you can see out toward the marina district, heavy rain out toward usf and the twin peaks area of san francisco. we back it up between oakland and san leandro an area of heavy showers as well. as we head out toward fremont and hayward and union city. rainfall accumulations have been relevant relatively light. showers do continue. but first tom vacar is live in the delta where emergency officials are preparing for a weather related drill. >> reporter: they just kicked off a three day 26 county emergency flood drill. now most emergency responders don't know it right now but this is where the state's next disaster drill will occur tomorrow morning. this is the special operation center of california's emergency agency. here state local and federal agencies of all kinds are now

responding to a scary scenario. >> the scenario is flooding throughout the central valley and northern california. so i mean it's based on a 1977 floods and we've thrown in a little pineapple express to make things a little more dire. >> reporter: many new people here haven't had hands on experience. it began this morning with a simulated news bulletin. >> that the region is bracing for a big storm system from the west. >> reporter: despite its infamous budget problem, emergency wise california is still considered to be one of the best if not the best prepared states in the nation. >> california is more prepared because we often face emergencies. >> reporter: crews from a variety of agencies and contractors will be headed out to a base in california. communicating vital information to the public through the media, e-mail and social media. >> if you're not affecting the

public in the way that helps saves lives and property then really all of this is kind of moot. >> reporter: now early tomorrow, this will be the site of a simulated but full scale response that assumes this levee has failed and lives are in imminent danger. unlike louisiana, california has no plans to flood smaller cities to protect bigger ones. john fowler, ktvu news. and residents near scotts valley are worried about landslides. in aptos some cliff side homes could be in danger again. some residents have build their own makeshift retaining walls and they aren't very effective.

the office of emergency services says it will monitor the situation even after it stops raining. the storm has officials in san pablo reconsidering whether to drop the emergency declaration for a landslide there. six homes are still threatened by a wall of mud. last night the city council decided to hold off on rescinding the declaration until june. the city manager told us today the slide hasn't moved in four weeks and it's unlikely the city would receive state or federal disaster funds. all these storms have detoured top cyclists from the tour of california. locals are hoping that fans will still show up despite the threat of rain. sal castaneda has the story. >> reporter: it was raining here a little bit. as you can see it's bike night here in livermore and some people are gathered. a couple of dozens, stage four will begin here in the downtown area. but some are worried that rain we've been talking about will keep people away. tonight many of the local shops

have decorated and are having bicycle themed events to celebrate the amgen tour of california making a stop in livermore. the 800-mile race will kick off stage four from downtown tomorrow morning. many say they plan to come watch which is exactly what a lot of downtown merchants want to hear. >> we're really excited. it's going to bring a lot of people downtown. it's going to be really good for the downtown community. >> i'm just interested because this is just going to be the first time i've ever seen so many bicyclists. >> reporter: but some fear bad weather will put a damper on the crowds. tour officials had moved the race from february to may to take advantage of better weather. but riders may appreciate the cooler weather at the 81-mile portion includes steep hills. at the finish line at the east san jose hills went on despite rain and windy weather. and the rain is not discouraging people from making plans to come down. >> i think people will come down no matter what. we have our true biker fans here in the heart of livermore

so i feel we're going to have a great turn out. >> reporter: as you can see there's a good little crowd here. tomorrow's race will begin at 11:45 at the corner of l and h street. officials expect a big turn out. they also say if you want to get a good spot to watch the bicyclists, to get here early. there's fears that the weather will delay work. the project to replace an 80- year-old rock wall was scheduled to last two weeks that meant 14 days of time consuming detours for drivers. caltrans says it won't know until thursday if that two week target will be met. ktvu.com has live traffic maps to help get to the sierra. you can also check out live bay area conditions live any time just click on the weather tab. several plain clothed

officers are under investigation after another video tape raised new questions about possible illegal searches. public defender jeff adachi released the video he says shows police officers taking away property for a man arrested for possession of  meth. a camera and laptop computer belonging to jose reyes vanished and they say this isn't the first time. >> we have a number of illegal seizures that are occurring. in the chauncey bailey murder trial a surprise witness took the stand. rob roth was in the courtroom as the man accused of driving the get away car defended himself, rob. >> reporter: julie here at the alameda county courthouse in a

surprise move antwon mackey took the stand. and he told the jury he has nothing to do with bailey's murder. mackey is accused of driving the get away van after bailey was shot to death in 2007 and he's charged with murdering another man and participating in a third murder. >> he is giving to this jury his version of events and he felt that was very important. >> reporter: the prosecution is charging that bey ordered the murder of bailey. earlier the prosecution's key

witness broussard testified that he ordered the killing. his attorney says mackey's testimony helped. >> he's obviously exonerated my client, he's saying he was not involved and he's saying broussard is a liar which is what we've been saying all along. >> reporter: mackey also said he had relationships with several women that broussard was seeing. the two month trial is winding down, closing arguments are expected tomorrow then the case goes to the jury. reporting live in oakland, rob roth, ktvu channel 2 news. los angeles police today unveiled the new steps they are taking to track down the man who brutally beat giant fan bryan stow. the newest clue is this dodger's jersey. police believe one of the suspects wore it the night of the attack. it has the number 16 on it and

