concern tonight about horses and a deadly virus spreads across california and several western states. good evening i'm julie haener. >> and i'm frank somerville. horse owners are being asked to quarantine their horses tonight and horse shows are being canceled because of the equine virus. >> reporter: it's concern at all horse facilities since the virus has already spread across the wrest and into the bay area. it's called equine herpes virus one. it's a virus that can be spread

from towel to towel or just horses touching nose to nose. no new horses coming in for at least 30 days. >> definitely no one hauling in and if you do need to haul out you're going to have to stay out. >> reporter: so far at least 10 horses in california are confirmed to have the virus including one in napa county. two of them are being treated right now at uc davis. >> i believe this is probably the widest outbreak of herpes. and potentially the greatest number of horses. >> reporter: the outbreak has been traced to a horse show held earlier this month. it was only after 800 horses returned to their home stables across the west that authorities realized they all may have been exposed. matt farley cancelled his trip to a sacramento show this weekend. >> we were set to go, and of course we got up close to the show. and went to a friend's ranch

balloon caused thousands of people to lose power tonight on 27th street. the mylar balloon came in touch with the transformer. a caller told us several stores at the emeryville landing shopping area were among those left in the dark. we are on storm watch tonight with scattered showers still in the area. this is a look at the snow at blue canyon. ktvu's chief meteorologist bill martin says the higher elevations have seen more than a foot of snow in the last 24 hour. he says another 6-inches could fall by morning. here is more evidence of the wet spring we're having. you are looking at thousands of cubic feet of water spreading over party dam.

the reservoir is along the calav eras. the water is caught in reservoirs downstream. it's been a couple of wet days out there. some areas as much as a half inch. right now it's raining in concord, it's raining in moraga and lafayette. we have showers in antioch. we'll back out a little bit and head toward the south bay. we have more showers in san jose downtown. showers have been moderate to heavy at times. when i come back i'm going to show you the computer model. we'll time out the remnants and give you the long range forecast. crews returned to work today after snow kept them away from the job site yesterday and sunday. caltrans showed us these photos

of snow covered equipment. the recent storm dropped 6- inches of snow at that site. it was a different site last week when we visited the construction zone. they say safety comes first. >> the clock is not ticking when we halt the project because of safety issues. >> reporter: caltrans has set up a detour, drivers can use highways 15, 88 and 89. that detour will add about an extra hour to your trip. the weather is also causing problems for bay area farmers growing cherries and berries. we've learned loads of fruit will now have to be thrown out. how that will affect you at the grocery store. the tabloids are having a field day following the scandal revelation of former governor arnold schwarzenegger fathered a child with a member of his former staff. >> that's really nasty.

men were killed at combat. staff sergeant david brahm is charged with solicitation to commit murder. bram is facing 26 years if convicted. firefighters says the compromising public safety. we learn that thieves are stealing bronze caps from fire hydrants. >> reporter: with a few turns of the cap, thieves are helping themselves to 15 pounds of bronze. roger sprain says in the last two years more than 100 of these large caps just like this one have been stolen. >> it's quite heavy and it's a recyclable methal. like people steal cooper, they steal these i presume to sell them to a scrap yard. >> reporter: although the cap does not affect how the fire

hydrant works, it could save firefighters valuable seconds. similar thefts have been reported throughout marin county. each cap costs about $100 to replace. thieves can just come by and take them again. to they're switching to these plastic caps that don't protect the hydrant as well. >> these are too fragile. if anything bumps into it, it can break. >> if it hinders the operation of the fire hydrant it's bad. if we have a fire and the cap is not there, it could screw everything up. >> reporter: thieves are only half the problem. salvage operations that buy caps like these could be charged for trafficking stolen

oakland city leaders are deciding tonight whether to consider funding controversial gang injunctions. that meeting is still under way tonight. amber lee has the story. >> reporter: julie right now inside city hall behind me now emotions are running high. more than 200 people have signed up to share their

