the second. we do understand from the family that this is a huge relief. we were right there when they found out about this. take a look, here's some video of the grandfather who had been waiting here all day since this started about 2:00 this afternoon. he started crying, there were tears streaming down his face. he and some of the other relatives were hugging and he took a moment to tell us about how he was feeling. he said he was very relieved. >> this moment, i cannot describe because, i'm happy. i'm happy because that's my -- she's only a month and a half. before we feel bad, but now we're happy now. we want to thank god and thank everybody. >> this all happened about 2:00 this afternoon when the mother had gone into st. katherines to

the food bank to go inside. she had left her white infinity with the baby inside. the one -month-old girl inside and the keys also we understand inside the car when she came out the car was gone. that is what started this amber alert search which has ended now. just about 45 minutes ago. now back here live, this is the area, the car was actually parked in that parking lot over there next to the rectory. we understand that the baby was found some where in the salinas- monterey area. we are not sure whether there was a suspect who has been arrested with this. or if the baby was left some where or found with the car. so those are all details that we are working on right now to get some answers. but certainly, a good ending for the family tonight on what has been a very scary afternoon. reporting live here from morgan hill for now, jana katsuyama

ktvu channel 2 news. depressing and frustrating words we're hearing when it comes to our weather. it appears we're in for a june gloom as cool drizzly weather blankets the bay area and more is on the way. let's go now to bill in the weather center. >> it's been a wet day around the bay area. we talked about it yesterday, we knew it was coming. right now on the afternoon commute things are starting to dry up a little bit for you. some showers out toward the livermore valley up toward the eastern side of milpedas and fremont. the showers have been in and off all day. there's the system as it slides through. as you look through the east or the west that little low center. you can't really see it. i will point to it later, that is going to slide through. so we have more rain in the bay area forecast. right now we're going to go live to robert handa. he's going to tell us how all this rain is affecting one of california's biggest moneymakers. >> reporter: well that's right bill, the clouds above me is not what people picture when they think of the unusual start

of summer. this weather is hitting the community over the hill especially hard because they count on tourism. the weather is already making for a dizzy ride. this is the 100th anniversary for the carousel ride. there were numerous groups that counted on being here, rain or shine. >> i thought we would be on the beach. but it's okay i still like the rides and stuff. >> it's the last time spending our time together so we don't really bother about the rain. it's pretty fun. >> reporter: officials do report lower than expected numbers. >> people know the rain is coming and people start to stop

francisco. >> reporter: this will give you a clue as to just how popular cycling is here at the mission. and sometimes those bicyclists have to share the road with drivers. the victim in this case tells san francisco police he was cycling down shot well street between 17th and 18th streets at about 6:00 sunday evening. police say a black chevy impala came up behind him and took him down. >> they saw the driver intentionally bump the bicyclists. knocking the bicyclists over and then they made a u turn and fled the scene. >> reporter: the cyclist was uninjured and said the driver shouted i warned you as he drove away. witnesses and the victim were able to give a full description

of the impala including a license plate number. >> cycling is kind of frustrating because cars are kind of out of control. >> reporter: san francisco cyclists say it's important for drivers to look out for them but at the same time they say they have to be responsible for their own safety. >> cyclists have to stop at stop signs, stoplights and stop signs, they need to make sure they follow all the rules they're supposed to. obviously that's up to the motorists as well. i drive a car, they ride a bike. sunday's incident seems to be an isolated case of road rage. they haven't received any reports of the black chevy impala running down any other cyclists. fire officials in alameda announced a change in policy after a man drowned while police and firefighters watched and did nothing from the shore. witnesses say the man walked into the frigid water apparently suicidal and were

shocked when authorities failed to help him. authorities later said they were not trained in water rescue. michael derosi told ktvu that policy was implemented after budget cuts forced the department to discontinue training and stopped maintaining rescue gear. >> i've already directed our staff to rewrite that policy to allow the incident commander on scene the discretion to take steps on shallow water rescues. >> reporter: the man who drowned has been identified as 52-year-old raymond zack. a passer by went into the water and pulled the body to shore. 26-year-old michelle le was last seen in class at kaiser hospital in hayward last friday. police say she left during a break and then never returned. investigators say the case is similar to another missing person's case in fairfield during the same time last year. >> both females involved are about the same age, they have

the same last name. they're both nursing students, they were both even driving white hondas. >> le was found murdered 12 days after she disappeared. that case is still unsolved. michelle le's family is offering $20,000 for anyone with information that thatwilll some stunning allegations tonight in a murder case that drew national attention. the convicted suspects new attorneys now say the victim's high profile husband is to

blame. ktvu's rita williams talked to that husband, attorney daniel horowitz. >> delenski was convicted of killing vatali6 years ago when he was only 16 years old. >> there's no question scott delenski brutally murdered pamela, carved his symbol on his back and tried to carve out her liver while her heart was still beating. >> my son is innocent. >> reporter: deleski's mother stood by his attorneys that she says she spent her life savings to hire. the attorneys say they will work for free if they have to

to prove their client is not guilty. >> they were having a lot of difficulties. >> there was no rocky relationship and there was no abuse. >> reporter: now scott deleski is serving a life term in prison. he drew a following during his trial. deleski's latest allegations of innocence are just an attempt to quote create a conspiracy buzz on the internet say the plaintiff's attorney. people are using fewer gallons of water every day than

we have an update right now on a breaking story we've been covering for the last several hours. we believe police have found the car that a 1 -month-old baby girl was in when that car was taken around 2:00 this afternoon from a church food bank parking lot in morgan hill. you're looking right now at live pictures from chopper 2. this was highway 68. this is the highway that connects salinas and monterey near torre park. >> police have confirmed that the little baby was inside.

