noon. good afternoon. san francisco has a new police chief. he's been with the department for decades. we have continuing coverage on the story, which tara moriarty has been following since this morning. she joins us live with the new chief's mixed history. tara? >> reporter: well, this was a very emotional ceremony and a packed house as chief greg suhr got choked up as he accepted his new job. >> i. >> i, greg suhr,. >> do solemnly -- >> reporter: suhr is a 30-year veteran of the department and has been credited for cutting crime in half in the bayview district since he took over in 2009. >> i present to you the chief of police for the city, county of san francisco, chief gregory suhr! [ cheers and applause ] >> i'm a fourth-generation born and raised san franciscan. so i'm a local hire. [ laughter ] [ applause ] >> and i love this city.

>> reporter: now, the police commission and mayor lee say they interviewed all candidates for this job twice and their pick was clear, not only among rank and file officers but because of the streets. he's had a rockery road. seven years ago he was linked to the fajitagate scandal but he was cleared of any wrongdoing. four years later, he was demoted from deputy chief to captain amid allegations that he failed to report domestic violence vie charges -- domestic violence charges. >> reporter: coming up on our 5:00 news, rob roth will have a one-on-one interview with san francisco's new chief. reporting live in san francisco, i'm tara moriarty,

ktvu channel 2 news. >> thank you, tara. serial murder suspect joseph naso this morning asked a marin county judge to allow him to represent himself. the 77-year-old made that request in hearing this morning. he's charged withfording -- murdering four women, two in the early 1970s and two in the 1990s. judge said "i decided looking at the big picture, i will represent myself." he put off entering a plea to the murder charges saying "i would like the opportunity and time to exam be the prosecution's discovery before i enter a plea." >> the law requires that he understands the pitfalls and dangers of self-representation. so the court is going to go through a very extensive advisement with him next week. >> the judge did not give him -- give him an answer and

ordered him to return may 5th. today there was cameras that caught people engaging in dangerous plots. jade hernandez has more. >> reporter: proving the difficulty of ensuring safety, but caught in the act, these copper thieves picked the wrong day to sell. officers found 30 pounds wires inside the thieves -- in the thief's truck. >> to do what these individuals were doing, it's probably gonna get worse. >> reporter: those aboard the special safety train today are not only on the lookout for thieves but pedestrians and drivers illegally crossing

railroad tracks. >> the first line of defense we have is that horn. and you whistle and you whistle and whistle. they don't get off and then you have to put the train in emergency. >> reporter: we spoke to several engineers, one in particular who told us about a tragedy that still haunts had him. a military officer in a hurry to beat a train. it takes a mile to stop a train going 55 miles an hour. >> when i got out, there was a picture of -- it looked like he in a cap and gown with his dad. on the other side of the picture, he and a baby -- that was tough. >> reporter: union pacific police, along with local police, conducted arrests and issued citations along today's route. in berkeley this afternoon, jade hernandez, ktvu channel 2 news. >> thank you, jade. the clock may no longer strike at midnight for some weekend b.a.r.t. riders. b.a.r.t. is considering a six-month test

run this fall that would keep trains running until 1:00 a.m. for riders out on the town. how far, saturday's service would begin an hour later at 7:00 a.m. b.a.r.t. will use this trial to see if these changes thud be permanent. b.a.r.t. has complained the service is too late. ac transit will hold a public hearing in downtown oakland on a fare hike proposal for the next ten years. ac transit calls it a plan for predictable fare increases. it also includes the creation of a seven-day bus pass and possible changes to the transfer policy. for adults, the proposed cash fare would go from $2 to $2.50. for children, $1 to $1.25 or the -- during the same period. we know more about what happened at a home care

facility that led to the death of a 24-year-old man. police say the victim was strangled by his roommate last night at the capris home on st. andrews place. they identified the suspect this morning as 28-year-old alex nakayama. officers found the victim unconscious when they arrived and he died at the scene. nakayama was questioned this morning about what happened but the circumstances are still under investigation. >> the preliminary investigation shows they may have had some type of confrontation. but we're not sure to what extent. we're looking into that right now. >> the care facility is located in an upper middle class neighborhood that's not known for having problems. the suspect was booked on homicide charges. today, pg&e will join jackie -- jackie speier for a town hall meeting in san bruno to discuss long-term recovery efforts from the gas line explosion. pg&e is scheduled to give residents an update on the ewe

this morning after a paper shredder caught fire and caused the sprinklers to go off around 6:00 p.m. water flooded several floors. the building was closed for several hours until the cleanup was finished. a woman called campus police and a 17-year-old boy was arrested for a peeping tom incident. this is the fifth case since february. police are still investigating to see if there's another suspect. we have breaking news to report out of oakland, where in the past few hours, several teenagers were rescued following a boating accident. the three teens were taking part in a recreation camp. they were paddling in a canoe on lake merritt when fishes say they started going -- officials say they started going too fast. the boat flipped over. oakland firefighters arrived to help but the camp counselors acted quickly to save the boys.

