>> reporter: speaking to police officers this morning, downtown -- they were saddened by the proposed budget cuts because the police could be taking the brunt of those budget cuts. and joining me with more is mayor reed of san francisco. the across-the-board budget cuts, why are we seeing these continued budget cuts? what's the number one thing that is causing these problems. these are not the only cuts.

>> reporter: the pay cuts are the same? >> the pay cuts that we're asking from employees is 10%. we're driving money from services and pouring it into retirement services. this year's gap over half of it is increased in the retirement benefits. >> reporter: how come we can't keep up with the retirement benefits? >> over the last ten years, we've gone from $6 million to $10 5 million, 200 medical the next year and these are escalating wildly out of control and we have to do something. >> reporter: and cutting back the lie bay area is to three day -- libraries to three days a week? what are you doing about the retirement benefits? >> we'll have to cut back on

neighborhood today. however, pg&e says it's okay. ktvu's jade hernandez joining us live. she's in mountain view right now to tell us why pg&e is venting this gas in the first place. jade? >> reporter: that's right i just got off the phone with a pg&e spokesperson. i've been told they will be venting gas in preparation of pressure testing that will start next week. now, within the last half-hour we've moved and the reason we've done that is because gas line 132-a, which pg&e is ent having, is a feeder line and it connects with line 132. if gas line 132 sounds familiar, it should, it's the same line that runs up the peninsula and exploded in san bruno last fall. a few weeks ago, pg&e held a meeting and they alerted neighbors that they would be testing the pipe or venting the gas. the pipeline uns under

businesses and homes from shoreline creek to the middle school. pg&e is still not sure who will pay for this testing. which is expected to cost around $100 million -- $00 billion. before the water testing next week, pg&e has to reduce gas from that line. mountain view and antioch are first cities to have their gas lines pressure tested in a round of testing following an explosion last fall. 150 lines of pipeline will be tested. those concerned should call pg&e with the number -- with any concerns. the number is on your screen. pg&e said pressure testing will begin next week. reporting live from mountain view, jade hernandez. >> thank you, jade.

there's word a very important closed-door meeting will take place at oakland's city hall today. "the chronicle" reports the city are talk -- had talk about sanctions against mayor quan's personal adviser. critics claim he's been oversteppingly authority by feting -- by getting involved in issues that affect the oakland police department. san francisco police are trying to find the 20 women responsible for a chemical attack on board a muni bus. "the examiner" reports it happened friday night in the bayview district. that's when officers say they the women boarded the bus and sprayed a chemical believed to be pepper spray in the air. officers say the hoard of women then tried -- tried to rob some passengers but no arrests have been made. hey, sal, have you cleared things up at the toll plaza yet? >> we've been looking at our

cameras here. it's very jammed up because of an earlier stalled vehicle. just at the beginning of the bridge. i want to show you how bad it became at the toll plaza. it's at least a 20, 25-minute delay. that fall vehicle has been removed. we're not doing -- we're not doing that well. if you want to take b.a.r.t., b.a.r.t. is doing well without any major delays. passing the oakland coliseum, if you are trying to -- trying to catch a flight through oakland, it should be okay. and on the nimitz freeway, there's already slow traffic. it pics up by the time you reach fremont. good news for the peninsula, 101 and 280 still looking pretty good. let's go to steve. >> good morning. we do have low clouds around. patchy fog. it will be a morning event and a north wind will take over and that will scour it out. there are breaks in the cloud.

so patchy morning low clouds. sunny, breezy. it's been a quite between the breezes. but the wind will kick in. that will equal sunny and warmer weather probably more likely tomorrow. today will probably be same. the weekend, though, much cooler. clouds in one forecast model, possible rain on sunday. but i think it will be challenged to produce much more in the form of wayne -- rain. you can see some of that fog right there going off the coast. we're waiting for that to get here. it's on its way. 42 at the napa airport. livermore at 48. low 50s across the board. fairfield, concord, hayward, west wind at sfo. a little bit of a northwest at san jose. santa rosa has the south wind

at three. west-southwest a delta breeze at fairfield and southwest six at vacaville. not yet the north wind has not kick in but the high, not only on surface but aloft is getting closer, you can see it right there. as that moves over, that means temperatures will start to come up. today is the transition day so morning fog, clear, sun and then clearing and that will lead to temperatureing in the 60s, 70s and 80s. if we can get rid of that fog, maybe a little bit warmer. we'll ease into it. temperatures tomorrow, everyone

