traffic looking nice coming up through oakland. no major problems there. morning commute looks good on westbound interstate 80 heading out to the macarthur maze. now back to the desk. this morning san jose police are investigating a deadlyover night shooting. just about 30 minutes ago ktvu's jade hernandez got important new information about what may be behind this killing. jade. >> reporter: we're going to hear more from the san jose police spokesman but he told me this morning that the victim is latino, he is in his 20s. investigators don't know at this point if this is gang- related, but they are investigating it as such. i want you to take a look at what the scene looked like just about an hour ago. this deadly shooting is the 20th homicide of the year. and the gang unit has admitted they battle gang issues here in the city. and many of this year's early homicides were tied to gangs. this morning police are looking into whether this homicide is tied to gangs as well. this is what we know so far. someone reported hearing shots fired after 11:00 last night at

checkers here in east san jose. when police arrived they found a man bleeding in the street with gunshot wounds. he died at the hospital. the shooting took place in a neighborhood filled with apartment complexes. so we don't know if the man lived in the area or whether he was visiting. now the victim's name has not been released yet. police are looking for at least one suspect, possibly more. we've been told by a couple of officers here on the scene they don't want to give out too many details because the shooter or shooters are still at large. >> we don't know if it's gang- related, but definitely we're going to be looking into that aspect. so at this point the investigators are still trying to gather evidence and identify any possible witnesses so that we can obtain information and try to develop leads. >> reporter: now the white car a volkswagen jetta involved in the shooting was towed away about 15 minutes ago. officers canvassed this area twice a few hoursing a looking for anyone who might have seen or heard anything last night. police are still not sure of a motive, whether the victim was targeted or if he was involved

in gang activity, but the investigation continues this morning. and as you can see the crime tape is still up right now blocking everyone away from where the victim was found late last night. we'll continue to bring you more. reporting live, jade hernandez, ktvu channel 2 news. well, this morning police are trying to determine why a 17-year-old boy was shot and killed as he road his bike home from school. take a look at franklin jr. yesterday about 2:30 in the afternoon police found his body on the corner of olive and richie in east oakland. he was only minutes away from his home before being gunned down. >> i don't understand who would take their time out of the day to lay waste to somebody's life who was doing something with it. >> known to his friends as tane he was a senior at castle mont's leadership prep just weeks away from graduation. friends say he stayed out of trouble, got good grades and spent most of his time with his brothers. the graduation ceremony is now being dedicated to him.

and a handful of other students who also lost their lives to violence this year. your time now 6:03. pg&e has a plan to change the rates that it charges its customers. in just a couple hours state regulators will take a close look at that plan. ktvu's claudine wong joining us live to tell us what customers should look out for. claudine. >> reporter: well, dave, expect rates to change in what the cpuc is calling the most significant change in residential rate design in a decade. now the vote is going to happen in a few hours. but we been going over the cpuc documents this morning so we have a pretty good idea of what's going to happen. basically if you use less electricity than your neighbor, you're going to start paying more for that service. if that doesn't make any sense to you and why that would happen, the cpuc says you've got to consider what's been happening in the last decade. back when the energy crisis was underway, basically what happened they blocked any kind of rate hike for low income electricity customers. so when rates went up, they went to the higher usage folks

and stayed the same for the lower usage folks. pg&e says this change doesn't give them more money, it just evens all of that out so there isn't a big despairty between what the groups have to deal with in terms of rising rates. what it means for customers is low usage customers will pay more and high usage customer wills pay less. people we talk today this morning say they don't believe pg&e when they say it's not about making money. they say this is exactly what it's all about. >> it's just fancy words for the company to give to us. either way unless we fight it, we're going to wind up paying it. >> reporter: well, there are groups that are fighting it. groups who say low income customers just can't afford to pay all these rate hikes especially in this economy. the cpuc says it recognizes the challenges of economic times, but says in the documents that we looked at this morning that the economy just can't completely exclude low income customers from rate hikes. that being said it appears cpuc will vote down another proposal

that pg&e was pushing for. and we'll talk more about that coming up in our next report. live in san francisco, claudine wong, ktvu channel 2 news. well, we are getting our first look at the man accused in the savage beating of giants fan bryan stow. the los angeles police department released this mug shot of 31-year-old ramirez last night shortly after he appeared in a police line up. now police say they're satisfied with the results of that line up. we're going to have more in a live report from los angeles coming up at 6:20. time now 6:06. you like coffee? your morning caffeine fix is about to cost more. starbucks the latest now to announce a price hike. ktvu's kraig debro joining us live from oakland with how the rising coffee prices compare to gasoline prices. kraig. >> reporter: you know, dave, when you sometimes fill up in the morning with gas and then you fill up in the morning with coffee, coffee prices have been going up for a few months now. the ironic thing you look behind me the price of gas in

california price for regular unleaded has gone down 12 cents in the past two weeks. the price of coffee is going up. starbucks has announced a 17% increase in the price of packaged coffee. the past year rising coffee prices have actually managed to outpace rising gas prices. a one pound can or bag if you buy it that way of ground coffee went up 40% last year. that's a nearly $2 increase. a gallon of gas rose 37%. recently gas prices have actually decreased. for instance, the price of gas is determined by the world market price of a barrel of oil which is a little more than $100 today. the price of coffee is determined by a world market measurement of cents per pound. so in october of last year it was 90.57 cents per pound. in april just last month 121.29 cents per pound. >> takes $100 on my pickup but doesn't fill it.

