are really maxxinistas! t.j.maxx. let us make a maxxinista out of you. good morning. the city of oakland makes a big decision on the battle against gangs. why this heated debate just ended a couple hours ago. rain continues to fall. so we're about done with this. we'll see warmer weather right? i'll have the answer coming up shortly. a clue in the case of a beaten giants fan. what police will be handing out to dodger fans tonight. and stranded overnight on a train in a middle of the desert. we hear from passengers who just arrived in emeryville about a very rough trip. the morning news continues.

good morning. thank you for waking up with us on this wednesday may 18th. i'm pam cook. >> and good morning. i'm dave clark. let's check your weather and traffic. here's steve. thank you very much, pam and dave. we have mostly cloudy skies. cool conditions. 40s, 50s and still some rain holding on especially from about the all that month pass and towards the santa clara valley and parts of the peninsula and into the santa cruz mountains. we're almost done with this but temperatures today will be in the 50s and 60s and cool and breezy. here's sal. good morning. right now westbound highway 4 that looks pretty good coming up to the willow pass grade. no major problems there and no problems this morning on interstate 680 heading south after the benicia bridge down to walnut creek. also this morning we're looking at westbound bay bridge. it's a nice drive and there are no problems on the bay bridge. 6:01. back to dave and pam. all right. time now 6:01. boy, there was a marathon meeting for the oakland city council.

just about midnight the council voted to continue funding two controversial gang injunctions. >> this motion passes with four affirmative votes. >> more than 200 people signed up to speak at last night's city council meeting. the gang injunctions already in place in north oakland. another one is pending for the fruit vale area. the one man listed on the fruit vale injunction tells us that he worries about police harassment. >> if the injunction passes probably but put me back in the system of probation. now i could get a better job, more opportunities. >> now oakland police chief was there at last night's meeting. you see him right here. he tells us at ktvu he doesn't think the gang injunctions have racial profiling issues but he says the community deserves an independent study in order to ease their concerns. time now 60:00. earlier this morning passengers on a stranded amtrak train

finally reached their destination right here in the bay area. ktvu was the only tv station there when those buses showed up in emeryville. passengers were put on these buses when their train was towed into elko after two of the engines failed. one man on board said everything was going smoothly. once that train stopped it was one problem after another. >> it just seemed like kind of a comedy of errors or a exercise in inefficiency. and just nobody that the crew didn't seem to know what was going on. >> passengers say they were stuck for about ten hours in the desert with no power, no ventilation. three people who rely on oxygen tanks were taken away in a ambulance. those passengers are expected to be placed on another train some time today. happening right now we have some breaking news. we want to show you air force

one live pictures this morning from andrews air force base. president obama is heading to boston this morning. and we understand that he will be delivering a speech on education reform. the president of course has been traveling around the country and holding town hall- type meetings and speeches including here in the bay area. and mostly he's addressing some of the major economic concerns and that includes education as well. the concerns that people have as we sort of ramp up for the next presidential election those are the kinds of thing that is people want to hear from the president. but, again, just show you that live here at andrews air force base as he is taking off for boston this morning. back here in the bay area the city of livermore is gearing up for the biggest bike race in california. stage four of the amggen tour begins and ends late this a. ktvu's jade hernandez is out there to tell us what's happening.

>> reporter: that's right. riders are expected to arrive in about four hours. the countdown had really begun. you can see the tents. we've been watching crews assemble some of what will help with the race later on this morning. there's even buzz lance armstrong will make an appearance at the end of this stage. the fourth stage of the tour begins right here at l and first street. >> this is as close as your going to get to the tour de france on this side of the atlantic. we're on a world stage today. we're going to be -- livermore's going to be broadcast i think 90 different countries. so it's very exciting to see livermore in an international stage. >> reporter: that's livermore's vice mayor you just heard from. moments ago we just spoke to him about how he feels about today's race. this is the run down of activities. at 10:00 the relay for life will have participants walking a quarter mile to the starting line. then riders arrive around 10:15 for spectators up and close personal moments. cyclists then head out around