good morning. a lot of low clouds and fog around. the temperatures 40s and 50s. we'll have sunshine and breezy. 7:16. top pakistani government officials are insisting today that they knew nothing about osama bin laden's compound. but as alison burns reports from washington, d.c., many in washington are extremely skeptical. alison? >> reporter: here at capitol, some members of congress are

demanding an immediate review of the billions of dollar in aid that the u.s. provides to pakistan. few here seem to believe that pakistani security forces did not know about this huge compound in a bustling military town that was sheltering osama bin laden. former secretary of state, condoleezza rice, did a few interviews from stanford and she said she, too, was surprised about the compound. but she says pakistan is an important partner with the u.s. with a stake in the fight against terrorism. >> let's remember that al qaeda has carryied out out terrorism on pakistan. it caused them the life of benazir bhutto.

welcome back. southern california firefighters worked through the night battling a brush fire on catalina island. this one started yesterday near

the cia, busy poring over the items they seized during that raid in pakistan that killedom. the items include documents, dvds and hard drives. fox news correspondent craig boswell is live in washington now to tell us about the -- about the tension inside the white house leading up to that

attack. >> craig? >> reporter: good morning. the cia going over all of the information seized in the raid with a fine-tooth comb. white house officials are still deciding if they will release the photograph of osama bin laden that shows a bullet wound to the left eye and to the chest. president obama is planning a trip to ground zero to mark osama bin laden's death on thursday. during a congressional dinner on monday, president obama urged a spirit of bipartisan after the successful mugs to locate the most-wanted suspect. images released by the white house along with the national security team inside the situational room during the sunday night raid, u.s. officials say the three-story compound where osama bin laden was shot and killed was custom built for bin laden in 2005 and he may have been living there

>> all right. craig boswell. thank you, craig. 7:32. a new osama bin laden tape may be made public soon. the u.s. intelligence believes bin laden made this tape right before his death on sunday. we don't know if the tape is audio or video yet. but government officials say the timing of this tape is ironic and it's not a sign that bin laden new u.s. forces were coming after him. there are fears this morning that a new bin laden tape may be of a call to ack -- a call to action to other members of al qaeda. for first time in almost three years, president obama will visit ground zero. the president will make the trip on thursday to meet with 9/11 families. visit comes after huge crowds gathered at ground zero on sunday night to celebrate bin laden's death. this will be president obama's first visit to the area since

2008. oakland police arrested a homicide suspect. police officers firsted spot thed the man last night at 10th -- spotted the man last night at 10:00. they found him. they arrested him right there. police have not told us yet which killing they believe that man is connected to. a church in danville says it has new safeguards in place after two church volunteers and -- two pleas and one volunteer were arrested for embezzlement at the saint isadore church. kathleen dake is accused of forging $225,000 in checks. police say she worked with the facilities manager vilio lukman and evin peneida. they are accused of stealing thousands of dollars.

ways to get money. good morning alie. >> reporter: good morning. one of the things that people will have to pay for is parking. they are meeting to discuss increasing the price to $100. at their meeting, they will be considering an entire fee hikes. other fees on the table would increase the price parking tickets by about $30 to $40 and increase fees for parking permits. one resident said he's not surprised by all of the fee increases. >> i knew it was gonna happen. one is probably due to a -- like inflation -- we're in the city. i think i saw him. >> people just have to --

30,000 people were asked to name the most visible companies. sony is apologizing after finding there has been a second security breach in an online network. sony says old financial information from nearly 25 million of its online entertainment network was compromised last month. that's in addition to the 77 million of the playstation network who had their personal information stolen. sony said it shut down the network and is beefing up security against hackers. overnight, french avenues -- investigators found and recovered the cockpit voice recorder from an air france polite that plunged into the ocean two years ago, killing all 22 -- 22. killing all 223 people on board. investigators hope the

that's the code word that bin laden was either captured or dead. now, this gives us a better look at the compound in pakistan. you can see the outside area for yourself. but inside the compound, navy seals were able to compensate hard drives, dvds and other documents. now the cia is hoping that information will help them find clues leading to binned len's right-hand man, al-zawahiri. they are debating whether to release photos of osama bin laden's body. reportedly there are photographs that show bin laden has a gunshot above his right eye an also at him being buried at sea. some questions about questioning about whether he is really dead. they say the burial sea gives