gas is a lot bigger impact on people i think. >> reporter: just about a month ago in fact it was a month ago today we visited a peerless coffee warehouse and the owner of that warehouse showed us a couple of sacks of coffee about 10 or 12 of those sacks he said was about $200,000. can't be exactly sure of the number of sacks he was talking about, but if you're looking at that picture right now it's not very many sacks that cost $200,000 to buy. so coffee's going up. the main reason for the increase being blamed on the demand. more demand and bad weather where coffee is grown which has lowered the output of crops there. getting more reaction this morning about the increase in coffee as well as we're going to find out from the owner of starbucks, the ceo, why he thinks the price is going up. live in oakland, kraig debro, ktvu channel 2 news. all right. bad news for those of us who get up in the wee hours to pay

tornado. now this morning the search is still going on out there in the rubble for possible survivors. no deaths are being reported in missouri or indiana from tornadoes that touched down just yesterday. storms on tuesday night in arkansas, oklahoma and kansas killed at least 15 people. but the midwest isn't the only place getting tornadoes. this happened in northern california. this -- look at this. this is video of a twister. this one touched down near durham yesterday. that's a tiny farming community five miles south of chico. this is incredible. at least three tornadoes were spotted in that sparsely populated area. luckily no injuries have been reported. but they do have some minor damage as you can imagine. we posted more video of those twisters from northern california on our channel 2 website ktvu.com. take a look at it. look under the right now section of our front page. well, this morning we have the suspect's mug shot. up next we're going to go live

tell us about mr. obama's one on one meeting with the president of russia before the summit even starts. allison. >> reporter: dave, since my last update an hour ago i got this fact sheet from the white house about some new agreements between the united states and russia. this came out as president obama sat down for talks with russia's president. the two leaders seem pretty stern as they talk today reporters. but they emphasized their cooperation on issues like fighting terrorism. improving travel between the two countries. and they're agreeing to continue talks on missile defense. but it does not seem like they're any closer to an agreement. earlier they greeted the throngs of people who gathered to watch the arrivals of world leaders at this resort. there are some tensions between the two countries about how to handle libya and how far to go to force the libyan leader to step down. more coverage in my next update in about an hour. for now we're live in washington d.c., allison burns, ktvu channel 2 news. today residents of a town

near japan's damaged nuclear power plant were briefly allowed to return home for the first time since they were evacuated in march. there they are wearing protective suits. they held a memorial service for family and friends killed in the earthquake and tsunami first, then they had two hours to collect any belongings. people in towns further away from the plant were allowed to return home on similar visits. time now 6:17. back here at home the oakland police department's considering a major reorganization. now because of budget cuts the department is planning to restructure the criminal investigation division. right now there are three different units for homicides, robberies and assaults. the new plan would require officers to work in all three units and not just one. critics say this will effect the number of cases that will get investigated. oakland police chief anthony bats will talk more about this plan when he joins us live on mornings on 2. that's coming up

at 8:45. well, marriage appears to be losing ground to the economy. new census information shows more couples are opting to live together without getting married. unmarried couples make up 12% of all u.s. couples. that's a 25 25% increase from ten years ago. couples with less secure jobs tend to hold out on getting married. they also attribute the increase to a change in attitudes towards marriage. 6:18 is the time. i guess it's getting crowded at the toll plaza. >> it's that time. that's right. we're getting a little bit of a crowd there. also some of the other approaches. not too bad, but still you're going to see some people cueing up here once you get on to the bridge it does look okay. and that's why there's a wait at the toll plaza. they don't want too many people on the bridge at the same time. well, they don't want it to be too crowded on the bridge is what i'm trying to say. moving along taking a look at the san mateo bridge it looks

dave. good morning everyone. the suspect 31-year-old ramirez has not been formally charged in the case. in fact he's being held on a probation violation here at the central jail. at this point it's not clear whether a line up that took place will change that. take a look. yesterday witnesses were brought in to identify ramirez. the d.a.'s office and defense attorney agreed not to disclose the results. so we don't know the outcome. but police who have been withholding his photo have given us the go ahead to show the 31-year-old ex-con was arrested sunday morning in east hollywood. police believe he was a primary aggressor in the severe beating of giants fan bryan stow at the dodgers opening game. seven weeks later stow a paramedic and father of two is still in critical condition. ramirez's attorney says police got the wrong man and he says he can prove it adding the suspect's 10-year-old daughter will testify her father was with her and other family members all day and not at dodgers stadium. police are still looking for

