first victim. >> i never thought it would happen to me. i am always careful. >> reporter: this is surveillance video taken in a restaurant in marina last july. she was sitting with a companion, when a man behind her sat next to her, her purse was hanging off the back of her chair. >> i am eating, he grabs the wallet, it is all -- there he has it, he has a napkin. >> reporter: then the man gets up, calmly walks out. police say less than an hour this woman used the credit card at a san francisco safeway. >> it frustrates me because there is a way to stop it. you know? i felt like a victim. >> reporter: police sergeant said the very next day the same man was videotaped at pete's coffee on franklin street. >> now he is lifting the wallet. now he has the wallet. he is going to move away. >> reporter: the suspect has a certain type of walk. >> he is very, very pigeon

toed. >> he is very good, stands out, very well dressed. >> reporter: then last september he appears at a landmark, john's grill, and took a wallet from the woman with blonde hair. and later, another woman used a credit card here to withdraw 10,000 from a bank in sacramento, and police say this man and woman who unsuccessfully tried to use a stolen credit card at the department store were accomplices. >> they are using the credit cards everywhere. >> reporter: this lady no longer drapes her purse over the back of her chair. >> now it is on my lap or on the table. >> reporter: lesson learned? >> lesson learned for sure. >> reporter: we learned the blue tooth bandit is not confined to san francisco, but certain crimes have been committed throughout the bay area. and petaluma police stepping up patrols tonight to try to end a rash of burglaries in that city. the investigators tried to tell

ktvu news that they struck 30 businesses in the last 45 days, and in one night, 13 businesses here were hit. the thieves are quick and are mostly going after things like computers and bikes. hayward police are hoping for new information on a missing nursing student's cell phone will offer clues on where she will be. michelle le's phone worked with cell towers until the saturday after she disappeared. investigators say they should be able to interpret the data as early as tomorrow. >> that is the best information we have to work on. it has taken us a while to get the information from the providers. and we're working with that information now and trying to put it together to give us a location to go on. >> and police have also processed le's honda suv and have also questioned her family and friends as well as a woman with whom she had a fight with. and the woman accused of kidnapping her own granddaughter appeared in court

today. police say that ericka gallego snuck into her son's house and took his four month-old daughter as the baby was sleeping. investigators say that gallego then took the baby to southern california and claimed the child was her own. she is charged with kidnapping and burglary. gallego did not enter a plea today and is being held on 5 million bail. and the fbi is now involved in the search for a thief who stole a car in morgan hill yesterday afternoon, with a one month-old baby in the back seat. he watched the drauma play out live right here last night on our 6:00 news. the baby and the car were found about 40-miles away in salinas. the girl was reunited with her family last night and police say she was not hurt. and a large protest being planned for the day -- former bart police officer messerle is released from jail. members there gathered at the station to announce the plans. grant's uncle said it could be

as soon as june 12th but an exactly release date has not been set. >> we feel he is a threat not just to the family but the community. >> messerle shot and killed a man, riots broke out after a jury found him guilty of involuntary manslaughter instead of murder. he said he meant to fire his taser instead of his gun. and today may be the first day of june but it certainly didn't look or feel like it. a winter-like system took hold bringing rain and unseasonable temperatures. this was the scene in oakland where the rain was coming down. wipers and umbrellas were out in force. and in the sierras, a mix of rain and snow. and chains are required tonight on 80 and highway 50. a winter weather advisory is currently in effect until midnight. and take a look at this. a funnel cloud was spotted today near davis. as you can see in the photos it

didn't touch the ground. but heavy rain and hail hit the area. and right now, breaking news with the weather. at the moment there is a tornado warning in effect near chico. overnight our chief meteorologist bill meyers is tracking the system. >> yes, like last week, same kind of system rolling through, hitting the central valley. let's go outside, here is a tornado warning, issued about 15 minutes ago, you can see the area affected. you have butte and sutter counties in this area just north of yuba city, representing the area most likely to see a tornado. we have the visual confirmation of a tornado on 99 just north of yuba city. backing out i want to show you the visual confirmation. but the doppler radar when they put it in, they're real good at picking up if you -- the wind sheer. see the comma, right when you hit that you can see the tornado warning is based on that. that is an indication you have