>> as soon as the boat did go over, they were directed by a staff person to stay close. she brought them over in her safety patrol boat. >> all three teens were wearing life vests. no one was hurt. oakland mayor jean quan met with merchants this moving. one of the big topics was stopping crime. she spoke to the diamond business improvement association. many of them credit her to help organize the merchants to help reduce crime in her area. ktvu asked quan about another area, jack london square, where a shooting monday morning left two dead and four wounded. >> jack london is a different community at different times. i would say that incident was more part of the bar scene. over the years we have done things where we've asked the bars to get security and in some cases there's off-duty officers that work some some of the beg -- sol of the biggest events.

his birth certificate was released today from the white house. it shows he was born on august 4th, 1961 in honolulu. the president held a press conference saying he hopes this is the end of a national distraction. >> we do not have time for this kind of silliness. we got better stuff to do. i've got better stuff to do. we got big problems to solve. i'm confident we can solve them. but we'll have to focus on them. >> i'm taking great credit. you have to ask the president, why didn't he do this a long time ago? >> as one of the president's critics, donald trump claimed the release of the birth certificate as his own accomplishment. the shorter version of the certificate was released before he ran for president. but that was not enough to silence some. the president's berth certificate has been posted on our website, both in the -- both on the ktvu.com now section and in the national news section.

the army corps of engineers is trying to decide whether to blow holes in a levee upstream from illinois. that's because rising waters in the ohio and mississippi -- mississippi rivers threaten the town. engineers feel it would be better to flood farmland across the border in mississippi than to flood populated areas. the state of missouri oop poses the -- opposes the plane. the army says even if it goes ahead it will wait on the determined forecast to determine exactly what to do. at least five people are dead after a series of storms that swept across the states, spawning tornadoes in some areas. three of those killed were hit by falling trees. the tree killed a police officer in mississippi as he she willed his daughter. the daughter was unhurt. back here in the bay area, just a very quiet weather pattern for today looking out for san francisco bay. the one change, a few high

clouds beginning to drift overhead. san francisco in the upper 50s. right now checking in at 5. here is a look at the latest on the visible satellite imagery. you can pick out some of the higher clouds moving into part of the region and high clouds will continue to been ott increase -- to be on the increase. no rain is expected from those clouds. we have a five-day rain-free forecast. a bit of a breeze out there, especially coast side right around the bay. tomorrow partly cloudy and cooler with temperatures back down in the 50s and 60s. the weekend, we'll be bringing in more sunshine and we'll definitely notice a change in temperatures. as far as current numbers, santa rosa, 64. hayward as 60. livermore, 63 and mountain view in the lower 60s right around 62 degrees. here again is the satellite and the band high clouds up to the north and west. there is a weak weather system up here, this will not bring us rainfall but the key difference for us tomorrow it will drop off temperatures for thursday. in fact, thursday is probably one of the coolest days of the week, but then a nice recovery

on friday. here is our model doing a great job. you will see by 4:00. by 5:00, still partly cloudy skies. maybe that filtered sunshine effect. and then another batch of high clouds. you will have to look hard for the rainfall. it's way up here in the north and west. it's not really moving into the bay area. in fact, the clouds clear out rapidly on friday and that will set the stage for a mostly sunny friday. the wind speeds pick up around bay, around 20 miles an hour. you might see those white caps out in the distance. temperatures at 4:00, 58 to 72 -- 73. 55, 60. and then partly cloudy back to the low and mid-60s. you can see the os. a few neighborhoods warming up to right around the 70-degree mark for antioch and brentwood. san francisco, not too much -- not too much of a change.

taking a live look at the big board, stocks are up after it was reported that the economy has removed and ben bernanke, in fact, just finished a rare news conference in washington, d.c. it's the first time in the fed's 98-year history that a chairman held a news conference in an effort to make the agency more transparent. he talked about the results of the two-day meeting, say hing expects a moderate economic recovery to continue through the year.