midwest tornadoes in just about ten minutes. there's some good news this morning if you plan to head to the sierra for the holiday weekend. this was the scene during yesterday's spring storm in soda springs. the unusual weather brought several inches of snow all day, but we did check with cal trans this morning. there are no road closures or problems to tell you about. the winter weather advisory that was in effect it is also ended. the generation that's growing up with texting and gaming may be setting itself up for years of pain. a first of its kind study shows every hour spent playing games or texting doubles the risk of problems in the hands, wrist and lower arms. the researchers say more than one of every four young people report pain in their hands. >> by putting so much pressure on their hands, fingers and really pushing essentially so intensely on the keys, their joint doesn't have enough time to relax and heal. these are very small joints and small muscles. they really aren't used to

i'm dave clark. >> good morning. i'm pam cook. time now 6:30. in the news this morning san jose police busy investigating a deadly overnight shooting. this morning's ktvu's jade hernandez is getting some important new information on what may be behind the killing. >> reporter: i just spoke to one young man who lives in the neighborhood. he heard five or six gunshots around 10:30 or 11:00 last night. you'll hear from him at the top of the hour. what we can tell you and show you right now is that this area is still blocked off. the command post is still out here. investigators don't know if this is gang-related but they are investigating it as such this morning. the man who died in this deadly shooting was latino and in his 20s. this is what we know from san jose's police spokesman this morning. someone reported hearing shots fired after 11:00 last night at checkers here in east san jose. an officer was even flagged down for help. when police arrived they found a man bleeding in the street with gunshot wounds. >> the officer performed cpr

live, jade hernandez, ktvu channel 2 news. investigators now say a florida man's death at an antioch lake last week was directly tied to the highly publicized doomsday prediction. 25-year-old victor drowned late friday night while swimming at contra loma regional park. his death was just 30 minutes before saturday may 21st, the day an oakland based evangelist predicted the world would end. family members say that rapture prediction was behind his bizarre late night trip to the park. they say he was convinced that god would help him reach the other side of the big lake even though he couldn't swim. time now 6:33. more than a thousand people were at a very emotional vigil for a danville teenager who authorities think took her own life. ♪ [ music ] >> there were songs and prayers last night. this is inside the danville congregational church. it was in memory of 15-year-old

allison bayliss. the san ramon valley high sophomore disappeared monday. a photo from that day shows her leaving bart in san francisco and then on tuesday allison's bike ride there was found near the golden gate bridge. >> allison walked out on to the golden gate bridge shortly after 10:00 a.m. on monday morning. it does not appear allison walked off the golden gate bridge. >> be as kind and compassionate towards one another as you can because you don't know what's going on at home and what's going on in people's heads. >> the principal at san ramon valley high school is urging parents and students to talk about this openly. grief counselors are being made available on the campus. the bail for the woman accused of kidnapping her baby granddaughter now stands at $5 million. investigators say the 58-year- old took the 4-month-old from her contra costa county home last weekend. the baby was recovered the next day in southern california. she is now also charged with an additional count of burglary. time now 6:34. pre-trial discussions take

place in court today about those lawsuits related to the san bruno pipeline disaster. more than 60 lawsuits have been filed against pg&e from last september's natural gas pipeline explosion that killed eight people and destroyed 38 homes. today the lawyers on both sides will meet with the san mateo county judge to figure out scheduling for depositions and other legal proceedings. this morning the bart board of directors is expected to vote on the plan to double the number of tasers for its police department. that would allow every officer on the force to carry a stun gun. an outside consultant made that recommendation after the fatal shooting of oscar grant two and a half years ago. former bart police officer mesherle said he thought he was firing his taser instead of his gun. his lack of experience with tasers was a critical factor in this trial. time now 6:35. only minor damage reported outside of chico after at least three tornadoes touched down. take a look at one of those funnel clouds right there in the middle of your screen.

it was spotted in butte county yesterday afternoon. it dragged up some debris, but reportly no one was hurt. across the midwest about a dozen states are still under tornado watches and warnings right now. jim spellman joins us again from joplin, missouri, where the search for the missing continues. jim. >> reporter: that's right, pam. take a look at what the search and rescue teams are dealing with here. this is a sidewalk in front of a neighborhood. all you can see left of this home is the foundation. people's belongings strewn all about. some dog food, furniture, we've seen prescription bottles, people's whole lives just tossed about like nothing here. and it's really making it difficult to do their search and rescue efforts. they've been going neighborhood by neighborhood, door to door, yesterday unfortunately no new rescues. 1500 people roughly still missing. today one of the emphasis is going to be on trying to piece together who's missing, where they are and get them connected with their family members.

