that ladder you see is doing to the third floor of what appears to be a residential building. there are two buildings that are very close together and the smoke has just been pouring out. you can see from that top area, it was very thick when we got here. it has since come down a bit. but then they had the third crew that was called down here. you can see an aerial view of what's going on here. obviously this has caused some disruption right during the evening commute hours. van nuys has been open for part of the way but cap is closed along here. parts of 21st and 20th have been closed. a lot of people kind of milling about wondering if they can get back homecoming back from work. now we do understand that there has been no injury reported so far with anybody inside the residence. but they say that they are still trying to get a sense of who might have been in that building, what might have caused this fire. they do not know at this point right now just trying to make

sure that they get all of this cleared up and they get the fire completely out. so, we will stay here on the scene and bring you an update if we get it. right now though if we are in the area, you want to stay away from cap street because it's very congested here and the trucks are blocking most of the access. reporting live in san francisco, jana katsuyama, ktvu channel 2 news. a week of protest against major cuts to education is coming to a head tonight. thousands of teachers and the supporters are rallying across the state. some fresh from a night in jail. we have live team coverage for you from the area to the capital. our coverage start in sacramento with ken pritchett. >> reporter: there are thousands of teachers here on the south steps of the capital. you can see some of the signage here. these teachers are from counties from all around the state. california teachers association put on this rally and they expected about 5,000 teachers and students and parents, what we're looking at here is the

rally before the rally. some speeches are about to begin. some teachers have been at the capital all week. lawmakers passed tax extensions to avoid more than 10 billion in additional cuts. the teachers say they've lost 40,000 teachers in the last three years. more cuts they say would mean 20,000 more. now i want you to take a look at this video. this is raul gonzalez. he is a teacher who has been protesting here since we began. he was one of 26 teachers arrested along with the cph president last night. now raul believes despite the impasse, lawmakers can work a deal to save school funding. >> if i could rule the world i would ask them put the paycheck on the desk, on the table, get the key and lock the door and not leave until something gets done. >> reporter: ironically the capital is empty today. very few lawmakers. there was no floor session today.

on monday the governor will release his revised may budget. that's very important. then we will see if the governor is still holding on to the prospect of republican support to put tax extensions on the ballot or if he will call for an all cuts budget which will be the worse fear of the teachers here. in sacramento, ken pritchett, ktvu channel 2 news. now let's go to ktvu's rob roth who's live in san francisco where another large protest is under way right now. rob. >> reporter: gasia, parents, teachers, students and concerned citizens are gathered here at civic center plaza. easily over a thousand. more people keep coming. i want to take you over here where people are writing signatures, they are starting petition that is will go to state lawmakers urging them not to make cuts for education now behind them you hear people chanting no more cuts, no more cuts. people carrying sign, it's a pretty large gathering. now the rally caps a week of

protests by educators throughout california. the teacher's union is calling this a state of emergency for schools. those protesting are not just from san francisco but around the bay area. educators say no school is being spared. schools could lose $4 billion of state funding next year. now san francisco we spoke with a first grade teacher who received a lay off notice. >> it was really devastating for me. and also for what i imagine is going to happen to my students next year. in the hallway. they'll have that continuity of teachers from one year to the next. >> it means less resources. sometimes even running out of the basics. >> reporter: like paper. >> yeah, sometimes paper. but it means these kids don't get art next year. >> reporter: not only art but music. some schools have cut back music programs or eliminated them all together. demonstrators say they want people seeing this protest to take action. the protest is expected to last

about an hour until 6:00 and it's expected to be peaceful. reporting live in san francisco, rob roth, ktvu channel 2 news. a board that hearing appeal is on governor brown's chopping block. the governor's office says cutting the unemployment appeals board could save the state $25 million a year. some have criticized the board for turned out lawmakers. six of the seven board members are former lawmakers and each making $120,000 a year they meet about once a month. today the ax fell on state parks and it was a big ax. thousands of parks throughout the state are going to close. paul chambers is here now and tells us several of them are in the bay area, paul. >> reporter: we're live here in san rafael, it's on the state's park chopping block. take a look. the view is absolutely beautiful. but you better remember this view because come this fall, it's a sight you will no longer