11:00 ha this morning. and this is where they've already traveled from old town auburn through the central valley into downtown modesto. stage four in livermore will bring cyclists around downtown and then out of town via east avenue. they'll turn and then patterson pass before emerging on test let road for a final turn as they head 81 miles down south to silicon valley and san jose. livermore paid tens of the thousands to host this tour and the vice mayor says it's well worth it. >> economically it's worth between $1.5 and $2 million which considering we pull very minor investment of about $38,000 having a $2 million return is just quite a return on the investment. we've already gotten most of that back from our sponsorships anyway. >> reporter: this race is a bit personal for livermore's mayor. he used an experimental medication made by amgen.

he's going to lead that relay for life walk earlier this morning. he is now cancer free. that will be just after 10:00 a.m. live in livermore. jade hernandez, ktvu channel 2 news. time now 6:06. new reports this morning now identifying the housekeeper who has the child fathered by arnold schwarzenegger. she's identified as 50-year-old mildred patricia baena who goes by the name patty. she worked in the schwarzenegger family home for 20 years before retiring in january. and there are reports she didn't tell schwarzenegger about the child until the child was a toddler. he's now said to be about 14 years old. new york times says baena was working at the home and was pregnant at the same time maria shriver was pregnant with the youngest of the schwarzenegger's four children. now maria shriver issued this statement. she says "this is a painful and heartbreaking time. as a mother, my concern is for the children ." this morning san francisco police are looking for the gunman responsible for a

shooting near usf. investigators say a 22-year-old man was shot several times while sitting in his car late monday night. the victim managed to drive himself to the richmond police station to get help. he's now listed in serious condition at sf general hospital. police say the victim is not a usf student and they do believe he was targeted. time now 6:07. kind of a sense of optimism now among california school teachers and administrators because of governor jerry brown's revised state budget. the governor's new plan brings funding for proposition 98 to $52.4 billion. that's up from $49.4 billion. prop 98 guarantees minimum funding for education which means now the schools can rely on flat funding and can expect to get the same amount of money they received last year. san francisco city leaders gave tentative approval to offer tax breaks to technology start ups. the legislation is designed to

convince companies like zynga and yelp to stay in the city and not relocate. under the city's current rules if those companies go public, taxes on stock options would be huge. last night the board of supervisors voted 7-3 in favor of giving tax start ups a partial tax exclusion if they go public. final vote set for next week. time now 6:08. four sonoma county law enforcement agencies may consider merging. santa rosa, petaluma and rohnert park as well as the sonoma county sheriff's department are all dealing with budget cuts. the press democrat's reporting those agencies are considering consolidating their dispatch systems. but there's still a lot of questions that have to be answered about how this will effect response times and dispatcher pay. 6:09 is the time right now. let's go back over to sal. sal, what are you keeping an eye on? well, wet roads out there. and right now traffic is going to be okay. it's still relatively early but the east shore freeway is beginning to fill up as you can see on 80 westbound coming out

to the macarthur maze. no major problems. also the morning commute is going to be okay at the toll plaza. there's not a big crowd there just yet anyway. and if you're driving to the hayward area we always watch this pretty closely. traffic is moving along relatively well heading down to the south bay. as we look at the south bay the commute also is light so far. of course it will change. but right now it's okay. 6:09. let's go to steve. thank you, sal. good morning. some ray rain totals coming in. some okay. some really that much? yeah. sfo and redwood city .10. on top of .22 day before two day total about a third to half inch especially for oakland. vacaville .44. that's pretty good for them. and napa half inch. still getting some rain this morning coming right down out of the northwest. we're not done yet. trier air is to the north. it will eventually filter in here but not before we have a cool breezy day.