rotation in the storm and could easily have a tornado. now look you can see it is starting to fall apart. in the reports now it is that the system last seen moves into the foothills here, beginning to fall apart. are there a lot of poplated areas here? no, this is lightly poplated. north of 99, getting out of here towards las plumas up here, when they hit the foothills they slow down. looks like this is breaking apart. that is the second tornado warning we have had this afternoon. severe weather moving through the central valley. we have more weather and rain that we have today, heading our way as we move in the next couple of days. i'll see you back here. speaking of the rain, it means more than just dreary weather. it also means last-minute changes, to some big events planned for the weekend. including one day that many planned their entire lives for. live in marin county with how the rain is resulting in a last-

minute rush. and frank that first weekend of june, popular. festivals, concerts and yes you have the weddings. and here in the bay area, june 4 could be a very wet wedding day for many couples. and if there is any good news out there it is that in some cultures, rain actually means good luck. the wedding day is a big day. it is a pleasant day. in this gazebo, and the marine art and garden center is not a cheap spot. at home there are hundreds of ceremonies. this is slated to be no different. but with heavy rain in the plans? >> you can start by praying if you want to pray or you can just basically say let's prepare for a backup plan. >> the event coordinator said the umbrellas came out during a ceremony last weekend. this weekend she says the bride and groom did not take a chance and will be moving it inside. >> we're speaking with the planners to try to get a back- up plan for the gazebo.

>> i think come rain or shine it will happen. >> reporter: they're talking about the union street festival, and the san francisco tradition is home to an estimated 100,000 people each summer and is set again for the upcoming wet weekend. >> it could make it a little wet, but i think there are too many people out there that are just ready to go, regardless of the weather. june is here and we're ready. >> reporter: this store owner says many shops in the neighborhood looked to this one weekend as a huge money maker. she and others hope to avoid a weekend washout. >> for us on the street, it brings so many people and potential customers. and people that have never been to the neighborhood as well. and all the restaurants and -- everything will be open and serving. so i think it should be good. we'll find places for everybody. >> reporter: and one big difference about the festival in the city this year is that alcohol will not be served. live in marin county, ktvu channel 2 action news news.

and for the latest on this wet weather, go to ktvu.com and click on the storm watch, you can find live radar to track the weather where you live. now to a bill to crack down on rapes at state-own venues, moving on to the senate. under the senate-approved bill, raves will still be allowed, the promoter will have to make special accommodations if the event is deemed unsafe, the san francisco assembly woman sponsored the bill after two people died. and state lawmakers moving a step closer to approving a bill, by a 46-25 vote along party lines. a similar bill was vetoed last year by governor schwarzenegger. the new measure now goes to the state senate. if it is passed there, governor brown is expected to sign it

. san franciscoss' mayor delivered a budget plan, today live in the city with what programs will likely be cut and which ones are going to be left alone. >> reporter: well, frank with the recent drop in unemployment rates and tech businesses set to move into these neighborhoods like this one, the 6.8 billion budget on this disk shows that san francisco is on the edge of a big boom, they believe. the san francisco mayor showed the budget plan in the

supervisor's chambers this morning, first time it has been done here since the days of mayor will brown. >> the city is on the rebound, i can feel it, you can all feel it here. >> reporter: the city faces a 600 million shortfall, but lee says it can be partly off set by million news tax revenues and by police and firefighters deferring 24 million in raises that they are due. >> they're fulling aware of all the sacrifices everybody else is making. and they're prepared to do their share. >> reporter: the budget makes it a priority, the 13 million in funds for housing the homeless, mental illness and substance abuse. >> i think there is still gaps in some areas where we still need to do more work. but as the mayor indicated this is the beginning of the process. >> reporter: the mayor said his goal is to have enough cash to keep the city solvent, regarding costs in san francisco. >> we still have 67.6 million

in reserves. to brace ourselves for whatever the state is not going to be able to do. >> reporter: so lee cedric he will have voters approve the tax increase, aimed at making the law july one. reporting live, david stevenson, ktvu channel 2 action news. and parents took advantage of the first day of open enrollment of schools in san francisco. we spotted this long line here at the district's office this morning. the open enrollment allows them to select the school the child will attend next year if the room is available. some lined up early because the open enrollment is first come, first serve. and they lost their homes in the san bruno pipeline explosion, and tonight, their efforts to rebuild has been side lined. ken pritchett has more on the story. >> reporter: repairs on this home as you can see are in limbo, the door there is boarded up. the homeowners say they were sent an e-mail saying that the