see from here. >> some say state parks are nature's gems, a place to hike, bike and just be with the family. >> get out on weekend and actually move around a little bit. they're talking about how kids don't get exercise, how people don't eat well. it's a perfect place to go. >> reporter: that is for now. today park workers are maintaining the land but come september, that will all change. the state is strapped for cash and will no longer be able to operate all 278 parks. meaning these natural wonders will be closed to the public. >> it's the most difficult decision that we have made up to day. it is the fact that they are doing something on their watch, on my watch that has never been done before. >> reporter: the governor slashed the state budget by $1 million for this -- $11 million for this fiscal year and $22 million for next fiscal year. today they named 22 parks that will close in september. 16 that are here in the bay area and another four in santa

cruz. people using the parks say it's time the corporations pay up so the parks can remain open. >> some big companies that get off without paying, a lot of corporate taxes. a lot of industry in san francisco. >> we need to tax everybody. in order to maintain things that are valuable to us like this park is. >> reporter: now because of the park closures, there's up to 200 staff jobs that could be cut. the state hopes to avoid play offs by reassigning employees from closed parks to open ones. you can find the entire list of parks that are set to close by going to our website ktvu.com. look under the right now section. tonight for the first time we're hearing from the family of the suspected suspected victim.

the family released this photo of callagoron today and ask that the public respect the privacy of all involved. they also said quote there will be people who will tell stories and make claims about what they think happened or caused it to happen. we ask that people not gossip or pretend to know what truly happened. vallejo police are investigating the ground of a masonic temple. police say the young man was in his late teens or early 20s and appeared to be shot to death. the victim's name has not been released. so far police have no suspects and they are asking anyone with information about this shooting to come forward. it's supposed to be nothing more than a harmless high school prank, a food fight. but today a lot of families have a messy situation in their hands. the harsh punishment now facing those seniors that took part. parents poured in today to talk to the principal. >> reporter: we're outside the cafeteria on this high school campus where the food fight

took place. all day today there were meetings with parents to try to decide what is the proper punishment. every friday many students and parents gather for a cheer at leadership public schools hayward to demonstrate what they call family spirit. students tell us that spirit is one reason administrators are coming down hard on seniors for yesterday's food fight captured on video by one of the participants. although only about 30 of the 100 or so seniors took part in the senior prank, students say school officials are upset no one alerted them beforehand. some seniors say it was never a sinister plot. >> we called it a senior pot luck. which was a disguise for our food fight. we all brought soft food, nothing hot. you know we all planned to have stuff that was easy to clean up that way no one would be hurt. >> reporter: as we first reported last night on our 10:00 news, school officials sent some students home. many students and parents told there would be no prom, no

senior graduation trip to disneyland, no yearbooks and more. after a series of meetings with parents, administrators may force the seniors to choose between a prom or the graduation trip. several parents told us they are angry about the hard line stance over a food fight. >> it's kind of a big shock for me. i think punishment is one thing, but taking it away went a little overboard. a lot of the kids have paid into the graduation. the limos, dresses, party buses. a lot of us invested a lot of money into it. >> reporter: school officials declined to comment but some parents said the administrators are still considering their next step and plan to make a decision within the next week. robert handa, ktvu news. a judge delayed the arraignment for -- he is facing

four felonies for drug and corruption chargings. lombardi was a member of the enforcement team. the federal judge denied bail to a man accused of trying to break into the cockpit of an airliner headed to san francisco. lawyers for the 28-year-old man wanted the judge to reconsider saying almarisi is mentally ill and not a terrorist. the taliban today retaliated for the death of osama bin laden with a deadly bomb attack in pakistan. witnesses described the scene of chaos and carnage. two bombs exploded near the city of charsada. the explosions appeared to target a group of recruits. the taliban said they carried out the bombing to avenge the killing of osama bin laden. they also say they are planning