santa cruz mountains 2 and 2 bits. two day total 1.72. mt. diablo had almost two inches of rain as well for two days. st. helena over an inch. lexington reservoir .67. san rosa .67. down towards san jose up into the foothills and then towards the peninsula as well into the santa cruz mountains and along the san mateo santa cruz coastline still getting some rain out of the northwest. it's cool now. temperatures dropping especially towards santa rosa. 45 there. low 50s. they have the rain in the clouds. 50s if you're starting to clear up and more 40s on the way. high pressure will get here. it's on its way. it will get here. today is the transition day. still a couple of showers not clear this out completely but the trend is to take it south of us. morning rain then clearing and breezy. temperatures today will struggle. they'll still be in the mid-60s for many. a northwest wind means it's going to be cool to cold tonight as we see the rain ending but the cold air coming in even though the nights

aren't that long anymore. it will be a chilly one tonight. rain ends, breezy, some sun today. some sun. but temperatures mid-60s. go 68 in brentwood. but 60 berkeley. 62 hayward. and because of that northwest wind and showers holding on maybe cooler towards gill roy with mid-60s. redwood city 64 and 50s and 60s on the coast with the northwest wind. that's a cool direction for the coastline. warmer though thursday and friday. looks like fog returns for a cool down on the weekend. well, al qaeda selects a new leader to replace osama bin laden. who he is and where he's from. also how facebook's plans to expand, well, they're making some users worry about gridlock.

well, this morning police in union city are investigating a fatal shooting. ktvu channel 2 reporter kraig debro is in union city with what police know about this shooting so far. kraig. >> reporter: pam, it's a rare incident for union city. we're at a and whipple. behind me could see some of the evidence of the investigation last night. some police tame # tape there. look in the middle of the intersection see some burnt out road flares. i spoke with the alameda county coroner's office said they got a call to come out here overnight and collect a body. haven't spoken to police yet. plan to do that. but i did walk around the neighborhood a little bit and saw what looked to be a bullet hole in that house directly behind that tree right there. you can't see it too well right now.

i'm going to go talk to those people as well. here's what we know about this so far. police got calls shots fired 600 block of whipple at a. they came out and found a man, a 49- year-old man, who had been suffering from several gunshot wounds. he was taken to the hospital where he later died. his identity has not been released. they're calling it a homicide of course but the investigation is ongoing. going to go talk to police as well as the people in that house to see if they know anything about why that bullet hole is in the stucco siding of their house. live in union city, kraig debro, ktvu channel 2 news. time is now 6:16. but al qaeda selects osama bin laden's replacement. new reports say he's a temporary leader. ktvu's scott mcfarland live in our washington d.c. newsroom to tell us who this man is. scott. >> reporter: first we'll give you his name and then a look at him. saif al-adel. an egyptian special forces officer. according to reports from cnn this morning here's the picture

that surfaced today. al-adel believed to have ordered attacks on the u.s. before. al qaeda is believed to have been in a state of turmoil in recent weeks and eager to find a new leader after u.s. forces killed osama bin laden in part because the u.s. scooped up a treasure-trove of intelligence at the compound including classified documents during the bin laden raid. also this morning new reports that the u.s. was flying drones in the skies over pakistan in the days, weeks, perhaps months before the bin laden raid. drones being used to surveil the compound which osama bin laden was eventually shot and killed. live in washington. scott macfar lane. ktvu channel 2 news. president obama will make a major address about his middle east policy. the white house says he'll say the u.s. is a facilitator and

not an instigator. some of his critics say the u.s. has been too passive as uprisings are sweeping through the middle east. o.j. simpson appeal has been rejected in a unanimous decision by the nevada supreme court. in december of 2008 he was found guilty of armed robbery and kidnapping. he's currently serving time at a medium security correction center in nevada. his lawyer will take case for appeal to the federal courts. he says it's a tough battle because no judge wants to be the one that lets simpson go free. time now 6:18. new reports about rape on a college campus. in just the past nine days three rapes have been reported at cal pollly's san louis bus pow camp. two in a campus dormitory. another one at a fraternity house. university has created a task force. they're going to take disciplinary action against anyone they find to be involved. 6:18 is the time right now. back over to sal to check in. how's the commute. pretty uneventful which is

