saturday and sunday coming up. and good morning welcome to mornings on 2 i'm claudine wong. >> and i'm mike mibach. a bit of a chill out there but a warm up is headed our way. let's get to rosemary orosco. >> this morning we're waking up with gusty kids. the winds continue to blow and because of those winds we're not as chilly. gusts are gusting to 15 to 20- miles-per-hour in san francisco. head on over to concord gusting to 19 miles per hour this morning. the winds are expected to let up but because they're coming in from the north and northwest some of the local bridges. meanwhile let's take a look at

local temperatures. and we begin with a massive project taking place. ktvu's allie rasmus is live now at redwood city where the work is about to start. >> reporter: any minute now we should start seeing volunteers walk through the door. volunteers have a big project ahead of them. through these doors and down a hall way is a lounge area. and those volunteers will be knocking down the wall in that lounge area to create a bigger space. give us an idea of the scope of this project and how much is needed. >> this is an incredible project we're so grateful this is happening today. we're partnering together with working together peninsula to rebuild a space and turn it

into a lounge for adults. currently they use the cafeteria. but after lunch there are other organizations that come in and need to use that space. so the seniors and many adults come out and talk in the hall ways, but many cannot stand for a long period of time and they are unable to continue their discussions. we find that social interactions are so important because they help mitigate things like depression. so this is why we're so happy this is happening today. >> reporter: to meet the increasing command in the community. >> yes and a place to sit. which is so important for older adults. >> reporter: there are 70 different places in community centers and schools where volunteers will be helping to rebuild. it's all part of national rebuilding today. about 3,000 volunteers in the

peninsula alone are on tap to help. coming up on our next report, about a half hour from now we're going to go in and show you the lounge area and show you how it's going to be transformed. that's in about half an hour from now. police are investigating an accident involving an ac transit accident and ac transit and a pickup truck. three people were transported to the hospital. the ac transit driver was given an drug and alcohol test. the exact cause of the accident was not determined. the mercury news reports 35 home burglaries have taken

place in the piedmont area. the men knock at the home, they ask for jobs, if no one answers they attempt to break into the home. and police say they -- the victim died at the scene of the shooting. one woman who was driving by says she used to live in that neighborhood and is tired of all the violence. >> something has to be done. i don't live in oakland anymore. i can't. i want my son and his family out of here. i grew up right there on east 24th. it's sad. >> police have not released many details about the shooting but we have heard it may have been a robbery involving multiple suspects. so far police have not given no description of the gunman or the get away vehicle. officers say they are confident someone saw something and will

come forward. oakland police are also investigating another shooting that injured three people last night just after 8:00 p.m. police responded to gunfire. they found bullet casings on the sidewalk but no victims. a short time later they found two victims with gunshot wounds in the scene. they were taken to the hospital, that is where they found another man who had been driven to the hospital by a friend. san jose officials are now evaluating a police officer officer. the police officers association admits even with this vote some officers will likely be out of a job. >> the toughest part of the package is the 10% cut and pay. that was the toughest for us to concede to the city. what's tough for our members is

even if we give them their 10% cut in pay is that it's going to bring lay offs of officers. the pay cut may not go far enough because it is only for one year. today is the day we can get rid of unwanted prescription drugs laying around your medicine cabinet. it is national drug pay back day. the goal is to get rid of prescription drugs before they get into the wrong hands or end up in our water ways. there are a number of drop off sites in the bay area. each location is open from 10:00 a.m. to 2:00 p.m. to find the location nearest you just go to ktvu.com and click on web links. new numbers put the death toll in the south at at least 340 people. the tornadod ripped through that area on wednesday. alabama was the hardest hit. so far 238 people there are confirmed dead. most emergency buildings have

been wiped out. bodies are being stored in refrigerated trucks and they are running out of supplyings. in 1925, 740 people were killed in storms that swept through illinois and indiana. president obama says he never saw such devastation. residents hope the president's visit will get them help faster. some say they have only spoken with the red cross and are wondering when federal emergency crews will arrive. we will have coverage from tuscaloosa in a few minutes. the braves general manager says an investigation into the incident will be completed by this weekend. >> everybody is very mindful of

at a later time. instead the prince will return to his service post. middleton wore a white evening grown designed by sarah burton. the same designer who created her wedding dress. we have the first look at the official photos. overnight the first family posted a few new pictures on their twitter page. you see william in his military uniform and kate in her wedding dress. and there's also the family photo. one last picture for you, this is the happy couple with the wedding attendants. the photo displaces kate's train on display on the floor of that ballroom.