opinions about gang injunctions. i just checked and there's still more than 100 people signed up to talk. tonight's meeting started on a contentious note by larry reed asked gang injunction opponents to remove the banner they signed off the balcony. >> we have a constitutional right to live in peace and safety. >> reporter: a gang injunction is already in place in this north oakland neighborhood in june. it prohibits gang members to gather in public places and they must observe a curfew. >> a year ago you might have seen police driving up and down the street every 15, 20 minutes. now you might see a police officer driving up and down the street every three to four hours. >> reporter: johnson owns a

trial for the murders of two men. mackey's lawyers says he helped his case. >> he's been able to speak his side of the case and his noninvolvement in these murders. >> he said bey did not order bailey's killing. bey's attorney says that testimony exonerated his client. closing arguments are set for tomorrow and then the case goes to the jury. the discovery of a major marijuana growing operation, this is the picture of some of the 1,400 plants seized. san mateo, san francisco, south san francisco agencies all took part. they say they found eight grow houses and arrested eight suspects. the suspects were part of a

close-knit asian trafficking group. san francisco public defender jeff adachi today released a new surveillance video showing what he says are illegal seizures and arrest. the two men at the rear officer guerrero and vargas can be seen carrying away bags believed to contain reyes camera and a laptop computer. the items are not listed on seizure records. he said officer guerrero stole the suspects duffel bag contains an i pod, money and liquor. >> personal items belonging to residents at two different hotels in two different parts of the city were taken by the

police without any justification, without any reason that is theft. >> reporter: other officers are under investigation based on the action seen on these surveillance tapes. the plain clothed officers seen in these latest video tape are now wearing uniforms and are under investigation says suhr. >> all of these officers seen on the video none of them are in plain clothes as we're speaking. all these officers are innocent until proven guilty. >> reporter: so far the department has dropped 86 cases tied to plain clothed officers. >> we have posted that latest video on ktvu.com where you can watch it for yourself. it is under the bay area news tap. a judge today ordered a san francisco computer engineer to

pay nearly $1.5 million in restitution. terry childs was convicted a year ago for refusing to turn over pass words. he held out for 12 days. finally giving them to then mayor gavin newsom. charles was sent to jail and has now served his time. we are learning details tonight about the head of the monetary funds time behind bars. kahn is being held without bail for the alleged sexual assault of a maid in his hotel. he is on suicide watch. there's no sign he will try to hurt himself. for his protection the 62-year- old former french finance minister has a whole jail wing to himself. it was a wet day today. wet day yesterday, it's wet out there right now. hayward, oakland, san ramon you're getting scattered showers. showers really throughout the nigh and into the very early morning commute. you can see the clouds and rain

not one but two broken engines have stopped the amtrak from a journey from chicago to the bay area with 150 passengers on board. one of the engines copped out about 180 miles east of nevada this morning. when crews tried to fix it a second engine went out. that left passengers stranded including three people who

needed oxygen. one of them was daryl townsell from san jose. >> no electricity which means none of the utilities work. >> when the power cut out, that unit fused its internal battery the other passengers are now on buses headed to emeryville. they are expected to arrive sometime between 2:00 and 3:00 tomorrow morning. family and friends are mourning the death of a 13-year- old boy who was killed riding a bide in alameda. patti lee tells us how the driver stopped and tried desperately to save his life. >> reporter: the teen was doing what he loved best, riding his bike when he was hit. the driver stopped and started

in alameda, patti lee, ktvu news. congresswoman giffords is set to take another step in her recovery from a gunshot wound to the head. doctors plan to place a piece of her skull with -- replace a piece of her skull with a plastic implant. the section of skull had been removed to remove swelling and giffords has been wearing a helmet for protection. the plastic inplant will be placed under her skull and her hair will conceal it. nasa says endeavour is currently racing around the earth catching up to the international space station. it is scheduled to link up at 3:15 pacific time tomorrow morning and stay hooked up for 16 days. this is endeavour's 26th and final mission. a view of endeavour's launch has become an internet sensation. stephanie gordon took a picture on a flight to florida.

some of the world's best cyclists and dedicated spectators braved the rain today for stage three of this year's amgen tour of california. today's race took riders from old town auburn into downtown modesto. tomorrow they will start in livermore and ride south through the grueling course of narrow roads and intense climbs into the san jose foothills.

