we have breaking news out of dublin. a suspect dead and officer in the hospital. we'll tell you what investigators say happened. more deadly tornadoes sweep across the south. the step the government is taking as the death toll dramatically climbs. all ahead here on the ktvu morning news. good morning. thank you for joining us on this thursday april 28th. i'm pam cook. steve paulson has the forecast. sounds like it's going to be a

pretty warm day, steven. not as warm as yesterday, pam. we have some clouds over us and the wind is no doubt about picked up. yesterday we had some low 70s. system will drag across some higher clouds. look today for more in the upper 50s low to mid-60s for a few and upper 60s inland under partly cloudy skies. highway 4 looks good coming up to the willow pass grade with no major issues. no major problems on interstate 680 as well. also this morning we're looking at westbound 80 and that traffic is light. 4:31. let's go back to pam. news this morning out of dublin. one man is dead and a veteran police officer is in the hospital after what police are describing as a violent confrontation early this morning. ktvu channel 2 reporter claudine wong is on the scene this morning with more on what led up to this. claudine. >> reporter: well, pam, a lot of activity out here as police still try to figure out exactly

what happened this morning. there are a lot of investigators out here over here on st. patrick way and ama door way. southbound 680 shut down this onramp to southbound 680. take you through what we now at this hour. a sergeant with the dublin police department was on patrol this morning when she called in to report a suspicious person. that is actually her vehicle over there. she called in at least two more times. once asked for help and once more report of shots fired. a violent confrontation apparently took place between her and the suspect in the lot of that dodge dealership. now police say it only took other deputies about a minute to get on scene. when they got here they found the deputy suffering from what they call a serious head injury and the suspect dead from shots apparently fired by that officer. what happened? that's all being figured out but police say it all happened pretty quickly. >> from the time she said she had a suspicious person to the time she said there was shots fired was three minutes.

>> reporter: here's what we know about the suspect so far. it's believed he's in his 50s a well-known transient in this area and a criminal record that includes fighting and some violent offenses. the officer involved is a sergeant believed to have about 20 years of experience. she was talking as she left the scene. while her injury is being described as serious, they do believe she is going to be okay. here's what we don't know yet. we don't know the details of what she saw, what the suspect was apparently doing that caught her attention or how things got violent so quickly. back here live at the scene at st. patrick way that is what they're trying to figure out right now. the body of the suspect is still in that dodge dealership. the coroner has not yet arrived on scene. many, many investigators here with more still arriving at this hour. they have set up a command center of sorts. they do expect to be out here for quite a while as they try to figure out what happened as we get more information we'll of course keep you updated here on the morning news. live in dublin, claudine wong, ktvu channel 2 news. severe weather and tornadoes have devastated the

south killing more than 100 people. we want to show you home video shot by a man in tuscaloosa, alabama. take a look at that. yesterday a series of tornadoes swept across the state killing 128 people. now president obama has declared a state of emergency. this is more video of the damage left behind in tuscaloosa. president obama's declaration means alabama will now receive federal assistance. that includes search and rescue equipment and crews. a heated exchange between giants fans and a coach for the atlanta braves. pitching coach roger mcdowel is now apologizing for his behavior that has been detailed by one giants fan who was with his family at the game on saturday. justin quinn says he watched him spew homophobic comments and make crude sexual gestures with his bat at some fellow giants strand. he was in the stands with his

twin daughters at the time and says the coach went berserk when he told him to watch his language about his children. >> been told kids don't belong fing at the ballpark. at that point he turned completely towards me, grabbed his bat and picked it up and asked me how much my teeth were worth to me. >> and sexual innuendo. >> famed attorney now representing the quinn family. she says the coach's apology does not go far enough. she's demanding a hefty fine and a long suspension. baseball commissioner says he's waiting for results of an investigation of the incident before he decides how to proceed. doctors are keeping a close eye on injured giants fan bryan stow as they once again try to get him out of a medically induced coma. stow suffered a skull fracture after he was badly beaten outside dodgers stadium last month. his family says doctors have tried to remove him from a coma four or five times before but