why security officials say the law is actually a bad idea. former alaska governor sarah palin is being sued by her neighbors. the problem he says she's causing in the neighborhood. and that's 880-point the camera is shaking not because there's an earthquake but because it's windy. if you are driving in any of the bridges in the area, hold on to that wheel.

is in tuscaloosa this morning. we saw you two weeks ago in the carolinas, last week in st. louis now here you are in alabama. >> reporter: yes, this one certainly -- not to say those other ones weren't a big deal to those people. but this one the mother load of them all. tuscaloosa the death toll about 245. this wall came from up above what a strip mall. all of that completely gone. and people done below trying to get some of the stuff out of these business that they had here. this was what would be the basement or backside of the strip mall. so these ones below having a little more protection. so everybody's stuff is completely changed forever. people are starting to dig out or figure out what they can salvage and move stuff because they have so much debris around. they have to move it to be able

to get to the things they might know are okay. to give you some perspective on this and how wide this is. this goes on for miles and miles. what i thought was a parking lot was actually an apartment complex and it does not exist any longer. all the debris has been pushed father back. that slab wiped so clean, the linolium tiles were stripped off. it gives you of the power of the tornado. >> what are you seeing out there as far as help? >> i haven't heard anything to be honest to you about what you just said. i haven't seen people being too frustrated. if anything i've seen the opposite. people very happy especially the way the community has come in. local business are opening up their doors and giving supplies and giving food.

and victims have been doing the same. police are patrolling to make sure there isn't looting. this is a widespread problem, it's not just tuscaloosa, it is bermingham and many communities across the state. so services are very spread. i spoke to the governor this morning who said they need assistance in a big level to be able to handle this type of devastation. this goes on for mile and mile and cuts right through downtown. guys. >> meteorologist rick wright live in tuscaloosa alabama. as always thank you very much for that report. a quake hit panama this morning. so far there are no reports of damage or injuries. people near by say things were falling off walls and

buildings. nasa will try again monday for the launch of endeavour. some 700,000 people had turned out hoping to see that launch and many left disappointed. president oe baa ma and his family were also there, they got a tour of the kennedy space center and met with the endeavour crew. president oe what also had a private visit mark kelly and his wife wounded congresswoman giffords. some airport pat downs could become illegal in texas. a bill currently moving through the texas legislature would make it illegal for a security officer to intentionally touch someone's private area. s. security officers could only be able to screen someone if they believed someone was caring something illegal. airport pat downs are robbing people of their dignity say opposers. but security officials say it's necessary to cut down on the

risk of terrorism. arizona governor jan brewer signed into law the construction of a new fence across that state's portion of the border. all together the u.s. border with mexico stretches about 2,000 miles. the taliban is promising more attacks against u.s. soldiers in afghanistan. in a new statement released today taliban officials say they will begin a new spring offensive starting tomorrow. the statement says taliban fighters will focus on convoys. three suspected al-qaida members are in jail in germany. they were arrested yesterday at their apartment. three men were planning a bombing. police believe they were considering blowing up a bus but had not yet picked out a specific target. neighbors at that apartment building say they are surprised by those arrests. california democrats will hold day two of their three day

convention in sacramento today. speakers on today's agenda include feinstein, newsom and oakland mayor quan. delegates started checking in yesterday. this year's convention comes months after democrats swept all nine districts. the convention concludes tomorrow with both governor jerry brown and san francisco major ed lee addressing the democrats. former alaskan governor sarah palin is being sued for $100,000 over traffic. -- palin's attorney is calling the lawsuit frivolous and says it's nothing more than harassment. a top official resigns over fares about the safety of school children there -- over