attacking on americans living inside pakistan. the pentagon is debriefing some of osama bin laden's wives. the white house has said the wives might be able to provide information about osama bin laden's life in the compound. but according to islamic practice, women are often segregated from men so it is unclear if they were present for discussions about al-qaida operations. a proposal to beautify this street and make it safer runs into some opposition from neighbors who cry foul. and the weekend is here and the weather certainly going to be cooler, showers in the forecast. we might even see snow in the mountains. and we are staying on top of a three alarm fire burning in san francisco's mission district. we are high above from news chopper 2. also our ground crews are bringing us the newest information, we will pass it along to you as we get it. ♪ you'll run outside

>> in san francisco big changes could be coming to one of the busiest streets in the city. changes that would make it slower and more pedestrian and bike friendly. we're talking about masonic avenue. consumer editor tom vacar is here now and tells us that one key issue is still far from settled, tom -- >> reporter: it is that busy street, proponents say it will make it safer but others say it'll make an already scarce parking situation even worse. the masonic avenue corridor has seen many pedestrian accidents, some fatal. >> why do we have to wait until 2013, people are dying. it's better to have this late than never. >> reporter: there would be a tree lined median with bike lanes along the curbs. but the city claims. >> it's going to slow it down. that's the intention of this project. to calm the project and make it safer for people. >> it's a great plan and we really look forward to it being

safer for our blood donors and for our staff and for the people who live in the neighborhood. >> reporter: but it would also eliminate eight blocks of on street parking, that's 160 spaces between gary and fell. >> i am very opposed to taking out all parking. >> i am not going to have anybody coming to visit me that might need a car. >> reporter: some masonic merchants oppose the plan. >> because they're taking away parking. i actually have a green zone on masonic that i provide for my customers to make a run to my store, to stop and shop. >> reporter: some residents worry, all of those cars taken off of masonic will have to go some where. the side streets that are already packed. and a target store will soon move into part of the old sears complex at masonic and gary making parking matters worse. >> what will happen with those excess cars circling and generating more traffic at each intersection. >> reporter: opponents say red light cameras will do the trick

quicker, for less money and without worsening the traffic situation which is already bad. tom vacar, ktvu news. court papers filed today in support of the judge who decided california's ban on same-sex marriage has overruled it. after the trial judge walker revealed he is gay. proposition eight supporters say walker wanted to marry his partner. judge walker's replacement has scheduled a june 13th hearing on this matter. bryan stow has been in a coma since he was viciously beaten on april 1st. doctors say he's not well now to fly to the bay area.

bryan is showing small signs of improvement. >> a public memorial service for the mayor of san carlos is now just wrapping up. friends, family and government officials began gathering at the aviation museum about two hours ago. they came to celebrate the life of mayor ahmad. he suffered a heart attack and died on tuesday at the age of 46. ahmad was a high tech entrepreneur and executive. he was sworn in as major just last december. the corp. of engineers says it will open gates. the move should relieve pressure on levees in baton rouge. but at the same time it will damage farmland and homes. water is inching itself way toward rooftops. talk about quick thinking,

an 11-year-old boy rode out a tornado that damaged his home. >> he said mommy there's glass breaking, it's loud, it's crackling. it's loud and i think there's -- i think the house is going. i was like two blocks away. i could not get here. it was like the worse feeling, i can't even explain. >> reporter: the boy hopped in the drier as the tornado tore through his home. when his mom findly made it home, the boy was fine. she said she thought the drier was a pretty smart place to hide. 11years old. >> quick thinking there. speaking of the bay area and what's happening here. it's almost like we've been warned so much about this weekend. you've dialed in much closer now. >> it's coming our way. we've been talking about this bad boy since monday. it's a cold one, it's going to be here for the weekend.

