bars. 53-year-old bud wally ruiz seems -- ruiz says he was expecting a misdemeanor charge relating to domestic violence. >> i literally sat down because i lost my legs in court. when i heard the dog died, i could not believe it. he was only 5 weeks old. he accidentally died. i did not kill him. that's the bottom line. i don't deserve to be here for that. >> reporter: ruiz says he has mental health issues and his medication was stolen so admits he can't recall all of his actions, his wife told us her version of what happened during an argument about his drinking.

>> he was going to take the dog but then he decided not to, he says, here keep the dog. and he threw the dog. >> reporter: in the bag. >> in the bag in my direction but it ended up hitting the wall and that's how the dog died. >> reporter: the wall right there? >> yes. >> reporter: so it was an accident? >> yes it was. >> reporter: but today, the prosecutor says that he considers three strikes. u.s. transportation secretary ray lahood just wrapped up his first look at the san bruno neighborhood devastated by a pipeline explosion. ktvu's paul chamber social security live in san francisco where the secretary is now getting a look at what's being done to prevent a similar tragedy in the future. >> secretary lahood left a little while ago. pg & e are doing construction in this neighborhood. they are taking out two

pipelines and adding a new one. secretary lahood talked about the importance of pipeline safety. today congresswoman jackie spears accompanied ray lahood on his first tour of the san bruno neighborhood ravished by the exploding pipeline in september. >> i don't recall another time in my 35 years of public when i've ever felt as sad as i do today. >> reporter: away from the cameras, secretary lahood met with the families who were victims of the explosion, he says those moments still fill his heart with sadness and that's why he will fight for them and all americans. >> beginning this august we will require all operators of gas distribution pipelines to evaluate the risk and take immediate steps to mitigate them. >> if there was ever a doubt, that it was a national issue. it's been disscoped today. >> reporter: new pipelines are being installed. they also inspected the safety shut off valve which hopefully

putting it on track for one of the biggest increases of the year. now officially makes it the largest internet ipo since google. linked in's big debut on top of a drop of oil prices to less than $100 a barrel set the market higher today. the dow gained 45 points, the nasdaq gained eight points. an abandoned barge in the south bay was leaking fuel today. the boat is sitting in the marsh near the marina. news chopper two brought you pictures of that boat live at noon. it's been there for five years but today a kayaker spotted a sheen around the boat. there are 300-gallons of diesel fuel on board but only a small amount leaked out. a major mile milestone is taking place as we speak. i want to show you a live look

as caltrans is placing a cable on top of that 500-foot tower. the saddle is right there on the left hand side of your screen. they've been working on this hauling it up, ever since 5:00 this morning. it is very slow going. it may not look like it's that big but that saddle actually weighs 550-tons. that's as much as a fully loaded 747. once it gets on top of that shower it will support the cables that will make up the beautiful part of the bay bridge. also the most technically different part of that bay bridge. we will keep you posted on the progress throughout the evening. taking b.a.r.t. is now a little easier for some riders. b.a.r.t. ticket machines are now compatible with clipper cards. that means users can refill their cards throughout the area. money can be added to the clipper card using cash, debit

cards or credit cards. ktvu's sal castaneda is at the scene where a police tip ended with two people dead, sal. >> reporter: well many who knew one of the victims have been stopping here to pay their last respects sort to speak. now ktvu has obtained a picture of antwon jackson that was mailed to us by his fiance. you see his picture here. jackson's relatives have been stopping by here. the family of jackson is telling us more about him. >> reporter: family members say 30-year-old antoine jackson was in a good place in his life and are baffled as to why he would be involved in a confrontation with police. >> i just can't believe it. you know i just can't believe it. >> reporter: police say they received a tip a crime was about to take place in this neighborhood near interstate 580 and coolage avenue. when they arrived they quickly spot add car that wanted to pull over. during the stop they said that three men with guns got off the

car and confronted them. a gun was found near by. family members say jackson one of the men who died lived in el cerrito and was trying to stay out of oakland and his past troubled life. >> there were some things going on in his life that were finally beginning to look good for him or whatever. and he was in that happy mode. he was going to go get his haircut. and then go to spend time with his child like he does every day. >> reporter: jackson leaves behind a 5-year-old son. i want to show you something. a lot of the neighbors have been coming home and finding things like this. this is a bullet that had hit this pickup truck. this pickup truck is in pretty good shape and now this man who lives here says, you know it's damaged. a lot of the lights have been shot out. neighbors tell us that last night when the helicopter was looking for the third man, they broke a lot of the lights because they needed it to be dark for their infrared sensor. so this neighborhood has been affected by last night's incident. people are out on the street