effort that is bringing together thousands of volunteers at dozens of locations. good morning i'm claudine wong. and i'm mike mibach. it is national volunteer day and thousands of volunteers are doing what they can in our neighborhoods. allie rasmus is live. >> reporter: this is an adult and senior center for people in the community here in redwood city. we should start seeing volunteers going through these doors. the project they are going to be working on is just across these doors. in order for them to do this project it's a big project. they're going to take down walls to create a larger area. 3,000 volunteers are helping out and this is all because

it's national rebuilding day. they are taking place at this site along with schools in the peninsula. how does this help, is this something that you will be able to do without the help of this national organization. >> this is enormous for us just because funds are tight right now and it would be very hard for us to find the funding and rebuild this without this sort of volunteer effort. so we are so grateful to rebuilding peninsula. it wouldn't be possible other wise. i think they recognized how important this center is and how necessary a lounge was. so we're so grateful to partner with them today. >> reporter: the labor is donated. in the back you already have work supplies that you are using. >> we have supplies, some of the wood is laid out. but we're really excited to see what happens today and to see the transformation. >> thanks so much marisa. >> this is one of 70 different projects taking place just in

surveillance tapes for crews. livermore could be getting a new walgreens store. the city planning commission will vote on the proposed store. san francisco's new police chief is saying thanks but no thanks to a pay increase. chief greg suhr told ktvu news he is trying to set an example for his department so he turned down a pay increase. he says everything is going to have to make sacrifices. come up in about 10 minutes, we're going to talk with chief suhr live about his plans and the plans he's planning to bring to the san francisco police department. up to 400 workers could lose their job as the city tries to close its $58,000 deficit. mayor quan revealed two budgets yesterday based on best and worse case scenarios. the mayor is asking all city workers including police and

firefighters to take a 10 to 15% pay cut. mayor quan says without concessions the city might have to lay off 368 workers and shut down libraries. the university of california system is recruiting out of state students. faced with state funding cuts the uc system is looking to bring in more outside residents to fill in the revenue gap. this is about three times more than state residents pay, the push for out of state residents is causing controversy among california residents who say they are being turned away. the chronicle says it is facing white discrimination for a video posted of president obama's visit. political reporter shot this video eight days ago when the president was in town. she up loaded it to the paper's website. now the chronicle says the

man back up. >> there was a lot of brush down there. our firefighters had to go down with a line and cut the brush. >> rescue crews say the man was in and out of consciousness. we checked with the hospital and he is expected to have a good recovery. we are learning more about the huge preparation for the royal wedding. hundreds of thousands of people headed to the streets for tomorrow's event. police arrested several people for disturbing the peace and even displaying a weapon. the celebration continues long after will and kate said their vows.

high occupancy lanes are going to be -- car pool lanes are going to be off limits to hybrid drivers. the alameda city council is expected to approve john russo adds its new city manager. russo is leaving his job to take this alameda job. the job comes with a $150,000 a year base salary. and for the first time in many years, san francisco will not be holding its cinco de

the chief of justice. >> i unlocked the doors during business hours. letting basically everybody know come see us. >> you're a city guy. you graduated from sf just like many people on the force. but incidents during your tenure will come up. we've seen the video of improper drug searches. are you going to be a disciplinarian and how difficult is that going to be for someone who has been a part of the force and being the principal? >> although i am very close with many many members of the department, you have to remember i was on command staff from 2000 and i've been a captain since 1997 i guess. i've had to administer discipline often. i just try to be fair and objective. with regard to the other incident that you talk about at the henry hotel. that's under investigation. but i can assure you if

anything is proved that was dishonest with any absence of integrity, there's no place for that in the san francisco police department. i don't think any of the other officers want to have it either. >> i want to talk money real quick. specifically the budget, the mayor has threatened to lay off officers as many as 100. you this week said you would be willing to take a pay cut, five to 6%. going back to that respect you get from the rank in file. do you expect officers to be more willing to put more into pension. can you win them over? >> i am very close to the officers, we talk around the bay view station house all the time as recently as monday. we know we have it real good and real good times and now times are tough. tough across the country, the state, the city and i think the officers know we have to work collaboratively with the mayor's office and the various unions to figure out a solution to this thing and the best interest to this city. >> do you think you would be