we know that some people are in shelters, some people may be in hospitals. and of course unfortunately some people are probably still stuck in this wreckage. the governor here jay nixon, he's taken over that effort at the state level trying to put those people together with their families. this morning at a press conference we expect him to release the first list of names of the missing. he's also had a contingent of state troopers to take over that effort of coordinating bringing people together. you can't emphasize, we've been seeing those photos, you can't emphasize enough the monumental task that these team haves in front of them because this wreckage that's so severe goes on block after block, mile after mile. the thought of them having to work through these conditions just makes it all the more likely that they're going to be able to make anymore successful rescues of somebody trapped in this kind of wreckage since sunday. back to you. >> all right. jim spellman there live in joplin, missouri, where, again,

the warmest livermore, pleasant hill only 68. mountain view, redwood city 67. it's a cool pattern. mostly cloudy on friday. not bad on saturday. but windy and cool on sunday. well, more than five tickets issued in san francisco over the past three years. but what we uncovered that could result in many of those tickets being dismissed. >> reporter: a vote today could mean big changes for your pg&e bill. why using less could mean paying more. and right now san francisco traffic looks good. we do have a problem on bart that is effecting service in and out of san francisco. we'll tell you more straight ahead.

good morning to you. welcome back. quick look at some of the top stories we're following for you right now at 6:44. president obama is at the g-8 summit in france. one of the items on the agenda involves asking the world's leading economies to support the new democratic transitions in tunisia and egypt. police trying to determine why a 17-year-old boy was shot and killed yesterday afternoon. police say he was riding his bike from home when he was suddenly gunned down. and starbucks the latest coffee company raising prices. starbucks says it would raise

the cost of packaged coffees by an average of 17% beginning in july. they're also raising the price of some of the more labor intensive drinks on its menu. a new proposal by pg&e could mean lower rates for some customers. ktvu channel 2 reporter claudine wong joins us with why the changes are being considered and why some people won't be happy about it. claudine. >> reporter: well, good morning, pam. we've been going over these documents by the cpuc this morning because they're given an idea of just how the plans will be voted on this in morning's vote that takes place in just a few hours. we're talking about big changes to a pg&e bill. rate structures can be pretty complicated. it's apter system based on how much electricity you use. california public utilities commission is basically protected people in the lower tiers. freezing ratings to protect low income houses against rising costs. what that basically meant is higher income, higher usage customers carried more of the burden. that's what's likely to change. pg&e wants to even all of this

out. what it means lower income and lower usage people could start paying more. not a revenue generator they say, simply a way to get rid of despairty. you'll still get a discount if you use the care program that's been a popular program. >> i do. i got a discount of 20% this year. >> reporter: and if your rate goes up now? >> well, then it goes up. gas. everything goes up. just the price of doing business. you live here, you got to pay. >> reporter: here's what this vote will likely mean today. it will mean that if you are a low usage low income household your base rate will go up. if you're a higher income high usage household your rate could likely go down. pg&e also wanted to institute a flat rate on all customer which is would mean that 100% of customers would see anywhere from $2.40 to $4.50 as a charge on their bill. but the cpuc in these documents

says no we don't think that's going to be a good idea for a variety of reasons. so that looks like that's not going to happen. but either way if we go by what the cpuc is saying in these 24 pages of documents, big changes coming to people's pg&e bills. live in san francisco, claudine wong, ktvu channel 2 news. time now 6:46. the air traffic over europe is getting back to normal this morning. take a look at some of the final eruptions right there from that iceland volcano. this was early yesterday morning. europe's air traffic control agency says volcanic activity is way down and the volcanic ash in the air is breaking up. the department of homeland security is negotiating a deal on how to store personal information of airline passengers. according to the guardian, the agreement covers international flights. passenger information would be checked against terrorist and immigration watch lists. personal information including credit card numbers, phone numbers and addresses would live in a data base for 15 years.

time now 6:47. harvard researchers putting an exact number on the cost of some air pollution. they say congestion in the nation's 83 largest urban areas led to more than 23 -- 2200 premature deaths. and the related public health cost has hit $18 billion. however they do say the number of deaths has dropped slightly in the last ten years. millions of parking tickets in san francisco could be thrown out thanks to three little words. if available through the windshield, parking officers are required to write the last four digits of your car's registration or vin number on a ticket. but a ktvu news investigation finds that most officers aren't even getting out of their vehicles to make the attempt to get that vin number. we watched officers write the words cannot read on a handful of tickets despite our camera's ability to see the number. and if challenged in court, those tickets could be thrown out. the city's transportation agency insists all the tickets are valid, but since our