to put all of his upcoming projects on hold while he deals with his personal life. meantime people magazine reports maria shriver has hired attorney laura roster to represent her. shriver and arnold schwarzenegger separated earlier this year. assembly speaker john perez has updated his online biography when it was revealed that he never really graduateed from you graduated from uc berkeley. he actually dropped out as an under grad in 1990 and never returned. the state of california has just won a $241 million settlement from the largest provider of medical lab testing in the state. the state attorney general's office joined in the lawsuit against quest diagnostic which

was originally filed by a lab owner in campbell. the whistle-blower says quest routinely charged california way more for its services than it did others. this is said to be the largest claims recovery in california history. a community group wants san jose to return some of the money it raised. as we told you back in march, friends of the san jose mounted unit agreed to raise money. but now the group learned that the police plans to cut the unit any way. so it wants part of the money back. the city says it's all just a misunderstanding and it plans to hold up its part of the deal. supervisor mike mcguire told ktvu the tribe that operating the casino has not said anything to them about

plans to expand bar service. a local newspaper says the tribe is talking to investors about the idea. back in 2008, county officials pushed for alcohol limits in the casino siting drunk driving concerns on the windy highway 128. i'm back here in about 10 minute, we're going to take a look at tomorrow's forecast. it's going to be warm but some clouds move into the weekend.

the judge pushed back the arraignment for former task force officer norman wells and louis lombardi to give them more time to prepare. they are accused of stealing drugs seized as evidence and other acts of corruption. christopher butler and steven tamabi also face charges in a case. all four men will return to court next month to be arraigned. an infamous name is now popping up in the case of deadly crimes committed nearly 30 years ago. ken pritchett live in sacramento where he obtained the handwritten court documents that raise questions about the, uni bomber and raises questions if he committed some tylenol -- >> reporter: it is handwritten as the man known as the uni bomber. he again grabs headlines on what seems an completely

unrelated case. the 10 page filing was written and signed by theodore kaczynski. the statement says that he has never possessed potassium cyanide. kaczynski was charged for a bombing that left eight dead. in a his attorney says he is persuaded his client has no involvement. the federal government is currently auctions off kaczynski's personal items. in his statement he says the

governor brown touched on the budget today at a breakfast in sacramento. brown says he continues to meet with republican lawmakers to convince them to put his plan to extend taxes before voters. plans to expand -- hospital continues. the $3.5 billion project would expand stanford hospital and lucilee packered children's hospital. the city council is set to take a final vote on june 26. a fight is putting san francisco's solar program at risk. supporters of the go solarsf. the commission is planning to cut the program's funding by 40% saying the program doesn't generate any revenue. go solarsf helps cover some of

day we saw all week. tomorrow we'll have very warm conditions, similar by not quite as warm. then on saturday and sunday temperatures trend down just a little bit. these are the highs from today. highs tomorrow come off. we have a degree or two cooler with patchy fog. as we get into saturday, sunday more clouds. dense fog in the bay area forecast. right along the coast, visibility down to about 5 miles in some places. you see stinson beach, ocean beach in pacifica. this gives you a good depiction. the fog just squishes through there. that's what we have tomorrow. plenty of fog out toward salsalito. as we head to your bay area weekend, this system moves in, the main impact will be cooler weather, saturday and sunday.

okay, a live look right now at the work being done on the new eastern span of the bay bridge. in the next 40 minutes or so, caltrans crews plan to have that massive table saddle piece put into place on top of the 500-foot tower. as you can see, it's the big object they are hanging to the left of your screen. this whole process of putting the piece into place is expected to take 14 hours. they started at 5:00 this morning so they are pretty close to that goal. just to get a perspective of how difficult this is, this piece to the left, giant piece is set to weigh 450-pounds. that's as heavy as a fully loaded 747. try putting that 40 feet in the air. once in place, this saddle will put the cables in place for the beautiful new suspension tower. just a beautiful amazing engineering feat. a new bump in the road

tonight for lance armstrong. tyler moore says he and armstrong used performance enhancing drugs during races between 1999 and 2001. armstrong won the race every year from 1999 to 2005. armstrong is under current investigation into whether he cheated. bill is here tonight. and a lot of people are still talking about the sharks. >> it was just otrocious last night. the sharks 44 minutes in the final 21 minutes of penalty minutes. three power play goals they gave up. they are down the 2-0 after another third period destruction. but it wasn't just the final stand where the problems