willing to put more into the pension? >> i think they are planning on it mike. >> you talked about bay view, that was your recent command. i know homicides dropped 50% there. how are you going to do it and spread the success across the rest of the city during your tenure. >> i'm hoping to think the police officers just got it. the community is a great community i've ever worked with. the cops working with the people. we made great use of the different technology. the camera systems that were up to make great cases. the message was clear to those that were going to do crime that if they did crime they were going to go to jail. that's the message that needs to be sent out to all the criminals in san francisco. you do a crime you're going to jail. >> chief, what don't you like about the department right now and what do you want to change? >> i think that many of the initiatives that were started by chief gascon were outstanding. and i think that a lot of them

could use a shot in the arm to make sure that they succeed and become institutionalized. one of they will being for example the station investigators being decentralized from the hall of justice. great idea, really, really improved our response time and our investigations. our clearance rates have gone up tremendously. but we need additional personnel put to those. in the process right now of balancing to make sure that we can find some extra people. again times are tough for staffing but we're going to get it figured out so that we work smarter, more efficient and make better use of technology. >> you're excited. >> i'm really excited. this is the chance of a lifetime. all right, chief greg suhr the new police chief in the city of san francisco. thanks for coming in this morning chief. >> appreciate it. california could be on the verge of another gold rush. >> gold is everywhere here. with the price of gold

selling at an all time high. more people are embracing pan handling as a hobby. yesterday we wept out to the american river, the same spot that sparked the gold rush. this gold weighs less than an ounce but is worth more than a grand. local prospectors in the area say there's been a renewed interest when an 8-ounce nugget was found. it just sold for $600,000. mining for gold takes a lot of gold and a lot of patience. and the hospital filed the suit seeking more than $555 million in reimbursement. they say they had been treating uninsured pokers who could not pay for the care they received -- uninsured workers who could not pay for the care they

received. the jury decided that ordinary cigarettes were not designed differently or defective. some of the postoffices will begin selling gift cards. the prepaid gift cards are becoming popular gift and they want to be part of the trend. so they will start with 2,000 postoffices selling the cards. if it's successful it will expand to additional postoffices. congress wants answers from sony after a security attack by hackers. a congressional sub committee has sent a letter to the company. the letter demanded specifics on the kind of information the hackers stole. sony has until may 6 to reply. kate middleton's wedding dress could soon be on a rack

pretty nice weather this weekend. let's get an update from our meteorologist rosemary orosco. >> nice weather, everyone as we move into sunday. this morning the big news is the winds. we're a bit gusty out there. 13 over areas of the north bay in and around oakland any where from 15 to 20. let's check in near concord gusting to 19 miles per hour. this is what's coming in from the northwest meaning if you are traveling this morning maybe some of these bridges over the bay bridge or if you're traveling, any bridge that goes east to west you are going to have a little bit of gusty weather to contend with. meanwhile our winds will begin to relax. our temperatures will be warmer for today. we'll take a look at your temperatures coming up in a few minutes. overnight we learned the death toll in the south has klineed to at least 340 people. alabama was the hardest state

hit, right now there's 240 people confirmed dead there. on friday president obama took a firsthand look at the damage there. >> this is something that i don't think anybody has seen before. in addition to keeping all the families who have been affected in our thoughts and prayers, our biggest priority now is to help this community recover. >> reporter: the president declared a state of emergency for alabama. he has promised federal funds and emergency crews and supplies, coming up at 8:30. we're going to go live to alabama to look at the clean up. and 10 people were taken to the hospital after an ac transit bus hit a pickup truck. a witness says a truck pulled in front of the bus, the bus driver did not have time to stop and hit the pickup. the exact cause of that