just great. might be boring for traffic reporters, but it's great for you if you're going to be driving out there. go out and take a look at what we have on the east shore freeway. the traffic is moving along pretty well here as you can see looking at the berkeley picture here no major problems as you drive out towards san jose. also the morning -- towards san jose -- towards the macarthur maze. there's a line now at the bay bridge toll plaza. i want to tell you about because they've switched the metering lights on. traffic is actually okay on the upper deck of the bay bridge. waiting for a little bit, but, again look at chp communication center dispatch not a lot going on. and in the south bay northbound 280 traffic looks pretty good getting up to highway 17. northbound 280 traffic is moving along very nicely. 17 looks good. so unless something changes i think we're going to be off to a pretty good hour this hour. but it is starting to get more crowded. 6:19. let's go to steve. sal, thank you, sir. we still have some rain showers holding on. not a lot. but they're there. mainly towards the peninsula

and also south bay santa cruz mountains and east of livermore south of livermore. so we're not done yet. but still mostly cloudy skies improving conditions expected today. everything coming down out of the northwest though now. so not out of the realm of possibility to get a shower or two. most east and south of us as it cardiologists its trek towards the central california and southern california cool and breezy. live storm tracker 2 you can see some of that rain continue to work its way south. but right over the santa cruz mountains, san mateo santa cruz coastline. 40s and 50s. to the north cooler as skies clear and earmuffs in. high pressure will be here tomorrow. 60s and temperatures in the 60s and also into the upper 60s for a few. antioch 67. san rafael 664 we will have a new lead story. thank you, steve. well, there are online reports that apple will not unveil a new iphone next month and will wait instead until september. for weeks tech bloggers have been saying the iphone 5 will be shown off in june. one report says delay because of reports to change the camera. but as usual apple is not commenting on any reports. netflix is responsible for more internet traffic than any other single entity. researchers say the company uses almost 30% of the internet. that's nearly twice as much as web browsing. only about a quarter of homes with broad band subscribe to netflix but watching tvs and movies online takes up more bandwidth. a pretty scary incident at a military base. what happened with this jet that triggered an emergency response? and a hero among many farmworkers is at the center of a controversy tied to the high speed. good morning if you're

good morning. right now traffic is moving along pretty well on bay area bridges. a little bit foggy on the richmond san rafael bridge.

look to the lower left you can kind of make out the outline of the bridge. but the traffic is moving well. westbound bay bridge slowing down a little bit now that the metering lights are on. san mateo bridge looks good and so does the golden gate. 6:24 back to the desk. all right, sal. there's a military pilot very lucky today walked away unhurt after -- see his jet there in the middle of your screen? it skidded off a runway while landing. it all happened yesterday at the miramar station north of san diego. didn't catch fire and the pilot didn't even have to eject. the cause is under investigation. today the u.s. navy will announce if a cargo ship will be renamed after chavez. he co-founded the united farmworkers union in the 1960s after his career in the navy. he joined the navy in 1946. served two years before being honorably discharged. supporters say he deserves the honor because of his lifelong fight for farmworkers. however critics say naming a

navy ship after him is a political move and that's unfair to military war heros. a deadly horse virus has many bay area horse owners taking steps to protect their animals. now so far at least 17 horses in five western states including california have been infected with the highly contagious virus. at least three horses have died. now the owner of a stable in pacifica says she's decided not to allow any new horses in for the next 30 days. >> they're our friends and our pets. we take good care of them. some of them born here. they're also our livelihood. we're concerned about our customers and their animals and the potential for death. >> now the outbreak of the virus has been traced to a horse show in utah earlier this month. it's not a threat to people, but it is easily spread among horses. time now 6:26. pg&e says a balloon knocked out the power in north oakland. the transformer just exploded, caught fire shortly after 6:30 last night.