each time stow suffered seizures. his family says it could take up to three more days to see if there's any change in stow's condition. a santa cruz man has been arrested after police discovered he had been living with a corpse. this is 63-year-old john. on tuesday night neighbors reported a strong odor coming from his apartment. when police arrived they found the body of a woman covered by blankets. police say it appears she had been dead for at least a week. he is being held without bail while police investigate the woman's death. pg&e is hoping to avoid widespread water pressure tests on pipelines with missing safety records. the chronicle reports the utility asked the california public utilities commission if it would accept assumptions about pipes that have no documents. state regulators have yet to decide, but one regulator says water pressure testing is the

only acceptable way to verify pipeline safety. pg&e will conduct tests in mountain view and antioch next month. now the question of who will foot the bill for safety testing was answered at a town hall meeting in san bruno last night. >> this money that's being spent now, the testing that's being done now, you will not pay for that. pg&e shareholders will pay for it. >> the executive director of the cpuc also tells ktvu that next month a special independent commission will release its findings into the cause of the san bruno pipeline explosion. as far as recovery, city officials say four homeowners have applied for rebuilding permits, 21 others are still in the design stage. a good samaritan rescued a man from the water at ocean beach in san francisco. police say an unidentified man was spotted floating face down and unconscious yesterday afternoon. a good samaritan brought the man to shore, called 911 and performed cpr until

firefighters arrived. the man was taken to the hospital but no word yet on his condition. right now it's 4:37. i want to go back over to sal for complete look at traffic so far this morning. hi, sal. hey, pam. good morning to you. traffic is moving along pretty well. starting off on the east shore freeway and that traffic looks good coming autoto the macarthur maze with no major issues. traffic continues to look good if you are driving on the westbound bay bridge approach. that traffic is a nice drive into san francis. and of course we're looking at the south bay. northbound 280 traffic well up to highway 17. at 4:38 let's go back to steve. sal, thank you, sir. we have a little change today. after yesterday nice to about 2:00 or 3:00 when some of the clouds started to move in. sooner in the north bay. the clouds are draped across us now and will give us a cooler day. the wind picked up. it will be windy for some. along the coast and some higher elevations on the bay about 20, 25 about noon maybe stronger

today as the westerly northwesterly wind begins to pick up. santa rosa 41. yet 51 concord. any breeze in the area you're much warmer if you lose the breeze it's cool. 47 redwood city. a lot of low 50s around. rather strong low for this time of year digging into the pacific northwest. that will move into the north and east of us but it will keep the wind going and occasionally cloud cover. cooler day, breezy, sun and clouds. windy at times coast and higher elevations. highs one 70 here antioch. upper 50s, 59 the the city. 62 oakland. 65 fremont. so temperatures coming down. it will be windy on friday. then we look like we turn things around sunshine and warmer weather will take us into the weekend, pam. all right. sounds good. tomorrow oakland mayor jean quan expected to unveil her first detailed proposal for dealing with the city's $58 million budget deficit n. a preliminary budget plan she released last month quan called for all city departments to

reduce spending by 15%. other possible cuts include the closing of a branch library and layoffs in the police and fire departments. the city council has to come up with a final budget plan by june 30th. students from oakland's federal that elementary school will hold a march for peace this afternoon in the wake of monday morning's deadly shooting outside an oakland bar. the shooting outside jimmies left two dead and one injured. one of the men killed was a man who worked at the school's after school program. police have released new information about a car that may have been involved in that shooting. they say the shooters were in a car like this one on your screen. it's a four door white newer model toyota camry. now originally investigators were looking for a white dodge. well, the long delayed white iphone goes on sale today. it was set to be released last july but was delayed because of

