today. they plan to increase the volume of the message. today the japanese government made it illegal to travel within 12 miles of the yukushima power plant. bonds says the current record holder for career and season home runs. last week bonds was found guilty of obstructing justice when he testified before a federal grand jury about whether or not he took steroids. the jury could not decide on three other counts of perjury. prosecutors have until may 20th

to decide if they'll seek a new trial for bonds on those three remaining charges. the labor department says the number of people applying for jobless benefits fell to 403,000. that's down 13,000 from the week before. but the four week average considered a less volatile number actually rose to 399,000. the number of californians applying for benefits was up by more than 25,000. labor officials say that's due to a backlog of applications. the employment pool is about to get more full as students graduate and start looking for employment. wall street ended this week of trading at a near three year high. strong earnings reports from companies ranging from alcoa to mba and apple led to gain until

medical emergency after returning to the surface. the victim's companion rushed down and flagged down a car and called an ambulance. but they were not able to revive the man. and dr. conrad murray has pled not guilty to manslaughter. a judge ruled today two autopsy photos can be shown during the trial. prosecutors say the pictures already carefully displayed and not graphic or gruesome in nature. the search is on, bird rescuers in san francisco are looking this way for a sea gull with a beer can wrapped around its neck. and they say what happened is no accident. it's not too early to look at the bay area weekend forecast. there's still a bit of rain, i'll tell you when that could

butcher dog park in san jose is open again for the public. test of a dog's body has found no traces of poisoning. authorities say they are cleaned the park and are confident it is safe. from dogs to sea gulls, authorities in san francisco are trying to find a sea gull that appears to be the victim of what maybe a disturbing prank. rob roth is live in the city where they are trying to track down a sea gull that maybe in a lot of distress. >> reporter: we're at the lake by the palace of fine arts. right now bird rescuers are watching the water. they are scanning for a sea gull they believe is in danger. someone they say apparently put part of a beer can around its neck.

>> reporter: using frito's corn chips, people were trying to attract the sea gull. >> it was an adult sea gull. its bill might have been open by the rim of the can. >> reporter: if this all sounds familiar, it's because ktvu reported last year two sea gulls that were rescued with beer cans on their heads. >> this was not an accident. someone clipped the beer can and put it on its neck, purposely. >> reporter: rescuers say they won't know until they find and capture is which they hope is soon, but catching it could prove difficult. >> it knows what a net is probably. or knows the approach, so they are very, very weary. >> reporter: rescuers also search for the sea gull near christie field with no luck.

wild rescue is offering a reward in these sea gull cases. anyone who noticing the sea gull is asked to leave it alone and call animal control. rob roth, ktvu channel 2 news. and there is a new mountain lion scare in the south bay. this time a homeowner says three of her animals have been attacked and kills in three weeks. tonight at 6:00. what's being done to protect those animals and to catch the mountain lion. 21 medical marijuana dispensaries are suing the city for a lottery on who can stay in business. the city decided to select the process to limit the amount of cannabis clubs that are open. san jose is facing a similar challenge here on tuesday the city council voted to dramatically limit the

number of cannabis clubs. there'll be a 30 day trial period and criminal background check and the dispensaries will pay more $6,000 in fees. an audit of san jose's disability policies find that some city workers may be abusing the system. 2/3 of firefighters and 1/3 of police officers retire on service related disabilities. a far higher percentage than either san francisco or los angeles. the city council committee is reviewing the report today. voters might have to approve a ballot measure to change the system. a city in the south bay is receiving international kudos tonight. sunnyvale is praised for its

no jobs, now these laid off workers in the south bay says no one eats. some grocery store workers are protesting the loss of their jobs and they are doing it in dramatic fashion. robert handa live in san jose where the former workers are on a hunger strike. robert-- >> reporter: gasia, we're outside the popular mi pueblo grocery store in san jose. right now this store is not popular with the group of laid off mi pueblo workers who 24 hours ago began the hunger strike to get their jobs back. the mi pueblo market is busy

today, while outside about a dozen former workers and supporters say they will not touch any food until saturday morning. one man says his family has gone hungry since he lost his job. >> i lost everything. i have five kids and i don't have any right now to feed them. >> reporter: mi pueblo laid off workers and told them that it was because of low sales, but they are opening other stores in california. the number laid off is 150, spread out over 19 stores says a rep. she says the lay offs have nothing to do with hording money, it's all about saving money. >> our competitor here in the latino community, again organizations who don't become more efficient. who make changes as the economy dictates are no longer here to