it happened on 27th street between san pablo and market. at first pg&e says about 3,000 customers were effected. according to their website now as many as 50 customers are still effected. the power should be back on any time now. bay bridge drivers expect and prepare for a new turn this memorial day weekend. take a look at some video of our very own -- look at the bottom right of your screen. there's sal driving a simulator of the new detour. now it will be open for eastbound drivers near the oakland end of the span. now that's necessary because part of the existing bridge is getting in the way of the crews building the new eastern span. so they're going to open the detour and tear down the old section. that new span of the bridge between oakland and the island is due to open in the fall of 2013. more fallout from arnold schwarzenegger's confession he fathered a child with his housekeeper. whether or not the experts think his scandal will derail

welcome back to the morning news. right on time there's the opening bell this morning as we look live at the nasdaq. they rang the bell. a lot of familiar names in business effecting things this morning. target beat estimates this morning. strengthened credit cards. not maybe exciting for the consumer that is. staples reports mixed results. office another company reporting a mixed results. some of the retailers and some

numbers are up. but maybe not as good. and they're lowering their projections going forward. so we'll see how wall street responds. lower part of your screen dow down about 16. >> that's interesting. we'll smile and say good morning to you. thank you for joining us here on the ktvu morning news middle of the week wednesday may 18th. i'm dave clark. good morning. i'm pam cook. time now 6:30. >> well, in the news right now the city of oakland's debate on whether to pay for two controversial gang injunctions lasted well into the early morning hours today. our ktvu crews were there very passionate city council meeting that finally led to a decision. ktvu's claudine wong joining us live to tell us what they decided. claudine. >> reporter: well, good morning, dave. yes, it's all quiet here at oakland city hall this morning. but you can match it might be a late start for the city council members considering they left so late last night. when they finally left, nerves rather and people were exhausted and passions were at their heights. so much so one council member told a member of the audience if he didn't keep it together he'd be kicked out.

>> you know what, if keep saying something as much as i respect you i will have opd to remove you. be respectful. be respectful of us. be respectful of us as we've been respectful for everybody that has speaked. all right. why don't we just vote the item. >> reporter: they did vote a short time later. and the vote to keep funding the city's two gang injunctions passed with a 4- 3 vote. those effect the oakland and fruit vale neighborhoods. they were controversial. one is caught in the courts and both continue to be argued in the court of public opinion. they prevent them from wearing gang colors and establish a safety zone after 10:00 p.m. some council members argue money being spent on these some $760,000 so far could be better spent on something else. >> so to pretend like we haven't expended any resources

on this that could have been used in another way is not being honest. and we need to have an honest dialogue here about the issues that are before us. [ cheering and applause ] >> who can ignore the reality that especially in the district that i represent largest percent of homicides last year were gang-related. we cannot ignore it. >> reporter: an independent investigation will be done. and the city council agreed not to have anymore injunctions in place in any other neighborhoods until the evaluation is completed. the police chief was there all the way to the end of this early morning meeting. we had his reaction. we'll bring that to you coming up on mornings on 2. live in oakland, claudine wong, ktvu channel 2 news. the giants return to dodgers stadium tonight and los angeles police say they will be out in force to make sure fans are safe. they're also following up on the first strong lead in the brutal attack on giants fan

bryan stow the last time the giants were at dodgers stadium six weeks ago. now police believe a latino woman in her 20s may have driven the get away car carrying the two attackers. she was wearing a dodger jersey featuring number 16. police hope to get even more tips at tonight's game. >> we believe there are people that know. we believe there are family members. we believe there are friends that know. don't shield these folks. >> now stow remains in a coma at san francisco general hospital. and doctors expect to update his condition at a news conference later today. time now 6:34. wounded arizona congresswoman gabrielle giffords will undergo a very important surgery today. doctors in houston will replace part of her skull with a plastic implant. this is a critical step in her recovery. congresswoman giffords was shot in the head back in january while attending a political rally in arizona. the experts are now weighing in on whether arnold