contractor may go out of business, a contractor that some neighbors say was approved by pg&e. its logo is on boarded up doors and windows. and the sign here shows what at least one neighbor thinks of the area. five customers of vanderbilt were told by e-mail that work on their homes will stop, as the company determines whether or not they will stay in business. one woman said they had signs all over the neighborhood soon after the explosion and were on a pg&e-approved list of contractors. >> they were on the list, i don't know if it was a recommendation, but here is a list that we were told about. >> reporter: they put it on the list of contractors homeowners could use to directly build the utility instead of paying out of pocket. but pg&e says it was not a recommendation. >> well, actually there was no list of preferred contractors that pg&e distributed. >> reporter: vanderbilt

completed repairs on some owns. >> some of the neighbors asked, i said no. >> reporter: there were homeowners with unfinished repairs, and pg&e says they will work with them. >> we're reaching out to them, and committed to making them whole at the end of of the process. >> reporter: and pg&e says there was no preferred or recommended list of contractors. this is what they gave the homeowners. and you can see it says an authorized list of contractors. it could be just words, but many of the homeowners say they see the list as a recommendation from pg&e. now we tried to reach vanderbilt construction, they does not return our calls. it is worth noting there is another vanderbilt family, another spelling, but they have no connection to the story. ken pritchett ktvu. and domestic wine sales up 7 cents last year, compared to

2009. california wine producers took in 18 and a half billion. and for the first time more wine was consumed in the united states compared to france, even though france is a much smaller country. u.s. wine exports are also up 26% from 2009, to a record 1.14 billion. bad news sent stocks going down on wall street, weaker than expected reports on manufacturing and jobs, raising fears that the economy is stalling. the dow lost almost 280 points, the nasdaq off 66 points. and a san francisco tradition missing tonight from city streets. the buses, the cable cars today as muni shatter shut down all the lines for maintenance. powell is scheduled to be back in operation on monday. the california line has been closed since january but should open by the end of the month. and weather delaying a paving project in marin county.

caltrans was supposed to upgrade a six mile stretch but is moving that back now to next week. freeway on and off ramps will be closed during the overnight work once it gets under way. caltrans says it won't close consecutive ramps, and that should help make the detours minimal. and monitoring a tornado, bill what do you have? >> yeah it is the second one, the most current situation in northern california, very similar for what we saw last week, butte county, the tornado warning is dropped. but this one is issued for just southeast of yuba city, the southern end of the system, the earlier -- i'll back it out, you can see the first tornado warning pop out. there it is. as the system develops right outside yuba city, there you get the tornado warning. and it shares a part as it moves into the foothills. look on the lower half, the tornado goes away, the new one pops up, good until 6:45.

so we're tracking the severe weather line here, we have reports of visual sightings from chp of tornadoes out towards 99, earlier about 30 minutes ago. a tornado warning in effect now for yuba and sutter county until 6:45. note that this system is moving off towards the northeast. note that in the foothills, when these hit the foothills, the systems hit the foothills, they die out. the tornado or the funnel cloud will go away. and probably already is as it moves off towards the east. that is a developing story, we'll watch it for you and get you new developments here. we're back on at 7:00. and we'll have the latest on that as well. right now we're tracking the severe weather, the tornado warning in yuba and sutter counties. for us as the system moves onshore, we have a secondary system that wants to swing in here. it won't spoil the plans tomorrow, warmer tomorrow, sunshine, here is the one that

will spoil your plans. that is saturday. it looks juicy, it really does. issues in the mountains, easily a snow advisory, but perhaps more day by day. none of this is off the charts, flooding or anything like that. but it is unusual, you don't expect it this time. the temperatures well below the average. snow advisories in the mountains. and as we get into friday, the system approaches, hanging offshore. as it does, it could stay offshore, no big deal, we stay kind of dry, or it could jet through, and then we could see rain in the mountains, 68 morgan hill, sun comes out tomorrow for a time. look for a morning sprinkle, possibly wet on the morning commute. thursday afternoon through friday looking good. friday afternoon things are dicey again, and the five-day forecast looks like something straight out of march or late february. doesn't look like june one in the bay area. >> no, it doesn't, all right

thank you bill. and we have breaking news to report tonight from san francisco. the bomb squad has been called to a home to check out what may be military weapons, all happening right now on christopher drive near forest noll and castle mount. i want to show you pictures on news chopper 2, police were there a couple of hours ago, a man cleaning out a rental home, he discovered military items. officers evacuated the nearby homes, closed down the street and called in the bomb squad, looking at the situation now. we'll update you with more information on our website and later on in the news cast. and hollywood celebrities and sports stars in livermore today, sports is next