today. roger mcdo mcdowell returned to work today after a two week suspension for making anti gay slurs. a fan and attorney gloria alred said mcdowell made anti gay remarks. -- kodak has its own infringement lawsuit against apple and against the makers of the blackberry. those lawsuits could potentially be worth up to a billion dollars. kodak stock rose on today's news closing up 5% at $3 a share. the bay area may certainly be a pricey place to live but workers here actually bring home the biggest paychecks in the west. the san francisco business

times analyzed federal 2009 salary numberless. some people found that san jose, san francisco and oakland made a clean sweep ranking highest among the state. san francisco and the peninsula came in second at 61,940. the oakland fremont hayward area ranked first. financial stocks were hit hard, both bank of america and j.p. morgan fell 2% today. the drop erased the gain made earlier this week. the dow lost over 400 points. the nasdaq fell 34 points closing at 2,828.

construction on the new bay bridge in full swing today. some have plans for another detour that will affect everyone who uses the bridge. in a couple of week, the eastbound lanes across from the metering lights are being moved. tonight we take you behind the scenes. ktvu's mike mibach live behind the bridge to show us how this is going to work. >> reporter: i'll get to that in just a bit. i have to take advantage of where i'm standing at right now. i want to show you what it

looks like to be directly underneath a crane. this machine has been quite instrumental in the new correction construction of that eastern span. but it's the roadway that is about to get rerouted. the new eastern span, the signature tower. >> i think it's an amazing engineering feet. >> reporter: the pieces are falling into place. >> terribly, terribly, terribly cool. >> reporter: cool but not quite complete. and in order to get there -- >> what we're doing is we're going to be shifting traffic coming from the bay bridge to the south. >> reporter: a new detour is being phased and today a close up look at what will be the new home to a section of eastbound 80. >> whenever you make a change to the bay bridge alignment because it's been here for eight decades, you have to be very careful about it. >> reporter: here is what the drive looked like today coming from the bridge. now we go to the simulation of the detour.

you can see it's not too different, just a slight veer to the right. now we take you high above 80 east as it looks today, 80 east by the end of the month. once the detour is running, the old lanes will be removed and the old temporary westbound lanes lanes to be constructed. >> this operation is an example of why we're able to open the whole bridge in 2013. because we're able to shift the traffic over here on the oakland side, that gives us enough room in between the existing bridge and the new bridge to complete the structure. >> reporter: caltrans says it will transition to the detour sometime in the middle of the night during memorial day weekend. the bridge will not need to be shut down to complete this task. live tonight in oakland, mike mibach, ktvu2 news. now back to that breaking news from san francisco just a few minutes ago at 5:25. we learned that firefighters say that fire is contained it is not out but it is contained.

it's happening on cap street on 22nd. cap street as you can see here is closed. there's a lot of fire fighting equipment and a lot of people. this is a residential building that burned. we do not know how this fire started. but again just minutes ago the fire was contained. now these are pictures from earlier where you can see the smoke there coming through the roof. we should mention here that cap runs parallel to south van nuys and mission street. both of those streets are heavy traveled during the commute. and because cap is closed, there could be extra traffic on either of those streets, mission or sound van nuys. keep that in mind if you are in the area. we do have a reporter jana katsuyama on the scene right now. she is gathering information and talking to people there. we will find out what those people are telling her coming up live at 6:00. now to the south bay where police in santa clara today released the identity of a man found yesterday dying on a city

sidewalk. luis enrique tavara was known in the community as the church man. a man who regularly attended church and always carried a bible. efforts to saved him failed. police still have not said how he died or if there are any suspects in this case. we spoke to san francisco police and have learned that just about two hours ago an issue affecting dispatchers has been fixed. claudine wong tells us what the problem was when it started and how officers worked around it. >> reporter: at the 911 dispatch center in san francisco things moved smoothly this morning. you couldn't tell just by watching the dispatchers that one of their main programs remained down. >> our dispatchers do train for an event like this. if the cad system has a problem with it. so they do train on that manual mode and in the back up system quite frequently. >> reporter: the problem with the servers started yesterday morning. within a couple of hours a back up system was online and operational. the public wouldn't have noticed a thing. all 911 calls were going through just fine.