schwarzenegger's confession that he fathered a child with the member of his household staff will have an impact on his career. the former governor had no comments for photographers who hounded him as he left his santa monica office yesterday afternoon. political analysts say they do not believe that the disclosure will hurt schwarzenegger's image as the ambassador of green technology. as for his movie career, the producer of his next film says shooting will begin as scheduled in august. meantime maria shriver has now issued a statement. she says "this is a painful and heartbreaking time. and as a mother my concern is for the children ." time now 6:35. san jose police want your help this morning in their investigation of a shooting. investigators say a 28-year-old man was shot last night near fully road. he is expected to survive. police are now hoping witnesses will come forward. san francisco's new police

chief is responding to the latest video tied to the misconduct investigation targeting his department. public defender says the tape shows two plain clothes officers making a drug arrest at a residential hotel back in february. he says the same video shows the officers leaving the hotel with bags that were never booked into evidence. police chief gregg suhr says he's taking a close look at the incident and other similar cases. >> any officers that were seen in any of these videos none of them are in plain clothes as of this speaking. and, again, i got to emphasize all these officers are innocent until proven guilty. >> now public defender says the incident is just one of many illegal police searches the d.a. has already dropped 86 cases tied to this scandal. now we're going to continue to follow this story. we do have posted video that latest video at ktvu.com where you can watch it for yourself. that is on the bay area news

tab. time now 6:36. we've got an update for you about a piece of history stolen from a park in oakland. police have found it. and they arrested two men who allegedly tried to sell it. police say the men went to the steel company in oakland yesterday trying to cash in trying to sell a giant brass gun port from the u.s.s. maine. look at this. however a worker at the scrap yard recognized it and called the police. that gun port by the way was stolen from lakeside park last friday. it is a monument from the u.s.s. maine which sank after an explosion off cuba's havana harbor in 1898. 6:37 is the time right now. let's go back over to sal. people are probably getting ready to head out the door. how does it look? it's getting more crowded especially at the bay bridge this morning westbound as you drive up to the toll plaza. there's a little bit of sun there too. going to have to talk to steve about that. sun? steve? anyway westbound traffic on the bridge looks good northbound

880 on the right there looks fine from the coliseum on up to downtown. and once you make it to the south bay if you're driving let's say from santa cruz down it looks good. 85 little slowing at 17 but so far we've had a pretty decent drive for san jose and south bay drivers. 6:37 let's go to steve. sal, i noticed this yellow ball in the sky. >> i saw that. >> yeah. i think it's making an a appearance today. still some rain. little holding on. blue sky much better day today. not very warm though. mid and few upper 60s with temperatures staying below average. but at least we're starting to see an end to some of this rain and temperatures will warm upstarting tomorrow. the big news though in the last two days has been some of the rainfall. not so much for san jose, but almost a tenth of an inch same for sfo and redwood city. san francisco another .17. oakland had about half inch in two days. .26 in last 24 hours. vacaville .44. and napa picked up over a half inch. heavier amounts to the north. our system is moving out.

it's mainly in the valley or south and east. and drier air will start to work its way down from the northwest. but therein also lies the breeze it will be out of the northwest. some of the totals really were impressive. ben two and a quarter. middletown lake county inch and three quarters. mt. diablo almost two inches as weapon. st. helena over an inch. lexington reservoir .67. and santa rosa .64. still a few hanging out. there were a couple by the pass but those are ending. and almost everything else starting to fall apart especially towards santa cruz mountains. still a couple showers just around 40s and low 50s. temperatures will be very cool here for a while. then start to warm up. the ridge is right there. that will be in for thursday and friday to warm you up. a little warmer. today though we get rid of a lot of rain and clouds and then tonight it will be clear and cold. some morning rain that's ending. then mostly sunny, partly cloudy, but cool and breezy. and that will be out of the northwest. with the showers ending highs struggling still mid to upper

