starts right now. good afternoon. we begin with pg&e making a rare admission about problems with its smartmeters. kraig debro joins us live from san francisco and tells us why the agency is in damage control. >> reporter: tori, it may be the best thing that the customers could have but right now, they are on the defensive with this latest snafu about the smartmeters. >> the clocks were going around rapidly and overcharging customers. >> reporter: pg&e plans to give the customers a refund, an inconvenience fee and a free in- home energy audit. >> my wife picks up our bills and she pays them and she's not really excited about it because our bills seem to have gone up. >> reporter: but some are not. >> anything that pg&e could offer to the customer to help

consumer, you know, save money in the long run, i thing it's a benefit. >> reporter: eight counties in california have written concern about smartmeters. their main worry, length concern over radiation. marin county, berkeley and san francisco are among the largest to complain. >> i do have one on my house but with all of the flack that i hear it seems like it wasn't that big a win. >> reporter: it even discovered the problem that's being corrected by the company right now. >> one of the benefits of the smartmeter technology is it has the ability to communicate with us, including when something may be wrong. >> reporter: pg&e plan to install more meters this year.

already they've installed 8.8 million. almost there. back to you. >> thank you. this morning, pg&e also began a phase of testing on its gas pipelines. they are venting gas to a line connected to the san bruno explosion. it's the first of two tests planned in the bay area. more on that story just ahead at 14 minutes after the hour. government officials in pakistan are criticizing what they call the unauthorized u.s. raid that killed osama bin laden. president obama i proved the -- approved the helicopter assault on the compound but the pakistan government was not informed. administration officials say they were worried that the information could leak out. officials in islamabad say this raid should not be a precedent for future action in the country. senator dianne feinstein says the country could restrict aid to pakistan, if it turns out their government new where osama bin laden was hiding. as head of the intelligence

committee, she spoke to reporters and wants more details on pakistan's government's role and plans to heat with leon panetta tomorrow. she says she's concern about why this huge compound did not get the attention of pakistan security forces. >> it does cause one to question how this kind of facility which stood out, close close by a military academy could exist for edge will of time it did exist -- for the amount of time it did exist. there is also debate on whether the federal government should release photographs of osama bin laden's body and his burial at sea. sandra endo has more on that and what the government agents are doing with material confiscated from terrorist leader's compound. >> reporter: with the world's most-wanted terrorist dead, the

there is a pride in what that nation stands for. >> reporter: still, many families continue to mourn bin laden's victims. >> it's good to see an evil person receive justice but it's very bitter to realize that so many good people met a brutal and needless death. >> reporter: now, president obama will get to see the progress of the rebidding here at the site himself when he meets with 9/11 victims' family members on thursday. reporting from ground zero, i'm sandra endo. >> several polls show higher approval ratings for president obama since the killing of osama bin laden. a white house poll shows it at 57%. last month, it was just 47%. the results were similar for a cnn poll. it shows an approval rating of 52% right now, up from 51% last month. the death of osama bin laden is sparking a rash of

protesters bought shares of wells fargo so they can get in inside. muni is thinking about raising a fare increase to help bal an -- to help balance the budget. >> reporter: well, tori, in about an hour ago, the transportation agency is voted to vote to make those passes $100. it's expected to be the first time that the city will increase the price to that $100 mark. now, the other thing that mta is voting on today, are the fines for illegally parking in a disabled driver parking space. fine used to be $335. and with an ect xed vote today that fine will triple to nearly

$935. paul rhodes says all of the money will go towards muni. >> san francisco is a public transit -- transit city. we're trying to get more people to ride it. >> reporter: san francisco residents we talked to said they like the idea of supporting muni but are not sure if drivers should be subsidizing more of the cost. if that's the whole reason they increasing fees to fund muni because muni has had problems. i would say go for it. >> reporter: grudgingly? >> yeah, grudgingly. >> i have mixed feeling on it. i think people should be free to drive or take public transit, whatever they want to do. >> reporter: now, the new fees and fines are supposed to bring in anywhere from $100,000 to $300,000, and the mta spokesman said that money will help pay for some muni's operating

a car fire in the east bay caused some tense moments for drivers and emergency crews. the car caught fire just before 11:00 on eastbound 580 near the livermore airport in dublin. it turns out the driver had a gun and ammunition inside of the car and heat from the flames caused some of the bullets to fire. the chp shut down the freeway in both directions. highway patrol says no one was hit by bullets. oakland police responded to a report of a gun at an elementary school. it happened about 9:00 this morning at prescott elementary school on campbell. there are unconfirmed reports that a teacher found the handgun inside a student's