accident has not been determined. a massive community effort is under way right now in the peninsula. ktvu channel 2 reporter allie rasmus is live. >> reporter: right now we are in the garden area of the peninsula service center. it's a community center for adults and senior citizens here in redwood city and they are going to be needing the help of dozens of volunteers for a project that is going to involve a lot of rebuilding. they have some of their materials out here. this is for a shed they're going to build out here in the garden area. inside the building through these windows and through these doors they are actually going to be tearing down some walls to make a new lounge area. this is one of 70 different sites in the community that is getting volunteer help. it's part of national volunteer day. sam capel is the manager of this construction project. tell us a little bit about the

construction project you are doing here. >> what we're going is taking three offices inside and we're converting them into one big general use building so that they can have multi use activities. they do all kind of thins thins -- all kinds of things here. they have classes for yoga. >> you work with rebuilding this kind of project. so it's kind of a several month project getting up to speed and getting it all ready for today. >> reporter: how many volunteers are going to be out here helping. >> there's going to be several dozen i believe. we're hoping they all show up and we're going to have a nice project with the shed and doing some painting. >> reporter: good weather for it too. >> perfect weather. >> you mentioned there are 70 other sites just in the peninsula alone where volunteer projects are happening. the boys and girls club is getting a new kitchen at one of their sights in south san francisco. there's also a community center in pacifica that's part of this

involving at least five suspects. so far police have given no description of the gunman or the get away vehicle. officers say they are confident someone saw something and they will eventually go forward. just after 8:00 p.m. police responded to gunfire at the intersection of 77th and bancroft and east oakland. they found bullet casings on the ground but no victims. eventually they were able to locate two victims with gunshot wounds. they were transported to the hospital and it is there police found a third victim. the officer to the city includes a 10% pay cut along with pension reforms. san jose officials are now evaluating that officer and will discuss it at tuesday's

meeting. even with this vote some officers will be without a job. >> the toughest part of the package is the 10% cut and pay. that was the toughest for us to concede to the city. what's tough for our members is knowing that even if we give them their 10% cut in pay that they are asking for it's not going to avoid if lay offs of over 100 officers. a city negotiator tells k tvu the pay cut offer may not go too far because it is only for a year. the el cerrito man's honda plunged off the oakland hills. an east bay park ranger was driving along grizzly peak yesterday when he spotted the honda 150 feet down the hill with the driver still inside and still alive. crews say it was a very extensive rescue effort to get down the cliff and bring that man back up. rescue crews say the man was in and out of consciousness. we did check with the hospital and he is expected to make a full recovery.

could become more hands off thanks to some new legislation. a bill currently moving through the texas legislature would make it illegal for a security officer to intentionally touch someone's private areas. the security officers would only be able to screen someone if they had good reason to believe the person was carrying something illegal. a sponsor for the bill says airport pat downs are robbing people of their dignity but security officers and officials say they are necessary to cut down on the risk of terrorism. traffic is going to be slow around the transbay terminal in san francisco this morning. demolition of the terminal continues today and all weekend long. last night jackhammers and heavy machines went to pick apart the concrete. harrison street is closed, the road will be reopened on

be a great weekend of weather. meteorologist rosemary orosco will have our weather in just a few minutes. good morning everyone i'm mike mibach. >> and i'm claudine wong. jonathan wright is live from the disaster area in concord, alabama. >> reporter: we're seeing for the first time volunteers with various relief organizations coming in with supplies to help people who in many cases are lifelong registration residents who are coming back to find out that they have lost everything. they estimate based on all of this destruction here that this was an ef4 tornado with winds any where from 166 to 200-miles-

an-hour. that's based on the fact that many homes were lifted off their foundations. completely destroyed and in many cases you will see some of these vehicles that were blown into the sky in some cases look at that kia over there which was blown into what used to be a local carpet store. this of course is not the only small community in alabama that's been affected in cardova two tornadoes killed at least four people and ripped the roofs off of a medical clinic. also in northwest alabama the city of hackelburg the town's only grocery store was destroyed along with police and fire departments. local officials are seeking donations of flashlights. their concerns is that so many people without power are using candles. that poses a fire hazard, with all of the destruction to that community and communities like this one the response time is taking so much longer in the event of an emergency. so they are trying to reduce