60s for a few. lot of upper 50s close to the coast. some of that cloud cover and shower activity will hold onto santa clara valley. slightly cooler there. a cold morning. warmer friday but does look like a cool down especially on sunday as we go into the weekend. all right. thank you, steve. well, this morning police in union city are investigating a fatal shooting. ktvu channel 2 reporter kraig debro is in union city with what police know about this shooting so far. kraig, what can you tell us? >> reporter: pam, i just called police. right now the person they make available to the media is not available right now. we're going to have to wait a little bit on that. look behind me there's kind of a scene here at whipple and a. see the police tape on the ground. see the spent road flares on the ground here. this was blocked for about 50 yards apparently. now if you take a look at this video you can see it's much more than just a street blocked. the house on the street on the 600 block of whipple there's a number of bullet holes. not only in an awning and side of the home but also in a glass

rather a window in that house. i went to that house and tried to ask people inside what happened. nobody answered the door. police tell us last night around 10:15 they had reports of multiple shots fired in this neighborhood. they came here and found a 49- year-old man laying on the ground. they took him to a local hospital. that's where he died. the investigators are looking into what happened and why. i did speak to the coroner's bureau this morning and they confirmed that they picked up a body from the hospital nearby here that was connected with this address. so we do have that confirmation there. in terms of motive what happened we just know there are no suspects. right now there's a 49-year-old man who died as a result of 4 this shooting. live in union city, kraig debro, ktvu channel 2 news. all right. time now 6:41. new developments always busy mississippi river, well, it's open again today. but the traffic on it's moving a lot slower than normal. >> reporter: and the stage for the amgen tour of california begins right here in livermore

now at 6:44. amtrak passengers stranded on a train in a nevada desert for hours finally arrived in emeryville this morning. passengers say they spent ten hours stuck in the desert when two of the train's engines blew up. around midnight oakland city council voted to keep funding two controversial gang injunctions. about $760,000 has been spent so far. now some who were supporting the injunctions are happy. others say that money could be better spent elsewhere. and we are now learning more about the woman who is the mother of the child fathered by arnold schwarzenegger. she's been identified as 50- year-old mildred patricia baena. she goes by the name patty. she was a housekeeper for schwarzenegger and his wife, maria shriver, for 20 years. we're now in the final countdown for stage four of the amgen tour of california. ktvu's jade hernandez joins us from livermore where the big race begins later this morning. jade, how's the city gearing up

for the event today? >> reporter: oh, they're gearing up. in fact the tents and crews are already out here this morning. this is where the race will begin at first and l. street. and in just a few hours spectators and fans will get a chance to meet the cyclists. it's been described as pit row at nascar. and it's a first right here in livermore. the vice mayor is here this morning. listen to his enthusiasm about today. >> the past three city two years and saw thousands of people turning out cheering on the cyclists. so we had to bid for it. we had to demonstrate we could provide the resources and the volunteers to make this thing work. >> reporter: stage one and two were canceled due to snow up near lake tahoe, but stage three yesterday took riders from old town auburn through the central valley into downtown modesto. stage four which begins right here in livermore begins around noon will go through town down 81 miles south to silicon valley to san jose. the stage is expected to wrap

up before 4:00 this afternoon. livermore paid tens of thousands of dollars to host stage four. and we spoke to the local chairperson of the tour who's never experienced a race on this scale. >> this will be the first time that we've had the opportunity to really get that up close and personal interaction with the riders. but i hear it's pretty awesome. and they compare it to pit row of nascar. >> reporter: this is what downtown livermore looked like last night. bike night entertained visitors here for the race. this race is also a bit personal for livermore's mayor. he used an experimental medication made by amgen when he had stage four lymphoma. he's now cancer free. that brings us to one of the most famous cyclist who is won't be participating in this year's tour, but he may be there later on today. lance armstrong, we hear he may pay a visit this time as a spectator himself this afternoon. reporting live in livermore this morning, jade hernandez, ktvu channel 2 news. time now 6:47. well, cargo traffic on the mississippi river is moving again this morning.

