san francisco sunday night. >> the initial charge is just a charge to hold him. you can charge more counts down the line. >> reporter: alice becker told the court almarici boarded the plane without a cell phone, or luggage. he said, quote the defendant poses a significant threat to our community and also poses a risk of flight. he says that his statement during the incident mirrors other terrorist incidents. amarisi's cousins told us they did not know he was traveling to the bay area and they insist he is not dangerous. >> if he has an explanation,

struggled getting his claims. and he says today's decision will inspire more veterans to ask for help. >> you hear all these stories about how difficult it is to file a claim. >> reporter: today's decision also overruns a 2008 verdict by a u.s. district judge who ruled against two veterans suing the va. we tried to contact the district attorney's office but haven't heard back if it plans to appeal. a judge set bail for a man accused of killing a pedestrian. jose jimenez is facing vehicle manslaughter, hit and run and dui charges for allegedly hitting james jackson. jimenez also hit at least four other cars that morning before crashing outside st. mary's hospital. his arraignment is scheduled for next wednesday. a water main break in napa has people working in that area with little or no water tonight. the main rupture this afternoon on foster road. that's napa's main water

transmission line in the jameson treatment line. we called the city of napa and it says yocan see muddy water out of your tap. repair work on that line could go on through the night. we are waiting for word right now on when caltrans social security going to shut down a stretch of highway 60 headed to the sierra. caltranss tells us it will only get three hours notice from its contractor before it closes the highway. ken pritchett is live tonight with the critical road work prompting that shut down. >> reporter: frank, take a look at those cares there behind me on highway 50. they are waiting right now because caltrans has highway 50 shut down to one direction of traffic at a time because of ongoing construction. but even though they are letting those drivers are among the lucky ones because they will be among the last to pass over the summit here on 50 for about two weeks, here's why. from this popular overlook the

view is as serene as ever, if you can get over the noise. >> they are old, they are worn out. >> reporter: to replace the original rock and mortar barriers built back in the 19020s, caltrans must exit 50. the detour will be on highway 88 and 89 into southwest tahoe. >> it might take an extra hour to get to the lake. >> reporter: caltrans says the old rock wall could not stop a car from crashing through the new barrier will. that hole you see they are digging in the roadway is to make room for this. a huge concrete slab that will be under the pavement, attached to it a retaining wall that is shaped like roll and made of concrete. the detour will cost some business along highway 50. >> dead, probably very dead.

>> reporter: katie banger works the deli at the fresh pond trading post. her boss expects to lose thousands of dollars this week end. but caltrans is hoping the detour around 50 will not scare the tourists. >> lake tahoe is still open for business. you just have to find a different way to get here. >> reporter: again the cars behind me are waiting to get over the summit. tomorrow begin s a two week shut down of 50. you will see a map of detours to get to tahoe. and caltrans says it timed the completion of this project to end before the memorial day weekend before the busy summer tourist season here at tahoe. in el dorado county, ken pritchett, ktvu news. leaders in one bay area city tell ktvu tonight they are shaken about the unexpected death of their mayor. san carlos mayor died this morning from a heart attack.

amad was elected in 2007 to the council and became mayor in november. san carlos was trying to decide what to do with its fire department. we will outline who is taking over and the circumstances he or she will face coming up on bay area news at seven on tv 36. the first family to rebuild their home broke ground today. the hensel family celebrated with champane and a ceremony to begin rebuilding their home that was destroyed after a pipeline in san bruno exploded. >> i didn't know i was going to get so emotional. yeah, but it's exciting to know that after eight months we're going to start to rebuild. >> reporter: there is still open space in the middle of that neighborhood and some want to dedicate at least part of it to build a memorial for the

eight people who died that day. state regulators now want pg & e to release pipeline reports. the commission -- commission decided it wanted pg & e to pull safety reports for their pipelines. the report sites four challenges. federal requirements limiting if state's development options, and the report says the legislature lacks good information for decision making. we acknowledge there's some down sides. we have been critical of many

of their management practices. the legislative analysts suggest creating a new division within caltrans for the project. teachers across the bay area are rallying to call attention to school budget cuts. these teachers held signs outside walnut creek city hall today saying that the state of education in california is in a state of emergency. the teachers union is trying to put pressure on the state legislature to support extending certain tax increases that will expire at the ends of next month. >> our schools and cities can't afford to wait any longer to protect the revenue we have left. >> reporter: governor jerry brown says if the legislature or voters don't approve those tax extensions he will be balancing the budget by cutting $15 billion from public programs. a state auditor says the agency charged with licensing educators is taking too long to deal with bad teachers. the auditor brought her report

john fowler ktvu channel 2 news. health officials are issuing a warning tonight about a resurgence in measles. this year there have been 12 cases. measles can cause inflammation of the brain,seizures even death in some cases. they are encouraging parents to vaccinate their children. going bald for a good cause. that's what 30 men, women and children did today. they had their heads shaved to raise money for the st. baldwick foundation. it raises money for the children's cancer research. the event was even close for

the event's host. >> our chief's daughter has cancer. and it was a very nice day here in the bay area. what are we looking at tonight and for the rest of the week. >> pretty nice tonight as well. a little fog out there. that will be the big difference. right along the coast, there it is now. you can see up by the marin head lands. you get a break. this is that kind of fog if you're in daly city and pacifica. you see the fog shooting through the san bruno gap there. we see winds 20 to 25 miles per hour. that's the gap you see the fog always push through. it's going to end up in many bay area neighborhoods late tonight early tomorrow morning. and it'll look just like a kind of a summer morning when you wake up and there's fog everywhere. slow to burn. that's why temperatures come off cooler two or three days

tomorrow. low fog and clouds keep temperature on the mild side. 50 in concord, that's not real cold for this time of year. but it's on the chilly side. it's not real cold. as we head into the weekend, it does get cold overnight. we do see a weather system push in. this weather system right now it's got a lot of weekend plans going on. we have the beta breakers, a lot of outdoor activities. this system could be a real issue for the saturday afternoon-sunday portion of your weekend. we have a lot of chances lined up. tomorrow looks like a pretty nice darn day. a little cooler than today. we're looking at the fog forecast for tomorrow morning. you see a lot of high clouds and more fog at the surface at 7:00 a.m. also into sausalito, redwood city, the fog burns back but the clouds, some of the high clouds remain. it's just that subtle difference of a little more

cloud cover. a little slower burn off but a nice day. 70 tomorrow in santa rosa, 79 in antioch, 70 out toward brentwood. 71 in morgan hill. today was a pretty nice day. tomorrow will be slightly cooler. a five day forecast with the weekend in view. this isn't a really crazy unusual weekend weather. but it's not what you want to see. i would rather see this pattern for saturday, sunday on a monday-tuesday or something. because there really are a lot of outdoor plans for this weekend. >> thank you, bill. just two weeks after marking their silver anniversary, former governor arnold schwarzenegger and maria shriver are separating. shriver was by her side when he took the oath. the two say they will continue to parent together.