we believe that she may have been okay. but we were at the press conference that was going on probably about 15 minutes or so ago. police were some what vague on that. i guess they want to check her before they come out and say she is in good condition. there you see a picture of her, only one 1 -month-old. what happened is her mom went into the church parking lot, got out of the car. went inside the church for a couple of minutes, unfortunately she left the keys inside the car. and they believe this was a crime of opportunity. again the headline at this hour, the little girl has been found and all indications are that she is probably okay. >> and one other note we can adhere. an amber alert was issued immediately after this child

was taken. we had learned just a short time ago that after there were reports that the baby had been found that amber alert was still posted. police telling us that they wanted to leave the amber alert in place until they confirmed with the parents, with the mother that indeed this was the baby. so again we are going to continue to follow this breaking news down in monterey county. more coming up later on bay area news at 7:00 and a few report tonight on the 10:00 news. it now appears more than a million people in the bay area will have to pay for water starting in about a month. ktvu's eric rasmussen live with one explanation for the rate hike that has customers especially frustrated. >> reporter: the east bay municipal district say residents are simply not using enough water. the use has dropped down about 9% to about 172 million-gallons a day. but now the cost of every drop

is going up. rain on the last day of may drove it home. the drought is over. but the water coming out of the tap may be more precious than ever for 1.3 million customers of east bay mud. rates are going up. >> everything else is going up. i'm not surprised that is going up. >> reporter: the increase could be a double whammy for michael. at home and at his business. >> you have to look at all of different angles of a business. >> reporter: east bay m.u.d. confirms an average customer would see their monthly bill go from $38.66 to $40.98 and possibly another jump to $43.45 next year. >> how can you asking people to

conserve then charge them for less use? >> it's a part of the business. we can sell 100 million-gallons a day or 300 million-gallons, the only variable is the chemicals to move and treat the water. >> reporter: there's still a public hearing set for this possible rate hike. that's set for june 14th. we should also note that customers all around the bay in san francisco and marin could also see price increases this year. eric rasmussen. a bill left for tomorrow will require officers to have a warrant before searching a person's phone. the court reasoned that searching a person's phone was similar to searching their pack of cigarettes or clothing. but leno argues that's not the case in this day and age. >> if law enforcement for whatever reason came to your house, and wanted to rifle through your desk or your library or your address book or

your calendar or any other personal information, they would need a warrant. all that same information is on your cell phone. on your smart phone. >> opponents say getting a warrant is a waste of time and money. an international panel of experts said today cell phones may cause cancer. the experts reviewed the results from dozensover studies. the research found a hint of risk between cell phone use and a type of brain cancer. we might all be complaining about the cool, wet weather. calfire says cool wet weather later into this year has allowed them to hold off on hirering seasonal firefighters by about a month. it's waiting on becoming fully

staffed for another week. the late start could save the state a lot of many money depending on how the fire season goes this year. showers again today and again tomorrow in the forecast. there's a radar loop. and you can see the showers moving out through the east bay. that's the last hour or so. livermore had a few light showers. coming to an end for tomorrow. but more showers coming to tomorrow. tomorrow starts off clear and then some where around 11:00 a.m. to about 1:00 p.m., showers a chance of showers. you will see sunshine. it's going to be one of those crazy weather days with thundershower possible. mainly north up toward napa, up toward santa rosa, up toward woodland. so everything north from about vacaville has an okay chance. so that's how it goes tomorrow. more showers in the forecast. the reason for the thundershower opportunity is

this low center right here. and it narrows the rain. but this area is going to kick through tomorrow. and when it does that's our best chance for a thundershower. you can see that whole area, that complex, this whole is going to push through. when it does we're looking for a chance of a thundershower. so there's the low pressure thunderstorm. the winds are blowing 10 to 20. a thunderstorm chance tomorrow afternoon. most of us won't see much but there is an opportunity there. you see wednesday at about 7:00 a.m., here we go. and you see some sunshine. bang right about noontime it starts to get explosive here and then you see more activity in the valley. this is all north of vacaville. maybe a few scattered showers for us. the mountains are going on out here. so the forecast calls for an unsettled bay wednesday. thursday looks good. friday looks good as well. and as we get into tomorrow, 63 is the forecast and napa, 65 in

concord. 63 in the antioch. brentwood 63. below the average by quite a bit. the five day forecast, looks like this. with your weekend always in view. chance of thundershowers i mentioned. it's going to be widely scattered. dry for thursday, dry for friday. then the weekend a chance for showers, unsettled weather as we go into the weekend. looks like saturday is your best bet for showers. >> it's very active. >> it's been very active and we're going to continue that way. a san francisco giant is helping students join the military. the back story that explains his soft spot for the air force.