however, a temporary shutdown is costing the american economy hundreds of millions of dollars. barges are hauling coal, steel and grains in the 15-mile stretch of the mississippi just north of new orleans. but they're limited to just one barge at a time. so the barges are sitting, waiting to get through which is slowing down commerce on the busiest river in america. well, all the rain we've had lately has been something to talk about for a lot of people here in california. however, local farmers say this is a financial disaster for them. the rain's destroying strawberries on pete's farm even before he can pick them. he says four days of rain has already cost him thousands of dollars. and it's not just strawberries. the wet weather is also cracked cherries still on the trees. and since those fruits are damaged and they can't be sold, it's going to drive up the price of the berries and cherries that do make it to the market. all right. 6:48 is the time.

let's check in with sal for more traffic. sal. all right. it's the busiest traffic right now is cueing up to get into san francisco via the bay bridge. and that would be what we're showing you right now. it is backed up for about maybe an eight to ten minute delay. not a huge deal. and chp has not been working with a lot of crashes this morning. once you start drying off i think we got a better commute. but the traffic is still effected. now there is a crash on devil slide southbound state route 1 at devil slide at the south end of the slide. a tan honda accord is blocking the road a vehicle right into the hill there. they need a tow truck. doesn't look like an injury crash. move along and take a look at 237. some stop and go traffic crossing 880 getting out to zanker road. in the south bay we watch that closely. no major problems here if you're driving to the hayward area southbound traffic getting a little slow at 92. we're not working with a lot this morning which is good. 6:49. let's go to steve. sal, thank you, sir. very good morning. chill out there. still a few showers holding on but the trend is to dry things

out and get a little more sunshine in here and slightly warmer. just a little bit. not very much as temperatures struggle. still in the upper 50s and low to mid-60s for many. does look more promising tomorrow into friday morning. showers and sun, clouds, breezy. cold morning tomorrow and then sunny and warmer. fog returns by the weekend for another cool down. wouldn't take much. upper 40s and very low 50s for the water temperature by the way. so any heat in the valley will just trigger that. today we're watching some shower activity wind down. there's still some kind of hanging on. watch here just north of napa last few frames nothing heavy. but enough to maybe go what? that's it right there. there's also some towards santa clara valley and also in the santa cruz mountains. 40s and low 50s for many here. temperatures again very cool and they'll continue to be very cool. but high pressure will come in and give us a warm upstarting tomorrow. today though is the day where we start to get rid of the rain. it ends we'll be under northwest wind. it will be breezy some sunned

to temperatures on the cool side. mid to upper 60s 68 brentwood. 62 oakland and upper 50s on the coast. and a lot of cloud cover and some of that rain kind of lingering towards san jose south. more 60s low to mid there. temperatures though on the way up thursday into friday looks really nice. mid to upper 70s possible. then the fog should start to work its way back saturday and cooler by sunday. all right. thank you, steve. well, in the last hour target posted a bigger than expected increase in quarterly profits. the discount retailer reports earnings of $689 million. that's up from $671 million from this time last year. sales road # rose 2.8%. target says some of the boosts comes as it adds fresh groceries to more of its stores and signs more shoppers for its credit cards. let's check in on the broader market. pretty quiet actually in general. there's quite a few other retailers including staples coming in with sort of mixed news. decent numbers for the quarter. but looking forward lowering

the forecast dow jones live look at the big board is down about 7 points. one bright spot linkedin stock sale doesn't start until tomorrow but it is already more successful than expected. bankers for the networking site raised the asking price for more than 30%. that puts it between $42 and $45 a share. i don't think any ipo's been priced that high. could go even higher as demand continues to grow. at that price the company would be worth at least $4 billion. our time now 6:52. why the head of the international monetary fund is being watched closely this morning. he's still in jail, but his guards are not taking their eyes off of him. we'll tell you why. and some of the u.n. bombers items going up for sale today. good morning. westbound san mateo bridge traffic looks good getting to highway 101. another look at traffic and weather straight ahead.