whatever risk they can. claudine and mike back to you. >> john, these live images of the devastation you are showing us are just very powerful to look at. can you give us a sense of the mood of the community there in concord alabama this morning? >> this community is amazingly resilient. again lifelong residents coming back finding everything a total loss. yet there's this quiet determination to rebuild a lot of people attribute this to our faith. that as bad as things are, everything that happens is in our god, in the hands of a higher power and they trust that god will help them pull through this. they have been through a tornado previously back toward 1998. another severe twister came through this area. they say it took them a decade to rebuild. they anticipate it will take them longer just looking at all of this damage. they say this is worse than

anything they've witnessed in the past. >> thanks for reporting for us live in concord alabama. this morning we've learned that an american soldier has been killed in iraq. the military says the death happened yesterday but did not release any details expect to say the soldier was conducting military operations in the southern part of the country. that is the highest since november of 2009 when 11 troops also died. it's a national rebuilding day and people all over the peninsula are chipping in to help their community. ktvu's allie rasmus is live this morning where they are working to rebuild a senior center. >> reporter: we are standing inside the peninsula service center. it's a community center for seniors and adults in redwood city. this is where more than a dozen volunteers are focusing their efforts this morning. they have a cart full of

painting and cleaning supplies. they are busy sanding the wall getting ready to transform this area for a new lounge room for the seniors who use this center. this is being rebuilt for free as part of national rebuilding day. this is not the only construction project happening here in the peninsula. kevin marks to tell us more about it, here on the board of rebuilding together for the local chapter here in the peninsula. tell us about all the other prompts projects going on here for the national event. >> what we do is we team up organizations like ours, and venecular systems together with construction captains so we can provide service to community centers and senior facilities. not only do we have this facility, we have a boys and girls club in the peninsula that's getting a new kitchen. we have several homes in the

peninsula that are being almost completely rebuilt. we have several projects, hundreds of volunteers. we have a great crew of construction captains and it's just a wonderful day to put this all together. >> to give us an idea of the value of the donated labor and supplies here. how much would this cost the community center if they had to pay for it themselves. >> the scope of this project is probably 20 to $25,000 if you look at all the labor and supplies and everything that has to go into it. so what we're able to do in rebuilding together is really leverage the contribution hours to bring value to community centers and to other individuals. >> thanks so much kevin. in these tough budget times for many communities, volunteer work like this really help. as you mentioned there are 70 different projects taking place in the peninsula. prompts like these as part of rebuilding day. we'll visit for rebuilding projects and we're going to

month. --desme was arrested in connection with the case but charges against him were dismissed. harm's body has never been found. earlier this year harm's body shot desme at a coffee shop he then turned the gun on himself. the mercury news reports 36 home burglaries have taken place in the town this year. investigators say the burglars are using a familiar tactic. they knock on the front door of the home. if someone comes to the door they ask for a job and then they leave. if no one answers then they try to break into the home. this is usually happening during the day. and authorities say they are looking for someone who hopped a fence and spray painted the tails of two small planes at san carlos airport. a cartoon face had been spray painted on the planes which have since been painted clean. a similar cartoon head was found behind a day care center

look at that picture perfect beautiful shot there from bay point this morning where we are dealing with the temperatures sitting in the 50s for our east valley locations. and the mine located in boise was shut down when a roof collapsed in a tunnel. a 53-year-old miner was trapped more than a mile under ground. his podty was recovered last week. a spokeswoman for the mind says the scene of the accident remains closed for more safety inspections. it should be open and fully operational next week. plans are under way to

completely seal off the mine that exploded in west virginia. this is video of when the mine exploded back in april of 2010 killing 29 miners. the company that owner the mine will meet with safety officials next week. earlier reports suggested that the mine did have a chance of reopening. time now 8:45, the fence marking the u.s. border with mexico could soon get longer. right now it stretches across 600 miles. jan brewer signed into a law a bill authorizing the construction of a new fence. all together the u.s. border with mexico stretches about 2,000 miles. the chronicle says it is facing white house retaliation for a video showing a protest inside president obama's breakfast fundraiser. political reporter marianuchi shot this video eight days ago when the president was in town. she up loaded it to the paper's