good morning. we do have a little change today. partly cloudy, breezy, cooler out there. temperatures will come down about three to five degrees. only upper 50s near the coast. upper 60s inland. all right. thank you, steve. accused serial killer joseph naso wants to represent himself at his murder trial. the 77-year-old photographer from reno made that request in a marin county courtroom yesterday. he told the judge that he's been given his case a lot of thought over the past few weeks. naso says he's certain it would be best for everyone if he acted as his own attorney. prosecutors are not surprised. >> he has a constitutional right to represent himself. not at all. it's a decision he has to make and the law permits him to do

that. >> the judge is expected to rule on the request next month. naso is accused of killing four northern california women in crimes dating back to the 1970s. investigators say he may belinked to several other homicides in other parts of the country. we're learning an argument other a video game that may have led to a homicide at a san jose care facility. as we told you yesterday morning police arrested a 28- year-old man in connection with the case. he's accused of strangling a 24- year-old man after an argument. both men lived at the home. police are asking for your help to find two people linked to a string of home burglaries. police have released photos of two suspects. take a look. a man and a woman were seen on surveillance cameras trying to use a stolen atm card in richmond and pin ole. 15 burglaries have taken place over the past eight weeks. in each incident police say the burglars made off with $10,000 to $40,000 worth of valuables.

support his family has received during their current trip. he returned to san francisco this week with his two sons. last august he and his wife were celebrating their wedding anniversary in the city when she was killed by a stray bullet. that was during a shootout between rival gangs near union square. >> the month after it became clear to me that -- and to our sons, that we would have to come back to san francisco in order to better understand what has happened. >> he met with the district attorney and police officials yesterday who told him they hope to make an arrest in the near future. a private memorial service was held for the murdered tourist yesterday afternoon. state senate leader is floating the idea of cutting state funding to republican districts in california. >> we're going to find a way -- >> at an appearance yesterday at the sacramento press club he

said "if you don't want to pay for government, well, then you get less of it." he was referring to the call from republican lawmakers for a cuts only solution to the state budget deficit. a new poll shows 61% of californians favor governor jerry brown's plan to eliminate the state's budget deficit with a combination of spending cuts and taxes. but 62% say they don't want their personal income tax raised. another 61% also oppose raising the sales tax. but 68% said that they were okay with raising the personal income tax on wealthy californians. a federal judge in san francisco has scheduled a hearing for whether to throw out california's landmark decision on same sex marriage. the current judge succeeded judge vaughan walker, it was walker who ruled prop 8 is unconstitutional. but walker retired recently and revealed that he is a long-term

-- in a long-term same sex relationship. supporters of the marriage ban have now filed a motion saying walker should have recused himself from the case. the hearing is scheduled for june 13th. well, there could be a lot more suspense than usual in tonight's nfl draft. the pro-football teams will pick the nation's top college player. this draft is always a guessing game. but this year the questions go far beyond which college player goes to what team. the players and owners are also locked in a bitter labor dispute. that's expected to create a complex and chaotic situation on draft night. wounded congresswoman gabrielle giffords is waking up in florida this morning one day before her husband is set to launch into space. want to show you video of giffords slowly climbing the stairs of a small plane in houston. doctors are still treating her but gave her permission to travel for the launch. giffords' husband, commander mark kelly, is scheduled to

higher clouds, breezy, windy at times and cooler weather back into the 60s for many. tomorrow will be windy. cool to mild. but then high pressure builds in the weekend. sunny skies, warmer, lots of 70s. maybe by sunday some upper 7 0z. cloud coffer streams over us now and also that westerly breeze means temperatures coming down and also pollen count up for those suffering trees you can blame the trees and also the grasses. mulberry, elm very high and grasses and weeds in the medium to medium-high category being stirred by the west wind at sfo, west wind at oakland, west wind at fairfield 18. south-southwest vacaville. 13 napa. santa rosa says north at 5. i expect that to turn more westerly though. 43 because of the breeze. if it was not as breezy it would be even cooler. a lot of 40s to 50s because of the wind temperatures held up. fremont our target forecast 7:00 a.m. at 48, 58 at noon and a high today of 65 degrees coming down. i think they were 67 yesterday.
