morning news. good morning. thank you for waking up with us. it's thursday may@. i'm pam cook. let's check in with steve for the weather forecast. we have little bit better conditions today than we had yesterday. there will still be some low clouds but temperatures will come up a bit with patchy low clouds. upper 60s low to mid-70s inland. still 60s around the bay. still windy at times. here's sal. steve, right now westbound 24 looks good up to the tunnel. there are no major problems on the way up to oakland and no accidents there. this is a look at the oakland commute north and southbound. that traffic moving along nicely. 4:31. let's go back to the desk. this morning police are investigating a deadly stabbing tied to violent street gangs. ktvu's kraig debro tells us it happened yesterday evening in the usually peaceful neighborhood. good morning, kraig. >> reporter: yeah, good morning, pam. this is b street behind me.

the commute center here. the seven 11 across the street. all started shortly before 5:00. that's when several neighbors called in to say they'd seen two separate sets of cars chasing each other down the street. it later ended up on wood street which is around the corner at the end of a dead opened street. that's where police say the two cars ended up. but it all started here. one of the men in the cars later died as he stumbled outside of the car and actually knocked on the home on wood street. he's 21 years old. minutes before the knock on the door several people in cars on the 600 block of b street were spotted. >> right prior to this call we'd had a couple reports of two cars and some people armed possibly with bats or sticks down on b street and in the

park area. >> reporter: the cars the men were riding in ended up on wood street as we said. the man who later died got out of his own or was forced out of the vehicle. alert neighbors gave them detailed descriptions of vehicles. the driver's detained and questioned. but there's a statewide apb out for the other vehicle and described as a white pontiac california license plate 3ulg274. there you see the license plate right now. police are looking for this car. they believe that car and the other car were both involved in this gang-related fight that involved sticks and bats and ended up on wood street with the death of one man. we're going to try to get hold of that woman who answered the knock on her door late yesterday afternoon to get her reaction to all of this. reporting live, kraig debro, ktvu channel 2 news. police are calling it a case of severe child abuse. this morning a 3-year-old girl is in a south bay hospital.

her mother is in police custody facing felony charges. the search is underway for the mother's ex-boyfriend. police in campbell were desperately searching for 31- year-old jane and her daughter after receiving reports that the child could be in danger. last night officers tracked them down at a supermarket parking lot in south san jose. >> it's an area where we had some information that she may have had some friends in this area. so they developed some leads that she was possibly going to this particular parking lot and they set up on the parking lot and located them. >> police are still looking for the woman's ex-boyfriend. there's a picture. 35-year-old george rodriguez. at this point officers are not releasing the details of the child abuse investigation fearing that it could jeopardize the case. the little girl is in the hospital and in child protective services. brentwood police are hoping new cameras will help to deter crime in the city's parks.

motion sensor cameras have been installed at creek side park and windsor way park. the cameras will take a series of photos that police can down load instantly. there's also an audio recording attached to the cameras warning people that their picture has been taken. the cameras will be active from dusk until dawn when the brentwood parks are closed. today we should find out the names of the three people who died in a shooting at san jose state university. police are investigating the case as a murder-suicide. and some students we've talked to on campus say they've heard it was a love triangle. the shooting happened on wednesday in the in the tenth street parking garage. the three victims are connected to the school but haven't said if they were students as they try to locate each of the victims families. the deaths bring the total number of homicides in san jose to 20. that's the same number the city had for all of last year. mayor chuck reed says san jose is still one of the safest cities despite the spike in homicide rates.

pg&e is reimbursing cities and counties that responded to the san bruno disaster. the pipeline explosion killed eight people and destroyed 38 homes in september. firefighters and police officers from other bay area cities were called in to help provide emergency services. and according to the examiner the california emergency management agency has received 60 applications from cities and counties looking to recoup more than $4 million. ac transit bus fares are going up. the hikes are scheduled to start august 1st with a 10-cent increase for adults and 5 cents for youths, seniors and disabled. ac transit says the increase will bring in about $2 million, but that will not be enough to close the agency's $15 million budget gap. as a result another round of service cuts could come some time next year. well, hundreds of people will leave their cars behind this morning and hop on their bikes. it's the 18th annual bike to workday. there will be energizing stations in several cities here

in the bay area with snacks and refreshments for cyclists. most of the stations will be open from 7:00 a.m. to 9:00 a.m. this morning. but some will operate through the afternoon and through the evening commute. 4:36 is the time right now. boy, if you can commute to work on a bike, sal, across the golden gate bridge that's not too bad. >> that's not too bad at all. as a matter of fact right now the traffic is moving along very nicely there. westbound bay bridge looks good and so does southbound 880. westbound 80 traffic getting out to the macarthur maze is in good shape. and we are -- we don't see any delays at the bay bridge toll plaza this morning. westbound traffic does look good. there's actually -- looks like there's one lane there that has a delay. that would be one of the cash lanes. also the morning commute looks good on northbound 280 getting up to highway 17 into the valley. at 4:37 let's go to steve. good morning, sal. >> good morning, steve. >> thank you, sir. we have bit better conditions today. yesterday strong push of low clouds and fog associated with that system right there. we have some patchy low clouds

