help and that's when the

inmates and staff member jumped into the water to rescue couple. they were able to save the man and the crews arrived. the couple had left the harbor sometime last night and ran into mechanical problems. >> the boat capsized somewhere out in the bray -- out in the bay. >> reporter: officials say the man not wearing a life jacket went into cardiac arrest -- cardiac arrest and they performed cpr on him. the boating accident was considered a breach of security. but they did an immediate head count here at the prison and determined that no one had escaped. we're life at san quentin, i'm tara moriarty, ktvu channel 2 news. 8:50. >> the disturbing story from a

couple of years ago is making news now. an amber alert in washington state was delayed for about six hours because a police officer response -- police officer responsible for issuing the alert fell asleep. according to documents, on july 5th, 2007, the detective issued an alert for an abducted 12- year-old girl but he had taken sleeping medication before going to get and -- going to bed and fell asleep before sending out the alert. the delay was about 12 hours. the girl was found dead. the family is suing the city for wrongful death. police are issuing an alert for those around the lake merritt air -- lake merritt area. investigators say a man followed a woman from the store all the way to the gates of her home. he ordered her to take off her

welcome back. 8:55. we're following breaking news. this is a story we've been following all morning. you are looking at a picture of san quentin. now we're just finding out that a man pummed out of san francisco bay this morning from a boat that had capsized right near san quentin, we're hearing the report that the man has died. we're trying to get more details. now, we told you earlier that some san quentin police inmates rescued a man and woman stranded out an a boat right near san quentin in the bay. they were holding onto the side of the boat for almost 90 minute before they were rescued near the prison. those inmates were part of the fire department. again we're getting late word that the man -- that someone

has just died. we'll get more details as that information comes in. also, this morning, a cat is being praised for helping to save a woman's lie during a house fire. now, it started about 5:30 this morning at a house on south bane gnaw vista avenue in san jose. the woman was -- what wayne gnaw vista avenue in san jose. the woman was sound asleep. the woman woke you, saw her house was full of smoke. both her and the cat escaped. the firefighters were able to control that fire in about an hour. there's also a new study this morning that's raising concerns about toxic mercury found in pacific fish and sea birds. uc berkeley researchers studied the feathers of sea birds which eat that fish. they found mercury levels have risen dramatically. they say there are huge jumps that correspond to industrial growth in the united states as well as asia and that higher levels of mercury and seafood could be dangerous to humans,