but hours later, a main line of communication between dispatchers and police and fire remained down. now normally information from a call goes on the computers here at the dispatch center and then straight to computers here inside police and fire vehicles. but with the primary system down, that wasn't happening. >> it's not affecting any public safety at all as far as police response to emergencies. instead of information being relayed over the computer terminals over cars, officers have to manually write down information. >> reporter: police say they are prepared for this. if the computer goes down they go ahead and use the radio. if the radio goes down, they have a back up for that. the end result of the server problem, a lot more radio traffic and a lot more riding for officers. inconvenient but not detrimental. the quicker the center comes up, the quicker it will be. although it may be inconvenient, the work still

gets done. the alleged trigger man wanted for murdering a man in antioch is in jail. police say 19-year-old michael paumbeck surrendered last night. we first showed you his photo in september when antioch police named him as a suspect in the killing of mackelroy. police have also arrested three others in that case. a san mateo judge ordered a teenager who attempted a high school bombing to a mental hospital. he was convicted of attempted murder and other convictions related to his attack in hillsdale high school. youshock pleaded not guilty to attempted murder and six felony counts of bomb possession. still ahead, the race for the white house just got a

the man many people consider a maverick, republican ron paul threw his hat into the ring for the presidential race. that is the first state to hold

yellow pages. but they found that the yellow pages are winning the war. >> reporter: within days 11,000 people signed up. >> many people don't even open these phone books. it's become sort of like junk mail or spam. environmentally it's a waste. paper is just very heavy, phone books are heavy, they are bulky. >> reporter: the board of supervisors proposal to ban yellow books is being closely watched nationwide. it could save the city a million dollars a year and prevent more than a million phone books from being dumped into landfills. and you don't have to go far to find them wasting away. near my home with my camera found i found thousands. on you tube they sing about it. but the yellow pages are part of a $20 trillion industry. one that's a lobbying force in

our state and in communities nationwide. in fact, the more than a dozen communities that have tried to slow the distribution of phone districtlies all but one failed. and the industry is still challenging that one city that did manage to limit the phone book, seattle. they filed lawsuit saying that it's an infringement of free speech. the director toll us his yellow pages industry already has a website on which consumers can opt out from getting the yellow book. >> it does not do us any good to deliver them to anybody who doesn't want them. >> reporter: here in san francisco, union workers in the local chamber of commerce took to the streets. they said limiting the yellow pages would hurt small neighborhood businesses. elsewhere in the country, including in ohio it's the

a $5 million lawsuit claiming some children's games at chuck e. cheese restaurants are a type of gambling. the company that owns chuck e. cheese has not yet responded publicly. federal drug regulators tonight are warning that herbal drugs that contain real drugs. the phony pills are sold as extenze. but they have the same drugs as cialis or viagara. allergy season is here and it could be a bad one.

structures. state officials say that power lines started the fire. well the weekend is just about here, a lot of things going on. and looks like we've got big changes to talk about when it comes to the weather, bill. >> big changes frank. i think a lot of events for tomorrow will be dry. warmer and cooler sunday, it'll be a little bit wet in the morning and scattered showers in the afternoon and significantly cooler. with that said, outside we're watching the winds start to kick up a little bit. out toward alameda, we have current wind gust of 30 miles per hour to the west. those winds are going to start to clock out of the south and west and that's when things change around. increasing clouds tomorrow. not a bad day. rain develops tomorrow night, 7:00 in the north bay around 10:00 in the south bay. it rains overnight as that frontal system goes through. maybe .10, maybe .25 of an inch. you have a winter weather advisory there. this cold air gets here.