but when you usher in that much cool air aloft and at the surface it tends to chew up the fog. still patchy low clouds around but not the big fog bank we had yesterday. it's cool though. 40s or low to mid-50s. if you have some cloud cover 50s. if you're clearing out and some locations a clear it's cooler and combine that with a breeze not at santa rosa but sfo at 14. and san jose west at 5. we still have a sea breeze in place even though it will get a little more sunshine and little warmer. just a little bit. strong low digging down out of the gulf of alaska is now getting ready to influence our weather. it will be more on friday then into the weekend as we see big changes. today patchy low clouds. breezy, cloud it up late saturday into early sunday for temperatures well below average. today after some patchy low clouds sunshine, still breezy. little warmer though. but 15 or 30 miles an hour but it's a chilly morning for some. mid-70s far enough away from

the coast. 50s, 60s and upper 6 0z coast side and around the bay. temperatures though will warm up after yesterday's big cool down. then we start to focus our attention on that low dropping in and sure looks like rain on sunday morning and really cool temperatures. thank you, steve. thousands of people spent the night outdoors in a spanish city after the worst earthquakes in 50 years. at least eight people died in the city when it was hit with two earthquakes of magnitudes of 5.4 and 4.5. crowds of people bundled up and slept in the main plaza too afraid to be inside. boy, incredible pictures. a camera caught large chunks of stone and brick falling from the facade of a church. look at the cars there. they're crushed by falling debris. it sits near a fault line that registers thousands of earthquakes every year, but most are too small to be felt. more allegations of police misconduct. the item that went missing

we have some patchy low clouds. not as extensive as yesterday. it is breezy though. still out of the west. sea breeze is in place but more sun and slightly warmer today. low to mid-70s inland. with more 50s, 60s closer to the coast. well, mississippi's governor is urging people to leave their homes if they think there's even a chance they will be caught in flood waters which are still rising. that warning is too late for people in the town of tunica cutoff. this morning all but four of the 300 houses there already have water inside. outside the roads are under 55 feet of water. some people worry the floods will permanently wash their community right off the map. we may feel the effects of that flooding even here in the bay area. farmers along the mississippi say they may lose all their corn, cotton, rice, wheat and even soybeans. >> i've got a neighbor that's got $2.5 million worth of wheat flooded right now. it's gone. >> 45% to 50% of the nation's rice comes from arkansas.

eastern arkansas is where it's grown. so we've lost a big portion of the rice crop. >> supplies were already tight and prices had been inching up. those crops are in nearly every processed food we eat. u.s. investigators are learning more about bin laden's activities by reading his private journal. the journal was among the documents seized at bin laden's compound. in it he writes of advising al qaeda groups to hit other cities besides new york such as los angeles and encourages attacks on trains as well as planes. the goal he writes is to kill as many americans as possible in each attack. a new poll shows most americans believe killing osama bin laden was the right thing to do. the associated press poll shows 86% of the country approves of the way the u.s. handled the raid. just 6% disapprove. 87% say killing bin laden during the raid was justified.

9% say it wasn't. a chp officer is facing charges this morning after being arrested on suspicion of theft. 36-year-old sean hammens of vacaville is accused of stealing an x box and other electronics from a target store on four different occasions. he was arrested during a traffic stop but since released on $30,000 bail. investigators believe he sold some of the stolen items online. a new video has sparked more allegations of misconduct by san francisco police. public defender released this surveillance footage. he says it shows six plain clothed officers arresting for than doe san anna for possession of crack cocaine. it happened in the jefferson residential hotel last december. the man arrested says the officers searched his room without his consent and took a duffel bag filled with his stuff. his friend is a witness. >> they were searching his room lifting up the mattress and everything. i asked what are you doing?

i thought it was a home invasion. >> now a judge dismissed the drug case last week. police chief has launched an investigation. the f.b.i. is investigating eight other san francisco police officers accused of misconduct related to drug searches. well, there will be a special unveiling in san francisco's tenderloin today to help give low income people better access to technology. st. anthony's foundation will debut its new computer lab. the hope is that it will help people get connected to the internet and help them get a job. craigslist founder also set to attend the event. details of a new national cyber security proposal. the plan would require industries to offer better protection to systems that run important infrastructure including power plants and electric grid. they say companies would also have to tell consumers when their personal information could be at risk.

and federal agencies would need to monitor their computer networks more carefully. the national foreclosure rate fell 5% in april compared to march. and it's down 25% compared to april of last year. but the news may not be as good as it sounds. real estate listing service realty track says the decrease is caused in part by foreclosure processing delays. in some states like new york it now takes two years for a bank to go from issuing late notices to repossessing a home. that will further delay the housing recovery. parents in novato are being warned about a dangerous homemade explosive called a bottle bomb. the explosive devices are made from drink containers that are filled with drain o or other household chemicals. police say there have been reports of these devices in novato in the past two weeks. the school district sent out an e-mail warning to all schools. >> the fluid is boiling hot.