the name ethier. police plan to set up at the game tomorrow, they hope to get tips from people who may have seen the attack. >> we believe there are people who know. we believe there are family members, we believe there are friends who know. don't yield these folks, let us make an arrest in this case. let us heal the city. >> 300 new billboards have gone up displaying the sketches of the suspects and displaying the $100,000 reward in the case. the neurosurgeon team spent the day running tests and reviewing bryan stow's condition. he arrived in the bay area by ambulance yesterday. he is in critical but stable condition. they hope to release more information tomorrow. the new york district attorney is going after the four big banks. he wants to order bank members

members. the dow tumbled after hp scaled back its business forecast. the company says japan's earthquake are hurting their bottom line. the dow dropped 69 points while the nasdaq increased almost a point. -- linked in is going public this thursday. scotts valley high school is one of 36 schools across the country to receive special funding from the grammy foundation. tonight the music program is being presented with $6,500 to be used for music workstations and computers. more than 20,000 schools competed for the money. the fall out from arnold

with over 16,000 nationwide. take a step forward and chase what matters. a northern california soldier is facing charges tonight that he plotted and killed afghan civilians for sport. staff sergeant david brahm of vacaville is the sixth soldier for allegedly taking part in those killings. he was from a base near seattle killed three afghan civilians

during patrols in the kandahar province last year. and two brothers accused of a triple murder wrapped up their third day of deliberations. the men thought their inlaws had killed their brother. the future of oakland's two injunctions could be in jeopardy. the council is considering stripping funding for the north oakland and the proposed fruitvale safety zone. critics say the money on the injunctions could be better spent on other programs. supporters say they are a useful tool on combating violence. an elderly man may have had a medical emergency before losing control of his car early this morning. the car went off the highway, rolled and ended up more than 100 feet down the canyon.

the man died at the scene. the chp says it was raining at the time but it's unknown if that contributed to the crash. former governor arnold schwarzenegger today admitted to fathering an illegitimate child with a staff member. rita williams is here now with the viserro reaction that the governor kept secret for seven years while he was in office. >> reporter: everyone we talked with today had a reaction to the news that the former governor fathered a child with a member of his household staff a decade ago and just now told his wife. >> that's really nasty. i think it's pretty awful. >> i'm shocked. about all i can say. >> reminds me of thomas jefferson. >> doesn't help me believe in my politicians. >> reporter: of course arnold schwarzenegger is not the first politician to father a child while married to someone else. a decade ago then san francisco

mayor willie brown ran but not from responsibility from fathering a soon to be daughter. that was not long after jesse jackson admitted he fathered a child in 1989 with this employee. and more recently john edwards fathered a daughter with a campaign staffer while married and the list goes on. >> it's interesting that this emerges by his own admission after he's out of office and in some sense when his political career, political aspirations at a standstill. >> reporter: when allegations of arnold schwarzenegger groping women, his wife stood by him. maria shriver apparently did not know then about the child. >> when i'm governor i'm going to prove to the women that i'm going to be a champion for the women. >> reporter: all this prompted exmichigan governor jennifer granholm now a part time

of the milk harvey lesson we learned today. and farmers say they will have to throw half of their strawberry crop. and cherry orchard will have to throw away 20% of their crop. water officials tell us crews clocked water going down the spill way today at a rate of 15,000 cubic feet per second. almost all of the state's reservoirs are filled to above average for this time of year. lake shasta is at 111%. and trinity lake is at 107%. we've had a will the of rain and cool weather throughout the bay area. many people are wondering when it's going to go away.

>> made all the more impressive. those reservoir levels. the big reservoirs are up. the rain continues to fall. showers right now on the afternoon commute we got it last night. we got it again tonight. showers up in the oakland hills, berkeley, emeryville, richmond on the east side of the bridge there. down toward fremont and hayward as well. you get the picture, widely scattered. that's how it goes down tonight. the rest of the night widely scattered showers lingering into the morning commute. then wednesday it's done, we start to clear out. showers continue tonight, tomorrow we talk about the morning showers then gone. the weekend looks nice, how about that. the computer model which we will show you in a minute shows the rain moving out rapidly. slowly moving east and impacting the great basin and the western colorado area. for us we're looking at the overnight scattered showers, 6:00 p.m. on tuesday.

this is the computer model now. 10:00 we'll be talking about these showers. kind of like last night. here we are midnight. here we go into 1:00 a.m. still going on. there's just a lot of moisture out there. widely showered, hit and miss. you can see we're looking at plenty of clear skies throughout the afternoon. the low pressure center now moving through the bay area will be out of here by tomorrow and we'll start to see the winds die down and things begin to clear out. with that in mind, mid-60, 66 in fairfield. 66 in novato. a nice day after midnight and looks even nicer as we get into the five day forecast. your weekend always in view, scattered showers on your wednesday morning then we get into your weekend. looks pretty nice. temperatures back into the 70s. you bet all those reservoirs they are full. i'm telling you last year at this time we were talking the

same thing. the governor declared a drought. we are well above average rainfall the reservoirs are really doing well. >> really is remarkable the difference between last year and this year. yeah. thanks bill. >> thank you, bill. target can break ground next month on a new retail and grocery store in san rafael. the city council voted 3-2 to give final approval to the store plan. it is estimated the target will employ 200 people once it's in operation. game two is just 24 hours away, why the san jose sharks say they can beat the vancouver canucks. etire.