the cyclists get ready to pedal through town. lloyd lacuesta is live now to look at how people are gearing up. >> reporter: it's quiet in livermore right now but this sound, power bells we heard throughout the downtown tomorrow, the fourth stage of the amgen tour of california bike race will start right here on fourth street. tonight this town of 41,000 had a bike party. >> the tour of california is coming through downtown livermore. >> reporter: at the first street wine company they were toasting the bike race. >> we knew this, they make the bottles for the amgen tour, i get to name it it's called the tour. >> reporter: the rainy weather kept some people away. but the restaurants and hotels are expected bigger crowds tomorrow. livermore spent $50,000 to be part of eight turning points through california. in past years the race just

more today, the san francisco municipal agencies voted to increase fares by 10-cents. it will also cost an extra dime for every minute you wait in traffic. and the flag drop fee will be raised. a vote on that is expected sometime next month. the price hikes are set to go in effect on august 4th. another sign of recovery from the earthquake and tsunami. a nissan plant that was badly damaged was reopened today. the plant usually produces 375,000 engines a year. it's expected to take a few months to get up to speed. a list of indemand new cars shows the most popular of ones are the ones that get the most pie raj. all that arrive from japan are

concerns tonight is that sutter health wanting to close san leandro hospital and its emergency department that saved so many people. the community center was packed tonight, hundreds of nurses, doctors and community members helping to save san leandro hospital from being closed. >> that's going to be a couple of thousand patients a month that are going to have to be divided up into other hospitals and ers in the area. that means edon, alameda and the summit. >> reporter: san leandro's er serves about 100,000 patients a year. and some worry that if those hospitals close, they -- >> even know there is a wait for four, five, six hours in the emergency room. a new study has found that in the past 20 years, one quarter of hospital emergencies

burning out of control in northern alberta. about 40% of the buildings in the town have burned. winds up to 50 miles per hour are making it very difficult for firefighters. several oil fields and a major pipeline have been closed because of the fire. the u.s. imports more oil from canada than any other country. in guatemala the president today gave police permission to arrest suspects without warrants as part of a declaration of a state of siege. cars are being stopped and searched along the border with mexico. 27 cattle ranch workers were massacred near by this past weekend. most were decapitated. guatemalan officials blame mexican drug traffickers for the killings. several hundred supporters of the irish republican army

the coast guard is keeping a close eye on barge traffic on the lower mississippi river. the flood waters are surrounding the coast guard station in naches mississippi. but it's the wakes from barges that have the agency concerned. they closed a 15-mile section of the river to barge traffic today out of concern that their wakes would add too much strain on levies. last night we showed you low the wet weather is causing concern for grape growers in the north bay. well tonight farmers in the south bay tell ktvu's maureen naylor much of the fruit that is ready to be picked will have to be thrown out instead. >> after last night's rain, it's really easy to find cracked cherries. >> reporter: ross santos says there's no way of marketing a bowl of cracked cherries. >> this all happened within the

last 24 hours. >> reporter: just two weeks from harvest, he estimates one out of three cherries here will go to waste after absorbing rain and cracking. >> it wouldn't be surprising 50% of orchards being lost to the cracking. right now we don't have a great idea, it's not getting better it's just getting worse. >> reporter: up the road for the third time in four days the light rain fell on these strawberry fields, devastating for the bright red fruit. >> we're hoping we might be able to break even on the crop. >> reporter: the immature green fruit is okay but because the red strawberries will rot, most of this expensive crop will be thrown out and all the profits with it. >> this spring has been really bad. it's really thrown a wrench in

our production. >> reporter: with no new picks today, the fruit stand closed this afternoon, sold out until pickings resume until next week. because of this rain, you might have to crack your wallet a little more at the grocery store. the current operators accused the city and ortega family of fraud and corruption. a berkeley group is raising a red flag about flame retardants. the green policy institute says its study of children's product shows 80% of their products contained flame retardants. the institute says high levels of flame retardants are associated with a number of