backpack. there are no reports of any is shots being -- any shots being fired. we're waiting for more information on this from the oakland school district. pg&e is preparing to test miles of its gas pipeline in the south bay. it began venting gas around 10:00 this morning from a feeder line in mountain view. it's being done so pg&e can begin water pressure tests on pipeline number 132-a which feeds the san bruno line that exploded last year. pec says people near where the gas is -- pg&e says people near where the gas is being vented will smell gas but not to worry. >> we don't want customers to be alarmed from the gas odor. if you smell the gas it's more than like lick from the work here. >> the one test is set to begin on monday. another test on another day will be done on the gas line in antioch. this is expected to cost pg&e $140 million. the mayor of san jose

called for new police and fire pension reforms to help ease the city's big budget crunch. >> we will need to stretch out some of the retirement benefits that some people accrue. we're not gonna take away anything that people have gotten already. but we need to bring this down. >> mayor reed says police and fire pensions make up 50% of the total city budget. he plans to ask the city council to approve a ballot initiative. it would change the city charter to rein in those costs. the city unveiled a budget last night. it calls for a 10% pay cut for all citiers -- workers, eliminating 193 police officers positions and firefighters and cutting library hours to three

days a week. this camera caught up with them this morning on the corner of san san pablo avenue and cutting. the teachers are from the west contra costa unified school district. they say state budget cuts are having a huge effect on local schools. one teacher said too many educators are being unfairly targeted. >> there's always that whole thing about teachers only work nine months out of the year, you know? i -- all i have to say is anybody who makes twice, three times what i make and wants to trade shoes with me for a day, come on. >> the teach he plant to continue to protest at 6:00 tonight, after school. president obama honored the national teacher of the year in the white house rose garden. michelle sheerer, a chemistry teacher from maryland won the award. president obama says she

represents all of those teachers who better themselves. the president called the teachers -- other teachers honored, the best of the best. good afternoon to you. a live look over the bay. those clouds from this morning have dissipated, broken up, burned off and gone away. we're looking at plenty of sunshine across our area for today. our temperature's beginning to warm as we. 63 degrees around san francisco. upper 60s in santa rosa as well as san jose and in and around our inland areas at concord, 69. 67 in livermore at this time. oakland reporting 60 degrees. the winds are light at met. they could increase throughout the day. north and northeasterly in some cases, 7 redwood city and san jose reporting 8. along coastline we're watching wins and just a light breeze coming in from the north. and this breeze will continue

to help heat us up in the next day or two. we take a look at the state. we're mostly clear out there. we have clouds way to the north. i want to show you the satellite view and explain what's going on here. remember yesterday, the onshore winds kicked up, really cooled down the coast. a hedge of high pressure is going to build in. that onshore flow helped the low clouds rush to the area he yesterday and today. as i backed this up a little bit, this is gonna shift onshore by tomorrow. that will bring us some of the warmer temperatures we've seen so far this season. so widespread 60s. even some low 80s out there. we'll be sunny. we'll be a almost breezy at times, especially along the coast. winds to 15 miles per hour for our inland area, we know when we see that transition and the air pass, we see the winds go up. they will die down by tomorrow.

adviser. dan siegel is a private attorney with no official ties to city hall. critics charge he's been overstepping his authority by getting involved in important issues affecting the oakland police d. cal/osha is visiting a redwood city -- a redwood city asphalt plant to investigate an explosion and i fire that prompted a shelter in place. the explosion happened at the granite rock plant just off highway 101 yesterday. the president said the tank exhe -- exploded sending up a thick batch of heavy, black smoke. the sheltner place was lifted in a half an hour. no juans with -- no one was hurt. staff at the center in laurel heights called police about 8:30 this morning to report a threat which came in by phone. police blocked off the area around 3200 california street while the search was underway.

taking a live look at the big board on walt, the -- wall street, several companies are reporting weak results. that would include pfizer, clorox bringing the markets down. the -- the dow is down 31. the nasdaq is down 27. general motors announced that its u.s. sales jumped 27% in april. the company continues to improve as rising gas prices push drivers toward more fuel- efficient cars. gm said they told about 200,000 vehicles last month. the sales of the cruise led the way. sales were strong for the equinox and terrain, both compact, crossover vehicles. the san francisco zoo is getting another tiger. more than three years after an