if it explodes with great force you can actually lose fingers. >> i find it pretty alarming and scary. that's something easily a child could pick up. >> police say so far no one in novato has been injured by a bottle bomb but officers did arrest a group of teenagers in january for making and setting off bombs in an open space area. a water main break in napa led to a big loss and costly repairs. a 36-inch transmission line that feeds water into napa ruptured on tuesday and an estimated one million gallons of water spill into a field on foster road. the incident will cost the city about $25,000. crews are expected to refill the repaired line overnight. people still may experience low water pressure. and as we've been reporting, cloudy brownish water. but the city still saying this water is safe to drink. an up tick in bedbugs. the bay area region that's seeing an increase in the pests and why some say the worst of

a man suspected of stealing two atms and buried under concrete. police received an anonymous tip to check the building. they decided to dig after noticing part of the floor was missing. police believe the machines are two of three stolen in fresno since january. the suspect owned a plumbing business that recently moved out of the complex.

the city of brentwood is considering forming its own fire agency. right now brentwood is part of the east contra costa fire district. but that agency which is funded by property taxes has been hit hard by the housing crash. brentwood city council says it's exploring options in the event that the east contra costa fire district runs out of money. they will decide whether or not to break later this month. a state appeals court ruled that the public has the right to know the level of pension benefits of retired county employees. the court said the names, benefits and work histories of retired county employees are public information not protected by california privacy laws. public employee pensions have become the focus of controversy as state and local governments look for ways to cut costs to reduce budget deficits. well, the governor of delaware has signed a bill into law that gives same sex couples legal protection and

recognition in 2012. makes delaware the eighth state to allow civil unions or domestic partnerships for same sex couples. the 100th annual bay to breakers kicks off this weekend in san francisco. in past years the events have been an excuse for many people to let loose and party. but police are cracking down this year with a zero tolerance for alcohol and public drunkenness. >> there will be police officers and race officials on the lou for folks with alcoholic beverage. and will be confiscated those beverages and disposing of them. >> there will be a number of security check points throughout the course, but police are not saying where they will be set up. floats are also banned this year. and every runner will have to be registered. some people tell us though that they still plan to walk along the course without a registration number. there will be a lot of people out there. so be mindful of that, right, sal? when you're driving through the city it does change your route. >> it does. if you don't want to go to the

parade -- seems like a parade to me if you want to stay away from the event stay away from golden gate park in the morning because it's going to be tough to get across. don't be surprised by that. look at westbound bay bridge. traffic is backed up a little bit. i would say just a little bit in one of those lanes, the cash lanes. doing okay once you're on the bridge. this is a look at interstate 880 and north and southbound traffic is moving along nicely. no major problems on the drive to hayward or union city. and we're looking at the commute here in the south bay. northbound 17 traffic looks good up to highway 85. northbound 85 traffic is also moving well. so you can see that there's not a lot going on. as we move the maps up to livermore, westbound 580 at 205 police looking for some sort of debris in the right lane reported by a caller. watch for some possible slow traffic there. no problems on interstate 580 getting out to castro valley. and no problems on the san mateo bridge or on the dumbarton bridge. at 4:54 let's go to steve.

sal, thank you, very much. before i get to today's forecast for those who work outside, many of you stop me sometimes be a contractor or landscaper sunday through next tuesday looks very active. there are some projections for around next tuesday of one to three inches of rain. i kid you not. dave, don't look at me like. i'm letting you know. throw it out there. we'll see what happens. i tend to believe it especially sunday we'll get much, much colder around here and then tuesday could be a pretty good rain day. more to come. but i wanted to get the word out there in case you work outside or you have plans outside. today we have some patchy low clouds. sunny, breezy, not as windy as yesterday but still out of the west. just a little warmer than yesterday. system came by yesterday produced rain up towards northern sacramento valley. but the cooling trend is in full force. even though slightly warmer today the trend is too strong to take it down. sunday will be the coldest day as temperatures could be 20- degrees below average.

inland. temperatures rebound maybe two to four degrees compared to yesterday which was a really cool day. fog, sun and start to increase the clouds on saturday. then here's sunday and then into monday, tuesday will be the main day i think. but until then very active pattern by sunday. well, take a look at this video. we have some parts of china, look at that, covered in orange dust right now because of a massive sandstorm. visibility is very low and car haves to slow down and turn on their lights. some flights have also been canceled. this dust storm is expected to let up some time today. but, again, that's in china. well, santa clara county is seeing an increase in the creatures known as bedbugs. some county officials say the worst may be yet to come because bedbugs are generally reported between july and november. bedbugs do not carry diseases, but their bite can leave large welts. they can also hide in small cracks making them incredibly