san francisco prosecutors call it a gruesome killing. a teenager shot in the head and then doused in gasoline. just about 60 minutes ago the victim's father came forward and talked about the crime. mike mibach is live in the city with what the father said. >> reporter: the emotions of losing a child surfaced here tonight. the father of a slain san francisco teenager spoke directly about what his son's alleged killer calls an accident. zen walked in gingerly and sat. his son he will no longer be able to see. >> his family is going through a difficult time. they are really suffering greatly over the loss of their only son. >> reporter: 16-year-old zen was found dead in his home. his body was located in a

gasoline soaked wound. he had a gunshot wound to his head. since then a facebook page was created to honor zeng. >> the students are still feeling the loss of andy. >> reporter: and today the flag remained at half staff. students from across the city have come forward and donated thousands of dollars to zeng's family. >> for these students to hear this news. hey this is someone that goes to school in our city. to respond that way shows that we're not really as disconnected as we may feel. >> reporter: zeng's father is an unemployed construction worker and wasn't going to speak. but today he said one thing about his son's death. he called it premeditated. >> i don't think this was an accidental death. i hope justice will prevail. >> reporter: the funeral for their only child will be held

on saturday. mike mibach, ktvu. a former sheriff's deputy pled not guilty to conspiracy charges today. 47-year-old steven tonabi was arrested in a scandal that also involved the head of the county task force. authorities arrested norman welsh on charges he stole confiscated drugs and sold them. he also pleaded not guilty. a private investigator has been charged in the case. the royal wedding is eight days away and prince william and kate middleton have not been the only ones perfecting their wedding outfits. and many tourists are

be more careful in the weeks to come. the department of water ways are warning outdoor enthusiasts to take some precautions this spring. the snowfall and spring snow melt will result in some very cold and very fast moving rivers and that could be dangerous to swimmers, even bikers cooling off at the water's edge. the water content is the highest since 1995. here are some basic safety tips. know your limits, swimming in open water in the river is a lot harder than in a swimming pool and the cold water can zap your strength and can be very dangerous. wear a life jacket and parents are urged to make sure you're keeping an eye on your kids. a rock climber has died after his climbing rope snapped and he fell 150 feet. david pennegard was climbing in joshua tree national park with a friend earlier this week. the two of them were near saddle rock off of ryan mountain. the two had reached the summit

control released a report today analyzing smokes laws across the country. it says half the states including california now have strict indoor smoking bans and momentum is building for more limits across the country. >> i think citizens know that they don't want to be in front of a carcinogen. and so, really this is a bottom up movement of people saying i don't want to be exposed to tobacco. some business owners contend that smoking bans are lowering their bottom line. a landslide caused a sewage spill. a maintenance crew found the spill in a remote area near valley road in fairfax. that i had say it could have released eight to 9,000-gallons of sewage water over the weekend. it's being cleaned up right now. there's posted signs warning the public in that area. stay with us, we'll be right back.

shooting. at 4:56 p.m. there were several calls made to 911 about men in the street shooting weapons. some people thought there was some kind of movie being made. that's how dramatic the images were. but apparently this is a real life situation. police quickly went into the area. you can see sol officers right there in the middle of intersection. and found a man in the street who had been shot several times. now our crew on the ground tells us that police have blocked off a four block area around 24th and adeline in the search for a gunman or gunmen. possibly more than one. police officers have been walking up and down the streets with their weapons drawn. so once again, people in this four block area around 24th and adeline probably should stay in their homes right now. as police continue to search for one or more gunmen involved in a shooting in west oakland and again we understand one person was found down in the street suffering from at least

from san francisco bank customers got an unexpected surprise today as they ran into giant's buster posey. he was giving away giants tickets and giants gear to people coming into the bank. >> i walked in and they asked me if i was with bank of america, i said yes, and they asked for how long i said two years and they gave me this. >> the give away was part of a customer appreciate day. and so many other colleges across the nation. >> it's really difficult. >> reporter: a new analysis from the economic policy institute shows the unemployment rate last year for people aged 16 to 24 averaged 18.4%. that's almost double the country's over all jobless rate. it's also the highest since 1948 when the government began
